<ul><li>The recent government data shows a rise in officers voluntarily retiring from <keyword id="112134" type="COMPANY" weightage="20" keywordseo="Indian-Armed-Forces">Indian Armed Forces</keyword>. </li><li>Indian Army has the highest <keyword id="505875" type="PERSON" weightage="20" keywordseo="attrition-rate">attrition rate</keyword>, followed by <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> at the second place and <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> in the last. </li><li>While Indian Air Force and Indian Navy’s attrition rate dropped in 2018, Indian Army saw a rise of almost 30 more cases in the same year. </li></ul>The number of people taking voluntary retirement from Indian Armed Forces is also rising, in addition to posts lying vacant. The rate of voluntary retirements is the highest in the Indian Army, and is rising. With 412 officers voluntarily retiring in 2018, the number has been gradually increasing with 353 officers leaving in 2016 and 383 in 2017, <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1576432">according to PIB press release</a>. Indian Air Force stands at the second place when it comes to attrition rate. In 2016, 186 officers left the force voluntarily. While the number increased in 2017 to reach 205, it came down to 184 in 2018. The attrition rate is the lowest in the Indian Navy with 102 officers retiring prematurely in 2018. This number has come down from 138 retirement cases in 2016 and 137 cases in 2017. This does not bode well with the fact that the Indian Army is already <a href="https://www.businessinsider.in/the-indian-army-is-facing-a-shortage-of-45634-posts-out-of-which-7399-posts-are-for-commissioned-ranks/articleshow/69968673.cms">facing manpower shortage</a>. Indian Armed Forces see a growing number of those taking voluntary retirement

New Delhi, India's Chief of Defence Staff, <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> on Friday said the like-minded partners need to build "<keyword id="10415564" type="UNKNOWN" weightage="20" keywordseo="dissuasive-deterrence">dissuasive deterrence</keyword>" against China's attempts at establishing its hegemony in the Indo-Pacific region. General Rawat was speaking at the <keyword id="6707589" type="UNKNOWN" weightage="20" keywordseo="Global-Dialogue-Security-Summit">Global Dialogue Security summit</keyword> on 'Contesting the Indo-Pacific for Global Domination' organized online by <keyword id="10415563" type="COMPANY" weightage="20" keywordseo="global-dialogue-forum">Global Dialogue Forum</keyword> in partnership with Global Dialogue Review and Konrad Adenauer Stiftung. In his keynote address, General Rawat said today India is "facing increased <keyword id="969118" type="PERSON" weightage="20" keywordseo="security-challenges">security challenges</keyword> and the best guarantor to peace and stability is to have dissuasive deterrence." Though the Chief of the Defence Staff of <keyword id="9455912" type="COMPANY" weightage="20" keywordseo="the-indian-armed-forces">the Indian Armed Forces</keyword> did not mention India's ongoing standoff with China along the Line of Actual Control in Ladakh for the last seven months, he alluded to the Asian neighbor in several references to the Indo-Pacific region. For nations like India, General Rawat said, the security of land and borders remains a primary concern. "Therefore, there is a need to develop integrated structures to ensure modernization programs to be undertaken by our armed forces based on the correct assessment of the nature of threats and challenges. In addition, we are also partnering with like-minded nations to ensure peace and stability in our region." "Our approach to security needs to shift from a unilateral mode to multilateral mode, which mandates increasing training, engagements with partner nations so as to fructify joint response in the future," he added. The US, he said, recognizes Indo-Pacific as consequential for its future, adding that similarly, Japan, Australia, France, the UK, Indonesia, and Germany also find the region of strategic importance to them. However, China's rise as a military and economic power has made the region highly contestable. Based on the challenges India faces as a rising regional power, he said, "We require structured a long time planning for capacity building and development of our defense forces. In a quest to building a stronger India, we need a peaceful and stable security environment." "We need to maintain strategic autonomy and cooperative relations with extra-regional powers, regional linkages. We need to build bilateral, trilateral and multilateral mechanisms like Japan, Australia and India (JAI), India-Asean and similar existing mechanisms to have the right balance in our strategic autonomy." Technology, he said, will play an important role in any nation's quest for supremacy, be it in the military or any other sphere of activity. Therefore, investment in research and development will determine the future course of action for any enterprise, he said. However, he warned, "Quest to acquire proprietary rights on technology must not deny benefits of development to the global community at large. It must, in fact, create linkages between the haves and have nots. Humanity must not be guided by profiteering alone but must consider an equal opportunity for growth for all." In the military, he said, technology must become the means of deterrence and not a source of destruction. "Technology must benefit mankind and not be used for destroying existing systems." General Rawat ended his address on a positive note saying that this is India's century. "Many across the world are bullish about India. It has the talent, demographic dividend, and vibrancy of culture," he asserted. Army chief calls on India's allies for 'dissuasive deterrence' against China in the Indo-Pacific

Bengaluru, Chief of Air Staff Air Chief Marshal Rakesh Kumar Singh Bhadauria flew the home-grown <keyword id="158152" type="PERSON" weightage="20" keywordseo="Light-Combat-Helicopter">Light Combat Helicopter</keyword> (LCH) over this aerospace city for an hour, an official said on Friday. "Bhadauria flew the twin-seater LCH for a hour, taking off around noon from our airport in the city's eastern suburb, with our deputy chief test pilot Wing Commander (Retd) S.P. John," a Hindustan Aeronautics Ltd (<keyword id="68124" type="COMPANY" weightage="20" keywordseo="HAL">HAL</keyword>) official told IANS here. The Air Chief, who is in the city to unveil the 59th annual conference of the Indian Society of Aerospace Medicine, undertook the sortie in the HAL-made LCH for the first time, as a co-pilot, dressed in a fighter pilot suit. Designed and developed by the city-based state-run defence behemoth (HAL), LCH is the world's multi-role lightest attack helicopter, with a highest flight ceiling. "The LCH has been certified by the relevant agency for induction into the IAF and the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> soon," said the official. The Defence Acquisition Council (DAC) had approved the proposal for initial batch of 15 LCHs. The IAF issued Request for Proposal (RFP) for 15 limited series production of the helicopter, including 5 for the Army. Indian Air Force chief flies HAL's home-grown Light Combat Helicopter ahead of its induction into the armed forces

<ul><li><keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>’s defence ministry announced yesterday that the Indian and Chinese armies would increase engagement through joint military exercises and the initiation of a “strategic hotline”. </li><li>The proactive approach towards cooperation by both sides follows an April visit to <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword> by India’s Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. </li><li>While India has been suspicious of China’s growing closeness with its neighbours, it is also moving to cement ties with the country as a way to ensure peace and stability along its borders.</li></ul>On August 23rd, India’s Ministry of Defence announced that the Indian and Chinese armies would increase engagement through joint military exercises and the initiation of a “strategic hotline”. The move came during a four-day visit to India by Wei Fengh, the state councillor and defence minister of China and key officials in the People’s Liberation Army of China. The countries are drafting a bilateral memorandum of understanding (MoU) in this regard, with the end goal of ending all skirmishes along the border. Any future skirmishes are expected to be solved and mediated by lower-ranking officials, preventing any escalation. There will also be several communication channels opened up between senior military officials on both sides, such as the Eastern and Northern Commander of the Indian Army and the head of the Chinese Army’s Western Theatre Command, a military unit tasked with border protection. Last month. China and India commenced joint military exercises again with the inauguration of the <a href="https://economictimes.indiatimes.com/news/defence/india-china-joint-military-exercise-hand-in-hand-begins-in-pune/articleshow/55465031.cms">“Hand-to-Hand”</a> meeting in Pune, a programme aimed at helping each army understand the other’s operating procedures. The proactive approach towards cooperation by both sides follows an April visit to China by India’s Prime Minister Narendra Modi. The summit was meant as a reconciliations of sorts after a heated military standoff in Bhutan’s <keyword id="4708082" type="PERSON" weightage="20" keywordseo="doklam">Doklam</keyword> region last year that lasted for 73 days. The standoff was a result of a border dispute in the region. The two countries share a 3500-kilometre border, a significant portion of which has not been formally delineated. India carries out a number of development programs along the border related to water provision and electricity supply and wants to ensure the continuity of these programs. While India has been suspicious of China’s growing closeness with its neighbours - Pakistan, Nepal, Sri Lanka and Bangladesh - it is also moving to cement ties with China as a way to ensure peace and stability along its borders. The new MoU will replace a previous one that was signed in 2006 for defence cooperation.

India and China are taking their military ties to the next level

The army has <a href="https://timesofindia.indiatimes.com/india/government-inks-rs-639-crore-deal-for-1-86-lakh-new-bullet-proof-jackets-for-infantry-soldiers/articleshow/63684666.cms">signed a contract</a> of Rs 6390 million for the procurement of 1,86,138 bulletproof jackets (BPJ) that will be manufactured by a private Indian company called SMPP Pvt. Ltd. According to an officer, “The contracted BPJs have contemporary and state-of-the-art specifications with added protection level and coverage area. These ergonomically designed BPJs have modular parts, thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long-distance patrolling to high-risk room intervention scenarios.” The SMPP samples managed to pass the stringent field evaluation trials, unlike the ones offered in 2015 from six vendors. The failure of the 2015 samples lead to the scrapping of the proposed contract for 1.86 lakh modular BPJs, which in turn lead to a panicked “emergency” procurement of 50,000 BPJs from Tata Advanced Materials Limited for Rs 1400 million that adhered to the old parameters. “The new jackets meet the most advanced GSQRs 1438 (technical parameters) standards of the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword>. These BPJs have `Boron Carbide Ceramic’, which is the lightest material for ballistic protection,” said SMPP chairman S C Kansal. These new light-weight jackets will provide soldiers with adequate protection for their heads, necks, chests, groins and sides. It will also help them negotiate difficult terrains with ease. The supply is slated to commence in three months and the entire order is meant to be delivered in three years. Till then, the soldiers will have to rely on the old bulky bulletproof jackets that provide a lesser degree of protection. Meanwhile, the army is still waiting on new <keyword id="1902951" type="PERSON" weightage="20" keywordseo="assault-rifles">assault rifles</keyword>, <keyword id="6420354" type="UNKNOWN" weightage="20" keywordseo="close-quarter-battle-carbines">close-quarter battle carbines</keyword> and light-machine guns, the receipt of which seem like a pipe dream at the moment.

Ten years on, the Indian army soldiers will finally get new bulletproof jackets

Fuelling this hope is the fact that the newly-appointed Finance Minister Nirmala Sitharaman was in charge of the defence ministry in her last role and therefore, she would be well aware of the challenges and requirements of the forces. The defence budget has increased nearly doubled in the last five years, the first term of the Narendra Modi government. But the money was still not enough to upgrade the weapons because the lion’s share of the allocation for the ministry of defence (MoD) goes into paying salaries and pensions.

India’s defence budget has nearly doubled in 5 years but the money is not enough to upgrade the weapons

Even though leading private companies were waiting to get their hands on orders to manufacture aircraft, <a href="http://www.businessinsider.in/These-are-the-submarines-that-Indian-Navy-has-in-itsfleet/articleshow/53845553.cms">submarines</a> and land systems, it was because of a clash within the bureaucracy that resulted in the delay. Manufacturing and procuring defence equipments have always belonged to the public sector, even as private players have asked to be allowed to invest in the luring sector. In the first phase, say sources, four projects will be taken up for the strategic partnership (SP) between the public and private sector, involving submarines, a naval utility helicopter, a single-engine fighter aircraft for the air force and armoured vehicles for the army. "There is no doubt that involving the private sector in this way is the best way forward. Even though the private sector was initially divided on the modalities of the SP model, they are now on board with the government's plan. Private sector may soon provide its expertise to India’s war chest

The armed forces has been invited to conduct their ‘Confidence Building Tours’ for college students of Jammu and Kashmir (J&amp;K) at the location. This is the same warehouse that was recently upgraded by the Walmart-owned enterprise to include 100 automated robots. These robots are to pick up objects from the conveyor belt, scan for their destination and drop packages down the respective chutes. This move hasn’t impacted the human workforce but has made operations more efficient, according to the company. As a part of the tour, the students will be able to learn about the company’s key supply chain functions. They will also see how technology is used to deliver packages from a metropolitan city like Bengaluru to some of India’s most remote locations. Flipkart opens its robotic warehouse in Bengaluru to the Indian Army

Minister of State for <keyword id="32723" type="COMPANY" weightage="20" keywordseo="Defence">Defence</keyword> Subhash R Bhamre indicated the Indian government may cut the <keyword id="45134" type="UNKNOWN" weightage="20" keywordseo="Defence-budget">defence budget</keyword> by half within a decade. 
 
Bhamre said around $14 billion worth of defence offset obligations would be discharged in India by foreign original equipment manufacturers (OEMs) by 2028 and the defence industry has the potential to become a huge foreign exchange earner and also lead the country to its professed goal of self-reliance. 
 
"Nearly $14 billion worth of defence offset obligations will be discharged by the foreign OEMs by 2028," he said. 
 
Bhamre said India spends approximately 40 per cent of its total defence budget on capital acquisitions, and about 60 per cent of defence requirements are met through imports. 
 
"The present government has emphasised on indigenous manufacturing to reduce the defence budget by 50 per cent within a decade," the Union minister said. 
 
"There is an urgent need for innovation in the defence manufacturing sector with increased focus on R&amp;D and to prepare a pool of human resource expertise which will help in making equipment and technologies cheaper," he said. 
 
Thanks to the Centre's 'Make in India' campaign, the defence sector has moved from the periphery to the core of Indian manufacturing, he pointed out. 
 
"The sector not only has the potential to augment manufacturing but also add nearly one million direct and indirect jobs," Bhamre said. 
 
He also said the government is taking steps to bring in a framework that encourages collaboration between public and private sector companies for defence export based on public private partnership model. 
 
"The DPSUs (Defence Public Sector Undertakings) and private sector should also put in place a system to share the capability and capacity to support overseas sales, servicing and maintenance throughout the life of the product," he said. 
 
Pointing out that the human resource capacity in the private sector has already demonstrated its worth in fields of automobile, IT and service sectors at global platform, he said the government is trying to replicate the same model by inducing private sector and foreign OEMs to invest in defence manufacturing.

 Many boards bearing this slogan have come up in the border areas and the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> is following with all diligence. 
 
The morale of the military has further increased post <a href="http://www.businessinsider.in/searchresult.cms?query=surgical+strikes&amp;sortorder=effectivedate">surgical strikes</a> on terrorist launch pads in <keyword id="44062" type="COMPANY" weightage="20" keywordseo="PoK">PoK</keyword> and are currently giving befitting answer to any ceasefire violation by Pakistan and foil penetration endeavors of terrorists and <keyword id="3738734" type="UNKNOWN" weightage="20" keywordseo="border-action-teams">Border Action Teams</keyword> (BATs). 
 Similarly, the same motto is believed in by Jawans and officers monitoring the forward post and undertake foot patrolling along LoC amid electronic surveillance put to guard the Indo-Pak border in <keyword id="3736170" type="UNKNOWN" weightage="20" keywordseo="noushera">Noushera</keyword> sector of Rajouri district, which falls opposite to the <keyword id="3740164" type="UNKNOWN" weightage="20" keywordseo="bhimbher">Bhimbher</keyword> district of PoK, where the heavily armed special forces in pre-dawn surgical strike hit at terror launch pads last month. 
 
Post surgical strike defeat Nooushera sector is now a target of Pakistan Armed forces as it a region with thick coniferous woods, deep valleys, rock-cut mountains. The Noushera sector was once biggest infiltration area as there were huge launching pads and terrorist training camps in Bhimbher-Samahni-Nikyal belt across LoC. 
 
As per the reports, army soldiers are most vigilant along LoC and cannot even for a moment keep LoC out of the manual and electronic sight as Pakistan is insulted after the surgical strike.

Different slogans along the LoC are boosting morale of snipers in the Indian Army

Indigenously built Light Utility Helicopter (LUH) is going to make its first flight very soon as the developers have overcome a software-related hurdle, which was delaying the launch. 
 As per reports, <keyword id="3618825" type="UNKNOWN" weightage="20" keywordseo="hindustan-aeronautics-ltd-made">Hindustan Aeronautics Ltd-made</keyword> 3.1 tonne prototype LUH will replace Cheetah and Chetak fleets of the armed forces. 
The launch will take place in Bengaluru. 
 
"We are now ready to take the chopper in the air. All hurdles have been crossed and now it is only a matter of the right day when all conditions are good for a first flight," a senior official involved in the project told ET. 
 
The LUH is a military project and the works were on since 2008. The testing was done in 2015. 
 The LUH will carry troops and supplies to border areas as presently, the <keyword id="112134" type="ORGANIZATION" weightage="20" keywordseo="Indian-Armed-Forces">Indian Armed Forces</keyword> require over 200 choppers in its fleet. 
 
The manufacturing of the choppers is expected to begin from 2018. The chopper is powered by a Shakti engine made in collaboration with French company Turbomeca. A new production facility is to be built for the LUH project.

Made-in-India ‘Light Utility Helicopter’ ready for its first flight

2015 was yet another year when our <keyword id="403131" type="UNKNOWN" weightage="20" keywordseo="Indian-soldiers">Indian soldiers</keyword> manned the borders of the country on land, in water and in the air; walked in the line of fire irrespective of personal danger and secured us each day not once fearing for their own lives, that of their wives, children or parents. For the courage, selflessness and determination these bravehearts have displayed for years, it’s time again to hail the service of the <keyword id="112134" type="ORGANIZATION" weightage="20" keywordseo="Indian-Armed-Forces">Indian Armed Forces</keyword>, the third biggest military contingent in the world, one which always swears by the unflinching commitment towards the nation as the country goes to sleep safely every night. 
 
They deserve not only the highest honour, but a life of dignity more than anyone else. However, owing to the high demands of this job and certain stark facts on the ground, they often have to face hardships not only in the battlefield but also in their personal lives. 
 Today, on <keyword id="3208453" type="UNKNOWN" weightage="20" keywordseo="Army-Day-2016">Army Day 2016</keyword>, we look at the pros and cons of serving the country while being a part of the Indian Armed Forces: 
 
1) Teaches a disciplined life 
Soldiers join the armed forces at a very young age. The first few years are always good because they are taught good values and are made to live a disciplined life. 
 
2) Good till you're a bachelor 
As time passes, difficulties start coming in the way. “We used to say if you want to be happy in the Navy, do not get married,” says Vikram Karve, a retired Naval officer. He meant that till the time one is a bachelor, everything from food to accommodation is looked after at the service. However, once married, there is a huge shortage of married accommodation, which often leads to couples having to live separately. 
 
3) Frequent Transfers 
“Owing to the nature of the job, frequently being relocated usually leads to leading an extremely disturbed life, as both family life and children's education are adversely affected,” he adds. 
 
4) Early Retirement Age (30's for soldiers and 50's for officers) 
Early retirement age creates a sense of insecurity since it is not feasible to complete all familial responsibilities and commitments before retirement. 
 
“At 35, children are usually studying and there are several family responsibilities that have to be taken care of. Unless you are technically qualified, there are no employment avenues outside. Suddenly from leading a dignified life, you are down to a state where you have a family to take care of, but no job in hand. For Navy and Air Force personnel, they are still technically qualified and can manage to get jobs, but for the majority including infantry soldiers, it’s a very difficult situation to deal with,” says Karve. 
 
He also points out that there is disparity in retirement age criteria too. “While BSF personnel may retire at 60 years of age, why are Army personnel being asked to retire so early when the duty of both is almost the same?” he raises a valid point. 
 
5. Modest Salary and Career Prospects 
“In 1991, the pay of a defense officer and the ones who joined the industry was almost the same. We got slightly more. Moreover, the pay of civilian officers was lower than that of defence in the 70s. Everything has changed. Industry packages now go up to crores and our pay has gone down compared to the civilian counterparts over the years,” he says. 
 
6. Ultimate sacrifice (Unlimited liability towards the nation) 
The concept of unlimited liability offers no such comfort or escapist approval in operational responsibility. A soldier’s behaviour has to be contrary to human instincts. Importantly, no formally signed covenant at the time of joining service spells out any such specific need to face losing life or limb as part of the job – it comes unwritten, unsaid, and largely remains unknown outside of the soldering fraternity. 
 
7. Shortage of modern equipment 
Even as Karve points out that Navy has long term planned strategies and therefore decent standard of equipment to work with, the case is not so with the Indian Army and the Air Force. 
 
Retd Army officer Vinay Biala agrees with defence experts when they say that the infantry needs new and more lethal weapons than assault rifles, the carbine, light machine gun (LMG), the sniper rifle and the anti-tank guided missile (ATGM). An Infantry officer himself, Biala is one of those who says, “we are happy to work with what we have”. It’s the generosity and commitment of such officers which often go unappreciated by bureaucrats and the government. Unfortunately, many of the weapons currently used by the troops are of 1960s vintage. The frequent Air Force MIG crashes only add credence to the situation the personnel have to deal with on the ground. There is already danger hanging on them by virtue of the nature of the job, and if there mode of defence turns out to be obsolete, how can we expect them to survive attacks, a question several governments have failed to act on.
