<ul><li>One army officer and four soldiers among killed. </li><li>A gunfight erupted facing off security personnel and up to three militants. </li><li>The overnight encounter took place 10 kilometres from site of <keyword id="43212" type="LOCATION" weightage="20" keywordseo="Pulwama">Pulwama</keyword> attack.</li></ul>Less than 5 days after one of the deadliest militant attacks in Kashmir, an overnight encounter between Indian security forces and three militants in Pulwama, Kashmir has reportedly killed at least four army personnel. Seven people, including an Indian Army major and two Jaish-e-Mohammad (JeM) militants, were reportedly killed in a gunfight in <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword>'s Pulwama district. Defence Ministry spokesman Colonel Rajesh Kalia said: "One of the two slain JeM terrorists was a top commander and belonged to Pakistan." According to an NDTV <a href="https://www.ndtv.com/india-news/4-armymen-killed-in-overnight-encounter-in-pulwama-in-jammu-and-kashmir-1995055?pfrom=home-topscroll">report</a>, one army officer and three soldiers were killed during the encounter when terrorists opened fire on Indian security forces in Pulwama. On Sunday night, a gunfight erupted facing off security personnel from the Rashtriya Rifles (RR), Special Operations Group (SOG) of the state police and the Central Reserve Police Force (CRPF) and militants, after the former received a tip off that militants from Jaish-e-Muhammad were hiding there, IANS reported. “As the cordon was tightened, the holed-up militants fired triggering the gunfight," IANS reported citing police sources. As of Monday morning, a search operation was still underway at the site some 10 kilometres away from the spot where last week an SUV packed with explosives rammed into a bus carrying CRPF personnel, killing at least 45 Indian security personnel, in one of the worst militant attacks in the valley. Four soldiers killed in Pulwama during encounter between Indian security forces and militants: Report

An official list of 60 proscribed terror outfits, released by Pakistan, has cleared all doubts about <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attack+mastermind+Hafiz+Saeed">Mumbai attack mastermind Hafiz Saeed</a>. His terror group <keyword id="44125" type="ORGANIZATION" weightage="80" keywordseo="Jamaat-ud-Dawa">Jamaat-ud-Dawa</keyword> (JuD) and Afghanistan-based dreaded Haqqani network are not banned in Pakistan. 
 
JuD is listed as a terror outfit by the <a href="http://www.businessinsider.in/searchresult.cms?query=United+Nations">United Nations</a>, but it’s not a terror group in Pakistan. 
 
However, the <a href="http://www.businessinsider.in/searchresult.cms?query=Pakistan+government+">Pakistan government</a> has put the JuD on the list of groups being closely watched by officials. This means that it can be banned if found guilty of promoting militancy. 
 <keyword id="44106" type="PERSON" weightage="80" keywordseo="Hafiz-Saeed">Hafiz Saeed</keyword> has a $10 million US government bounty against him. He is responsible for the 2008 Mumbai attacks that killed 166 people, but he moves freely across Pakistan. 
 Moreover, he has recently filed a plea in a <keyword id="52954" type="ORGANIZATION" weightage="60" keywordseo="Lahore-court">Lahore court</keyword>, seeking ban on the release of <a href="http://www.businessinsider.in/searchresult.cms?query=Bollywood+movie+Phantom+">Bollywood movie Phantom</a> in Pakistan, alleging that the film, set on post-26/11 attacks and global terrorism, contains "filthy propaganda" against the country. 
 
In the petition, Saeed pleaded that the Saif Ali Khan-starrer film, which is scheduled to release on 28 August, has "venom against Pakistan and Jamaat-ud-Dawa". 
 
Further, the al-Qaeda-linked dreaded Haqqani network, blamed for several deadly attacks against Western and Indian interests in Afghanistan including the 2008 bombing of the Indian mission in Kabul, is also not on the list. 
 
According to the list, there are 60 organisations banned by Pakistan for their involvement in militancy. 
 Arranged in alphabetical order, the Lashkar-e-Toiba (LeT) is on number 39 while <keyword id="148497" type="ORGANIZATION" weightage="80" keywordseo="Jaish-e-Muhammad">Jaish-e-Muhammad</keyword> (JeM) is on 29. 
 
The list also includes top militant groups like <a href="http://www.businessinsider.in/searchresult.cms?query=al-Qaeda+and+Tehreek-e-Taliban+Pakistan">al-Qaeda and Tehreek-e-Taliban Pakistan</a>. 
 
The Islamic State or Daesh, which had made in-roads in the region, is also not included in the list. 
 LeT and JeM were proscribed on January 14, 2002 in the wake of attack on <keyword id="145182" type="ORGANIZATION" weightage="60" keywordseo="Indian-Parliament">Indian parliament</keyword>. 
 
The JuD is the only group under official observation, shows the list. The group runs schools and hospitals and carry out charitable work during floods and other natural disasters.

Azhar has been responsible for multiple deadly terrorist attacks in India, claiming the lives of hundreds in the country. India had renewed its bid to designate Masood Azhar as a global terrorist following a terror attack in Pulwama that killed over 44 paramilitary policemen on February 15, 2019. India accused Masood Azhar of training militants and planning several terror attacks in the country including the 2001 Parliament attack and the recent Pulwama attack. Jaish-e-Mohammad (JeM) has ties with other terror groups has ties with other groups including Lashkar-e-Taiba (LeT) and Lashkar-e-Jhangvi. In 2002, The group was banned in Pakistan. However, US authorities have claimed that they have been carrying out there operation freely. The Indian security forces t<a href="https://www.indiatoday.in/mail-today/story/averted-2-pulwama-like-attacks-security-forces-1477587-2019-03-14">racked down</a> 18 terrorists after Pulwama, 14 of which were from JeM. 2001 attack on Indian Parliament Parliament Terrorist groups Jaish-e-Mohammad and Lashkar-e-Taiba were also responsible for the attack on the Indian parliament in 2001. A group of armed terrorists had entered the Parliament of India, opening fire and killing nine. The terrorists also died in the encounter. Even though both the Rajya Sabha and Lok Sabha had been adjourned before the attack took place, many Indian politicians were still believed to have been inside the building when the terrorists entered. 2008 - Mumbai attack Azhar was also responsible for the ghastly attacks in posh hotels and public places in Mumbai in 2008 that left at least 174 people dead. The attacks which were a series of shooting and bombing attacks had lasted for four days in November 2008, in Mumbai’s prime locations. The attack is still considered to be one of the most deadly ones in the world. 2016 - Pathankot air base attack Masood Azhar was also held responsible for being the mastermind of the terror attack that took place at Pathankot air base, in India, on 2 January 2016. The attack led to a breakdown in India-Pakistan relation that has been undergoing tussles over Kashmir from years. The attack initially killed four attackers and two security personnel with one more security personnel dying from injuries hours after the attack. 2019 - Pulwama attack Forty-five paramilitary soldiers lost their lives in Pulwama, Kashmir on Thursday in a terror attack. The Pulwama attack took place around 3.15 p.m. on 14 February 2019 when a 'Fidayeen' bomber belonging to the Jaish-e-Muhammad (JeM) terror outfit rammed an explosive-laden SUV into a bus carrying CRPF troopers in Lethpora area of Pulwama district on the Srinagar-Jammu Highway.

Masood Azhar's four deadliest attacks on India

<keyword id="6357143" type="ORGANIZATION" weightage="100" keywordseo="ISI">ISI</keyword>, the powerful intelligence agency of Pakistan is behind the recent attack on Pathankot air base in Punjab, says former top White House official Bruce Riedel. Riedel also said that the attack was done using a terrorist group that ISI had created 15 years ago. 
 
Riedel has worked in the National Security Council of the White House and was among the few people who were present at the Bill Clinton-Nawaz Sharif meeting that happened in 1999 during the Kargil war. He stated that the attack was meant to prevent any friendly ties between India and Pakistan, which looked promising after the recent surprise visit that Indian PM Narendra Modi paid to Pakistan. 
 The article, which was written for the Daily Beast, stated that the <keyword id="3195242" type="UNKNOWN" weightage="100" keywordseo="Pathankot-attacks">Pathankot attacks</keyword> and the one the Indian Consulate in Mazar-e Sharif in northern Afghanistan was done via terror group Jaish-e-Muhammad (JeM), a group that ISI created 15 years ago. Regarding the authenticity of his claims, he mentioned "well-informed press and other knowledgeable sources". 
 
"Any diminution in tensions with India might risk the army's lock on its control of Pakistan's national security policy. The army continues to distinguish between 'good' terrorists like JEM and LET and 'bad' terrorists like the Pakistani Taliban, despite decades of lectures from American leaders," he said. 
 
Riedel, who is a former CIA officer, further stated that because of Nawaz Sharif’s friendly nature towards India, the Pakistani army has long distrusted him. 
 
"An army coup in 1999 sent him into exile in Saudi Arabia for a decade. His warm embrace of Modi on Christmas Day in his home in Lahore undoubtedly angered the generals," he said.
