New Delhi, Ahead of the Budget 2021, the government has hinted at rationalization of various taxes in the <keyword id="45911" type="PERSON" weightage="20" keywordseo="Aviation-sector">aviation sector</keyword>, which is among the hardest hit by the Covid-19 induced economic meltdown. "We are working on a long-term plan to help the sector by rationalizing various taxes. We are looking forward to make the ecosystem smarter and more efficient to make the <keyword id="31907" type="COMPANY" weightage="20" keywordseo="Aviation">aviation</keyword> sector sustainable," said Usha Padhee, Joint Secretary, Ministry of Civil Aviation. Addressing a webinar on "Connecting the Dots-Recovery of aviation, tourism and hospitality" on Friday, she underscored the need for the sector to be geared for any challenges and said that policy rejig will also help it in the long run, if it is hit by a similar crisis in the future. The webinar was organised by Women in Aviation International - India Chapter. Highlighting the success of Udan scheme, she further added: "Though the pandemic has adversely impacted the aviation and allied sectors, yet we have managed to take steps towards recovery. We are systematically opening the air space for operations and the air bubbles have helped aviation sector to get 60% capacity of domestic sector back." She added that great solutions are borne out of crisis while delving into the fact how the industry has fast adapted to technology and transformed digitally. "The crisis has led to digital transformation for the aviation sector. Now we have 100% web check-ins and various technology driven solutions have been adopted to offer touchless experience to passengers," she quipped. Pre-Covid forecasts indicated that in 2036 aviation industry will provide 98 million jobs and generate $5.7 trillion in GDP. Post Covid, the situation has reversed completely throwing the industry in a state of flux. All commercial activities are now dependent on the recovery of aviation, tourism and hospitality industry. The webinar was also attended by Fang Liu - Secretary General of the <keyword id="159139" type="COMPANY" weightage="20" keywordseo="International-Civil-Aviation-Organisation">International Civil Aviation Organisation</keyword>. Various Taxes may rationalize in Aviation Sector in Budget 2021

The <keyword id="54875" type="ORGANIZATION" weightage="100" keywordseo="Airports-Authority-of-India">Airports Authority of India</keyword> (AAI) today said that for construction of new regional airports and expansion of existing ones over the next seven years, it will require <a href="http://www.businessinsider.in/searchresult.cms?query=investment">investments </a>to the tune of $12 billion.
 

	The government-run body also plans to hold a meeting with various state governments once the draft of civil <a href="http://www.businessinsider.in/searchresult.cms?query=aviation+">aviation </a>policy is finalised to discuss airport requirements there going forward, AAI Chairman RK Srivastava told reporters on the sidelines of an aviation conference here.
 <keyword id="113134" type="COMPANY" weightage="100" keywordseo="Airports-Council-International">Airports Council International</keyword> (ACI) in association with International Civil Aviation Organisation has organised here a two-day conference on the theme "Investing in <a href="http://www.businessinsider.in/searchresult.cms?query=Airports">Airports</a>- Economic Oversight and Regulations" to discuss <keyword id="127781" type="UNKNOWN" weightage="100" keywordseo="sustainable-growth">sustainable growth</keyword> for the airports globally. 

	Srivastava said besides development of new regional airports a number of the existing airports including Pune, Guwahati, Trichy, Jammu, Srinagar and Patna, among others, would soon reach optimum capacity and would have to be expanded to meet the increased demand.
 All this will require an <keyword id="6355120" type="ORGANIZATION" weightage="100" keywordseo="investment">investment</keyword> of $12 billion over the next seven years, Srivastava said. He said that part of these <keyword id="6356305" type="UNKNOWN" weightage="100" keywordseo="funds">funds</keyword> will come through internal accruals and part of it will be raised through the market. 

	"We will have to go to the market to raise funds from the third year of the seven year period," he said.

$12 billion needed to build new airports, expand existing: AAI

Malaysia's Prime Minister, <keyword id="10203" type="PERSON" weightage="80" keywordseo="Najib-Razak">Najib Razak</keyword>, has urged international aviation regulators to implement real-time tracking of airliners to prevent another mishap similar to the disappearance of <keyword id="2116163" type="UNKNOWN" weightage="100" keywordseo="MH370">MH370</keyword>. He also admitted “missteps” in the early days of the airplane's disappearance. 
 
Writing in the <keyword id="6384660" type="CITY" weightage="60" keywordseo="Wall-Street-Journal">Wall Street Journal</keyword>, Razak accepted that a chaotic and slow start to the search and rescue operations in the early days of the crisis turned out to be a blunder. Consequently, he called for changes that "would make it harder for an aircraft to simply disappear and easier to find any aircraft that did." 
 The <keyword id="159139" type="ORGANIZATION" weightage="100" keywordseo="International-Civil-Aviation-Organisation">International Civil Aviation Organisation</keyword> (ICAO) arranged a meeting earlier this week to consider demands for real-time tracking of aircraft, Cloud storage of Black Box data and other possible measures. 
 
"One of the most astonishing things about this tragedy is the revelation that an airliner (of) the size of a Boeing 777 can vanish, almost without a trace," the PM wrote. "In an age of smartphones and mobile Internet, real-time tracking of commercial airplanes is long overdue." 
 
He also said that regulators should amend communication systems in order to prevent them from being manually shut down. 
 
MH370's transponder and Aircraft Communications Addressing and Reporting Systems (ACARS) were allegedly shut down before the plane went missing. 
 
Some of the changes under consideration were first proposed after the Air France Flight 447 crashed in the Atlantic in 2009, killing 228 people. However, there has not been much progress in this regard. 
 
"These changes may not have prevented the MH370 or Air France 447 tragedy. But they would make it harder for an aircraft to simply disappear and easier to find any aircraft that did," noted Razak. 
 
"The global aviation industry must not only learn the lessons of MH370, but also implement them. The world learnt from Air France but didn't act. The same mistake must not be made again." 
 
MH370, with 239 people on board, went missing on March 8. Despite an international search operation, no trace has been found yet. 
"In the passage of time, I believe, Malaysia will be credited for doing its best under near-impossible circumstances," the prime minister wrote. 
 
He, however, admitted that they "didn't get everything right" and said his government would probe why Malaysian air-traffic controllers took four hours to launch a search operation.

Though the difference is substantial, the passenger traffic at Kempegowda International Airport is up by 4 million in comparison to H1 2017. Experts <a href="https://bangaloremirror.indiatimes.com/bangalore/others/kempegowda-international-airport-among-fastest-growing-airports-in-world/articleshow/65493960.cms">attribute</a> one of the reasons to be that fact that, historically, Bengaluru hasn’t been well connected via alternative methods of transportation. That being said, in terms of percentage growth the airport came in eighth globally. Delhi’s Indira Gandhi Airport came in sixth with actual passenger growth of 3 million. Growth is always considered to be positive, but Delhi airport’s increasing traffic has also led an increasing security bill that the Delhi International Airport Limited (DIAL) has not been able to <a href="https://www.hindustantimes.com/delhi-news/govt-threatens-to-withdraw-delhi-airport-security-over-payment-dispute/story-lnEGoZHRs8ZwbouZsYNOTK.html">pay-off</a> yet. The civil aviation industry in India is already the third largest in domestic travel. According to the <a href="https://www.ibef.org/industry/indian-aviation.aspx">India Brand Equity Foundation</a>, by 2036 India will have around 480 million passengers, which will be greater than Japan and Germany combined. Year on year the passenger traffic has grown at a rate of 16.52% with a compound annual growth rate (CAGR) of 12.72% between 2006 and 2018. Routesonline, a company that specialises in the quality and standards of aviation, only considered airports that crossed the 2.5 million mark in the first six months of the year. That being said, India’s aviation sector is set to grow even further if the UDAN international draft scheme is implemented to promote international air travel from smaller cities.

New Delhi, May 18 () Aviation industry captains on Monday presented their business resumption plans and discussed contemporary challenges facing the sector due to COVID-19 with Amitabh Kant-led empowered group and Civil Aviation Secretary Pradeep Singh Kharola.Kant, who heads the empowered group on coordinating with private sector NGOs and international organisations, also interacted with United Nations India resident coordinator Renata Desallien, and country heads of UNICEF, United Nations Development Programme (UNDP) and the World Health Organization (WHO) and discussed the way forward in preparing for a social-economic new normal.As the economy is opened up further with lockdown relaxations, contact tracing and testing intensity in containment zones will hold the key, the Niti Aayog CEO said during the Empowered Group 6 interaction with WHO and UN officials. "Industry captains from the aviation sector presented their business resumption plans, contemporary challenges &amp; discussed the requisite #COVID management protocols for safe passenger movement in the future, to the Empowered Group 6, led by CEO @amitabhk87 &amp; Secretary @MoCA_GoI," the Aayog said in a tweet.Like other countries, India resorted to a country-wide lockdown on March 25, with stringent measures to limit movement of people to curb coronavirus spread in the country. COVID-19: Kant-led empowered group discusses way forward with industry leaders, UN officials

The number of domestic air passengers in India is expected to double to about 300 million annually by 2030 and the country would still have a vast untapped market, Union Civil Aviation Minister <keyword id="19999763" type="General" weightage="100" keywordseo="jyotiraditya-scindia" source="keywords">Jyotiraditya Scindia</keyword> said on Thursday. Speaking at the inaugural session of Wings India 2024, a civil aviation conclave and exhibition here, <keyword id="19905342" type="General" weightage="20" keywordseo="scindia" source="keywords">Scindia</keyword> said India under the leadership of Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> in the last decade, has been a "shining star" on the global firmament of civil aviation. He said the number of airports and waterdromes will go up to over 200 from the existing 149 in the country. With 300 million passengers a year in 2030, India's aviation penetration would be at 10-15% and still be a potential market in the decades to come. "That is the potential that India holds not only to herself and Asia, but to the world. ...even with achieving 300 million domestic passengers by 2030, we will still be one of the most under-penetrated markets across the top 20 in the world. Today our penetration is roughly about 3 to 4% that will grow to about 10 to 15%. We still have 85% penetration to go," he said. He noted that the domestic air passenger traffic witnessed 15% growth (CAGR) while international air passenger traffic was 6.1%, in the last decade. According to Scindia, India today is the third largest domestic civil aviation market in the world and the seventh largest international civil aviation market in the world. If both domestic and international are combined, then India is the fifth largest civil aviation market in the world. In the last 15 years, domestic and international cargo witnessed a growth of 60 and 53% respectively. "Our domestic cargo traffic over the last 15 years has grown by close to 60% and our international cargo traffic, by close to 53%. And it is our considered opinion and that of industry consultants that domestic traffic which was 153 million in the last calendar year, up from 60 million in 2014, will grow to 300 million by 2030," he said. On the fleet size in the country, Scindia said it has grown from 400 to over 700. "Today, India has become the largest purchaser of aircraft in the world after the US and China. Our fleet size is going to grow from 713 to upwards of 2,000 in the next decade." Observing that 74 airports were built in 65 years, he said the government has modernized and built an additional 75 airports, waterdromes and heliports in the last 10 years. "It is our target, that by 2030, we will take that number from 149 to upwards of 200 airports, waterports and heliports in our country," he said. Scindia also marked the occasion by launching the Udan 5.3 scheme. "This regional connectivity scheme has truly transformed the arena and our sector... today under Udan, infrastructure has been built at 76 airports, waterdromes and heliports. Close to 517 new routes have been operationalised that could not have been dreamt of in the past," he said. Air passenger traffic in India expected to reach 300 million by 2030: Jyotiraditya Scindia

A total of 478 technical snag-related occurrences were reported in planes between July 1, 2021 and June 30, 2022. "During operations, an aircraft may experience technical snags due to malfunctioning of components/equipment fitted on the aircraft which require rectification by the airlines for continued safe, efficient and reliable air transport service. These technical snags are reported by the flight crew on receiving an aural or visual warning in the cockpit or an indication of an inoperative/faulty system or while experiencing difficulty in operating the aircraft," said Minister of <keyword id="14580236" type="General" weightage="50" keywordseo="civil-aviation-jyotiraditya-scindia" source="Orion">Civil Aviation Jyotiraditya Scindia</keyword> in the <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> on Thursday. A total of 177 surveillance, 497 spot checks and 169 night surveillance have been carried out by <keyword id="6354705" type="General" weightage="50" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="80" keywordseo="dgca" source="Orion">DGCA</keyword>) on engineering and maintenance aspects of scheduled operators during the last one year (July 1, 2021 - June 30, 2022). Based on the violations found during surveillance, spot checks, night surveillance carried out during 2021-22, enforcement action has been taken by DGCA against responsible personnel of the airline operator in 21 instances of violations, which inter-alia includes suspension of license, withdrawal of post holder (approved personnel to the airlines involved in the maintenance of aircraft), issuance of warning letters, etc. The DGCA has laid down regulations under <keyword id="394497" type="General" weightage="50" keywordseo="civil-aviation-requirement" source="Orion">Civil Aviation Requirement</keyword> (<keyword id="6358816" type="General" weightage="50" keywordseo="car" source="Orion">CAR</keyword>) which requires that the aircraft is maintained in accordance with the manufacturers' guidelines and all snags reported on the aircraft are rectified before the aircraft is released for flight. Further, CAR lays down the requirements for the approval of maintenance organisation which mandates the organisation to have required manpower, equipment and literature commensurate to the type and fleet to be maintained. Under the system, airline operators are required to ensure that the aircraft are maintained in a continuous state of air-worthiness and all defects are rectified, said the Minister. DGCA has a laid down mechanism of conducting surveillance, spot checks, night surveillance etc. of the airlines/organisations and personnel to ensure safety of passenger and aircraft. The findings made during surveillance, spot checks and night surveillance are provided to the airline for taking corrective action. The action taken to correct the observations are reviewed. DGCA takes enforcement action in accordance with laid down procedures which may consist of warning, suspension, cancellation including imposition of financial penalty to the personnel involved/airline, said the reply. Iran says it will examine the plane it shot down domestically - but a national air safety director admitted that the agency hasn't been able to open black boxes previously

This time, Prime Minister Narendra Modi-led government is going to break away from the usual norm and do something different. 
 For the first time, the Indian government is going to choose the next Director General of the country's aviation regulator, <keyword id="6354705" type="UNKNOWN" weightage="20" keywordseo="Directorate-General-of-Civil-Aviation">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="ORGANIZATION" weightage="20" keywordseo="DGCA">DGCA</keyword>), through an interview process. 
 
Presently, the DGs are selected based on their eligibility and credentials, who are shortlisted from a bunch of resumes. 
 
As per reports, all four joint DGs have been called for an interview. 
 
"However, interviewing joint DGs does not guarantee that the government would select someone as DG from within the organisation,” an official told ET. 
 
The DGCA is running without a DG since August when M Sathiyavathy left the post after she was appointed as OSD to the Ministry of Labour &amp; Employment. 
 
The post is being handled by BS Bhullar, additional secretary in the aviation ministry. 
 "The government should select someone who makes DGCA work as an independent body and support the growth of the aviation industry. I would like the government decide on whether he should be a technocrat or generalist, but the person selected for the post should be a senior person,” Shakti Lumba, an aviation analyst who previously headed operations at <keyword id="2573" type="CITY" weightage="20" keywordseo="Air-India">Air India</keyword> and IndiGo, told ET. 
 
"Over the years, DGCA, rather than becoming an independent regulator, has become an extension of the civil aviation ministry,” Lumba told ET.

The Authority does not rate or rank specific airlines but <a href="http://www.businessinsider.com/airlines-banned-in-the-european-union-2013-4" target="_blank">assesses whether a country's aviation authorities meet standards</a> developed by the International Civil Aviation Organization (ICAO). Those that do not meet the standards are not allowed to operate flights to the United States.
Countries that currently fall short of those standards include Bangladesh, Montenegro, Serbia, Guyana, and Indonesia.
According to the <keyword id="137685" type="ORGANIZATION" weightage="60" keywordseo="FAA">FAA</keyword>, it worked with Ukraine's civil aviation authority to ensure that its safety oversight system complies with the ICAO standards.
The FAA announced the change Friday afternoon.
The change is good news for the country's flag carrier, Ukraine International Airlines, which has expanded its services throughout Europe, Asia, and the Middle East in recent years and can now consider adding route to US cities.
