Thousands of migrants were stranded in places across the country since the lockdown was enforced on March 25, many even attempting to walk home. On Wednesday, the ministry of home affairs allowed states to ferry their migrants back in buses, even as many state chief ministers requested that special trains be allowed to run for the movement of migrants. "The 24 coach train started at 4.50 am today (Friday). 1,200 migrants are on board," RPF DG Arun Kumar told . It's the only train to be deployed so far, he added."Today (Friday) morning a one-off special train was run from Lingampalli to Hatia on request of the state government of Telangana and as per the directions of ministry of railways. All necessary precautions such as prior screening of passengers, maintaining social distancing at station and in the train were followed," railways said in a statement.A spokesperson for the South Central Railway which is running the train service said that all passengers were thermal screened at the station, masks were mandatory and food has been provided on board as the train will have no halts. For social distancing measures, it has allowed only 54 passengers per coach which has a capacity of 72. In coupes, six passengers have been allowed instead of eight, the spokesperson said. The fare would include cost of sleeper class ticket, superfast charge of Rs 30 and Rs 20 for meals and water per passenger. After more than a month of suspension of services, the railways on Friday, which is also International Labour Day, announced six "Shramik Special" trains for migrant workers, students and others who were stranded due to the lockdown. The first such service was run with 1,200 passengers from Hyderabad to Jharkhand at 4:50 am on Friday. The other five which are scheduled to run include -- Nasik to Lucknow (at 9:30 pm), Aluva to Bhubaneswar (6 pm), Nasik to Bhopal (8 pm), Jaipur to Patna and Kota to Hatia (9 pm). Each train is expected to carry 1,000-1,200 passengers. "Passengers need not buy anything from the railways. State governments will coordinate and pay on their behalf," the railways said. The lowering of the emergency level shows a major breakthrough in Hubei's prevention and control against COVID-19, but it does not mean that Hubei has downgraded its risk alert or decreased work intensity against the epidemic, Vice-Governor of Hubei Yang Yunyan told the media on Friday. After more than three months of precise and tight prevention and control, the virus spread is "basically cut off" in Hubei, Yang said. Hubei province was locked down for three months since January 23. Now, the lockdown has been lifted and people are allowed to travel after health checks. "The unprecedented emergency measures during the initial phase have basically cut off the spread of the novel coronavirus," Yang said. "In line with national regulations and the provincial contingency plan, Hubei has basically met the condition to lower the emergency response level," state-run Xinhua news agency quoted the governor as saying. The emergency level was downgraded as the province did not report new COVID-19 cases in the last 27 days. However, Hubei province has reported 631 asymptomatic coronavirus in the period. China's National Health Commission (NHC) on Friday said 25 new asymptomatic cases were reported in the country, taking the total tally to 981, including 115 from abroad, who were still under medical observation. Asymptomatic cases refer to people who tested positive for the coronavirus but develop no symptoms such as fever, cough or sore throat. They are infectious and pose a risk of spreading to others. Hubei has so far reported 68,128 confirmed COVID-19 cases in total, including 50,333 in Wuhan. With the confirmed cases steadily declining in China, including in Wuhan, the government decided to resume normal operations all over the country. However, the steady rise in asymptomatic cases continues to be a cause of concern. The NHC in its Friday report said 12 new confirmed COVID-19 cases were reported in the country on Thursday, of which six were imported. The death toll in the country remained at 4,633 as no new fatalities were reported on Thursday, it said. As of Thursday, the overall confirmed cases in China had reached 82,874, including 599 patients who were still being treated and 77,642 people discharged after recovery, it said. Also, China has a total of 1,670 imported cases of which 505 were being treated with seven in severe conditions, the NHC said. Meanwhile, a high-level leading group headed by Chinese Premier Li Keqiang which is supervising the operations to contain the coronavirus since January directed the officials to work out a well-calibrated response for the international Labour Day holiday. China observes the May Day with a five-day official holiday during which over 100 million people are expected to travel as the country has eased travel restrictions in recent weeks. China on Friday opened all its tourist sites including the Forbidden city in Beijing for tourists. "Local governments must have sound contingency plans and enhance emergency preparedness. Any infection, once detected, must be promptly handled with targeted measures, and the transmission route be cut off as quickly as possible. In a meticulous pre-dawn operation that coincided with the International Labour Day and planned in virtual secrecy, the first train with 1,200 migrant workers departed from Hyderabad in Telangana to Hatia in Jharkhand at 4:50 am. The other five train services are from Aluva(Kerala) to Bhubaneswar(Odisha), Nashik(Maharashtra) to Lucknow(UP), Nashik to Bhopal(MP), Jaipur(Rajasthan) to Patna(Bihar) and Kota(Rajasthan) to Hatia, which is in the outskirts of Ranchi city. The migrant workers from Sangareddy district, about 50 km from Hyderabad, were brought to the city in buses and allowed to board the 24-coach train after following strict health protocols. Some of the workers were working at IIT, Hyderabad, with the campus at Sangareddy, which witnessed protests by construction labourers, allegedly denied payment. They indulged in stone pelting and also demanded they be sent back home. The discreet operation came against the backdrop of the incident in Bandra in suburban Mumbai when thousands of migrant workers reached the railway station on April 14 following social media buzz on resumption of train services that triggered a near stampede and breakdown of law and order. After more than a month of suspension of passenger services, the Railways announced the special trains for stranded migrant workers, students and others amid indications by officials that more such services are being planned in the coming days with the 40-day lockdown due to end on May 3 being extended for another two weeks. The train services followed demands from multiple states who felt it will be a logistical nightmare to transport lakhs of migrants back to their home towns in buses which was envisaged in the April 29 guidelines of the Ministry of Home Affairs(MHA). Over 5,000 migrant labourers returned to Uttar Pradesh from Madhya Pradesh in 155 buses and their medical check-ups were being conducted, UP's Additional Chief Secretary (Home) Awanish Kumar Awasthi said in Lucknow. He said 5,259 labourers from MP arrived in the state and 1,341 labourers belonging to that state were sent to their native places in 50 buses. Awasthi said 6,500 migrant labourers from Rajasthan and 1,500 from Uttarakhand will be returning to UP on Saturday. Nearly 1,700 students returned to West Bengal from Rajasthan's Kota -- the coaching hub for engineering and medical aspirants -- and have been put up at different camps for health check-ups, an official said in Kolkata. According to TMC leader and Asansol Mayor Jitendra Tiwari, the students, following their arrival in the town, were provided refreshments and taken to health camps, where they would have to undergo precautionary medical check-up. "The buses carrying students (from Kota) are coming to Asansol. The students are then being taken to health camps for a check-up. We have arranged for 135 buses, which would ferry the students to their respective homes, following completion of necessary formalities," Tiwari told over the phone. The Railways said as per the guidelines issued by the MHA the 'Shramik Special' trains will be operated from point to point on the request of both the state governments concerned as per the standard protocols for sending and receiving such stranded persons. "The railways and state governments shall appoint senior officials," it said in a statement. Students from all 24 districts of Jharkhand, who were stranded in Rajasthan, will be accommodated in two special trains leaving Kota and Jaipur. It will be mandatory for every passenger to wear a face cover. Meals and drinking water would be provided to the passengers by the sending states at the originating stations. "Railways will endeavour to ensure social-distancing norms and hygiene with the cooperation of passengers. On longer routes, the railways will provide a meal during the journey," the national transporter said. On arrival at the destination, the passengers are to be received by the state government, which will make all arrangements for their screening, quarantine, if necessary, and further travel from the railway station, it added.
