It sounded like a dream to her: a chance to live abroad and earn an affordable college degree.Miezejeski, then a sophomore at a Connecticut high school, started to look into it seriously. She ended up <a target="_blank" class="" href="https://www.businessinsider.com/american-gen-z-college-europe-university-abroad-prague-brussels-affordable-2024-8">attending a university in Prague</a> and then moved to Brussels for graduate school. She graduated from both schools with no debt.Miezejeski is not alone. Like her, more American students are looking abroad to complete their college education.While<a target="_blank" href="https://www.businessinsider.com/nyu-student-hated-study-abroad-semester-florence-italy-2023-3"> study abroad</a> programs — which allow students to spend a semester or a year overseas — are nothing new, completing a full degree outside the US has been gaining popularity.A representative for the Institute of International Education, a nonprofit exchange organization based in New York, told BI the number of US-based students who went to college abroad has increased in the last year. "Most US colleges and universities anticipate increased or stable student participation in study abroad in the forthcoming 2024/25 academic year," the representative said. They said this includes students in non-exchange programs and those pursuing degrees overseas.James Edge, the owner of Beyond the States, a platform that helps students apply to bachelor's and master's programs abroad, said he's seen a 5 to 10% increase in students pursuing degrees abroad each year since he joined the company three years ago.Greg Kaplan, a private college admissions counselor and the author of "Earning Admission: Real Strategies for Getting Into Highly Selective Colleges," said interest has increased tenfold over the past six years. "Six years ago, if we had one student applying abroad, it was interesting," he said. Now, out of the 350 high school students his company works with yearly, 10 to 20% apply to college abroad, he said.There are several reasons for this, from an interest in specific programs to a desire to explore the world. But above all, experts and students alike have echoed the same sentiment: <a target="_blank" class="" href="https://www.businessinsider.com/college-tuition-costs-too-much-make-degrees-matter-less-jobs-2023-9">college in America is too expensive</a>.<h2 id="8e99aa2f-2e09-4281-86df-d39f0ee659f3">The skyrocketing prices of college in the US</h2>According to the<a target="_blank" href="https://nces.ed.gov/ipeds/Search?query=college%20tuition&amp;query2=college%20tuition&amp;resultType=all&amp;page=1&amp;sortBy=relevance&amp;overlayDigestTableId=202707"> National Center for Education Statistics</a>, students in the US spent an average of $28,297 a year — or around $113,188 for a four-year program — on tuition and required fees at public out-of-state schools in the academic year of 2022 to 2023.These fees have risen over the years. The <a target="_blank" class="" href="https://www.usnews.com/education/best-colleges/paying-for-college/articles/see-20-years-of-tuition-growth-at-national-universities">U.S. News &amp; World Report</a> found that among the 436 colleges in its annual rankings, out-of-state tuition fees at public universities have risen by around 32% over two decades after adjustments for inflation. The same report showed that in-state tuition fees at public universities have grown by 45%.And <a target="_blank" class="" href="https://www.businessinsider.com/cost-us-universities-wildly-expensive-education-tuition-fees-america-2024-3">private colleges</a> in the US can cost more than twice that much. Tuition this year at <a target="_blank" class="" href="https://seaver.pepperdine.edu/admission/financial-aid/undergraduate/costs/budget-costs.htm">Pepperdine University</a> in Malibu, which is ranked as one of the most expensive schools in the country, is $65,990."That sticker shock is very potent for families," said Robert Harry, an associate director of college counseling at Kent School, a boarding school in Connecticut.Harry estimates that in his 15 years of experience, the number of kids who went abroad for college increased from around 1% of any given high school class to as much as 5 or 10% of a class.<h2 id="da752867-c83d-49cb-9f93-4e420a8dea12">Many have their eyes set on Europe</h2>College in Europe has become an attractive alternative. For one, tuition is generally cheaper. <a target="_blank" class="" href="https://beyondthestates.com/">Beyond the States</a> lists the average tuition fee for European bachelor's programs as $7,390 a year for international students. The average is based on calculations from its database of 12,600 English-taught bachelor's programs in Europe. In some countries, like <a target="_blank" class="" href="https://www.businessinsider.com/moved-to-germany-from-us-school-almost-deported-dont-regret-2023-11">Germany, public college education is free</a>, even for international students.Many European university degrees often take three years to complete, so it's also one less year of college tuition to pay for. "You get an extra year of your life back," Edge said.American students often turn to English-speaking destinations like the UK and Ireland for their education abroad. However, college advisors said other European and Asian countries, like the Netherlands and Japan, that offer English-language programs are also gaining popularity.<h2 id="c8d0dc93-f262-4e4f-96d1-cf7969c1161f">The rise in interest comes as US applications become more competitive</h2><div type="image" title="A girl and her brother on a bridge in Toulouse, France" height="900" width="1200" msid="114566917" hostid="261" sizebytes="90356"></div>In 2019, Jacob Zeidberg <a target="_blank" class="" href="https://www.businessinsider.com/american-couple-sent-both-kids-college-europe-france-spain-cost-2024-7">applied to almost 30 schools</a> in the US. He was waitlisted or rejected from all of them.A <a target="_blank" class="" href="https://www.commonapp.org/files/FY_application_trends_end_season_report_23-24.pdf">2024 report from Common App,</a> a college application platform, showed that application volume has grown by 171% since the 2014-15 academic year. The number of applications per applicant has risen by 46% in the same timeframe, now totaling 6.65 applications per person."When the Common App became ubiquitous, it started to get <a target="_blank" class="" href="https://www.businessinsider.com/more-competitive-than-ever-get-into-college-admissions-2024-1">really hard to get into American institutions</a> just because it's so much easier to apply to so many more of them," Harry said.It's pushed some parents and students to look elsewhere.For many, Europe is the answer. "Even if you haven't done all the extracurriculars, or if you haven't taken the SATs, it is much easier to get accepted to school in Europe because the way they do admissions is slightly different," Edge, owner of Beyond the States, said.For example, he said they may focus more on the student's academic strengths than on standardized tests.Zeidberg eventually applied to Toulouse Business School in France. He said the application process was smooth and efficient, and he was accepted two weeks later."It was like night and day," his mom, Jennifer Zeidberg, told BI.<h2 id="ea928511-b08c-486a-a718-951d6f05e28a">The benefits of college abroad go beyond cost</h2>In many US colleges, students declare a major after their freshman year. Many colleges outside the US are more specialized.That system appeals to many people who are sure of their interests. "If you are definitely a math person, knowing that you can do three or four years of math and never have to write another English essay — it's intriguing for people," Harry said.Scarlett Kiaras-Attari, who grew up in Kentucky and <a target="_blank" class="" href="https://www.businessinsider.com/american-student-romanticized-uk-edinburgh-scotland-oxford-college-university-london-2024-8">moved to Scotland in 2018</a> for undergrad, was one of them. "I was so interested in medieval history and Classics," she told BI. "I just knew that there was no other place that I had applied to that was really going to capture that the way that I thought Edinburgh could."<div type="image" title="A girl poses in front of Oxford University" height="2268" width="3024" msid="114566921" hostid="261" sizebytes="556072"></div>Some students also seek niche fields that can only be found abroad. Kaplan, for example, had a student who turned down programs in the US because he wanted more exposure to Formula 1 racing, which is primarily rooted in Europe. He ended up studying motorsports engineering at Oxford.For many, being able to travel easily is also a huge plus."You can just pop on a train and go right next door to Portugal or France, for example. There's just so much more opportunities for cultural engagement," said Edge.<h2 id="47862e7c-8637-4709-bca9-9464a643493b">Important considerations</h2>Although tuition fees are usually lower, college advisors said that students going abroad have to consider other costs, such as visas, daily expenditures, rent, and flights back home.They should also consider the emotional impact of moving abroad.<div type="image" title="A girl posing in front of a castle in Germany" height="903" width="1204" msid="114566918" hostid="261" sizebytes="234730"></div>Amanda Mrozek, who withdrew from Central Michigan University in her third year and moved to Germany to get her degree in 2021, <a target="_blank" class="" href="https://www.businessinsider.com/american-moving-germany-college-university-things-to-know-2024-7">struggled with cultural differences</a>.For example, her college in Germany lacked school spirit and a sports culture, she said. Most students also lived off-campus and went straight home after class instead of hanging out on campus."It's just not fun," she previously told BI. "I understand people will say, 'You're supposed to be learning.' But at least for me, I can learn better when I'm enjoying something about it."Harry often tells <a target="_blank" class="" href="https://www.businessinsider.com/guide-moving-abroad-for-college-according-to-university-advisors-diploma-2024-9">students</a> they won't have a typical American college experience abroad and that they will often be in the minority of kids who go abroad."Recognize that your experience is going to be a bit different, but it doesn't mean it's any less rich or rewarding," he said.<div type="image" title="Girl sits by the window with her book in Italy" height="1886" width="2515" msid="114566920" hostid="261" sizebytes="312546"></div>In the years since graduating from high school, Miezejeski only knows of three other high school classmates who left the US: one went to Canada, and two others went to the Netherlands and Italy to study. But most of them stayed in Connecticut or studied in nearby cities like Boston and New York. Where she's from, it's not common to go abroad, but it's a slow trend, she said.Since completing her degree in 2021, she hasn't looked back.She decided to stay in Europe and pursue a master's degree in Brussels. Her master's program was one year long and cost around $4,700 — almost a fifth of what she would have paid if she had pursued a master's at the University of Connecticut, a college in her state, based on the <a target="_blank" class="" href="https://bursar.uconn.edu/tuition-fees/graduate/2024-2025/">university's website</a>.More importantly, Miezejeski gained experiences money can't buy."I have friends now all over the world," she said. "I've learned about all their cultures, how they do things and their languages. I've met incredible people and learned so much. The learning does not stop."

<ul class="summary-list"><li>A millennial with a doctoral degree and over $250,000 in <keyword id="419611" type="General" weightage="100" keywordseo="student-loan" source="Orion">student loan</keyword> <keyword id="44647" type="General" weightage="20" keywordseo="debt" source="Orion">debt</keyword> said she can't find a job.</li><li>She's looking for business jobs while working in a healthcare role to help pay the bills.</li></ul>Over the last decade, A. <keyword id="23550886" type="General" weightage="20" keywordseo="rasberry" source="keywords">Rasberry</keyword> has placed a great deal of value on <a target="_blank" href="https://www.businessinsider.com/personal-finance/student-loans/is-college-worth-it">higher education</a>. She's now come to regret it. Rasberry earned a bachelor's, master's, and doctorate degree in <a target="_blank" href="https://www.businessinsider.com/google-ibm-accenture-dell-companies-no-longer-require-college-degrees-2023-3">business management</a> from <keyword id="23550889" type="General" weightage="20" keywordseo="saint-leo-university" source="keywords">Saint Leo University</keyword> in Florida. However, she said she's <a target="_blank" href="https://www.businessinsider.com/job-market-unemployment-rate-interest-rates-fed-cuts-outlook-economy-2024-9">struggled to find a job</a> in her field of study over the last four years. Additionally, she has over $250,000 in student loan debt, according to a document viewed by <keyword id="19935969" type="General" weightage="20" keywordseo="business-insider" source="keywords">Business Insider</keyword>. "I graduated with my doctoral degree in 2020 and can't find a job to save my life," the Virginia-based 38-year-old told Business Insider via email. She asked for partial anonymity, only using the first initial of her first name and her last name, due to privacy concerns. Since earning her doctoral degree, Rasberry has applied for various business management roles but had little success. She said she's been forced to expand her job search and explore a new career in <a target="_blank" href="https://www.businessinsider.com/travel-nurse-earning-187k-salary-degree-works-9-months-2023-4">nursing</a> to help her make ends meet. "I thought <keyword id="6355445" type="General" weightage="20" keywordseo="education" source="Orion">education</keyword> was the road to financial freedom," she said. "But I was wrong." Rasberry is among the Americans who are having a tough time <a target="_blank" href="https://www.businessinsider.com/millennial-looking-job-cant-get-hired-college-degress-entry-level-2024-7">finding work</a>. In part, it's because businesses across the US have significantly <a target="_blank" href="https://www.businessinsider.com/jobs-recent-college-grads-hiring-slowdown-unemployment-higher-than-population-2024-9">scaled back on hiring</a> over the past two years. The ratio of <a target="_blank" href="https://www.businessinsider.com/cant-find-job-masters-degree-running-out-savings-gen-x-2024-9">job openings</a> to unemployed people — an indicator of job availability — has declined considerably. While the <a target="_blank" href="https://fred.stlouisfed.org/series/UNRATE">unemployment rate</a> and <a target="_blank" href="https://fred.stlouisfed.org/series/JTSLDR">layoff rate</a> remain low compared to historical levels, the hiring slowdown means that many job seekers are having a considerably harder time than they were a few years ago. Rasberry shared why she thinks her job search has been so challenging, how she made her career pivot, and her top piece of advice for people pursuing higher education. <h2>"Most organizations prefer experience over education"</h2>After receiving her doctorate degree, Rasberry's initial goal was to land an <a target="_blank" class="" href="https://www.businessinsider.com/college-adjunct-professor-salary-not-enough-live-student-loan-debt-2024-6">adjunct professor</a> position. However, after speaking with people in the education field, she decided to change course. "I've learned how difficult it is to get started in the field," she said. "Essentially, after earning a doctoral degree, I would have to go back to school to take more courses to support a teaching career." She said she was told she'd specifically need more education-related credits. As a result, Rasberry said she decided to give up on teaching and focus on finding other roles in her area of study: business management. But her job search has been challenging. Rasberry said she hasn't landed many interviews, and that when she does — and gets turned down — she's had a hard time figuring out what went wrong. She said she's expanded her job search to non-managerial bookkeeping, accounting, tutoring, and human resources roles, but that she hasn't had much luck with these either. Rasberry said she thinks the biggest obstacle in her job search is her lack of work experience. While pursuing her degrees, she said she gained some entry-level work experience in banking, human resources, and bookkeeping roles. However, she thinks this experience might be insufficient in the eyes of employers. "I am over qualified for most entry-level positions but I am under qualified for management or leadership positions," she said. "Ultimately, my degree has been both a blessing and a curse." Rasberry said her top piece of advice for people who pursue higher education is to do your homework. Before she pursued her degrees, she said she wished she had spent more time evaluating her school's job placement programs, internship partnerships, and the employment rates of recent graduates across different fields. Additionally, she recommended taking time to think about the value of a college degree and the best ways to use it to land a job. "I learned most organizations prefer experience over education," she said. "Had I known that I would not have spent so many years in college." <h2>A healthcare job is helping to pay the bills during her job search</h2>In recent years, Rasberry said she's worked various part-time jobs to pay the bills. "It feels next to impossible to work a single job and earn enough money to cover essentials like rent, fuel, electricity, etc. in the state of Virginia," she said. One analysis found Virginia was the <a target="_blank" class="" href="https://www.businessinsider.com/most-least-expensive-states-household-bills-hawaii-california-west-virginia-2024-6">13th-most expensive</a> state when it comes to overall cost-of-living. At the same time, she's also exploring another field: healthcare. Rasberry said that for roughly the past year, she'd been working as much as 80 hours a week as a direct care liaison. She said this involves reviewing the healthcare needs of patients and detailing the support they need. "I am new to nursing, but I find it rewarding and I like the shift flexibility," she said. Rasberry said she found a nursing role that provided free training and certification. However, she said the downside was that this certification wouldn't carry over to any other employers — limiting her opportunities in the industry. This is among the reasons she hasn't stopped applying for business-related jobs. Another reason is that she doesn't think she was paid particularly well in her direct care liaison role — she said she was earning $21.50 an hour. Despite the long hours, she said the low pay is why she didn't view it as a full-time job. "It doesn't come with full time pay," she said. In recent months, Rasberry said she began focusing more on looking for remote roles like the <keyword id="23550888" type="General" weightage="20" keywordseo="turbotax" source="keywords">TurboTax</keyword> opportunity. She said working remotely would make it easier to keep herhealthcare job, reduce her commuting costs, and care for her dog. Over the last month, Rasberry finally had some luck in the job market. She said she landed a remote plan consultant position in the nursing field that pays about $70,000 a year — equivalent to an hourly <a target="_blank" class="" href="https://www.gobankingrates.com/money/jobs/70000-a-year-is-how-much-an-hour/">rate</a> of over $30 an hour. While she views this as a positive development, she said she will "absolutely" continue searching for higher-paying roles in her field of study. "When I'm not working, I'm online, putting in applications for employment," she said. London: Universities and student groups on Tuesday urgently lobbied British Prime Minister <keyword id="19906889" type="General" weightage="20" keywordseo="Rishi-Sunak" source="keywords">Rishi Sunak</keyword> to safeguard the country's <keyword id="21659184" type="General" weightage="100" keywordseo="post-study-visa" source="keywords">post-study visa</keyword> offer, which has been dominated by Indians to gain work experience for around two years at the end of their university degree. Amid reports that Sunak is considering either restricting or ending the <keyword id="20616105" type="General" weightage="20" keywordseo="Graduate-Route" source="keywords">Graduate Route</keyword> to curtail soaring migration statistics ahead of a general election, a group of nearly 30 university vice-chancellors and the <keyword id="21760521" type="General" weightage="20" keywordseo="national-indian-students-and-alumni-association" source="keywords">National Indian Students and Alumni Association</keyword> (NISAU) UK have issued detailed letters of appeal to 10 Downing Street. They list a series of factors in favour of keeping the Graduate visa scheme unchanged, including the benefits that international students bring to the UK economy in a competitive global higher education marketplace. "Modelling by consultancy London Economics shows that a single cohort has a net economic benefit of GBP 37 billion to the UK economy; as well as through the soft power that Britain's international graduates generate for the country over time, including through furthering ties of trade and diplomacy," reads the NISAU UK letter addressed to Sunak. "Indeed, 70 per cent of <keyword id="19971660" type="General" weightage="20" keywordseo="Indian-students" source="keywords">Indian students</keyword> have told us that the ability to gain meaningful work experience is a critical element in their decision to choose between competing international destinations, of which the UK is one... the Graduate Route allows the opportunity to gain this work experience for a temporary period. It is non-extendable and does not count towards permanent settlement. This means that neither students nor Graduate visa holders should be considered 'immigrants' in the context of the long-term picture of migration," it notes. Their appeal comes a week after the influential <keyword id="20609895" type="General" weightage="20" keywordseo="Migration-Advisory-Committee" source="keywords" meta.keywordsubtype="org" meta.entityname="Migration Advisory Committee" meta.hostid="83" meta.entityid="Migration Advisory Committee">Migration Advisory Committee</keyword> (MAC) advised the government to let the scheme continue as it found no abuse of this post-study work offer. It also confirmed that Indians topped its tally, accounting for 89,200 visas between 2021 and 2023, or 42 per cent of the overall grants, and were likely to be "most affected by any restriction on the Graduate Route". In their letter to Sunak, universities in the north of England — from Sunderland to Sheffield, Leeds to Lancaster, Liverpool to Teesside, Bradford to Huddersfield, and York to Newcastle — said they will all be harmed by the removal or reduction of this visa as it is an "intrinsic part of the educational offer that has made the UK so attractive to brilliant students from all around the world". "The Graduate Visa Route is regarded by students in key markets like India as an integral part of their educational experience. The MAC review made clear that the removal of this route would make the UK less attractive and thus would cause considerable financial detriment to universities around the country," reads their joint letter. "International student tuition fee income has long cross-subsidised underfunded research and has increasingly become critical to cross-subsidise the teaching of UK undergraduate students because of the frozen tuition fee. Universities cannot continue to absorb the costs of teaching UK undergraduates without some form of alternative funding source," they caution. On top of their visa fees, international students who find work and start businesses contribute billions of pounds in income tax, national insurance and VAT annually. The university chiefs point out that they are also usually net contributors to the National Health Service (NHS) through the NHS surcharge. The Russell Group of the UK's leading universities issued its appeal over the weekend, with CEO Tim Bradshaw warning that there has already been a 10 per cent decline in international applications for post-graduate courses starting this September in the wake of the clampdown on students being able to bring dependant family members. "A further restriction on international students would not only be unnecessary — as numbers are already falling — but also damaging, resulting in less spending in local communities, fewer opportunities for domestic students and less UK research," he noted in a letter to Sunak. Members of his own Cabinet are believed to be opposed to any changes to the Graduate scheme, but the British Prime Minister is having to balance pressures from the right of the governing Conservatives who are single-minded in their demands to curb all forms of legal as well as illegal migration levels ahead of an election later this year.

Universities, student groups lobby PM Sunak to keep UK's post-study visa scheme unchanged

Universities and <keyword id="20257650" type="General" weightage="20" keywordseo="higher-education-institutions" source="keywords">higher education institutions</keyword> in India can now admit students twice a year similar to the admission process followed by universities abroad, according to the <keyword id="19932585" type="General" weightage="20" keywordseo="University-Grants-Commission" source="keywords">University Grants Commission</keyword> (UGC) Chairman Jagadeesh Kumar. The two admission cycles will be July-August and January-February from the 2024-25 academic session. "If <keyword id="21269142" type="General" weightage="20" keywordseo="Indian-universities" source="keywords">Indian universities</keyword> can offer admission twice a year, it will benefit many students. Such as those who missed admission to a university in the July/August session due to a delay in the announcement of board results, health issues, or personal reasons. Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle," UGC Chairman Kumar said on Tuesday. Currently, UGC Regulations allow the Higher Education Institutions (HEIs) to admit students in one academic session in a year starting in July/August. An 'Academic session' is twelve months, beginning in July/August. Indian HEIs, therefore, follow the academic session that begins in July-August and ends in May-June. UGC had decided in its 571st commission held on 25 July 2023 to permit <keyword id="22014108" type="General" weightage="20" keywordseo="biannual-admissions" source="keywords">biannual admissions</keyword> under Open and Distance Learning (ODL) and Online modes in January and July during an academic year. As per the information furnished by the HEIs on the UGC DEB portal, in addition to a total of 19,73,056 students were enrolled in July 2022 and an additional 4,28,854 students joined in January 2023 in ODL and online programs. Considering the tremendous response and interest from the students in ODL and online programs in biannual admissions, in its meeting held on May 15 this year the UGC took a policy decision to allow Higher Education Institutions who offer programs in regular mode to admit students twice in a year, either in January/February or July/August from the coming academic year, the UGC chairman said. Those institutions that have the required infrastructure and teaching faculty can utilize the opportunity to admit students biannually. Offering biannual admissions is not mandatory for the HEIs; it is the flexibility that UGC provides to the HEIs who want to increase their student intake and offer new programmes in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations. UGC Chairman Kumar said, "With biannual admissions in place, Industries can also do their <keyword id="22014800" type="General" weightage="20" keywordseo="campus-recruitment" source="keywords">campus recruitment</keyword> twice a year, improving employment opportunities for the graduates." Biannual admissions will also enable the HEIs to plan their resource distribution, such as faculty, labs, classrooms and support services, more efficiently, resulting in a better functional flow within the university, he said. Noting that Universities worldwide already follow a biannual admission system, he said that if Indian institutions adopt the biannual admission cycle, they can enhance their international collaborations and student exchanges. "As a result, our global competitiveness will improve, and we will align with the global educational standards," the UGC Chairman said. Biannual admissions can substantially increase the Gross Enrolment Ratio and make India a 'Global Study Destination' as envisioned in National Education Policy (NEP) 2020, he said. Universities in India can now admit students twice a year on lines of foreign varsities: UGC chairman

Addressing a press conference, Kumar said, "Across the country, a major problem in state universities is vacancies in teaching positions. In some state universities, 50 to 80 per cent of teaching positions are vacant," urging universities to expedite the filling of these positions. He said implementation of NEP is a "journey", which cannot happen overnight, and state governments have been enthusiastically participating in implementing it. Kumar stressed that it is also essential for the universities to formulate an institutional development plan and their own roadmap for the future. With approximately 130 vice-chancellors and other academics participating, discussions at the conference focused on transforming <keyword id="19896809" type="General" weightage="20" keywordseo="higher-education" source="keywords">higher education</keyword> institutions to empower students in contributing to national development. Key topics include providing holistic education, integrating skill development with degree programs, and utilising digital technology to reach students from rural and economically weaker backgrounds. "We will be discussing how the NEP is being implemented and challenges colleges and universities are facing, so that we can collectively find solutions," he said. Kumar requested the universities to open more off-campus centres to make education accessible and equitable, while stating that UGC was also laying thrust on training teachers in the higher education sector. Highlighting the need to expose students to different parts of the country, he said the Northeastern region is home to many indigenous knowledge systems, whether it be a festival celebrated based on astronomical calculation, bamboo engineering or shifting cultivation. "These are parts of Indian knowledge system and there is a need to expose students to this from different parts of the country," he said. Kumar added that UGC is also working on promoting education in own language, especially with the country having numerous native languages. On implementation of NEP in this region, Kumar said the UGC is in regular touch with state higher education councils and VCs. "We are very happy to inform that state governments are very enthusiastically participating in implementing NEP. Implementation is a journey," he added. He reiterated that achieving the target of a Gross Enrollment Ratio (GER) of 50 per cent by 2035 requires sustained effort and cannot be achieved overnight. Among initiatives under NEP is the provision of biannual admissions to help students who fail to enroll during July-August to take admission in January-February. Universities with required infrastructure have been requested to implement it to maximise resource utilisation, Kumar said, adding that 90 varsities have also started biannual admissions for online programmes. The UGC chairman also said stress is being laid on strengthening research ecosystem in the universities and bring more young people into it. Though directly UGC funded-research has stopped now, funds for research projects are available through other agencies, like National Research Foundation and other schemes, he added. Common themes are that AI is already here and indispensable, and people who are bearish on it harm themselves. In the business world, AI advocates tell companies and workers that they will fall behind if they fail to integrate generative AI into their operations. In the sciences, AI advocates promise that AI will aid in curing hitherto intractable diseases. In higher education, AI promoters admonish teachers that students must learn how to use AI or risk becoming uncompetitive when it comes time to find a job. In national security, AI's champions say that either the nation invests heavily in AI weaponry, or it will be at a disadvantage against the Chinese and Russians, who are already doing so. The argument across these different domains is essentially the same: The time for AI skepticism has come and gone. The <keyword id="6355118" type="General" weightage="20" keywordseo="technology" source="Orion">technology</keyword> will shape the future, whether you like it or not. You have the choice to learn how to use it or be left out of that future. Anyone trying to stand in the technology's way is as hopeless as the manual weavers who resisted the mechanical looms in the early 19th century. In the past few years, my colleagues and I (Nir Eisikovits, Professor of Philosophy and Director, Applied Ethics Center, UMass Boston) have been studying the ethical questions raised by the widespread adoption of AI, and I believe the inevitability argument is misleading. <h2>History and hindsight</h2> This claim is the most recent version of a deterministic view of technological development. It's the belief that innovations are unstoppable once people start working on them. In other words, some genies don't go back in their bottles. The best you can do is harness them for your good purposes. This deterministic approach to tech has a long history. It's been applied to the influence of the printing press as well as to the rise of automobiles and the infrastructure they require, among other developments. But I believe that when it comes to AI, the technological determinism argument is both exaggerated and oversimplified. <h2>AI in the field(s)</h2> Consider the contention that businesses can't afford to stay out of the AI game. The case has yet to be made that AI is delivering significant productivity gains to the firms that use it. A report in The <keyword id="20856675" type="General" weightage="20" keywordseo="economist" source="keywords">Economist</keyword> in July 2024 suggests that so far, the technology has had almost no economic impact. AI's role in higher education is also still very much an open question. Though universities have, in the past two years, invested heavily in AI-related initiatives, evidence suggests they may have jumped the gun. The technology can serve as an interesting pedagogical tool. For example, creating a Plato chatbot that lets students have a text conversation with a bot posing as Plato is a cool gimmick. However, AI is already starting to displace some of the best tools teachers have for assessment and for developing critical thinking, such as writing assignments. The college essay is going the way of the dinosaurs as more teachers give up on the ability to tell whether their students are writing their papers themselves. What's the cost-benefit argument for giving up on writing, an important and useful traditional skill? In the sciences and medicine, the use of AI seems promising. Its role in understanding the structure of proteins, for example, will likely be significant for curing diseases. The technology is also transforming medical imaging and has been helpful in accelerating the drug discovery process. But the excitement can become exaggerated. AI-based predictions about which cases of COVID-19 would become severe have roundly failed, and doctors rely excessively on the technology's diagnostic ability, often against their own better clinical judgment. And so, even in this area, where the potential is great, AI's ultimate impact is unclear. In national security, the argument for investing in AI development is compelling. Since the stakes can be high, the argument that if the Chinese and the Russians are developing AI-driven autonomous weapons, the United States can't afford to fall behind has real purchase. But a complete surrender to this form of reasoning, though tempting, is likely to lead the <keyword id="19899807" type="General" weightage="20" keywordseo="u-s-" source="keywords">U.S.</keyword> to overlook the disproportionate impact of these systems on nations that are too poor to participate in the AI arms race. The major powers could deploy the technology in conflicts in these nations. And, just as significantly, this argument de-emphasizes the possibility of collaborating with adversaries on limiting military AI systems, favoring arms race over arms control.<h2> One step at a time</h2> Surveying the potential significance and risks of AI in these different domains merits some skepticism about the technology. I believe that AI should be adopted piecemeal and with a nuanced approach rather than subject to sweeping claims of inevitability. In developing this careful take, there are two things to keep in mind: -First, companies and entrepreneurs working on artificial intelligence have an obvious interest in the technology being perceived as inevitable and necessary, since they make a living from its adoption. It's important to pay attention to who is making claims of inevitability, and why. -Second, it's worth taking a lesson from recent history. Over the past 15 years, smartphones and the social media apps that run on them have come to be seen as a fact of life - a technology as transformative as it is inevitable. Then data started emerging about the <keyword id="6354774" type="General" weightage="20" keywordseo="mental-health" source="Orion">mental health</keyword> harms they cause teens, especially young girls. School districts across the United States started to ban phones to protect the attention spans and mental health of their students. And some people have reverted to using flip phones as a quality of life change to avoid smartphones. After a long experiment with the mental health of kids, facilitated by claims of technological determinism, Americans changed course. What seemed fixed turned out to be alterable. There is still time to avoid repeating the same mistake with artificial intelligence, which potentially could have larger consequences for society.

Feeling a little whiplashed, anyone? Securing a green card in the US is a Herculean task whose difficulty is probably comparable to capturing and bringing back Cerberus. And this legal permanent residence, which can sometimes take decades, is only the first step to becoming a US citizen. This announcement, made during a podcast interview with Silicon Valley investors, marks a departure from Trump's traditionally tough rhetoric on immigration. During the podcast hosted by Chamath Palihapitiya and others, Trump expressed his commitment to retaining talent educated in American universities. He argued passionately for granting green cards as a standard benefit for graduates, regardless of the institution they attended. Trump emphasised that this policy should encompass graduates from renowned institutions like Harvard and MIT as well as from junior colleges across the country. “It’s so sad when we lose people from Harvard, MIT, the greatest schools, and lesser schools that are phenomenal schools also,” Trump lamented on the All-In Podcast. “I think you should get, automatically, as part of your diploma, a green card to be able to stay in this country and that includes junior colleges, too.” A green card affords its holder permanent residency rights in the United States and represents a crucial step towards citizenship. Adding to the exodus of Indians who have already migrated to the US, over 200,000 Indian nationals are enrolled in institutes across the US in 2024, setting a new record. In fact, the significant surge in Indian students seeking education in the country between 2022-23 represented an unprecedented 35% increase from the year before that. The former US president specifically mentioned India and China, highlighting how talented individuals were unable to stay in the US because of current <keyword id="22151110" type="General" weightage="20" keywordseo="visa-policies" source="keywords">visa policies</keyword>. We can see how this may show him in a favourable light for green card aspirants. And while we’re not one to look a gift horse in the mouth, it is important to remember that Trump has made his discriminatory nature very public in several instances. Immigration has been a hot topic in the US political arena for decades. However, in recent years, the political right and others have been more divided than ever on this issue. Republicans have been calling for stringent immigration policies and strict border protections. Therefore, even if Trump does deliver what he promises, the packaging will most likely have fine print that might continue to make it difficult for students to attain green cards. In fact, the presidential candidate’s campaign press secretary, Karoline Leavitt, has already clarified that Trump's proposal would only apply to thoroughly vetted college graduates who can “make significant contributions” to America and would not undercut American wages or workers. She emphasised that Trump has outlined the most aggressive vetting process in US history to exclude "all communists, radical Islamists, Hamas supporters, America haters and public charges." Anyhow, Trump’s proposal starkly contrasts with Trump's previous hardline stance on immigration, which had been a cornerstone of his political platform. During his presidency, Trump advocated for stringent immigration policies, including the largest deportation campaign in US history, aimed at undocumented migrants, and building a wall on the southern borders of the country. Trump intensified restrictions on legal immigration amid the pandemic and his final year in office. He proposed halting all immigration to the US and deporting foreign students who didn't attend some in-person classes. A month before the 2020 election, Trump once more moved to tighten regulations on the <keyword id="20773661" type="General" weightage="20" keywordseo="H-1B-visa" source="keywords">H-1B visa</keyword> program. He has also criticised the H-1B visa program, which tech companies favour for hiring foreign skilled workers, as detrimental to American prosperity. The H-1B visa is a non-immigrant visa allowing US firms to employ foreigners in specialised occupations requiring theoretical or technical expertise. At a recent campaign event in Wisconsin, Trump criticised Biden's immigration policies, particularly lambasting a new program allowing undocumented spouses of US citizens to apply for permanent residence without leaving the country. Trump characterised immigration under Biden as an "invasion" and argued against discussing amnesty, urging instead for measures to halt what he perceives as an influx of unauthorised migrants. Estimates from the Department of Homeland Security suggest that approximately 11 million migrants currently reside in the US without authorization, a statistic that has been central to Trump's arguments against leniency in immigration policy.

And while that's much higher than the typical sticker price of private four-year institutions — the average was $41,540 this school year, per the <a target="_blank" href="https://research.collegeboard.org/trends/college-pricing/highlights">College Board</a> — the figures reflect both the <a target="_blank" href="https://www.businessinsider.com/how-much-food-healthcare-housing-cost-most-expensive-us-cities-2024-2">growing costs of living in American cities</a> and the ever-increasing costs of education. Tuition and fees at private national universities have increased by about 40% over the past 20 years, adjusted for inflation, according to <a target="_blank" href="https://www.usnews.com/education/best-colleges/paying-for-college/articles/see-20-years-of-tuition-growth-at-national-universities">U.S. News &amp; World Report</a>. When not adjusted for inflation, that's a massive jump of about 132%.
