The last date of submissions has now been extended till April 30 — which was earlier scheduled on March 31. That includes schools board exams, universities and entrances. The Central Board of Secondary Education (CBSE) has also suspended exams till March 31, in the wake of Coronavirus. New Delhi, Jun 24 () Exams for final year students in universities and higher education institutions which were to be held in July are likely to be cancelled in view of the spike in COVID-19 cases, and the commencement of the new session is likely to be deferred to October, according to officials. Union HRD Minister Ramesh Pokhriyal 'Nishank' has asked the University Grants Commission (UGC) to revisit the guidelines issued earlier for intermediate and terminal semester examination, and the academic calendar. According to officials, a panel, set up by UGC and headed by Haryana University vice-chancellor R C Kuhad, has been asked to revisit the guidelines and come up with alternative options. The revised guidelines are expected to be announced by the higher education regulator within a week's time. "The ministry has made it clear that the foundation for revisited guidelines shall be the health and safety of students, teachers staff. The expert committee is of the view that the examinations due in July in most universities as per the revised academic calendar be cancelled and marks for final examination be awarded based on the past performance of each student. "Students who are not happy with the final marks being given to them based on previous examinations, can be given a chance to improvise their scores by taking examinations later when the pandemic subsides," a senior official said. "Similarly, the commencement of the new academic session, which was earlier planned for already enrolled students from August and freshers from September, is also likely to be deferred to October. The deliberations are on and final guidelines in this regard will be announced soon. However, any guidelines framed will be subject to review depending upon the COVID-19 situation," the official added. Universities and schools across the country have been closed since March 16 when the central government announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak. A nationwide lockdown was announced on March 24, which came into effect the next day. While the government has eased several restrictions, schools and colleges continue to remain closed. The second committee, formed to suggest measures to improve online education, was led by Indira Gandhi National Open University (IGNOU) Vice-Chancellor Nageshwar Rao. Based on the recommendations of the two panels, the HRD Ministry had on April 29 announced the guidelines recommending the exams for final semester students be conducted in July. The commission had said that the universities may decide whether to conduct exams online or offline keeping in view the support system available with them and ensuring a fair opportunity to all students. The UGC had recommended that intermediate semester students may either be evaluated on the basis of internal assessment or in states where the COVID-19 situation has normalised, exams be conducted in July only. The commission had also said the new academic session for freshers may begin in universities from September and for already enrolled students in August while the admission process may begin in universities from August 1. The varsities may decide whether to conduct exams online or offline keeping in view the support system available with them and ensuring fair opportunity to all students.The UGC has said the lockdown period may be considered as "deemed to be attended" by all students and if the situation demands, the universities can have summer vacations for 30 days in June."Intermediate students will be graded based on internal assessment of the present and previous semester. In states where the COVID-19 situation has normalised, there will be exams in the month of July. For terminal semester students, exams will be held in July," the UGC said."Universities may follow a six-day week pattern and devise proforma to record travel or stay history of staff and students for the lockdown period. Extension of six months will be granted to MPhil, PhD students and viva-voice be conducted through video conference," it added.The commission clarified that the guidelines are advisory in nature and varsities may chalk out their own plan taking into consideration issues pertaining to the COVID-19 pandemic. "A COVID-19 cell will be constituted in every university which will be empowered to solve the issues of students related to academic calendar and examinations and a COVID-19 cell in the UGC will be created for faster decision-making," the commission said.The UGC has recommended that universities may adopt alternative and simplified modes and methods of examinations to complete the process in shorter period of time . "Universities may adopt efficient and innovative modes of examinations by reducing the time from 3 to 2 hours. The exams may be conducted in offline or online mode, as per their ordinances or rules and regulations, scheme of examinations, observing the guidelines of social distancing and keeping in view the support system available with them and ensuring fair opportunity to all students," it said."The timing of examination may be considered appropriately by universities. Incase the situation does not appear to be normal in view of COVID-19, in order to maintain social distancing for safety and health of students, grading of students could be composite of 50 per cent marks on the basis of the pattern of internal evaluation adopted by universities and the remaining 50 per cent marks can be awarded on the basis of performance in previous semester only," it added.According to the UGC, the internal evaluation can be continuous evaluation, prelims, mid-semester, internal evaluation or whatever name is given for student progression."In situations where previous semester or previous year marks are not available, particularly in the first year of annual pattern of examinations, 100 per cent evaluation may be done on the basis of internal assessments. (Eds: Updating with additional details) New Delhi, July 6 () Final-year examinations in universities will have to be conducted by September-end, the HRD Ministry announced on Monday, deferring the schedule from July in view of a spike in COVID-19 cases. However, students unable to appear in final-year exams in September will get another chance and universities will conduct special exams "as and when feasible", according to a revised guidelines issued by the University Grants Commission (UGC). The decision by the HRD Ministry came following a nod from the Ministry of Home Affairs to conduct the exams as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health and Family Welfare. The announcement has put to rest speculations that the exams for final-year students may be cancelled in view of the COVID-19 situation. In view of the surge in COVID-19 infections, the UGC's panel of experts, headed by Haryana University vice-chancellor R C Kuhad, was on June 25 asked to review the final-year examination guidelines issued on April 29. The examinations were scheduled to be held in July. "The final year examinations will be conducted by the universities or institutions by the end of September in offline, online or blended mode. The students having backlog will compulsorily be evaluated by conducting examinations in offline (pen and paper) online blended (online and offline) mode as per feasibility and suitability," according to the UGC guidelines. "Academic evaluation of students is very important milestone in any education system. The performance in examinations gives confidence and satisfaction to the students and is a reflection of competence, performance and credibility that is necessary for global acceptability," the guidelines stated. "In case a student of terminal semester or final year is unable to appear in the examination conducted by the university for whatsoever the reason(s) may be, he or she may be given opportunity to appear in special examinations...which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience or disadvantage," it said.
