"Due to the prevailing conditions caused by the novel coronavirus (COVID-19), the Union Public Service Commission has deferred the civil services (preliminary) examination, 2021, which was scheduled to be held on 27th June, 2021. UPSC postpones civil services preliminary examination to October 10 due to surge in COVID-19 cases

In its proposal to the Department of Personnel and Training (DoPT), UPSC wants to charge a penalty on applicants for not appearing for the examination, <a href="https://theprint.in/india/governance/upsc-wants-govt-to-remove-mandatory-aptitude-test-from-civil-service-exam/259808/">The Print reported</a> citing sources. Aspirants who take the mandatory Civil Services Aptitude Exam (CSAT) have been complaining that it gives edge to applicants from English, Maths and Science streams over other candidates. CSAT assesses comprehension, communication skills, reasoning and analytical ability and problem solving skills. ‘Waste of Time’ The aptitude test or Paper II was rolled out in 2011 as a part of the selection process. However, in 2015, the Indian government changed the test to ‘qualifying’ test due to massive protests. Now, the candidates are only required to score a minimum passing percentage of 33% to qualify for the examination. However, the selection in further rounds is based on the score of Paper I, which tests current affairs and general knowledge of the candidate. According to an official from UPSC, the aptitude test is merely an add-on in the syllabus of the preliminary examination, and a “waste of time”. Missing Candidates The UPSC is also seeking <a href="https://theprint.in/india/governance/application-for-ias-exam-must-be-treated-as-an-attempt-in-itself-upsc-tells-govt/172942/">penalty on absentees</a>, to trim the gap between the candidates who apply for the test and those who actually appear for it. On an average, nearly a million candidates apply for the examination every year. However, merely half of them turn up to take the exam. The UPSC CSE is conducted to select officers of the elite public services like Indian Administration Services (IAS), Indian Police Services (IPS), Indian Foreign Services (IFS) and others. The examination includes three stages — prelims, mains and a personality test. An IAS officer’s monthly compensation ranges from ₹47,250 for entry-level positions going up to ₹2,02,500 for high-profile roles like Cabinet Secretary, according to media reports. UPSC proposes to drop aptitude test from the civil services exams

In a surprise move, the Telangana government slashed the salaries of civil servants — IAS (Indian Administrative Services), IPS (Indian Police Service), IFS (Indian Foreign Services) and other officers — by 60%. While the pension of the retired government employees will also be trimmed to half. “The coronavirus is adversely impacting Telangana’s economic situation. In this background, the state government has to act with caution and foresight,” the official statement said. In fact, the state chief minister K Chandrasekhar Rao said that his salary would also get deducted by a whopping 75% to back the state’s finances and economy.  This comes on the backdrop of mounting losses reported by the revenue department, thanks to the nationwide lockdown that has put a halt to all the services. That accounts to ₹12,000 crore. “The state treasury needs to get Rs 12,000 crore since March 15. Everything is shut — petrol, GST, excise. So, we may have to cut salaries of MLAs and government employees. People have to cooperate – we are in a crisis, this is not a luxury. You have to eat half of what you were eating before,” Rao said. However, the least affected would be the contractual employees — who will have to share 10% of their pay. The move will also impact the employees of the Public Sector Undertakings (PSUs) and other government aided institutions — including Human Rights Commission. “For all public sector undertakings and institutions that are receiving government grants employees, like government employees and retirees, there will be a cut in their salaries,” the statement noted. The state government said that it will contribute nearly ₹500 crore to tackle the pandemic. However, they might need to spend more as the number of infections spiked to 71, leaving eight dead, as on Monday (March 30). "Six people from Telangana who attended a religious congregation at Markaz in Nizamuddin area of New Delhi from 13-15 March succumbed after they contracted coronavirus. Eat half of what you’re now eating, says Telangana CM who cuts government salaries and pensions

Indian Administration Service (IAS) and Indian Police Service (IPS) are among the most challenging as well as prestigious jobs in India that not only gives you the authority and position but also makes you responsible towards the society. IAS is a top ranking civil service job offered to the top ranked deserving candidates and the responsibilities include administration of an area/district/department. They are required to make proposals for the development of their respective areas and are given executive powers to implement all the policies as well as make important decisions. Whereas, IPS candidates are required to maintain order in society. The key difference between IAS and IPS IAS officers help in public administration, policy formulation and implementation. On the other side, the IPS officer have to investigate crime and maintain order in the area where they are posted. Being an IAS is the primary choice of most of the candidates appearing for Civil Service examination. Only the top-rank holder in Civil Services Examination are appointed as IAS, while IPS is the next best alternative given to the candidate. The training session of IAS officers is held at Lal Bahadur Shastri National Academy of Administration, Mussoorie, Uttarakhand and the IPS officers are trained at Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Telangana. The IAS Cadre Controlling authority is the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pension. On the other hand, Ministry of Home Affairs, Government of India controls the IPS Cadre. The pay of IAS officer is relatively higher than IPS officer. Also, there’s only one IAS officer in an area whereas the number of IPS officer in an area is as per the requirement. All in All, the post of IAS officer is much superior to an IPS officer in terms of salary and authority.

Difference between IAS and IPS  in Administration power

The central government has undertaken an exercise to review the service records of about 67,000 employees, including <keyword id="46130" type="ORGANIZATION" weightage="20" keywordseo="IAS">IAS</keyword> and IPS officers, to identify non-performers, according to PTI news report. The review exercise is a part of the government's efforts to further improve the service delivery and governance system. A senior official in the Department of Personnel and Training said the exercise may result in punishment to those who do not conform to the code of conduct framed for them. "The service records of nearly 67,000 central government employees are under review to check non-performance," he said. Nearly 25,000 of these are from all Indian and Group A services -- including the <keyword id="106848" type="ORGANIZATION" weightage="20" keywordseo="Indian-Administrative-Service">Indian Administrative Service</keyword> (IAS), Indian Police Service (IPS) and <keyword id="150653" type="ORGANIZATION" weightage="20" keywordseo="Indian-Revenue-Service">Indian Revenue Service</keyword> (<keyword id="6359816" type="ORGANIZATION" weightage="20" keywordseo="IRS">IRS</keyword>), among others, the official said. When contacted by the PTI, Minister of State for Personnel <keyword id="52861" type="PERSON" weightage="20" keywordseo="Jitendra-Singh">Jitendra Singh</keyword> said while on the one hand the government approach is of high-level efficiency and "zero- tolerance" towards corruption, on the other hand, it is also ensuring work-friendly environment for honest officers. "The government time-to-time reviews performance of its workforce. It is to encourage the honest employees," he said. <keyword id="6361419" type="PERSON" weightage="20" keywordseo="Singh">Singh</keyword> said the NDA government in its three years has introduced multiple relaxations in rules on transfer policy, Leave Travel Concession etc. "But at the same time, a more objective mechanism has been developed to assess the performance of officers and also to determine their suitability for further promotion and empanelment," the minister said. The Centre has given compulsory retirement to 129 non- performing employees, IAS and IPS officers among them, in last one year. As per norms, a government employee's performance is reviewed twice during service -- after 15 years of qualifying the service and then after 25 years. There are about 48.85 lakh central government employees, according to latest data.

UPSC Civil Services 2022: Check out eligibility, last date and other details

<ul><li>The Indian Army deferred all the interviews and selection of officers in the Armed forces due to <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>. </li><li>The military aspirants are required to go through a four day <keyword id="6355285" type="ORGANIZATION" weightage="20" keywordseo="ssb">SSB</keyword> interview to get into the Indian Army. </li><li>Meanwhile, the Indian Navy and the <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> are also expected to postpone interviews.</li></ul>Amid the coronavirus pandemic, the Indian Army deferred all the interviews and selection of officers in the armed forces. The selections were supposed to take place from March 20 — via <keyword id="396738" type="ORGANIZATION" weightage="20" keywordseo="Services-Selection-Board">Services Selection Board</keyword> (SSB). The new interview dates have not been informed yet. “These interviews can’t be conducted in the current circumstances. The candidates will be notified when the interviews will be held. No date has been fixed yet,” Army officials <a href="https://www.hindustantimes.com/india-news/army-postpones-all-services-selection-board-ssb-batches-commencing-from-march-20-over-coronavirus-pandemic/story-unNeCAupSk7E4pT3sfFNTM.html">told</a> the Hindustan Times. Usually, the military aspirants are required to go through a four day SSB interview to get into the Indian Army. The first set of interviews was lined up for this week. The SSB interviews are a skill test of aptitude, personality and intelligence of eligible candidates. The army had also closed several courses catering to the officers — which were to start next week. Meanwhile, the Indian Navy and the Indian Air Force are also expected to postpone interviews. The development comes after the number of infectious cases increased in the country. As many as 147 coronavirus cases have been reported in India so far — and it is showing no signs of dying down. Recently, a 34-year-old soldier of Indian Army was also tested positive for the coronavirus infection in Leh. Mumbai's police force was late to <keyword id="6354616" type="CITY" weightage="80" keywordseo="Twitter">Twitter</keyword>, but it has made up for lost time since joining last month with a series of pun-filled <keyword id="6406419" type="ORGANIZATION" weightage="80" keywordseo="tweets">tweets</keyword>. 
 The term "<keyword id="36730" type="ORGANIZATION" weightage="80" keywordseo="Mumbai-Police">Mumbai Police</keyword>" was trending on the social media site in India on Wednesday after the commissioner's official account posted its latest warning, to mark anti-drugs awareness week. 
 
"If you roll, we will weed you out," read the @CPMumbaiPolice tweet, which was quickly re-tweeted more than 1,000 times and won praise from Indian Twitter users 
 
"Mumbai police account is giving Twitter stand-up comedians a good run for their money," posted one user. 
 
Another tweeted: "Ok, Mumbai Police just killed it. The rest of you, go home." 
 
 
 
The Mumbai police commissioner's account has grown to have at least 22,000 followers since launching alongside the force's other official account, @MumbaiPolice, on December 27. The latter has more than 30,000 followers. 
 
Wednesday's tweet wasn't the first by police in the western Indian city to have caught Indian netizens' imagination with its use of humour to get across a serious message. 
 
"Your creepy comments on her photo will get you a long date with us," read a tweet from the commissioner warning against posting inappropriate or offensive comments online. 
 
"Giving out your personal details to strangers may land you in a 'web' of problems," was another post put out to promote their online security campaign. 
 
The force's traffic awareness week, also earlier this month, was marked with some puns as well, including a tweet which read: "Helmet or Hell-met. Choose Wisely." 
 Deputy commissioner Dhananjay Kulkarni told AFP that the twin accounts were being run by Indian content marketing and digital media agency <keyword id="3221909" type="COMPANY" weightage="80" keywordseo="Trivone-Digital-services">Trivone Digital Services</keyword>. 
 
"The tweets are approved by police first," he said.

Today seems to be a good day for all social media fans in India. In the morning, Supreme Court of India gave Indian citizens the right to post on social media sites without any fear by striking down the draconian Section 66 A of the IT Act in its entirety. And right in the evening we got the news that Indian Prime Minister Narendra Modi (@narendramodi) has took another step in his Digital India initiative by launching ‘Twitter Samvad’, a service aimed to boost the nation’s e-governance plans by helping government bodies and leaders communicate directly with citizens on a daily basis via tweets and SMSes on their mobile devices. 
 
PM Narendra Modi announced the rollout of this initiative through a tweet.

Through ‘Twitter Samvad’, Government of India will share a set of curated tweets delivered from the government and leaders’ accounts to mobile users across the country as SMS—every day. Updates on government services, policies and activities can be delivered to any user with a mobile device signed up for the service with each of the 16 launch partners. Anyone with a mobile phone, with our without a data plan, can register for the service by giving a missed call to a unique number for each of the partners. 
 
Twitter CEO Dick Costolo, who met Prime Minister Modi to discuss areas of collaboration, said, “Based on Indian technological innovation, Twitter Samvad is dedicated and specially built for the largest democracy of the world. The Lok Sabha election of 2014 was the first-ever Twitter Election in India and we want to continue contributing to the development of digital governance in India. As part of the Prime Minister’s Digital India initiative, this Tweet-powered service enables citizens to be the first to know about the government’s actions by receiving political content in real-time on their mobile devices anywhere in the country.” 
 
The company is demonstrating its commitment to the Indian market by launching Twitter Samvad during the Twitter CEO’s first-ever visit to India. Rishi Jaitly, Twitter’s Market Director for India and Southeast Asia, said, “We are proud to have launched a service here that is for the people and of the people. This can eventually give every political leader and every government organization a mobile microphone to connect with each Indian, whether in Imphal or in Diu or in Leh or in Pudducherry.” 
 
Twitter Samvad is based on the platform provided by ZipDial, an Indian company recently acquired by Twitter, making this the company’s first Indian service launched using indigenous technology.
