An official list of 60 proscribed terror outfits, released by Pakistan, has cleared all doubts about <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attack+mastermind+Hafiz+Saeed">Mumbai attack mastermind Hafiz Saeed</a>. His terror group <keyword id="44125" type="ORGANIZATION" weightage="80" keywordseo="Jamaat-ud-Dawa">Jamaat-ud-Dawa</keyword> (JuD) and Afghanistan-based dreaded Haqqani network are not banned in Pakistan. 
 
JuD is listed as a terror outfit by the <a href="http://www.businessinsider.in/searchresult.cms?query=United+Nations">United Nations</a>, but it’s not a terror group in Pakistan. 
 
However, the <a href="http://www.businessinsider.in/searchresult.cms?query=Pakistan+government+">Pakistan government</a> has put the JuD on the list of groups being closely watched by officials. This means that it can be banned if found guilty of promoting militancy. 
 <keyword id="44106" type="PERSON" weightage="80" keywordseo="Hafiz-Saeed">Hafiz Saeed</keyword> has a $10 million US government bounty against him. He is responsible for the 2008 Mumbai attacks that killed 166 people, but he moves freely across Pakistan. 
 Moreover, he has recently filed a plea in a <keyword id="52954" type="ORGANIZATION" weightage="60" keywordseo="Lahore-court">Lahore court</keyword>, seeking ban on the release of <a href="http://www.businessinsider.in/searchresult.cms?query=Bollywood+movie+Phantom+">Bollywood movie Phantom</a> in Pakistan, alleging that the film, set on post-26/11 attacks and global terrorism, contains "filthy propaganda" against the country. 
 
In the petition, Saeed pleaded that the Saif Ali Khan-starrer film, which is scheduled to release on 28 August, has "venom against Pakistan and Jamaat-ud-Dawa". 
 
Further, the al-Qaeda-linked dreaded Haqqani network, blamed for several deadly attacks against Western and Indian interests in Afghanistan including the 2008 bombing of the Indian mission in Kabul, is also not on the list. 
 
According to the list, there are 60 organisations banned by Pakistan for their involvement in militancy. 
 Arranged in alphabetical order, the Lashkar-e-Toiba (LeT) is on number 39 while <keyword id="148497" type="ORGANIZATION" weightage="80" keywordseo="Jaish-e-Muhammad">Jaish-e-Muhammad</keyword> (JeM) is on 29. 
 
The list also includes top militant groups like <a href="http://www.businessinsider.in/searchresult.cms?query=al-Qaeda+and+Tehreek-e-Taliban+Pakistan">al-Qaeda and Tehreek-e-Taliban Pakistan</a>. 
 
The Islamic State or Daesh, which had made in-roads in the region, is also not included in the list. 
 LeT and JeM were proscribed on January 14, 2002 in the wake of attack on <keyword id="145182" type="ORGANIZATION" weightage="60" keywordseo="Indian-Parliament">Indian parliament</keyword>. 
 
The JuD is the only group under official observation, shows the list. The group runs schools and hospitals and carry out charitable work during floods and other natural disasters.

It’s official now! Hafiz Saeed-led JuD, Haqqani network not banned in Pakistan

The recent attack on the Pathankot air base has brought the terror group <keyword id="205704" type="ORGANIZATION" weightage="100" keywordseo="Jaish-e-Mohammad">Jaish-e-Mohammad</keyword> (<keyword id="6399588" type="COMPANY" weightage="100" keywordseo="Jem">JeM</keyword>) back in limelight, which is led by <keyword id="164868" type="PERSON" weightage="100" keywordseo="Maulana-Masood-Azhar">Maulana Masood Azhar</keyword> and has also been accused of the 2001 Parliament attacks. 
 
Owing to its terrorist activities, United Nations had in the past attempted to ban the JeM, but couldn’t do so because of China's stubbornness on the matter at the request of Pakistan. 
 
JeM has been announced a terrorist organisation in several countries like Australia, Canada, India, the UAE, the UK and the US. 
 In 2009, India had requested the <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> to ban Azhar but China, which happens to be one of the five permanent members of the group with Veto Powers, didn’t allow the ban. This was perhaps at the request of Pakistan, from where the organisation operates. 
This happened despite the then UPA government providing all the detailed information, about Azhar's involvement in terror activities in India, to China. 
 
However, China argued that the information wasn’t sufficient enough to establish Azhar's involvement in terrorism, as per ET. 
 In 2010, India's request to name Azhar, and <keyword id="218693" type="PERSON" weightage="100" keywordseo="Abdur-Rehman-Makki">Abdur Rehman Makki</keyword> and <keyword id="234365" type="PERSON" weightage="100" keywordseo="Azam-Cheema">Azam Cheema</keyword> of Lashkar on the 1267 sanctions list of the UN was also put on "technical hold" by China. 
 This is not the only case when China didn’t support India in its fight against terrorism. Last year, China had blocked India’s effort to question Pakistan at the <keyword id="45167" type="ORGANIZATION" weightage="100" keywordseo="UNSC">UNSC</keyword> (as per resolution 1267). The questioning was to be done over the release of <keyword id="147423" type="UNKNOWN" weightage="100" keywordseo="Zaki-ur-Rehman-Lakhvi">Zaki-ur-Rehman Lakhvi</keyword>, the <keyword id="41305" type="ORGANIZATION" weightage="100" keywordseo="LeT">LeT</keyword> commander and the brain behind 26/11 Mumbai terror attacks. The same “insufficient information" alibi was used in this matter as well. 
 Also, Beijing has thrice blocked India's bids to get <keyword id="44125" type="ORGANIZATION" weightage="100" keywordseo="Jamaat-ud-Dawa">Jamaat-ud-Dawa</keyword> added to the UNSC terror list, which was finally done in December 2008. Not only this, China also stalled India's effort to get <keyword id="50913" type="ORGANIZATION" weightage="100" keywordseo="Hizbul-Mujahideen">Hizbul Mujahideen</keyword>'s <keyword id="105621" type="PERSON" weightage="100" keywordseo="Syed-Salahuddin">Syed Salahuddin</keyword> added to the 1267 sanctions list early last year.

China isn’t agreeing to UN’s attempt to ban Masood Azhar, one of India’s most wanted terrorists!

<keyword id="383370" type="PERSON" weightage="80" keywordseo="Yakub-Memon">Yakub Memon</keyword>, a convict in the 1993 Mumbai serial blasts case has been sentenced to death for his involvement and is reportedly set to be hanged on 30 July.  This LeT chief is the mastermind behind the <keyword id="630132" type="UNKNOWN" weightage="80" keywordseo="26/11-Mumbai">26/11 Mumbai</keyword> terror attacks. 
 
The founder of LeT is currently in Pakistan after being released from house arrest. The Pak government had arrested him on many occasions but no criminal charges were leveled against him. 
 Saeed’s Jamaat-ud-Dawa is believed to be a cover for LeT operations. The rise of LeT in Kashmir is credited to Saeed's alleged links with the <keyword id="6357143" type="ORGANIZATION" weightage="80" keywordseo="ISI">ISI</keyword> and the Pakistani military. 
 
Zaki-ur-Rehman-Lakhvi 
 
Lakvhi is reportedly second in the LeT ranks, and is in-charge of its recruitments and operations. 
 
He is credited to be the one who recruited and trained the terrorists in the 26/11 attacks. India has claimed he also supervised the recruitment of Azam Cheema who was accused in the2006 Mumbai rail network bombing case. 
 
<keyword id="179979" type="PERSON" weightage="60" keywordseo="Dawood-Ibrahim-Kaskar">Dawood Ibrahim Kaskar</keyword> 
 
The head of the infamous D-company had to feature in the list. Son of a Maharashtra constable, Dawood is accused of the most destructive bomb explosions in Indian history – the 1993 Mumbai serial blasts. He is also believed to be involved in the 26/11 Mumbai terror strikes. 
 Predicted to be hiding in Karachi, Pakistan, Dawood was allegedly attached to Al Qaeda chief <keyword id="41240" type="PERSON" weightage="80" keywordseo="Osama-bin-Laden">Osama Bin Laden</keyword> and also involved in the <keyword id="6354312" type="CITY" weightage="60" keywordseo="IPL">IPL</keyword> spot fixing scandal. 
 
Syed Salahuddin 
 
The chief of Hizbul Mujahideen wants Kashmir to unite with Pakistan. He allegedly has links with ISI and the Pakistani army. He is responsible for terror strikes in Jammu and Kashmir. 
 
Maulana Masood Azhar 
 
This Pakistani Mujaheddin leader has waged a war on India in the Kashmir valley. 
 
However, Maulana came into the limelight after he was released from captivity as India was forced to trade-off the lives of passengers in a hijacked Indian Airlines flight. The hijack saw a dead passenger, a few others injured and three militants being released from Indian captivity. 
 
Since then Maulana has led many anti-India operations, including the attack on the Indian parliament in 2001.

Top 5 most wanted terrorists in India that still roam free

<ul><li>The Asia Pacific Policy Group (APPG), a regional think tank associated with the <keyword id="182590" type="ORGANIZATION" weightage="20" keywordseo="FATF">FATF</keyword>, has said that <keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword>’s recent actions to prevent terrorist groups from accessing funds are inadequate. </li><li>The country was put on a watchlist, called the “grey list”, by the FATF a few months ago for its failure to crack down on terror financing. </li><li>If Pakistan remains on the grey list, then it could see demand from foreign investors drop and the rating of its sovereign bonds downgraded by international rating agencies. </li></ul>In a review held last week, the Asia Pacific Policy Group (APPG), a regional think tank associated with the Financial Action Task Force (FATF), confirmed that Pakistan’s recent actions to prevent terrorist groups from accessing funds were inadequate. It noted the lack of progress in freezing the funds of organisations like Jamaat-ud-Dawa (JuD), the Hafiz Saeed-led group behind the Mumbai terror attacks in 2008. The country was put on a watchlist, called the “grey list”, by the FATF a few months ago for its failure to crack down on terror financing. Pakistan had earlier been on the watchlist from 2012 to 2015 for its inability to address the problem of <keyword id="6355008" type="UNKNOWN" weightage="20" keywordseo="Money-laundering">money laundering</keyword>. The FATF sets standards and assesses countries’ progress in preventing money laundering and curbing terrorist organisations’ access to finance. In June 2018, Pakistan approved a 26-point action plan devised by the APPG for it to comply with anti-terrorist financing and anti-money laundering regulations. The measures, which were envisioned to be implemented over the span of 15 months, included curbs on cross-border currency movements, stricter money-laundering controls at banks and an assessment of the financing activities of certain non-profit organisations. A thorn in the new PM’s side A lot rides on the evaluation by the APPG. Pakistan has come under criticism from the US government for its inability to stop the proliferation of homegrown terrorist networks. Earlier this month, the US said it would cut $300 million in military aid to the country. If Pakistan remains on the grey list, then it could see demand from foreign investors drop and the rating of its sovereign bonds downgraded by international rating agencies like Moody’s, which will make it more expensive for the country to access credit. In addition, financial institutions will be averse to transacting with Pakistani banks and it will also hurt he country’s chances of securing a bailout package from multilateral organisations like the <keyword id="6354424" type="COMPANY" weightage="20" keywordseo="world-bank">World Bank</keyword>. This is bound to be a problem for new Prime Minister Imran Khan as he tries to steer Pakistan out of a financial crisis characterised by dwindling forex reserves and an unmanageable debt burden. The APPG will submit the report on Pakistan to the FATF next month. Thereafter, Pakistan will be subjected to an evaluation of the first phase of its anti-terror financing reforms in December 2018. If it is unable to show any progress by then, the country could face the prospect of capital flows and foreign funding assistance drying up and the imposition of sanctions.
