Heavy rains across the country have put major cities like Mumbai, <keyword id="6354321" type="CITY" weightage="60" keywordseo="Bengaluru">Bengaluru</keyword>, Hyderabad and Delhi-NCR on a standstill. And flood prone areas like Bihar, Uttar Pradesh, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword> all continue to suffer from floods. Twenty six people have lost their lives and nearly 36 lakh have been affected across more than 3,300 villages in 28 districts in the state. 
 
ASSAM 
The floods in Assam have affected 19 lakh residents of the state and displaced about 5,00,000 people, who have taken shelter at relief camps. The death toll in the state has reached 25. Floods have also caused massive damage to infrastructure, including roads and bridges. Rising waters have also sparked concerns over the wellbeing of endangered one-horned rhinoceroses in the Kaziranga National Park. Union Home Minister Rajnath Singh visited Assam on Saturday, and made an aerial survey of flood-hit areas, post which the minister announced a compensation, "The state government has announced a compensation of Rs 4 lakh for victims of the flood," he said. 
 
BIHAR 
Bihar too faced a dire situation in some regions. Continuing heavy rain in the upper reaches has led to flooding in Supaul, Purnia and Kishanganj. So far, there have been 26 flood-related deaths in the state. Rising water levels in the Mahananda River are leading to a spread in the flooding in Katihar, Purnia and Kishanganj. 
 
UTTAR PRADESH 
Uttar Pradesh government has set up 41 relief camps to provide aid and shelter to people who have been affected by flooding. Rain in the upper reaches of rivers that run through the Terai region means water continues to be released from barrages. The floods have meant farmers face the possibility of a total loss of the kharif crop on thousands of acres of land. 
 
GURGAON 
Though vehicular movement remained slow in Gurgaon , it was an improvement from the 15-km-long jams of Friday. Repair works were carried out to roads in some parts after water cleared in the morning, but rain returned by late morning. 
 
TAMIL NADU 
Alerts have been issued in parts of northwestern Tamil Nadu after dams and barrages in the region received heavy inflows. The inflows continue to rise due to heavy rain in southern Karnataka, that has brought Bengaluru to a halt. KARNATAKA A number of low-lying areas continue to be flooded, with Kodichikkanahalli and Bilekahalli among the worst-hit. A number of lakes in the city have breached their banks, compounding the problem in surrounding areas. 
 
MUMBAI 
Mumbai continued to receive incessant downpour and more rain has been predicted for the city through the weekend. However, traffic seemed to be running smoothly overall even as local trains run late.

However, some unhappy aspects have led to the resignation of <keyword id="107877" type="CITY" weightage="80" keywordseo="Samsung-India">Samsung India</keyword>’s top four executives. As per a news report by The Economic Times, the heads of four divisions and functions at Samsung India have quit over the past month. 
 
Having replaced the company's long-serving CEO BD Park, Hong had aimed at accelerating growth. Assuming the office four months back, he has merged marketing functions such as those related to product advertising and below-the-line marketing activities with the sales team to ensure better coordination. 
 <keyword id="2495652" type="PERSON" weightage="80" keywordseo="Tarun-Malik">Tarun Malik</keyword>, director and head of digital content, cloud and media solution centre, which builds applications and develops content for Samsung's smartphones and smart televisions, has resigned. <keyword id="1087064" type="PERSON" weightage="80" keywordseo="Sachin-Thapar">Sachin Thapar</keyword>, director for the tablets business, quit three weeks ago and joined an American smartphone startup InFocus Mobiles as its India head. 
 <keyword id="2799363" type="UNKNOWN" weightage="80" keywordseo="Sandeep-Bhushan">Sandeep Bhushan</keyword>, who was director, go-to-market strategy, of the mobile phone business has also resigned. A Samsung India spokesperson said the company had built a solid foundation in the Indian market because of an exemplary talent pool. 
 
As per the news report, some have left because their roles were substantially reduced, while others were unhappy with the organisational changes. 
 
A senior industry executive, who didn't want to be named told the ET, Hong had taken charge of Indian operations at a critical time with Samsung's smartphone business under pressure globally and revenue growth in India in 2014-15 having slowed by more than half over the previous fiscal. Samsung India sales grew 45% to Rs 40,392 crore in 2013-14. Most of Hong's initiatives are centred on the company's smartphone business, which accounts for almost 70% of revenues. 
 
"Hong is re-organising the Indian operations and tough calls are being taken. He is a thorough sales professional. There is a lot of emphasis on cutting costs and driving profit," the executive told the financial daily.

It’s raining resignations in Samsung India

New Delhi, Union Home Minister <keyword id="6355521" type="General" weightage="50" keywordseo="amit-shah" source="Orion">Amit Shah</keyword> on Sunday took stock of the situation in the wake of incessant rains as he spoke to the chief ministers of Punjab and <keyword id="6358126" type="General" weightage="80" keywordseo="himachal-pradesh" source="Orion">Himachal Pradesh</keyword>, and the lieutenant governors of Delhi and Jammu and Kashmir, sources said. The home minister assured them all central help in tackling the arising situation. The sources said Shah spoke to the chief ministers of Punjab and Himachal Pradesh and took updates about losses due to the rains. In view of the <keyword id="6385438" type="General" weightage="20" keywordseo="heavy-rains" source="Orion">heavy rains</keyword> in the national capital, the home minister also spoke to Lieutenant Governor V K Saxena and took updates. Rain clouds threaten to ruin India's Diwali festivities with rains and thundershowers, according to the latest forecast from India's Meteorological Department. A well-marked Low pressure area has intensified into a Depression and it is located over east central Arabian Sea. A Cyclonic Circulation and a trough extended from this system is located over Odisha and adjoining area. These systems produce moderate to heavy and thunderstorms over Southern and Eastern India with torrential rain over localized places. The Cyclonic Circulation will gradually move northeastward and rainfall area spread over North Eastern India until Saturday, a Weather Channel report said.

Total rainfall of over 100-120 mm in 48 hours is likely over Goa and adjoining area until Saturday. "It is very likely to concentrate into a depression during next 24 hours and into a cyclonic storm during the subsequent 48 hours," a Met Department official said. There is also a 'yellow alert' forecasting heavy rains in and around Mumbai and Thane. Indians have a clutch of festivities starting from Dhanteras on Friday to Bhaubeej on Tuesday (October 29), with Diwali and Lakshmi Puja in between. The Met Dept has also warned the coutnry's fishermen to not venture out into the sea on Saturday and Sunday.

Diwali weekend plans must factor in a possible cyclonic storm and thundershowers

To make sure that monsoon rainfall is used for water harvesting under the National Rural Employment Guarantee Act (<keyword id="46927" type="ORGANIZATION" weightage="100" keywordseo="NREGA">NREGA</keyword>), the government has set a deadline for June for completing the drought-proofing work. 
 
Officials aware of the matter told ET that the funds allocated to the flagship rural jobs programme will be prioritised so that <a href="http://www.businessinsider.in/Maharashtra-drought/articleshow/51928039.cms">drought-hit states </a>can be benefited. 
 
Even though drought management is the responsibility of state government, the Supreme Court has said that the Central government's responsibility can not end just with providing funds. 
 
"We want to cover as much ground as possible before the monsoon season starts...This year, we are being very prompt with our payments from the beginning of the year to encourage states to take up more work," a senior government official told ET on the condition of anonymity. 
Unlike last two years that faced bad monsoons, the weather department has predicted that this year the monsoon rainfall would be normal. 
 
"Can I use the remainder of the time from April to June to use NREGA funds in driving a campaign for water conservation? Through desilting, creation of farm ponds, cleaning up canals, I can use all the available resources towards water conservation so that we can survive even if we do not get adequate rains," PM Modi had said yesterday while<a href="http://www.businessinsider.in/Modi-asks-civil-servants-to-work-as-a-team/articleshow/51927583.cms"> addressing Civil Servants</a> at a meeting in Mumbai. 
 
To ensure better relief, the Centre has asked states like Uttar Pradesh, Bihar, Jharkhand and Rajasthan to increase the pace of their rural development plan and take up more works under NREGA.

Drought-hit states to get benefited by NREGA as government sets a June deadline

In contrast to its earlier prediction, private weather forecaster Skymet stated it might revise its forecast as rains across country stood 32% below average. 
 
Vice-president, meteorology at Skymet, GP Sharma said that by July-end, they might come with a revised forecast for the season and the months of August and September. 
 The forecaster had earlier forecast above normal monsoon rains this year while most other forecasters, including the official <keyword id="6355166" type="ORGANIZATION" weightage="100" keywordseo="India-Meteorological-Department">India Meteorological Department</keyword> (IMD), predicted less than normal rains. 
 
However, he said that Skymet would not bring its forecast down, adding that he didn't expect July rains to be 104% of normal as forecasted earlier. 
 
"It will surely be in the minus side. But considering there is a margin error of ± 9 per cent in the monthly forecast, we are not wrong in our forecast," Sharma told Economic Times. 
 
The financial daily reported that as of July 15, the monthly monsoon rains across the country were 32% below average while the deficit for the whole season stood at 6%. 
 
Skymet says that monsoon rains will be 102% of its Long Period Average (LPA) this year, whereas IMD predicted only 88% of the average. 
 
"Northwestern India is the only region which has a cumulative rain surplus till now. We expect some improvement in the second half of July, but the deficit will prevail,” DS Pai, head of long-range forecasting at IMD, told ET. 
 
IMD is expected to release its next forecast on July 31. It has forecast July rainfall over the country to be 92% of its LPA. 
 
"Rainfall deficit for the country in July is 44 mm. We should get 12-13 mm rain daily to catch up with the normal," Skymet's Sharma told ET. 
 
He added that monsoons could spring a surprise anytime. "Heavy widespread monsoon showers for a few days can wipe out the deficit as happened in the previous year. Monsoon rains were 40% below normal across India till July 15 in 2014 and with spell of heavy rains the deficit came down to 22% by the month end," Sharma told the financial daily. 
 
Meanwhile, Skymet expects August rains to be 99% of the average with good rainfall in the first ten days of the month.
