 Seven fixed aircraft and seven helicopters are on stand-by as well. The Navy also has Humanitarian Assistance and Disaster Relief (HADR), divers, rubberised crafts and medical teams ready to go. Another three naval ships — Sahyadri, Ranvi and Kadmatt — have been deployed off the coast of Odisha to launch rescue operations.

Cyclone Fani rescue and relief efforts underway as Indian warships deployed to keep guard

Thanks to the lengthy government procedure to take decisions! The <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+Coast+Guard">Indian Coast Guard</a>, which raised the demand for its own fleet of medium lift choppers after 26/11 Mumbai attacks, is finally close to getting it. 
 
The Mumbai attacks in 2008 exposed chinks in the <a href="http://www.businessinsider.in/searchresult.cms?query=surveillance+and+interception+capabilities+">surveillance and interception capabilities</a> of the force, so the demand was raised to cover larger areas faster with the new fleet. 
 
The coast guard currently operates ageing Chetaks as well as indigenous <a href="http://www.businessinsider.in/searchresult.cms?query=defence">Advanced Light Choppers (ALH) for patrolling</a>, search and rescue and casualty evacuation. 
 According to sources, <keyword id="6356166" type="COMPANY" weightage="60" keywordseo="Airbus">Airbus</keyword> as emerged as the lead bidder for Rs 2,000 crore contract to procure 14 helicopters. The EC 725 is learnt to have beat its competitor, Sikorsky's S 92 after commercial bids were opened earlier this month. 
 
While initially, three competitors were bidding for the contract, Italian firm <a href="http://www.businessinsider.in/searchresult.cms?query=Finmeccanica+">Finmeccanica</a> was dropped in 2014 after it came under a corruption taint following the VVIP chopper deal scandal. 
 
Both the EC 725 and S 92 managed to meet all the technical requirements of the coast guard after two years of extensive trials, the Airbus machine turned out to be cheaper, said senior officials. 
 
The contract will also lead to the pumping in of over Rs 600 crores into the <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+defence+and+aerospace+manufacturing+sector+">Indian defence and aerospace manufacturing sector</a> as it carries an offset obligation of at least 30% for the winner. However, the conclusion of the contract would take a few more months after price negotiations with Airbus. 
 "We are in touch with the Indian MoD regarding the tender for 14 shore-based helicopters for the <keyword id="6375985" type="ORGANIZATION" weightage="100" keywordseo="Indian-Coast-Guard">Indian Coast Guard</keyword> and will be honoured to progress our discussions with them," an Airbus spokesperson said.

Coast Guard to get its own fleet of choppers, demands for which were raised post 26/11 Mumbai attacks!

The memory of <a href="http://www.businessinsider.in/searchresult.cms?query=Mumbai+attacks">26/11 Mumbai attacks</a> continues to haunt us and a statement by former defence secretary might send chills again. 
 
Former defence secretary RK Mathur told a <a href="http://www.businessinsider.in/searchresult.cms?query=parliamentary+panel">parliamentary panel</a> that 26/11 Mumbai style attacks could take place again as a <a href="http://www.businessinsider.in/searchresult.cms?query=boats">boat</a> might still enter Indian waters undetected. 
 
Mathur feels a "whole lot of work" is needed to be done and that <a href="http://www.businessinsider.in/searchresult.cms?query=coast+guard">Coast Guard</a> was still a "long way off" from ensuring complete security of India's coastline. 
 In his frank testimony to <keyword id="81545" type="ORGANIZATION" weightage="100" keywordseo="public-accounts-committee">Public Accounts Committee</keyword> (PAC), Mathur expected that his response would be confined to a room, when he was asked if 26/11 Mumbai carnage would recur. But, the PAC report on the functioning of Coast Guard, which was eventually tabled in Parliament on Thursday, has quoted him verbatim. 
 
"If you ask me a very specific question that 'Can 26/11 be repeated? Can a boat gin without being detected?' Within the confine of this room, sir, my answer would still be 'yes'. We apprehend that. We have to improve," Mathur is quoted as telling the committee. It's not clear exactly when Mathur, who retired earlier this year, was testifying. 
 
Mathur did not react on his statement made public. He had told the committee that it was not about adding more <a href="http://www.businessinsider.in/searchresult.cms?query=indian+military">military assets</a> to the force, but also work towards overall improvement of capabilities. 
 
"We have to improve. We have to improve much more. Therefore, what I feel is that other than the assets, there is a whole lot of work which needs to be done by Coast Guard to be able to achieve that level. I think we are fairly long way off from that position," he is quoted as saying. 
 
Mathur was detailing problems faced in regulating and monitoring the unorganised fishing sector that has over 1.99 lakh boats, many of which are not even registered.

Former defence secretary makes shocking statement, says 26/11 Mumbai style attacks may happen again!

To enhance the infrastructure of the <keyword id="6355100" type="ORGANIZATION" weightage="80" keywordseo="Indian-Navy">Indian Navy</keyword>, the <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword> has given a Rs 468-crore order for the design and construction of a floating dock to the India’s largest infrastructure company Larsen &amp; Toubro (<keyword id="6354919" type="CITY" weightage="80" keywordseo="LT">L&amp;T</keyword>). The dock would serve as a service station for warships and <keyword id="117400" type="UNKNOWN" weightage="80" keywordseo="Submarines">submarines</keyword>. 
 "In keeping with the government's 'Make in India' thrust, complete design and engineering of the floating dock (FDN) will be under-taken at L&amp;T's <keyword id="2882114" type="UNKNOWN" weightage="80" keywordseo="Warship-Design-Centre">Warship Design Centre</keyword>. The floating dock will be capable of docking naval ships and submarines of up to 8000 T displacement with draughts up to 7 m, during day and night," MV Kotwal, president of Heavy Engineering and Member of the Board at L&amp;T, told the Economic Times. 
	 

	"The dock will conform to international norms and will incorporate fully automated Ballast Control System. The FDN will be self-sufficient, catering to the dock side services requirements of the docked and berthed warships," he added. Meanwhile, the infrastructure company is already working on other Ministry of Defence Ministry contracts for design and construction of 54 fast <keyword id="732787" type="UNKNOWN" weightage="80" keywordseo="interceptor-boats">interceptor boats</keyword> for the <keyword id="6375985" type="ORGANIZATION" weightage="80" keywordseo="Indian-Coast-Guard">Indian Coast Guard</keyword>. 
	 

	So far, the company has delivered at least 27 interceptor boats to the Indian Coast Guard. 
	 

	The floating dock contract for FDN comes to L&amp;T on the back of an order for design and construction of seven offshore patrol vessels for the Indian Coast Guard at Rs 1,432 crore.

L&T gets Rs 468 crore order to build a floating dock for the Indian Navy

On Friday the Indian Coast Guard said the crack was two metre long and has been observed near the Port aft portion, 10 metres above the waterline. The fire fighting operations are continuing for second day in succession, the Coast Guard said. "If the crack propagates, and there is every likelihood of that and cannot be predicted, then the stability of the ship could be affected. A ship standstill is still subjected to tremendous stresses and could break and capsize," M. Kalayanaraman, Technical Editor, Riviera Maritime Media told IANS. He said if the fire is still raging then it means the fuel for the fire is still there in whichever space is on fire. "What is not clear is if any of the cargo tanks are affected, or it could be just the ship bunker fuel tanks," Kalyanaraman said. While towing is also a risky proposition, he added that which port can take in such a large ship. Seeing the pictures of the ship on fire, Kalyanaraman said the engine room is gutted. It has to be seen whether the pump room -- where the pumps to pump out the crude oil are located -- too have been damaged. He said if the pump room is damaged then it will be a great challenge to pump out the oil. "We have to hope and pray the fire is extinguished as soon as possible," he said. The oil tanker caught fire on Thursday morning 37 nautical miles off the Sri Lankan coast. As per www.marinetraffic.com, the 20-year-old VLCC 'New Diamond' sailing under the Panama flag departed from Mina Al Ahmadi on August 23 and was heading to <keyword id="56327" type="COMPANY" weightage="20" keywordseo="Paradip-port">Paradip port</keyword> in India. The oil tanker was expected to reach Paradip in Odisha on September 5 where IOC has a large refinery. The vessel's deadweight tonnage (DWT) is 2,99,986 t, length is 333 metres and width is 60 metres. The Coast Guard on Thursday said the Sri Lankan Navy had sought assistance to fight the fire and explosion on board New Diamond. So it had diverted three of its ships -- Shaurya, Sarang, Samudra Paheredar and a Dornier aircraft for firefighting operations. However, IOC officials remained silent on the accident. According to reports, another ship Helen M an oil products tanker sailing under the Panama flag on receipt of distress message had gone to the location of New Diamond for rescue. Helen M was sailing from Mangalore to Kakinada in Andhra Pradesh. New Delhi, Feb 28 () L&amp;T-built Offshore Patrol Vessel ICGS Varad has been commissioned into the Indian Coast Guard (ICG) on Friday, according to a regulatory filing. ICGS Varad was commissioned into the ICG by Minister of State for Shipping Mansukh Mandaviya at L&amp;T Kattupalli shipyard, near Chennai. ICGS Varad set a record in Indian shipbuilding industry by becoming the first major defence ship to clear all sea acceptance trials in a single sea sortie, Larsen &amp; Toubro (L&amp;T) said in a regulatory filing. The vessel is fifth in the series of seven offshore patrol vessels contracted by the Defence Ministry on the company in March 2015, it said. Commenting on the commissioning, S N Subrahmanyan, CEO &amp; MD, Larsen a Toubro, said: "I am delighted to note that ICGS Varad accomplished a rare feat of clearing all sea acceptance trials in a single sea sortie".
