 Hotter with the wind The very same summer heat that warms up the Indian subcontinent also sends warm winds to sweep across the Indian ocean — up and over South Asia. As the winds head North, the water beneath pushes south. These waters, which flow south, transport heat, thereby cooling the ocean. This process creates a bigger difference between the temperature of land and the temperature of the ocean.

 The team of researchers was able to create a model of the Indian monsoon leaving the Himalayas out of the picture altogether — that too on a hunch. John Marshall and Nicholas Lutsko, co-authors of the study, initially suspected that adding oceans to a monsoon model would decrease its intensity but found the opposite to be true.

Their research could also be the key the making more accurate predictions about the monsoon rains as the influence of one more variable has been accounted for. Above-normal rainfall is expected during the 2024 southwest <keyword id="6358301" type="General" weightage="20" keywordseo="monsoon" source="Orion">monsoon</keyword> season over most parts of <keyword id="19897710" type="General" weightage="20" keywordseo="south-Asia" source="keywords">south Asia</keyword>, the South Asian <keyword id="21481676" type="General" weightage="20" keywordseo="climate-outlook" source="keywords">Climate Outlook</keyword> Forum said on Tuesday. The forecast follows the prediction of above-normal rain in the monsoon season in <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> on the back of favourable <keyword id="20146476" type="General" weightage="20" keywordseo="La-Nina" source="keywords">La Nina</keyword> conditions, expected to set in by August-September. "Above normal rainfall is most likely during the 2024 southwest monsoon season (June-September) over most parts of south Asia, except some areas over northern, eastern, and northeastern parts of the region, where below-normal rainfall is most likely," the South Asian Climate Outlook Forum (SASCOF) said. Above-normal maximum and minimum temperatures are predicted over most parts of south Asia during the season, except a few areas over the southeastern part of the region where normal temperatures are most likely. This regional climate outlook for the 2024 southwest monsoon season has been developed by all nine National Meteorological and Hydrological Services (NMHSs) of south Asia with support from international experts at the 28th session of SASCOF-28, conducted online. SASCOF said moderate <keyword id="19949878" type="General" weightage="20" keywordseo="El-Nino" source="keywords">El Nino</keyword> conditions are prevailing at present. ENSO (El Nino-Southern Oscillation) neutral conditions are expected in the first half of the monsoon season. Thereafter, La Nina conditions may set in by the second half. El Nino conditions -- periodic warming of surface waters in the central Pacific Ocean -- are associated with weaker monsoon winds and drier conditions in India. La Nina conditions -- the antithesis of El Nino -- are the dominant factor in the likelihood of "above-normal" rainfall during the monsoon season, DS Pai, a senior scientist at the India Meteorological Department (IMD), told PTI. Positive Indian Ocean Dipole conditions, favourable for the Indian monsoon, are predicted in the later part of the season. Additionally, the snow cover in the northern hemisphere is low. The northern hemisphere winter and spring snow cover extent generally have an inverse relationship with the subsequent southwest <keyword id="20575709" type="General" weightage="20" keywordseo="monsoon-rainfall" source="keywords">monsoon rainfall</keyword> over south Asia. Earlier this month, the IMD said the seasonal rainfall in India will be on the higher side of 'above-normal' and pegged it at 106 per cent of the long-period average (87 cm). Above-normal monsoon rainfall predicted in south Asia

Untimely shower in April is definitely taking a toll on the fresh sows in the northern parts of India. The ravi harvest in North and West India including onions in Maharashtra have been badly affected due to unseasonal rain and storm. However, a recent survey by a <keyword id="2808232" type="POSITION" weightage="80" keywordseo="private-weather-forecaster">private weather forecaster</keyword> comes as a breather for the farmers. The <keyword id="6376779" type="COMPANY" weightage="60" keywordseo="Skymet">Skymet</keyword> conducted survey points out that that the country will receive normal rains during the June-September monsoon season. 
 
As per a news report by The Economic Times, the government's India Meteorological department (IMD) is expected to forecast on the same by April 23. Local authorities use IMD's prediction to decide on their monsoon preparations. However, global forecasters are of opinion that 2015 in Indian agriculture might be largely impacted bby El Nino. El Nino has a history of adversely impacting monsoon rain. In the past decade, 2002, 2004 and 2009 were drought years due to the phenomenon 
"2014-15 has become an El Nino year as the Oceanic Nino index has crossed the threshold value of 0.5 for five consecutive times since September 2014 till March end. We expect it to last till May 2015 and thereafter go down, thereby not making any impact on Indian monsoon," GP Sharma, vice-president of meteorology at Skymet told the ET. 
 
Skymet expects a few dry patches in parts of northwest, central and south India but on the whole it is optimistic of normal rains in 2015. In its March forecast it has said that the monsoon rainfall might be 102 per cent of long-period average for the period June to September. 
As per the news report in the financial daily, average rainfall over India for June-September would be 89 cm. The long-term average is the average rainfall for the past 50 years. A deviation of up to 4 per cent on both sides is considered as normal. Anything beyond 10 per cent is excess rainfall, or drought. 
 
DS Pai, head of the long range forecast at IMD told the ET, that they were analysing the latest forecast and by April 22-23 come with their first forecast for the Indian monsoon. "We are monitoring data and will not like to comment on El Nino impact at this stage," he said. More than half of the population in India being directly or indirectly dependent on farms, rain is indispensible element of survival. The ET predicts deficient rains could drive up inflation, especially <keyword id="67286" type="UNKNOWN" weightage="80" keywordseo="Food-inflation">food inflation</keyword>, affecting the steps to put the <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">economy</keyword> back on track. In 2009, the country's worst drought in nearly four decades drove up food inflation to as much as 20 per cent and it took years for it come to bearable levels. 
Land preparation and sowing of kharif crops, largely paddy, soyabean, cotton, pulses such as pigeon peas (arhar) and green gram (moong), coarse cereals like bajra and jowar, pick up with the onset of the monsoon in the country.

​The monsoon's going to be just fine this year

Dismayed by several recent changes in school <keyword id="6375423" type="General" weightage="80" keywordseo="syllabus" source="Orion">syllabus</keyword> related to the weather, <keyword id="6361617" type="General" weightage="20" keywordseo="climate-change" source="Orion">climate change</keyword>, and even the Indian monsoon, a teachers' body has urged the <keyword id="48505" type="General" weightage="100" keywordseo="ncert" source="Orion">NCERT</keyword> to rethink these deletions from the school environmental syllabus and bring in different facets of the <keyword id="6375923" type="General" weightage="20" keywordseo="climate" source="Orion">climate</keyword> crisis. Teachers Against the Climate Crisis (<keyword id="14398053" type="General" weightage="80" keywordseo="tacc" source="Orion">TACC</keyword>) has claimed the NCERT has removed an entire chapter on Greenhouse Effect from Class 11 Geography syllabus; an entire chapter on weather, climate weather systems, and water from the Class 7 syllabus; and information about the Indian monsoon from the Class 9 syllabus. TACC, a non-funded, non-party organisation that seeks to promote understanding about climate and has members across universities and research institutions across <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword>, said it appreciates NCERT's efforts to manage learning deficit in wake of the Covid-19 pandemic by seeking to reduce students' workload by culling material - as explained on its website - however, "none of these concerns apply to fundamental issues such as climate change science, the Indian monsoon, and the other chapters that have been deleted." Stating that the relevant climate change science as being continuously updated via thousands of peer-reviewed papers published each year as well as very important compilations such as the <keyword id="8956" type="General" weightage="50" keywordseo="intergovernmental-panel" source="Orion">Intergovernmental Panel</keyword> on Climate Change (IPCC's) latest Assessment Reports and India's own report on climate change published by an agency under the <keyword id="158211" type="General" weightage="50" keywordseo="ministry-of-earth-sciences" source="Orion">Ministry of Earth Sciences</keyword>, a statement from TACC said, "It is extremely important that senior school students all over India are conveyed the essence of such updated information in an accessible, easy-to-understand manner." Across the world, including in India, students have been more and more concerned about the drastic changes wrought by environmental degradation, of which climate change is an example. "Young people's actions and interventions are crucial to meeting this most fundamental challenge. This action needs to be predicted upon systematic knowledge of the reality of climate change, its causes, and its enormous reach. Students need to understand the complexity of the climate crisis if they are to respond and engage intelligently with it," TACC said. Class 10 students, however, will no longer be able to learn and be inspired by popular people's movements such as Chipko movement or Narmada Bachao Andolan in their 'Popular Struggles and Movements' lessons since the chapter on them has been taken out of their 'Democratic Politics' syllabus, it said, and urged the NCERT to rethink its decision about deletions of these topics from the environmental syllabi. Bring back chapters on climate crisis, teachers body tells NCERT

The <keyword id="55209" type="ORGANIZATION" weightage="80" keywordseo="Indian-Meteorological-Department">Indian Meteorological Department</keyword> (IMD) said the southwest monsoon had arrived in Kerala against the normal date of June 1. 
 
"The rainfall over Kerala has been fairly widespread to widespread for the last 48 hours. Out of the 14 rainfall monitoring stations for monsoon onset over Kerala, more than 70% of stations have reported rainfall higher than 2.5 mm for last consecutive two days," IMD said in its statement. 
 
IMD said monsoon has further advanced into entire south Arabian Sea, some parts of Central Arabian Sea, entire Lakshadweep area and Kerala, some parts of Coastal &amp; South Interior Karnataka and Tamil Nadu, remaining parts of southeast Bay of Bengal and some parts of central &amp; northeast Bay of Bengal. 
 As IMD as predicted a deficient monsoon this year, private weather forecaster <keyword id="6376779" type="COMPANY" weightage="80" keywordseo="Skymet">Skymet</keyword> rejected IMD's forecast of likely drought. 
 
Skymet predicted that there would be a good monsoon season this year as the Indian Ocean Dipole (IOD) phenomenon counters an El Nino weather event. 
 
This should dismiss concerns of farmers who have already been hit hard by unseasonal rains earlier this year. 
 
Skymet, which claims its predictions have been correct for the past three years, forecast rains at 102% of the long-term average over the June-September monsoon season, as against IMD's 88%. 
 
Skymet’s chief meteorologist, G.P. Sharma, said the El Nino threat remains, but the positive IOD effect could prove beneficial. 
 
Skymet said positive IOD creates a barrier in the eastern Indian Ocean and all the southwesterly winds blow towards the Indian sub-continent, causing rains there but leading to droughts in parts of Indonesia and Australia. 
Even Finance Minister Arun Jaitley has downplayed fears of a drought. 
Meanwhile, the Indian Government prepared on war footing to implement the MNREGA plans so that livelihood of farmer is not affected.

Private weather forecaster Skymet rejects drought forecast in India

From the outset, it will be hard to get a lot done, given that the session has only 18 working days and a number of issues that are slated for discussion are mired in partisanship. But here’s what could be in store for the next few weeks. The return of the no-confidence motion Proceedings will be derailed again by a vote of no-confidence. The no-confidence motion against the government in the last session didn’t get anywhere as a result of disorder in the House. Hence, a new one was moved by the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> and Andhra Pradesh’s Telugu Desam Party (TDP) and is scheduled for discussion within the first hours of the session in Lok Sabha today itself after receiving more than 50 signatures. It will likely be debated within 10 days. The TDP raised the motion in response to the government’s refusal to grant special category status to the state of Andhra Pradesh, following its split into two states in 2014. The party is seeking additional funding from the central government for its spending, saying that it had been given assurances in this regard. Of course, the <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> won’t be too worried about the motion, other than the points raised in the debate which could lead to bad press. In order for the no-confidence motion to pass, it needs the support of the majority of the house. In the 539 member house, the BJP currently has 275 seats excluding those belonging it to its allies, so the motion will, in all probabilities, fail. A lot of arguing Barring the no-confidence motion, a lot of issues will be argued with varying degrees of anger and/or disagreement. With less than a year to go for the national elections, the Opposition will take any chance it can get to single out the government’s failures. Blame for the recent spate of lynchings in Maharashtra as a result of the circulation of fake news on Whatsapp will be placed squarely on the ruling party in the state - the BJP. Other issues which will likely get significant airtime include the rise in fuel prices, the depreciation of the rupee, the build-up in bad loans, the dissolution of the government in Jammu &amp; Kashmir and the non-feasibility of the minimum support price scheme. Discussion on a number of key bills Amidst all this arguing, the government will try and muster support for pending bills. Prior to the commencement of the session, the Prime Minister Narendra Modi had reached out to a number of leaders of Opposition parties, seeking their help for the passage of important bills. Around 28 bills are slated for discussion in this session. These include the extremely contentious Triple Talaq Bill, the Women’s Reservation Bill, the Fugitive Economic Offenders Bill, the Transgender Rights Bill and amendments to the Insolvency and Bankruptcy Code and the Right to Information Act. For its part, the BJP has reportedly said that it will pass the Women’s Reservation Bill, which reserves 33% of all seats in the Parliament and state assemblies for women, in exchange for the Congress’s help in passing the Muslim Women Bill, which bans the practices of instant divorce (triple talaq). If the Congress does play ball and a fair degree of order is maintained, a lot of politically significant decisions could come out of this session. If not, well, we’ll just to have wait until the Winter Session to do this all over again.
