After social media outrage over a Budget proposal making it mandatory to get <keyword id="22574399" type="General" weightage="100" keywordseo="tax-clearance-certificate" source="keywords">tax clearance certificate</keyword>s for going abroad, the government on Sunday clarified that the proposed amendment is not for all, and only those accused of financial irregularities or having substantial tax arrears need such clearance. The <keyword id="19955404" type="General" weightage="20" keywordseo="finance" source="keywords">finance</keyword> ministry, in the Finance Bill, 2024, has proposed to add the reference of the <keyword id="20961832" type="General" weightage="20" keywordseo="Black-Money-Act" source="keywords">Black Money Act</keyword>, 2015, to the list of Acts, under which any person should clear his liabilities to obtain the tax clearance certificate. "The proposed amendment does not require all the residents to obtain the tax clearance certificate," the ministry said in a statement. As per section 230 of the Income-tax Act, 1961, every person is not required to obtain a tax clearance certificate. Only in the case of certain persons, in respect of whom circumstances exist, which make it necessary to obtain a tax clearance certificate will be required to obtain such a certificate. The ministry said that the Income Tax department through a 2004 notification has specified that the tax clearance certificate may be required to be obtained by persons domiciled in India only in certain circumstances. These include - where the person is involved in <keyword id="22576180" type="General" weightage="20" keywordseo="serious-financial-irregularities" source="keywords">serious financial irregularities</keyword> and his presence is necessary in the investigation of cases under the Income-tax Act or the Wealth-tax Act and it is likely that a tax demand will be raised against him, or where the person has direct tax arrears exceeding Rs 10 lakh outstanding against him, which have not been stayed by any authority. The I-T department said that a person can be asked to obtain a tax clearance certificate only after recording the reasons for the same and after taking approval from the Principal Chief Commissioner of Income-tax or Chief Commissioner of Income-tax. Such a certificate is required to be issued by the income-tax authority, stating that such person has no liabilities under the Income-tax Act, or the Wealth-tax Act, 1957, or the Gift-tax Act, 1958, or the Expenditure-tax Act, 1987, it added.

The executive board of the IOC, which made in Lausanne on Thursday, also decided not to recognise any "acting/interim president" after Narinder Batra's ouster as Indian Olymic Association president and said it will deal with secretary general Rajeev Mehta as the main point of contact. "... in view of the ongoing internal disputes, governance shortcomings and ongoing court cases, (IOC Executive Board) took the decision... to issue a final warning and consider the immediate suspension of the <keyword id="48949" type="General" weightage="80" keywordseo="noc" source="Orion">NOC</keyword> of India at the next IOC Executive Board meeting in December 2022 if, by then, the NOC of India is not able to address and resolve its governance issues to the satisfaction of the IOC, in the interest of sport and the athletes. "...and operate properly through its governing bodies, i.e. the Executive Committee and General Assembly, and fulfil its obligations, in particular by holding its quadrennial elections in accordance with the Olympic Charter," the IOC's letter sent to IOA read. "In view of the uncertain situation, the IOC Session that is due to take place in Mumbai in May 2023 is postponed until September/October 2023," the letter said. "Depending on the decisions that will be taken during the IOC Executive Board meeting in December 2022 relating to the NOC of India, the IOC Executive Board will decide as to whether the IOC Session in 2023 should be maintained in India or be relocated." The IOC said in order to agree on a constructive solution and establish a roadmap leading to the elections of IOA, it will organise a joint meeting with all parties concerned later this month in Lausanne. IOC issues final warning to IOA, to suspend India if elections not held by December

 Telecom Regulatory Authority of India (<keyword id="6356988" type="PERSON" weightage="100" keywordseo="TRAI">TRAI</keyword>), on Wednesday, amended its <keyword id="50781" type="UNKNOWN" weightage="20" keywordseo="Mobile-number-portability">Mobile Number Portability</keyword> regulation. Starting May 3, mobile subscribers would be able to port their numbers through different operators even when they relocate to different cities. 
 
Apart from facilitating Pan-India portability, a few other changes have been made as well, which are: 
 
1. In case a post-paid subscriber has some pending bills to pay to the donor operator (previous service provider), the donor operator would have to give a notice within 30 days of the due date of the bill. After a lapse of 60 days, the donor operator wouldn’t be entitled to raise any non-payment disconnection requests with the recipient operator (new service provider). 
 
2. In case a post-paid subscriber defaults payment, the donor operator will request the recipient operator to disconnect the ported number, after which the recipient operator would give the subscriber a 15–day notice to the subscriber. If the subscriber defaults this period, the outgoing services will be barred from his number. If the subscriber doesn’t make the payment in another 15 days, his number would be permanently disconnected by the recipient operator. 
 
3. The disconnected subscribers can return to their original service provider within a period of 60 days; this time-period was 90 days before this amendment. 
 
This is to be noted that India is divided into 22 telecom circles. These are mostly bound by state; however, in some cases, one state has two different circles (like UP East and UP west) and two states are combined in one circle (like Madhya Pradesh and Chhattisgarh). 
 
At present, mobile subscribers can port their numbers only when they switch subscribers within their own circle. This was a result of MNP issues in India in January 2011. However, with this new change being implemented from May 3, subscribers would have the ease of retaining their number even when they move to a zone with a new telecom circle.

Japan has announced a $221 million China exit subsidy for Japanese companies to shift their base to India and other regions. In April, amidst the coronavirus pandemic, outgoing <keyword id="1204728" type="PERSON" weightage="20" keywordseo="Japanese-Prime-Minister-Shinzo-Abe">Japanese Prime Minister Shinzo Abe</keyword> proposed building an economy that is less dependent on one country -- China, so that the nation can avoid supply chain disruptions. In mid-July, Japan's Ministry of Economy, Trade and Industry unveiled the first group of Japanese companies to subsidise shifting manufacturing out of China to Southeast Asia or Japan in a bid to build a more resilient supply chain. Ahead of the India-Japan summit, the Japanese government has announced it would add India and Bangladesh to a list of ASEAN countries to qualify for subsidies for Japanese manufacturers moving out of China. The move comes following a recent virtual meeting between the trade ministers of India, Japan and Australia to advance cooperation on building trusted supply chain resilience in the Indo-Pacific to reduce dependence on China, which is a major trade partner with all three countries. The SCRI (Supply Chains Resilience Initiative) is aimed to build an alternative supply chain, away from China. Commerce Minister Piyush Goyal explained, "diversification of supply chain is critical for managing the risks associated with the supply of inputs, including disciplining price volatility. We could provide the core pathway for linking value chains in the region by creating a network of reliable, long-term supplies and appropriate capacities". He further stated that the initiative could not have come at a more opportune time in the post-Covid-19 scenario when there is a likelihood of churning of supply chains in the Indo-Pacific region. He said that in May 2020, Prime Minister Modi had stressed that it is the need of the hour that India should play a big role in the supply chains. The Japanese government's supplementary budget earmarked 23.5 billion yen ($221 million) for businesses that wish to move their production to Southeast Asian nations from China. The country's manufacturers can now receive subsidies for pilot programmes and feasibility studies. The Japanese government's programme aims to ensure a steady supply chain of products like medical supplies and electrical components in case of any emergency. Currently, Japanese companies' supply chain relies heavily on China. The issue came to light during the Covid-19 pandemic when supplies from China were cut off. In the second round of applications, projects would contribute to the ASEAN-Japan supply chain, assuming that relocation will occur to India and Bangladesh. Feasibility studies on decentralising manufacturing plans were also carried out along with the experimental introduction of facilities. The first round of subsidies, which was announced in July, granted around 10 billion yen to 30 companies relocating their production sites to Southeast Asia. Another 57 firms are also receiving support for moving manufacturing facilities to Japan. Exodus of Manufacturing: Impact on China The movement of production capacity from China will increase unemployment in the communist country as jobs move away. The US-China trade tensions have already cost about two million industrial jobs in China. Its border aggression with India has seen the latter severe its trade and business ties giving China a major economic blow. China wants to move up the value chain and produce more high-tech goods as it has repeatedly indicated, for which it needs FDI and more open trade. China is beginning to miss out on these two factors as a result of the US-China trade war, tensions with neighbours on account of aggressive behaviour and suspension of human rights in Hong Kong. In the medium to long-term, China could see a larger negative effect on productivity. A reduction in productivity growth will hurt China's potential growth rate, which increasingly relies on technological innovation, rather than, for example, labour force growth. Finally, global value chains from China will be disrupted with countries like India, Bangladesh and the southeast Asian region taking away the giant's business. Japan offers $221 million as 'China-exit' subsidy for Japanese companies

<ul><li>Last month, <keyword id="152170" type="COMPANY" weightage="20" keywordseo="Saudi-Aramco">Saudi Aramco</keyword> signed a joint venture agreement with three Indian <keyword id="6359072" type="UNKNOWN" weightage="20" keywordseo="oil">oil</keyword> companies to develop a $44 billion refinery in the port city of Ratnagiri, in the state of <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>. </li><li>The proposed refinery that will require 15,000 acres of land and is targeting a daily output of 1.2 million barrels a day. </li><li>However, around 80% of the land required is currently used for mango and cashew plantations, as well as fishing.</li></ul> The expansion plans of Saudi Aramco, the world’s largest oil company by revenue, are being threatened by an unlikely force - India’s mango farmers. Last month, the Saudi government-owned oil giant signed a joint venture agreement with three Indian oil companies -- Indian Oil Corp, Hindustan Petroleum and Bharat Petroleum -- to develop a $44 billion refinery in the port city of Ratnagiri, in the state of Maharashtra. Thousands of farmers, however, are challenging the project by refusing to give up their land. Saudi Aramco will own a 50% stake in the proposed refinery, which will require 15,000 acres of land and is targeting a daily output of 1.2 million barrels a day. The Saudi Arabian oil giant is <a href="https://www.bloombergquint.com/business/2018/05/12/proposed-ratnagiri-refinery-gets-another-middle-eastern-investor#gs.V4g4ztY">planning to dilute its stake</a> and bring the Abu Dhabi National Oil Company (ADNOC) aboard. The refinery will give both companies an assured demand for their crude oil. The refinery’s Indian promoters have touted the number of jobs the project will create, estimated to be around 150,000, to no avail. To allay concerns, they have also pledged to maintain tracts for mango and cashew plantations. An uneasy trade-off The project, which has been in the works since 2015, is important to increasing India’s refining capacity and securing a steady domestic supply of oil. This is an urgent need given the high cost of importing oil and the government’s ever-widening current account deficit. However, the immediate cost to the farmers in the Ratnagiri region isn’t insignificant. Around 80% of the land that has been earmarked for the refinery is used by these farmers to grow mangoes and cashews, and by fishermen. Around <a href="https://economictimes.indiatimes.com/industry/energy/oil-gas/saudi-aramcos-rs-3-trillion-india-project-will-political-agitation-kill-yet-another-big-venture/articleshow/63954105.cms">22,000 farmers and 4,500 fishermen</a> are expected to be impacted. Farmers from 14 villages in the Ratnagiri area are protesting against the project. The issue has reached fever pitch, with Opposition parties like the Congress offering their support to the farmers. Even the Shiv Sena, <a href="https://www.ndtv.com/india-news/shiv-sena-to-go-it-alone-in-2019-general-elections-1803544">a breakaway ally</a> of the BJP government in Maharashtra, <a href="http://www.business-standard.com/article/current-affairs/won-t-allow-ratnagiri-refinery-to-be-set-up-at-any-circumstance-uddhav-118041201104_1.html">has opposed the project.</a> A thorn in the government’s side The civil resistance to <keyword id="6364579" type="UNKNOWN" weightage="20" keywordseo="land-acquisition">land acquisition</keyword> has been a proverbial thorn in side for the Narendra <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword> administration. A number of <a href="https://www.financialexpress.com/industry/infrastructure-narendra-modis-pet-mega-highway-projects-make-little-progress-land-acquisition-protests-cash-crunch-blamed/571909/">transport and infrastructure projects</a> have been stalled, including a <a href="https://www.hindustantimes.com/india-news/gujarat-farmers-protest-against-bullet-train-land-acquisition-process/story-nCgyWlcO89qaKtxe3tLioO.html">landmark bullet train programme</a> in Gujarat. Taking advantage of an impasse in the recently-concluded session of Parliament, the government was able to pass <a href="https://economictimes.indiatimes.com/news/politics-and-nation/two-bills-passed-amid-din-in-lok-sabha-proceedings-remain-paralysed/articleshow/63313989.cms">the Specific Relief (Amendment Bill)</a> without any discussion. The bill, which is pending in the Rajya Sabha, prevents courts from imposing injunctions in cases involving infrastructure projects wherein property rights are alleged to be violated. The move followed the Modi government’s <a href="https://www.firstpost.com/business/land-acquisition-mess-will-the-real-narendra-modi-please-stand-up-2380400.html">failed attempts to water down the protection clauses in the country’s Land Acquisition Bill</a>, which was passed in 2013. Under the bill, 70% of the relevant land-owners are required to give their consent for an acquisition to go through. The promoters of the Ratnagiri project are still optimistic. For its part, the Maharashtra government is looking into the possibility of <a href="https://timesofindia.indiatimes.com/city/nagpur/vidarbha-best-location-for-proposed-refinery-ashish/articleshow/63887064.cms">relocating the project</a> to the landlocked region of Vidarbha. The refinery was initially supposed to commence operations by 2022. But now, given the current unrest, that looks highly unlikely. The land acquisition might even be delayed until the end of 2019, when both national and state elections in Maharashtra are concluded. India will have to continue to source most of its oil requirements from other countries until then.

Here’s what Bhargava feels need to be decided in the budget 2017 for a smoother shifting experience. 
 
• Corporate tax rate should be minimised to 25%. (which is currently 30%) and service tax to 12% (which is currently 15%) : India’s growth pace is among the highest in the world yet there are many challenges confronting the economy. There isn’t any sector which is left unaffected by the corporate taxes and which ceases the growth and stability of the particular sector, the relocation industry is also facing the challenges of high private sector investments and the consumers are affected by it immensely. 
 
To ensure the involvement and more business for the industry it is equally important to lower the corporate as well as the service taxes. This is equally challenging but the budget gaps can be filled by measures like widening the tax base, making use of funds available for public sector and etc. We suggest that the idea of bringing down the corporate tax by 25% and service tax by 12% would definitely add in the global development and employment creation too. 
An appropriate tax system for rental costs which is currently subject to service tax and TDS at higher rates. The finance ministry could excise the service tax and TDS application on warehouse rental costs which has been of contention for some time. 
 
• Service taxes should be on payments and not revenue incurred: Apart from the service tax applied on payments in a business transaction, the taxes applied on the revenue generated makes it more difficult to the industry to get benefitted. It should be an amendment in the budget that services tax to be imposed on the payments but not on the revenue collection. This way the industry will be able to grow financially and more business will be created for the industry. 
 
• National road network should be improved. An efficient road network ensures low breakdown and better shipments: When the road network is improved, it will definitely mean more and efficient shipments. A complex geography like India needs a good array of efficient roads. If the government works down on making a good national road network, it makes the move completed without any particular damage which in turn ensures more business for the relocation industry. 
 
Also, a good transport and an efficient road system is a must for the common man too, they want to enjoy a hassle free ride too! 
 
• Subsidies on adoption of the technology, transport, freight and warehousing: Making subsidies on adoption of technology, transport and freight system ensures productivity in the Packing and moving industry. It is important that technologies are embraced by stakeholders across various departments, vehicles, tracking, warehousing, packing, material handling, management systems, etc. In order to meet up with the growth requirements of the relocation industry, it is very important for the industry to grow. Also collaborative and platform ecosystems that encompasses the entire ecosystem of stakeholders needs to be encourage to get optimal benefit. Either new start ups could be given benefits to undertake developments or subsidies could be rolled out for adoption and participation.
