While travelling with the Indian Railways, one complaint that most people have is the expectation of unsocial and unfriendly behaviour from the travelling ticket examiners (TTEs), a generalisation that should not prevails but does, because of several incidents in the past when TTEs were either curt or were themselves harassed. 
 
However, the black coat officials might soon become as smiling and welcoming as the guest-relation staff of any global company. 
 
The Quality Council of India (QCI) has directed the Indian Railways to follow Starbucks, Amazon, FedEx, Convergys and Toyota, the top consumer-servicing companies present in India, to make sure that its frontline employees are more customer-friendly. For this, they might even come up with several schemes and incentives like rewarding them the 'employee of the month' tag. 
 
"This is one of the major areas of concern in the rail ministry-...it is something that the ministry wanted the study to look into, especially for the TTE," said the QCI in a report on the issue of 'Improvement of Frontline Staff Interaction with Citizens.' 
 
The QCI has suggested that the railways ministry should go through the cases of global companies that have established customer-oriented cultures, and the ones that follow the 'train the trainer' model, so that the staff can be trained in customer relations. 
 
However, if the ministry decides to implement the suggestions, it would be a tough task to master, since Indian railways operates about 12,000 trains carrying 23 million passengers every day, with about 15,000 TTEs employed to check the validity of passenger tickets. 
 
QCI, a joint government-industry effort, has hence suggested that the frontline staff should be divided into zonal teams, who would be competing over two to three months, so that their efforts can be acknowledged and appreciated. 
 
Standardised surveys could also be one of the ways to keep a track on the improvements in their performance.

Railways has begun preparing to resume all its services from April 15 after a 21-day suspension of its passenger trains in the wake of the coronavirus outbreak. Sources said all railway safety personnel, running staff, guards, TTE and other officials have been told to be ready to join their posts from April 15. Trains, however, will begin operations only after a green signal from the government which had formed a Group of Ministers (GoM) on the issue. Meanwhile, the railways has issued a "restoration plan" to all its railway zones with a schedule of trains to be run, their frequency and the availability of rakes. All 17 zones have been sent a missive to be prepared to run their respective services, the source said. Around 80 per cent trains are expected to run as per schedule from April 15 which include Rajdhani, Shatabdi, Duronto trains. Local trains too are likely to begin operations. Sources say the railways is likely to also conduct thermal screening on all passengers and follow all protocols as advised by the government. Senior officials, however, said no fresh orders have been issued and since cancellations were only upto April 14 "no fresh orders required for starting with effect from April 15." Sources said a concrete action plan will be sent to the zones later this week. In an unprecedented move, the railways had suspended the services of 13,523 trains for 21 days after the lockdown was announced by the PM on March 24. Its freight trains however continued to run during this period.

The state consumer commission has asked the <keyword id="6355455" type="COMPANY" weightage="20" keywordseo="Indian-Railways">Indian Railways</keyword> to pay Rs 75,000 to a man for the inconvenience he suffered when his reserved seat was occupied by unauthorised persons for most part of his journey, according to PTI news report. The <keyword id="2585883" type="ORGANIZATION" weightage="20" keywordseo="Delhi-State-Consumer-Disputes-Redressal-Commission">Delhi State Consumer Disputes Redressal Commission</keyword> (SCDRC) has upheld the district forum's order which had asked the <keyword id="6360676" type="CITY" weightage="100" keywordseo="Railways">Railways</keyword> to deduct one third of the compensation from the salary of the ticket checker who apparently failed to ensure that the reserved seat of the aggrieved passenger was not used by anyone else. "The compensation of Rs 75,000 awarded by the district forum is reasonable and appropriate. The same has been awarded by considering the facts and circumstances of the case," the bench headed by its president Justice <keyword id="221886" type="PERSON" weightage="20" keywordseo="Veena-Birbal">Veena Birbal</keyword> said. The commission, however, refused to enhance the compensation awarded to Delhi resident V Vijay Kumar. Kumar, in his complaint, said that when he travelled by <keyword id="389782" type="UNKNOWN" weightage="20" keywordseo="Dakshin-Express">Dakshin Express</keyword> on March 30, 2013 from <keyword id="60510" type="COMPANY" weightage="20" keywordseo="Visakhapatnam">Visakhapatnam</keyword> to New Delhi, his reserved seat was occupied by someone else. Kumar, who claims to be suffering from knee-joint pain, had booked a lower berth. It was alleged by Kumar that some unauthorised persons entered into the compartment and occupied his seat/berth at Bina Station in <keyword id="6355554" type="COMPANY" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>. It was further alleged that the unauthorised passengers created lot of nuisance and caused inconvenience to him as well as to his co-passengers. He tried to complain to the TTE or any other railway official but no one could be found, Kumar had claimed in his complaint. The district forum passed the order after the Railways failed to appear before it saying it was guilty of deficient service.
