Looking to travel abroad? 5 tips to help you save on airfare

Group tours are set to cost more.</li></ul>Tax collected at source (TCS), and not the IT giant, was trending earlier in May after the Finance Ministry issued a notification stating that international credit cards would also be covered under the liberalised remittance scheme (LRS) – meaning a TCS of 20% would <a href="https://www.businessinsider.in/personal-finance/news/credit-card-now-under-lrs-ambit-20-tcs-to-be-charged-on-spends-using-international-credit-cards/articleshow/100323990.cms">apply to credit cards as well</a>. After facing a backlash, on May 19, another clarification was issued stating that payments made using international credit and debit cards up to ₹7 lakh shall be excluded from LRS. Hence no TCS shall be applicable on payments made by international credit and debit cards up to ₹7 lakh in a financial year. Any payment beyond ₹7 lakh shall attract TCS at the rate of 20%. However, confusion still prevails, and there is uncertainty on how this will impact foreign travel. People are wondering if there are ways to minimise the impact. We spoke to experts to find out. TCS to apply on forex card, cash exchanges without threshold limit “No specific clarification has been provided on the threshold limits for applicability of TCS on forex cards and cash exchanges, it is assumed that new TCS rules shall apply on forex card and cash exchanges,” says Kunal Savani, partner at law firm Cyril Amarchand Mangaldas. Hence, TCS shall be applicable at 20% on forex cards and cash exchanges without any threshold limit unless a specific clarification is issued by the relevant authorities. Says Suresh Surana, founder of RSM India, an audit, tax and consulting firm, “Assuming that a forex card would generate foreign exchange liability, the same would be covered under the scope of LRS, and TCS under section 206C(1G) would be applicable on the same without the threshold limit of ₹7 lakh as applicable in case of international credit, and debit cards.” TCS @20% applicable on entire amount when booking foreign tours “In case of overseas tours the Finance Act has amended section 206C(1G) of the Income-tax Act, 1961 thereby making TCS applicable on such overseas tours at the rate of 20%. No threshold limit has been provided, and hence a 20% TCS shall be applicable on the whole amount,” says Savani. The tour provider shall collect TCS at 20% in addition to the tour cost. This was introduced in Budget 2023, and has not been amended. It should be noted that the threshold relaxation of ₹7 lakh per financial year (FY) from TCS has been given only for overseas spending using international debit or credit cards. “This relaxation shall not be available for any remittances made from India for tour booking; and TCS on tour operators shall continue to be levied from ₹1,” says Vivek Jalan, partner, Tax Connect Advisory, a professional services firm. For example, if two people are going on a tour, and if the total cost is ₹5 lakh, then this will come under LRS, and the ₹7 lakh exemption will not be applicable. However, if they spend ₹5 lakh overseas on shopping, with international credit or debit cards, then the exemption will be applicable. Exemption applicable on a cumulative basis on all credit, debit cards “The exemption of ₹7 lakh applies to payments made through credit/debit cards only, and not to forex cards. From a reading of the press release, it appears that it is a combined limit applicable to payments made through credit, and debit cards taken together,” says Riaz Thingna, partner, tax, Grant Thornton Bharat, an assurance, tax and advisory firm. So, let us say that when travelling abroad with family in a certain financial year, someone spends ₹5 lakh on a credit card, and ₹5 lakh on a debit card. The first spend of ₹5 lakh from the credit card will not attract TCS as it is below the threshold of ₹7 lakh. The next spend of ₹5 lakh from the debit card will attract TCS in the following manner – there will be no TCS on ₹2 lakh, but a TCS @ 20% will apply on the balance ₹3 lakh. “However, if one uses a forex card, TCS @ 20% will be applicable on the amount of the foreign exchange credited to the forex cards without any exemption limit,” says Riaz. Minimise the impact of TCS on a foreign vacation When booking a tour package, there is no way one can minimise the impact of TCS when travelling abroad. “However, one may book in components, such as flights, hotels, etc., instead of booking a whole tour package,” says Nishant Pitti, chief executive officer and co-founder of EaseMyTrip. If the booking is done through a credit or debit card, one can get the benefit of the exemption limit. Also, LRS is available to all resident individuals including minors. Further, effective 1 July 2023, these new regulations would be applicable on all aggregate card spends above ₹7 lakh in a financial year, calculated separately for each resident individual. “Therefore, individuals travelling as a family/individuals travelling together, may separately spend amounts up to ₹7 lakh per financial year on credit cards, debit cards, while travelling abroad. In that case, TCS would not be applicable since it is below the threshold limit for each individual,” says Rajesh Srinivasan, partner at Deloitte India. If the total spend is exceeding ₹7 lakh, one may use credit or debit cards of different family members for booking to not pay any TCS. How to claim tax credit on TCS From July 1, 2023, Reserve Bank of India (RBI)- authorised banks would need to collect TCS. They would need to file quarterly returns, and provide necessary details including PAN of the Indian resident individual, and the amount remitted under LRS. TCS amount collected by the authorised bank would not be a sunk cost, and can be set-off against the tax payable on the individual’s total income (or) claimed as a tax refund in India. “Once quarterly TCS returns are filed by the authorised bank, the TCS amounts would reflect in Form 26AS of the Indian resident individual. Form 26AS refers to taxpayer’s records as available to the income-tax office, and contains details of taxable amounts remitted, and corresponding TDS and TCS,” says Srinivasan. TDS refers to tax deducted at source. He says that, therefore, no separate records need to be maintained by the Indian resident individual to claim tax credit later. Based on the Form 26AS (available in the individual’s login on the income-tax portal), the Indian resident individual can claim TCS as a tax credit or tax refund, while filing his/her income-tax return for the financial year. Also, the Indian government recently announced that it intends to automate the process of granting immediate TCS credit in case of salaried taxpayers. “The government proposes to link, and grant 20% TCS as credit against the monthly TDS due on the salary income of taxpayers. Procedures, and further announcements in this regard are expected in the coming weeks,” says Srinivasan. However, there is something that one needs to keep in mind. “The foreign exchange spend should be in proportion to the earnings. A person who spends say ₹10 lakh on a personal foreign tour in a fiscal year cannot declare an income of say just ₹12 lakh, or for that matter ₹15 lakh, all other things being constant,” says Jalan. TCS will make foreign tour packages more expensive upfront. However, the good news is that you can avoid TCS on your expenditures abroad, and get a tax credit easily in case you pay any TCS. China which was the largest source of tourists for Singapore with over 3.75 million visitors in 2019 have yet to fully return to Singapore and made up the ninth largest group of tourists in Q1 with only 124,560 coming to Singapore. In 2019, based on figures from China's National Bureau of Statistics, Chinese tourists made nearly 170 million trips abroad. Although China has lifted travel restrictions, cumbersome travel processes targeted at Chinese residents by countries like South Korea and Japan earlier this year dampened the enthusiasm for outboard travel. This has been exacerbated by delays in passport renewals and visa applications as well as the inability of Chinese airlines to mount the same number of flights as before COVID. Also just announced in April is the return of the Free Singapore Tour which is very popular with Indian tourists as well as those from Australia and Indonesia. The tour was suspended during COVID. This tour is organised by STB together with Changi Airport and is meant for transit passengers at Changi who have a layover period of at least five and a half hours but less than 24 hours. They must also have valid entry visas for Singapore to take part in the tours. The objective of organising these free tours is to entice transit passengers to make Singapore a destination for their next holiday. The original three tours available before COVID - the City Sights Tour, Heritage Tour and Jewel Tour - have been refreshed to include new points of interest. A brand-new Changi Precinct tour will introduce travellers to the interesting sights and sounds of the eastern region surrounding Singapore Changi Airport. Each tour lasts two and a half hours and will be available daily, with plans to progressively increase to nine tours a day. In 2019, over 80,000 passengers went on the Free Singapore Tour. Another exciting development is the stationing of a brand-new Disney Cruise Line ship in Singapore from 2025 for five years. A memorandum of understanding between STB and Disney Cruise Line was announced on March 29. The 208,000 gross-ton ship which will have a passenger capacity of about 6,000 plus a crew strength of 2,300 will be taking passengers for cruises around Southeast Asian countries, home to more than 40 UNESCO World Heritage Sites. The Disney Cruise Line ship has the potential to add millions of local and foreign cruise passengers during the five-year period, including fly-cruise passengers who arrive in Singapore by air. It is also expected to bring about significant spillover benefits for the wider economy. "We look forward to welcoming the magic of Disney Cruise Line to Singapore in 2025," said Keith Tan, Chief Executive of STB. "This is an important milestone for STB and reflects Disney Cruise Line's strong confidence in Singapore and Southeast Asia. The new Disney cruise ship will be an attraction itself and is expected to boost the tourism sector in Singapore for many years to come."

In addition to Dubai, the search data reveals that Southeast Asian countries are preferred by Indian families for their international holidays. These places are appealing because they have a tropical climate, stunning beaches, and a variety of lodgings and activities that make travelling with kids simpler. Goa tops domestic travel spots for Indian family trips

India’s art landscape has the advantages of a rich cultural heritage, along with talented artists. Yet, it needs more art galleries and institutions to support contemporary arts. <keyword id="19901640" type="General" weightage="20" keywordseo="jaipur" source="keywords">Jaipur</keyword> Art Festival which will be held in January 2024 intends to fill the gap. The platform between artists and art is democratizing participation, supporting women in art and much more. <keyword id="20264023" type="General" weightage="20" keywordseo="sana-rezwan" source="keywords">Sana Rezwan</keyword>, executive director at Prestige Group based between New Delhi and Jaipur, talks to Business Insider India about its plans and activities. Here are the excerpts of the interview: What is <keyword id="20264021" type="General" weightage="20" keywordseo="jaipur-art-week" source="keywords">Jaipur Art Week</keyword> and how was it conceived? Jaipur Art Week is one of the initiatives of my not-for-profit, Public Arts Trust of India (PATI), which I established in 2022. I’m originally from Bangalore, but after nearly 20 years abroad, I returned to India and after visiting Jaipur in 2021, fell in love with the city and chose to make it my home. Having lived in London and New York, I was very aware of the absence of art galleries and institutions supporting contemporary art practice within the city. I could see the pull for contemporary artists to go to Delhi and Mumbai to further their careers, but given Jaipur’s incredible cultural heritage, it was clear there was an opportunity to create a platform here that would better support artists to live and work in the city, whilst also showcasing their work to an international audience. I saw this as my opportunity to give back to the city and its creative community and it was then that Jaipur Art Week was born. We’ll host our third annual edition from the 24th-31st January 2024. How does it help bring in talent from across the spectrum to showcase their works? With Jaipur Art Week, my ambition has been to develop a platform for artists and contemporary art. This hasn’t been easy; it's an ongoing process that we review carefully after each edition to develop the next. Rather than having a curator define who participates, we invite artists to apply through an Open Call. To support younger artists to apply, our team hosts proposal writing workshops, supporting them in refining their submissions and to develop their proposals and CV. We received over 75 submissions and collaborate with an international jury - Madeleine Haddon (Curator, V&amp;A East), Pooja Sood (Director, Khoj), Hiba Schahbaz (Artist) - to select over 20 emerging and mid-career artists, many of whom will exhibit professionally for the first time with our support. When reviewing applications, the focus is on an artist’s readiness to exhibit, the quality of their work and their ability to participate professionally. After selection, we support them through the curatorial process to develop their work. Anyone not selected gets personal feedback on their submission to help them improve should they decide to apply in the future. This supportive environment makes Jaipur Art Week a unique incubator within the Indian contemporary art landscape. During Jaipur Art Week, we will unveil a monumental public artwork by Jaipur based artist, Bhimanshu Pandel. The work reimagines what a tree could look like in today’s time. The piece will be commissioned in collaboration with Frozen Music, a local interior design company, which will provide the artist with the facilities and support to make his vision a reality. We wouldn’t be able to support up and coming talent without our partners, and we are also grateful to Rambagh Palace, <keyword id="20264024" type="General" weightage="20" keywordseo="rolls-royce" source="keywords">Rolls Royce</keyword>, <keyword id="20264022" type="General" weightage="20" keywordseo="silvia-furmanovich" source="keywords">Silvia Furmanovich</keyword>, Kilian Paris, Luxaviation and La Fugue. During the course of Jaipur Art Week, we invite undergrads and college students to become a part of our team through our Ambassador Program. Instead of just volunteering, this initiative provides individuals with an opportunity to build professional skills through activities including exhibition building, art handling and production. Ultimately, as we build PATI, they’ll also be our potential future employees. Give us a sense of how PATI’s initiative to show art in public spaces has taken off? For me, public art isn’t just about exhibiting art in public spaces. It's about integrating art into everyday life and providing opportunities for everyone to be creative, learn and explore. All PATI’s initiatives provide free access to the arts for everyone, reinforcing creativity as an important part of everyday life regardless of a person’s association or generation. A key part of this is our work in Arts Education. We are currently partnering with Delhi based organization, Learning through Arts Narrative and Discourse (LAND), to develop a creative arts education program in schools within the walled city of Jodhpur. A new co-learning model, we’ve observed the gaps in arts education at many government schools which often have no art teachers. The current pilot project will work with five schools on a series of modules covering museum, folklore and ecology, tied to the tradition and topography of Jodhpur and the Marwar region of Rajasthan. If successful, we will roll out this model across the state. At PATI, we are always open to partnering with like-minded organizations who share our mission. We are also spearheading a residency initiative that brings contemporary artists to the city of Jodhpur to collaborate with local artisans. PATI’s team has undertaken extensive fieldwork into Jodhpur’s craft and performing arts traditions within the Marwar region which we share with artists before they travel. Our first residency is a partnership with Prameya Art Foundation, Institut Française and RAAS Jodhpur, under the banner of Villa Swagatam, which will welcome French artist Deborah Fischer to Jodhpur in April 2024. We will also be partnering with Kohler (one of our corporate supporters) to bring another three international artists to Jodhpur later the same year. The outcome from each of these residencies and the Art Education initiative will be showcased at Jodhpur Art Week 2024 – our latest PATI project – which will launch in November 2024, 8-17. Ultimately, PATI’s initiatives foster a more holistic growth of arts and culture through artist residencies, commissioning, curating, education, professional development initiatives and community exchange. What has been the response to initiative from people, artists as well as tourists? The Art Week falls during peak tourist season in Rajasthan so we get a diverse audience of tourists from various nationalities and cultures. The idea was always that Jaipur Art Week would form part of the national arts calendar here in India with the timing close to the Jaipur Literature Festival and India Art Fair, so visitors could come to India and attend all three festivals during their trip. The main reason I established the Art Week was to support the next generation of contemporary arts practitioners working in Jaipur and Rajasthan, but also to give everyone in Jaipur the opportunity to see contemporary art, to get involved and learn more about it. The response to our previous editions has been incredible, but we are always looking to expand our reach at an international level as well. This year, we’re developing a new series of schools and family programs which also forms part of our Art Education initiatives. Are there any specific themes that are taken up in certain areas? For the third edition of Jaipur Art Week, we’ve focused on Jaipur as a city which was originally founded as a commercial center for the arts. In 1883, the Jaipur Exhibition made a significant change in how the world perceived India. For the first time, it celebrated Rajasthan’s culture on its own terms, exhibiting the work of artists from the Jaipur school through a national lens and elevating their practice to international fame. Established as a center for trade, Jaipur has always embraced an ethos of cultural modernity and openness, however, the Jaipur Exhibition defined the city as a progressive model and not just an urban center. The third edition of Jaipur Art Week embraces this heritage. Can you give us a view of the art landscape in India? How has it been evolving? Over the last decade, we’ve started to see world-class exhibitions coming to India, but always in Delhi, Mumbai, Kolkata or Bangalore, making them accessible only to people who have the means to travel, or who live locally to the venues. This is something I wanted to change through Jaipur Art Week. Through PATI’s various initiatives, we are supporting emerging artists from Rajasthan which de-centralises the current concentrated Indian arts narrative, but also by elevating the practice of non-artists and placing their work at the center, we are giving opportunities to those who don’t currently get the exposure their practice warrants. Just because someone has not had a formal arts education, it does not mean their work cannot be part of the contemporary arts narrative. For me, this is a key part of PATI’s work to support the evolution of India’s art landscape. As a female-led organization, PATI’s work also focuses on empowering women in the arts across India and South Asia as the region is still very heavily male driven.

According to a <a href="https://www.hindustantimes.com/india-news/covid19-some-outbound-flyers-may-be-able-to-get-boosters-early-101651714101322.html">report</a> by Hindustan Times, the gap between second dose and booster dose may be reduced to six months from nine months. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">Health ministry</keyword> may set out this new rule keeping in mind the countries requiring travellers to have been administered a third shot of the COVID-19 vaccine. According to the report, several people have appealed to the central government lately to reduce the gap because many countries have started mandating a third dose for international travellers travelling for jobs, education, or business. Also, many health experts have also said that reducing the gap between both the doses will also help in speeding up the booster dose drive in the country. According to the data by the Health Ministry, around 105 billion people were eligible for a booster shot, as of May 1, 2022, however, only 28.3 million people have only taken it. “The National Technical Advisory Group on Immunisation (NTAGI) is looking at the data to see if it is good to reduce the gap from existing nine months. They might prioritise those who urgently need a booster for the purpose of travel as many countries have made it a requirement for travel. However, the ultimate decision will be based on the opinion of experts on the technical panel,” told a senior government official to HT in case of anonymity. One of the other reasons behind this is that reducing the gap will also help in bringing down the number of vaccine wastage and reduced immunity in people. Due to lack of people to administer, the number of vaccine wastage is increasing. Several studies have suggested that the level of antibody declines over time in the vaccinated population, which shows an urgent need for booster shots to protect the people from getting infected. NTAGI members, on Wednesday, had a discussion on reducing the gap between second dose and the booster dose and opening up the vaccination drive for children below the age of 11 years. However, no final decision was taken by the body on both the matters. India started the booster dose vaccination drive for healthline workers and <a href="https://www.businessinsider.in/india/news/booster-shots-against-covid-19-for-all-adults-to-be-available-from-april-10/articleshow/90728511.cms">people aged above 60 years</a> from January 10, 2022.
