The fourteen men arrested by <a href="http://www.businessinsider.in/searchresult.cms?query=NIA">NIA</a> on suspicion of being part of an 'online radicalization module' that owes allegiance to ISIS have revealed they were supposed to focus on ‘political targets, foreigners, vital installations and government machinery’ and not crowded public places. 
 
Counter-terror experts believe that this is a new trend among home-grown jihadis. The <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+Mujahideen">Indian Mujahideen</a> (IM) that successfully carried out multiple blasts across India from 2004 to 2014 targeted market places and religious establishments. 
 
Two of the 14 arrested suspects were brought to New Delhi and produced before a local court on Sunday. The Court remanded the duo for 13 days <a href="http://www.businessinsider.in/searchresult.cms?query=NIA">NIA</a> custody. The two have been identified as Abu Ansa and Nafees Khan, both residents of Hyderabad. According to <keyword id="6360058" type="COMPANY" weightage="80" keywordseo="NIA">NIA</keyword>, 12 others will be produced before the court on Monday. 
 
The new strategy of these radicals is to target a political person because targeting public does not yield results. "The arrested suspects who owe their allegiance to AuT/IS believed that to shake the government, politicians should be targeted," a top NIA official told ET. 
 
"IM commanders considered that it was difficult to target a political person and would have also led to lot of backlash against their community," the official said.

<keyword id="205704" type="ORGANIZATION" weightage="100" keywordseo="Jaish-e-Mohammad">Jaish-e-Mohammad</keyword> (<keyword id="6399588" type="COMPANY" weightage="100" keywordseo="Jem">JeM</keyword>) commander <keyword id="3205063" type="UNKNOWN" weightage="100" keywordseo="Abdul-Rauf-Ashgar">Abdul Rauf Ashgar</keyword> is one of the 12 terrorists that India wants to be banned by the United Nations. 
 India will be urging the global body to ban these fugitives belonging to JeM, <keyword id="6464522" type="ORGANIZATION" weightage="100" keywordseo="Indian-Mujahideen">Indian Mujahideen</keyword> (<keyword id="42632" type="COMPANY" weightage="100" keywordseo="IM">IM</keyword>) and <keyword id="45863" type="ORGANIZATION" weightage="100" keywordseo="Lashkar-e-Toiba">Lashkar-e-Toiba</keyword> (<keyword id="41305" type="ORGANIZATION" weightage="100" keywordseo="LeT">LeT</keyword>), because of their involvement in the terror attacks that shook the country in the past. 
 Ashgar (42), who is the younger brother of JeM chief <keyword id="164868" type="PERSON" weightage="100" keywordseo="Maulana-Masood-Azhar">Maulana Masood Azhar</keyword>, is suspected to have planned the recent attack at Pathankot air base, which killed 1 civilian and 7 security personnel along with 6 terrorists. Some other names from the list are: IM commander Riyaz Bhatkal, Ansar-ut-Tawahid chief AS Armar, his brother Mohammad Shafi Armar, and Azamgarh resident Mohammad Sajid. 
 
This ban will restrict the movement of these suspects as they won’t be able to freely travel, their assets would be frozen, and financial penalties would be imposed on them, an official told ET. 
 As per ET sources, the final approval for the list would be given by Home minister <keyword id="6355121" type="PERSON" weightage="100" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> and it would then be communicated to the UN through the external affairs ministry. 
 
Even though some intelligence agencies say that Sultan and Sajid died in Syria, there exists a a red corner notice by the Interpol, claiming that they are very much alive and active.

India to approach UN to ban JeM chief and 11 other terrorists

<keyword id="22167721" type="General" weightage="100" keywordseo="Tapan-Kumar-Deka" source="keywords">Tapan Kumar Deka</keyword>, known as the '<keyword id="22170179" type="General" weightage="20" keywordseo="Superspy" source="Orion">superspy</keyword>' with commendable expertise in handling terrorism and radicalisation related cases, was on Monday given a one-year extension till June 2025 as the chief of the <keyword id="19927120" type="General" weightage="20" keywordseo="Intelligence-Bureau" source="keywords" meta.keywordsubtype="org" meta.entityname="Intelligence Bureau" meta.hostid="153" meta.entityid="Intelligence Bureau">Intelligence Bureau</keyword> (IB). <keyword id="21835486" type="General" weightage="20" keywordseo="deka" source="keywords">Deka</keyword> is a 1988-batch Indian Police Service (<keyword id="48959" type="General" weightage="20" keywordseo="IPS" source="Orion">IPS</keyword>) officer of the Himachal Pradesh cadre. The Appointments Committee of the Cabinet headed by Prime Minister Narendra Modi has approved Deka's extension as the Director, Intelligence Bureau, for a period of one year beyond June 30, 2024, an order issued by the Personnel Ministry said. His extension is "in relaxation of the provisions of FR 56 (d) and Rule 16 (1A) of All India Services (Death cum Retirement Benefits) Rules, 1958", it said. The rules allow the central government to extend in "public interest" the services of the chiefs of IB and Research and Analysis Wing (RAW), Cabinet Secretary, Home Secretary and others, beyond 60 years age of superannuation. Deka, known as the crisis manager in the power corridors and intelligence fraternity, was in June 2022 appointed as the IB chief for two years. His term was to end this month. He is considered an expert in 'operations' especially in Jammu and Kashmir as well as in the Northeast region of the country. Deka served as the head of the operations wing of the IB for over two decades before finally taking the reins of the agency. He was also in charge of the counter-assaults during the 26/11 Mumbai attack in 2008. Adept in handling terrorism and Islamic radicalisation related cases, Deka had also led the operations against the terror group Indian Mujahideen, which was behind a series of subversive activities across the country in the 2000s. He was also deputed in his home state Assam to handle the volatile situation that arose following the large-scale violence after the enactment of the Citizenship Amendment Act in 2019. Deka has been the go-to man for the government on the affairs of Jammu and Kashmir as he has vast experience in handling Pakistan-sponsored terrorism in the Union Territory.

'Superspy' Tapan Kumar Deka gets a one-year extension as Intelligence Bureau chief

A five-minute-long chat between Indian Mujahideen boss <keyword id="6460189" type="PERSON" weightage="100" keywordseo="Yasin-Bhatkal">Yasin Bhatkal</keyword> and his wife has sent authorities into a tizzy, leading them to scale up security arrangements at Hyderabad prison where Bhatkal, mastermind of many jihadi attacks, is lodged, and discuss alternative plans where he could be secured better. 
 During the chat, Yasin told his wife he would be out soon with help from <keyword id="86304" type="CITY" weightage="100" keywordseo="Damascus">Damascus</keyword>. 
 
 The authorities are particularly worried about the Damascus angle, the capital of <keyword id="6354913" type="COUNTRY" weightage="60" keywordseo="Syria">Syria</keyword>, a big part of which is now in <keyword id="304620" type="ORGANIZATION" weightage="100" keywordseo="Islamic-State">Islamic State</keyword>'s control and has been used as a launch pad for jihadi offensives not just in its neigbourhood but far from its shores. Though confined to Syria and neigbouring Iraq, IS has supplanted Al Qaida as the leading jihadi group in notoriety. 
 
The group has adroitly blended its extremist interpretation of Islam and modern communication tools to find recruits across the globe, as well as to inspire 'lone wolf' attacks, like the recent ones in France. 
 
 
Agencies suspect IS could help Bhatkal by enlisting the support of Ansar-ul-Tawhid Fi Bilad Al Hind (AuT), the jihadi group that had tweeted pictures of the two terrorists killed in the Batla House encounter in 2008 and called them martyrs. This was first reported by TOI last September. 
 
 Intriguingly, AuT has been at loggerheads with the Indian Mujahideen to which Bhatkal belongs, and consists of <keyword id="42632" type="COMPANY" weightage="60" keywordseo="IM">IM</keyword> operatives who rebelled against the leadership of Riyaz and Iqbal Bhatkal in order to join the jihad in Afghanistan. Yasin Bhatkal's conversations, a source said, point to an effort by IS to repair the rift between the rival factions of IM. AuT last year uploaded three different videos with subtitles in Hindi, Tamil and Urdu with messages from various IS operatives, including the Friday sermon of its chief <keyword id="2406035" type="UNKNOWN" weightage="100" keywordseo="Abu-Bakr-al-Baghdadi">Abu Bakr Al Baghdadi</keyword> in which he called for jihad against India among other countries. 
 
It had also uploaded videos condoling the death of an Indian jihadist who died fighting in Afghanistan even as it carried a video message by a former IM operative calling Indians for global jihad. 
 
 
Bhatkal is learnt to have made at least 10 calls to his wife who lives in Jamia Nagar, southeast Delhi, and his hope of getting out soon has been a common thread through most of the conversations. The agencies have also established that the IM commander spoke to some anti-social elements he had met in judicial custody. 
 
Worried by what they have gathered, agencies have written to Hyderabad jail and security has been beefed up there. They are particularly intrigued by the Damascus bit. 
All those people including his family members who met Bhatkal after his arrest are being scanned for clues. 
 
The conversations also bring out the softer side of Bhatkal's personality. The hardcore jihadi, who has shown no remorse for killing innocents, is a loving husband. It was his fondness for Zahida which helped Indian agencies track him down to his hideout in Nepal. Bhatkal had sent Rs 1 lakh home as 'eidi' (gift) to Zahida before Eid in 2013 through hawala. The cash along with a mobile phone was delivered to Zahida at her Delhi house by Bhatkal's deputy Tehsin Akhtar alias Monu. 
 
Bhatkal soon started chatting with Zahida on that mobile, helping intelligence agencies, already tracking the route of hawala transfer, map his location in Nepal near Pokhara. He also promised to be with her for the rest of his life and make sure that she faced no difficulties.
