Indian Army unveils selfie point at Hombotingla Pass ahead of 25th anniversary of Kargil Vijay Diwas

India was the fourth largest military spender globally in 2023 with an expenditure of USD 83.6 billion, behind the US, China and Russia, according to a report by an independent international think-tank. The report by Stockholm International Peace Research Institute (SIPRI) shared on its website in April also said the "rise" in global military spending last year can be attributed "primarily to the ongoing war in Ukraine and escalating geopolitical tensions in Asia and Oceania and the Middle East". The military expenditure went up in all five geographical regions, with major spending increases recorded in Europe, Asia and Oceania and the Middle East, it said. The report comes amid ongoing conflicts in various parts of the world such as the ones involving Israel-Hamas, Iran-Israel, Russian-Ukraine besides volatility in the Red Sea region. "World military expenditure increased for the ninth consecutive year in 2023, reaching a total of USD 2443 billion. The 6.8 per cent increase in 2023 was the steepest year-on-year rise since 2009 and pushed global spending to the highest level SIPRI has ever recorded," according to the report. The <keyword id="21404979" type="General" weightage="20" keywordseo="world-military-burden" source="keywords">world military burden</keyword> -- defined as military spending as a percentage of global gross domestic product (GDP) -- increased to 2.3 per cent in 2023. Average military expenditure as a share of government expenditure rose by 0.4 percentage points to 6.9 per cent in 2023 and world military spending per person was the highest since 1990 at USD 306, it added. With military expenditure of USD 83.6 billion in 2023, India was the "fourth largest spender globally". Indian spending was up by 4.2 per cent from 2022 and by 44 per cent from 2014. The increase in India's military spending was "mainly a result of growing personnel and operations costs" which made up almost 80 per cent of the total military budget in 2023, the <keyword id="20911352" type="General" weightage="20" keywordseo="SIPRI-report" source="keywords">SIPRI report</keyword> claimed. "This aligns with the government's priority to strengthen the operational readiness of the armed forces amid ongoing tensions with China and Pakistan. In comparison, capital outlays to fund military procurement remained relatively stable at around 22 per cent of the budget in 2023," it said. A total of 75 per cent of these outlays went towards equipments produced domestically, which was the highest level ever and up from 68 per cent in the previous year. The continued shift towards domestic procurement reflects India's goal of becoming self-reliant in arms development and production, the think-tank said in its repot fact sheet shared on its website. The Indian Army has maintained that deployment of its troops and other elements along the LAC is "extremely robust" and "balanced". The eastern <keyword id="21271073" type="General" weightage="20" keywordseo="Ladakh-border-standoff" source="keywords">Ladakh border standoff</keyword> erupted on May 5, 2020, following a violent clash in the Pangong Lake area. The ties between India and China nose-dived significantly following the clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades. SIPRI is an independent international institute dedicated to research into conflict, armaments, arms control and disarmament. Established in 1966, it provides data, analysis and recommendations based on open sources to policymakers, researchers, media and the interested public. The Stockholm-based think-tank monitors developments in military expenditure worldwide and maintains the most comprehensive, consistent and extensive publicly available data source on military expenditure, according to its online portal. The US military spending was USD 916 billion in 2023, which was 2.3 per cent more than in 2022 and 9.9 per cent more than in 2014, the report said. The US remained by far the largest spender in the world, allocating 3.1 times more to the military than the second largest spender China. "The biggest percentage increase among all US military spending categories in 2023 was for 'research, development, test and evaluation (RDT&amp;E)". The Stockholm-based think-tank also said in its report that Ukraine was the "eighth largest spender" in 2023 after a spending surge of 51 per cent to reach USD 64.8 billion. This gave Ukraine "a military burden of 37 per cent and represented 58 per cent of total government spending". "Ukraine's military spending in 2023 was 59 per cent the size of Russia's. However, Ukraine also received at least USD 35 billion in military aid during the year, including USD 25.4 billion from the US. Combined, this aid and Ukraine's own military spending were equivalent to about 91 per cent of Russian spending," the report claimed. According to the report, Russia's military spending increased by 24 per cent to an estimated USD 109 billion in 2023. "China, the world's second largest military spender, allocated an estimated USD 296 billion to the military in 2023, an increase of 6 per cent from 2022. This was the 29th consecutive year-on-year rise in China's military expenditure. China accounted for half of total military spending across the Asia and Oceania region. Several of China's neighbours have linked their own spending increases to China's rising military expenditure," the Stockholm-based think-tank claimed in its report. In 2023, the 31 <keyword id="20763732" type="General" weightage="20" keywordseo="NATO-members" source="keywords">NATO members</keyword> accounted for USD 1,341 billion, equal to 55 per cent of the world's military expenditure, the report said. India fourth largest military spender globally in 2023: SIPRI report

Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops. In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops mostly are from urban areas and not used to hardships or prolonged deployment under field conditions. The Army' Northern Command headquarters made these assertions reacting to China's official media Global Times reports that India's operational logistics is not geared up adequately and it will not be able to fight through winters effectively. "This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh," a Northern Command spokesperson said here. "India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off," he said. He said altitudes in Ladakh range from "high to super-high altitude" and there is a lot of snowfall - up to 40 feet after November. "Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice," the spokesperson said. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known. "Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression," he said. The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China. "Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure," he said. The spokesperson said completion of Atal tunnel on the Rohtang route has force multiplied the logistic capacities. "In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops," he said. The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance. "Water points and tube wells have been established for the troops and animals like mules and yaks. The living barracks have also been prepared which are comfortable and warm," he said. He said facilities such as the central heating system are some of the high points of these facilities. "Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality." The spokesperson said "China's concept has always been to win the wars without fighting, hence if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops. "These worries have been percolating in the minds of Chinese troops and are visible in Chinese media," he said. Indian Army asserts it's ready to fight full-fledged war in eastern Ladakh — even in the middle of winter

The <keyword id="6354416" type="COMPANY" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Monday handed back to <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword> a soldier of the Chinese People's Liberation Army (PLA), three days after apprehending him at the southern bank of Pangong Tso in <keyword id="2572623" type="ORGANIZATION" weightage="20" keywordseo="eastern-Ladakh">eastern Ladakh</keyword>, official sources said. The soldier was returned to China at the Chushul-Moldo border point in eastern Ladakh at 10.10 am, they added. The Chinese soldier was captured at the southern bank of Pangong lake in the early hours of Friday after he transgressed across the Indian side of the Line of Actual Control (LAC). "The PLA soldier, who was apprehended on January 8, was handed back to China at Chushul-Moldo at 10.10 am on Monday," a source said. Indian and Chinese troops are locked in a tense border standoff in eastern Ladakh for over eight months. The faceoff began in <keyword id="9768916" type="UNKNOWN" weightage="20" keywordseo="may-last-year">May last year</keyword>, following a clash between the two sides in the Pangong lake area. "The PLA soldier had transgressed across the LAC and was taken into custody by Indian troops deployed in this area. Troops from either side are deployed along the LAC since friction erupted last year due to unprecedented mobilisation and forward concentration by Chinese troops," the Army said in a statement on Saturday. Following the capture of the soldier by the Indian Army, China had sought his immediate return on Saturday. It was the second such incident of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> capturing and subsequently returning a Chinese soldier in the last three months. Indian troops had captured Corporal Wang Ya Long of the PLA on October 19 last year after he "strayed" across the LAC in Ladakh's Demchok sector. The corporal was handed back to China at the Chushul-Moldo border point following the laid-down protocols. The areas around the Pangong lake along the LAC have remained tense in the last few months. Around four months ago, Indian troops occupied a number of strategic heights in the Mukhpari, Rechin La and Magar hill areas around the southern bank of the Pangong lake, after the Chinese military attempted to intimidate them in the area on the intervening night of August 29 and 30 last year. Chief of Army Staff Gen. MM Naravane visited various high-altitude forward areas in eastern Ladakh last month, including certain positions on the south bank of the Pangong lake, and reviewed India's overall military preparedness. Nearly 50,000 troops of the Indian Army are currently deployed in a high state of combat readiness at various mountainous locations in eastern Ladakh in sub-zero temperatures as <keyword id="7687111" type="UNKNOWN" weightage="20" keywordseo="Multiple-rounds">multiple rounds</keyword> of talks between the two sides have not yielded a concrete outcome to resolve the standoff. China has also deployed an equal number of troops, according to officials. The two countries held another round of diplomatic talks last month under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on India-China border affairs. The eighth and last round of military talks between the two sides took place on November 6 last year, during which both sides had broadly discussed disengagement of troops from specific friction points. India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region. Following the sixth round of military talks, the two sides had announced a slew of decisions, including not to send more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding taking any action that may further complicate matters. This round of talks was held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation (SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC. Indian Army confirms officer, two soldiers killed in clashes with Chinese soldiers in Ladakh

Army chief general <keyword id="7912696" type="COMPANY" weightage="20" keywordseo="M-M-Naravane">M M Naravane</keyword> on Tuesday said that he was hopeful that the Indian and Chinese militaries will be able to reach an agreement on disengagement and de-escalation of tension in eastern Ladakh. In an address at a seminar, the army chief said senior military commanders of India and China are holding talks to iron out modalities for deescalation of tension in eastern Ladakh. "We are hopeful of reaching an agreement which is mutually acceptable and is really beneficial in keeping with the overarching policy guidelines," he said. The chief of Army staff also said that the situation in eastern Ladakh is quite stable. General Naravane was speaking at a conclave organised by Bharatshakti.in, a portal on defence and military issues. Referring to Indian troops deployed in the high-altitude region, he said they are equipped with appropriate clothing and weapons, and added that there is no shortage whatsoever. India and China are likely to hold another round of military talks to discuss specific proposals for a possible breakthrough in the long-negotiated disengagement process in eastern Ladakh. The eighth round of Corps Commander-level talks on Friday had broadly discussed disengagement of troops from specific friction points and both sides would like to take forward the "constructive" dialogue to the next round with detailed deliberations, sources had said. In a joint statement released earlier on Friday, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> and the Chinese People's Liberation Army (PLA) described the talks as candid, in-depth and constructive. Indian Army chief Naravane is hopeful of de-escalation of tensions between India and China in eastern Ladakh

It only hurts national interests when media outlets publish unsubstantiated news," the Army said in a statement. The Chinese side has particularly strengthened its presence in the Galwan Valley, erecting around 100 tents in the last two weeks and bringing in heavy equipment for construction of bunkers. The Indian side has conveyed its strong objection to China pitching tents and bringing in heavy equipment during the meetings between local commanders of the two armies last week. There have been reports of multiple incidents of transgressions by Chinese troops in several areas in Eastern Ladakh and soldiers from the two sides were involved in scuffles on at least two occasions, sources said. The sources said the Indian Army has also been increasing its strength in both Pangong Tso lake, Galwan Valley and Demchok. The Indian troops are also resorting to "aggressive patrolling" in several sensitive areas including Demchok and Daulat Beg Oldi, they said. The situation in Eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage" following a meeting at the level of local commanders. Over 100 Indian and Chinese soldiers were injured in the violence. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9. India on Thursday said the Chinese military was hindering normal patrolling by its troops and asserted that India has always taken a very responsible approach towards border management. At a media briefing, External Affairs Ministry Spokesperson Anurag Srivastava also strongly refuted China's contention that the tension was triggered due to trespassing by Indian forces on the Chinese side. India's response came two days after China accused the Indian Army of trespassing into its territory, claiming that it was an "attempt to unilaterally change the status" of the LAC in Sikkim and Ladakh. On May 5, the Indian and <keyword id="47942" type="ORGANIZATION" weightage="20" keywordseo="Chinese-army">Chinese army</keyword> personnel clashed with iron rods, sticks, and even resorted to stone-pelting in the Pangong Tso lake area in which soldiers on both sides sustained injuries. In a separate incident, nearly 150 Indian and Chinese military personnel were engaged in a face-off near Naku La Pass in the Sikkim sector on May 9. At least 10 soldiers from both sides sustained injuries. The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours. The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas. China has been critical of India's reorganisation of Jammu and Kashmir, and has particularly criticised New Delhi for making Ladakh a union territory. China lays claim over several parts of Ladakh. Prime Minister Narendra Modi and Chinese President Xi Jinping held their first informal summit in April 2018 in the Chinese city of Wuhan, months after the Doklam standoff. In the summit, the two leaders decided to issue "strategic guidance" to their militaries to strengthen communications so that they can build trust and understanding. Modi and Xi held their second informal summit in Mamallapuram near Chennai in October last year with a focus on further broadening bilateral ties.
