Hike in petrol prices may not have brought tears in the eyes of Delhiites, but here is another expected price rise that could certainly make many cry. The rates of liquor is likely to increase by 8 to 12% as the revised <keyword id="6356916" type="UNKNOWN" weightage="40" keywordseo="excise-duty">excise duty</keyword> regime and increased retailers margin component on liquor, notified by the <keyword id="6354952" type="ORGANIZATION" weightage="80" keywordseo="Delhi-Government">Delhi government</keyword>, would come into effect from Tuesday (July 1).
 

	In order to promote fair play and make the liquor trade look more profitable, the Delhi government has decided to increase the retailer's profit margin.
 As per the revised list, the retailer's profit margin component on <keyword id="6359860" type="ORGANIZATION" weightage="80" keywordseo="beer">Beer</keyword>, <keyword id="2392253" type="UNKNOWN" weightage="80" keywordseo="Alcopop">Alcopop</keyword> has been increased from the existing 8% to 12% of wholesale price. The retailer's profit margin on <keyword id="6438859" type="UNKNOWN" weightage="80" keywordseo="Indian-made-foreign-liquor">Indian Made Foreign Liquor</keyword> (IMFL) has been hiked from the existing 15-18% of the wholesale price. The retailer's profit margin on country liquor (Delhi Medium Liquor) has moved up from 3 to 6%. 

	The rates of beer have been increased by Rs 5 and Rs 20 per bottle and prices of IMFL have gone up by Rs 25 and Rs 40 per bottle.
 With the increase in rates, the <keyword id="2392251" type="UNKNOWN" weightage="40" keywordseo="Department-of-Excise-Entertainment-Luxury-Tax">Department of Excise Entertainment &amp; Luxury Tax</keyword> aims to collect additional Rs 250 crore as it was unable to meet its revenue target of Rs 3,200 crore in the last financial year and earned revenue of Rs 3,151 crore. Liquor Prices To Shoot Up In Delhi From Today

The <a href="http://www.businessinsider.in/searchresult.cms?query=haryana+government&amp;sortorder=effectivedate">Haryana Government </a>has revised its <a href="http://www.businessinsider.in/searchresult.cms?query=excise+policy&amp;sortorder=effectivedate">excise policy</a> and in this backdrop, the liquor prices in the state are going to shoot up by 20%. 
 
With an increase in <a href="http://www.businessinsider.in/searchresult.cms?query=VAT&amp;sortorder=effectivedate">VAT</a>, excise duty and licence fee under the new state excise policy, people will have to pay extra. 
 
Also, nearly 500 liquor shops will be shifted, following the<a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate"> Supreme Court</a>'s order that no liquor shops will be permitted within 500 metres of national and state highways, Haryana Excise and Taxation Minister Captain Abhimanyu said here. 
 
Announcing the new excise policy, the minister said, excise duty on country-made liquor (CL) and Indian Made Foreign Liquor (IMFL) has been rationalised and certain new categories have also been introduced. 
 
He said under the new policy, the annual license fee of bars has been increased from Rs 12.5 lakh to Rs 15 lakh in Gurugram, Rs 10 lakh to Rs 12 lakh in Faridabad and Rs 7.5 lakh to Rs 9 lakh in other districts. 
 
VAT rates on liquor have been revised from existing 10 per cent plus surcharge at the rate of five per cent to 13 per cent plus surcharge in case of CL, 13.5 per cent plus surcharge in case of beer and 14 per cent plus surcharge in case of IMFL.

West Bengal ranked second after Uttar Pradesh in terms of absolute number of people who consume alcohol, a joint study by economic research agency <keyword id="209079" type="COMPANY" weightage="20" keywordseo="ICRIER">ICRIER</keyword> and law consulting firm <keyword id="2733040" type="PERSON" weightage="20" keywordseo="PLR-Chambers">PLR Chambers</keyword> said. According to the study, nearly 1.4 crore people in West Bengal consume alcohol, and this sector is among the top three revenue earners of the state. The price model in the state has been tweaked recently from a free market to a lowest ex-distillery price (<keyword id="1425293" type="COMPANY" weightage="20" keywordseo="EDP">EDP</keyword>) and an increase in taxes has been witnessed, which is a major concern for the industry, the study said. It revealed that steep hikes in the market retail price have resulted in substantial decline of <keyword id="2035581" type="PERSON" weightage="20" keywordseo="India-Made-Foreign-Liquor">India Made Foreign Liquor</keyword> (IMFL) sales in the state. Therefore, even though the formula for calculation is lowest EDP, the excise duty has been hiked and this issue needs to be studied taking into account how consumers react to price changes, it said. The report found that India is one of the fastest growing markets for alcoholic beverages globally, with an estimated market size of USD52.5 billion in 2020. The market is expected to grow at a CAGR of 6.8 per cent between 2020 and 2023. Production of alcoholic beverages increased by about 23.8 per cent during the period between 2015-16 and 2018-19 and the sector contributed to around 1.5 million jobs and generated around USD 48.8 billion in sales revenue in 2019, the study noted. Yet India is unable to become a large exporter like Chile, Argentina or China, it said. New Delhi, May 17 () Liquor makers have urged the Kerala government to not impose additional sales taxes on the Indian made foreign liquor (IMFL) which already attracts steep levies of up to 240 per cent in the state. In a letter to the Kerala government, the Federation of Alcohol Beverage Producers (India) has noted that IMFL is paying high taxes of up to 240 per cent in Kerala in comparison to imported liquor which is taxed at 88 per cent. "As a result, a product of same quality sells at Rs 2,600 if made in India compared to Rs 1,600 if imported," said the association in a letter to the state government. The association further said that the state government is expected to impose an additional sales tax of 35 per cent on IMFL, and not on imported liquor. "This is in our view is taking the matter to bizarre proportions. Just to give you a reference after this the tax difference between the two will go to an incredible 189 per cent. Instead of rectifying the error, the Government is further compounding it," the association's Director-General Vinod Giri said. Recently, several state governments imposed additional taxes on liquor while allowing sales in the third phase of the lockdown. Liquor sales remained suspended for more than 40 days in the first two phases of the lockdown to contain coronavirus panedmic, hitting state revenue. "We reiterate our earnest request to review the Excise Policy of Kerala and issue necessary amendments to remove blatant discrimination in favour of imported products," the association said. Earlier, alcoholic beverages industry bodies had said that levy of additional taxes on liquor by several state governments, as high as 75 per cent, will be counterproductive in the long run. States like Andhra Pradesh, Delhi and West Bengal have imposed 75 per cent, 70 per cent and 40 per cent additional levy respectively on liquor, which resumed window sales from May 4 after a gap of almost 40 days in during the ongoing lockdown. Liquor makers urges Kerala Govt not to impose additional sales tax on IMFL

Allied Blenders and Distillers Ltd, the maker of Officer's Choice whisky, on Thursday fixed a <keyword id="19911460" type="General" weightage="20" keywordseo="price-band" source="keywords">price band</keyword> of Rs 267 to Rs 281 per share for its Rs 1,500-crore <keyword id="19913114" type="General" weightage="20" keywordseo="initial-public-offering" source="keywords">initial public offering</keyword> (IPO). The initial share-sale will open for public during June 25-27 and the bidding for anchor investors will open for a day on June 24, the company announced. Broking firms have pegged the company's <keyword id="20000950" type="General" weightage="20" keywordseo="market-capitalisation" source="keywords">market capitalisation</keyword> to Rs 7,860 crore post-issue. The initial share-sale comprises fresh issuance of equity shares worth Rs 1,000 crore and an Offer-for-Sale (OFS) of shares to the tune of Rs 500 crore by promoters. As a part of the OFS, Bina Kishore Chhabria, Resham Chhabria Jeetendra Hemdev and Neesha Kishore Chhabria will sell shares. Proceeds from the fresh issue worth Rs 720 crore will be used for the payment of debt. Besides, a portion will be used for general corporate purposes. The total debt on the the company's books was around Rs 808 crore as of December 2023. Half of the issue size has been reserved for qualified institutional investors, 35 per cent for retail investors and the remaining 10 per cent for non-institutional investors. Further, investors can bid for 53 shares and in multiples thereof. With a market share of over 8 per cent in <keyword id="20830317" type="General" weightage="20" keywordseo="Indian-Made-Foreign-Liquor" source="keywords">Indian-Made Foreign Liquor</keyword> (IMFL) market by sales volumes in fiscal 2023, Allied Blenders and Distillers is engaged in the manufacturing, marketing and sale of alcoholic beverages in India and abroad. The product portfolio of the firm comprises several brands of IMFL across whisky, brandy, rum and vodka. Some of the major brands of the company include Officer's Choice whisky, Sterling Reserve whisky, Jolly Roger rum and Class 21 vodka. ICICI Securities Ltd, Nuvama Wealth Management Ltd, and ITI Capital Ltd are the book running lead managers to the issue. The equity shares of the company are proposed to be listed on the BSE and NSE. Liquor makers urge Kerala Govt not to impose additional sales tax on IMFL

Mumbai, Jan 29 () Restricting sale of liquor and cigarettes at duty-free shops at Indian airports may force the retailers to renegotiate existing contracts with the aerodromes, an industry source said.
 Liquor imports account for almost 50 per cent of the overall duty free sales of USD 450 million.
 At present, an arriving international passenger is allowed to buy two litres of liquor and one carton of 100 cigarette sticks from duty-free shops.
 The commerce ministry, has, however, proposed to reduce it to one litre and prohibit cigarette sales completely as part of recommendations to the finance ministry ahead of the union Budget.
 "As much as 70 per cent of our business is arrival sales and the rest 30 per cent at departures. So, if the proposal is accepted, it will really impact the business going forward and we will have to renegotiate the lease contracts with the airport operators," an industry source told .
 Mumbai airport alone earns about Rs 400 crore annually as rentals from duty-free operators, he said, adding that any dip in sales will reduce the topline and consequently the affordability to pay higher rentals.
 DFS (duty free shops) sale is an important component of non-aeronautical revenue for airports. As per industry estimates, as much as 30 per cent of the non-aero revenue is used to cross-subsidise aeronautical charges, which, in turn, keeps the fares on the lower side.
 Of the total DFS sales, arrival sales account for USD 315 million and within that, liquor sales stand at around USD 220 million, he said.
 Airports in the UAE, UK, Japan, Russia, South Africa and Vietnam allow much higher alcohol sales compared to India, he said.
 "The upside of this can be monumental because Indians already spend over Rs 7,000 crore at foreign duty-free stores at present," the source added.
 "On the contrary, an increase in free baggage allowance up to Rs 75,000 per passenger from Rs 50,000 at present, along with increase in the number of units of spirits, wine etc may result in additional revenue of around Rs 400 crore per year to the AAI," the source added.
 These measures could shift a lot of the DFS business at foreign airports to Indian aerodromes, he added. IAS ABM
