India approves a new education policy after more than two decades

The new National Education Policy evoked mixed reactions among academicians on Wednesday with some hailing it as a "groundbreaking" action plan that promotes holistic and multi-disciplinary learning and others arguing that it will pave the way for privatisation of education. A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said. <ul><li>The Indian government is also stepping up its efforts to hire interns so as to benefit from fresh ideas from engineering students. </li><li>The All India Council for Technical Education (<keyword id="28262" type="ORGANIZATION" weightage="20" keywordseo="AICTE">AICTE</keyword>), along with the Human Resource and Development Ministry (MHRD) has asked the district magistrates from over 700 districts in India to allow engineering students to intern with them. </li><li>The month-long internship, which will take place in June next year will roll in upto 15 students across 150 District Magistrate offices.</li></ul>With internship season at its peak, it’s not just private companies but the government is also stepping up its efforts to hire interns to get fresh ideas from engineering students. The All India Council for Technical Education (AICTE) along with the Human Resource and Development Ministry (MHRD) asked the district magistrates from over 700 districts in India to allow engineering students to intern with them. The idea is to make the youth learn the on-ground implementation of government policies. The month-long internship for June next year will enroll up to 15 students across 150 District Magistrate offices each. This includes offices in UP, Maharashtra and Haryana. However, their remuneration has not been specified yet. "Our vision is that this internship will expose the in-training engineers to how government departments function and in turn, DMs' offices could also benefit from the fresh inputs and ideas these students can bring," the New Indian Express <a href="http://www.newindianexpress.com/nation/2019/oct/31/engineering-students-to-intern-with-district-magistrates-2054989.html">reported</a> citing officials from AICTE. The initiative by the technical education council is aimed to improve the quality of education in the country. “We thought taking students to DM’s office, which is where most central and state policies touch people directly, will be a great venture.” The Indian government is pushing on-the-job training at government offices as well. Engineering students can now intern with IAS officers

<ul><li>The draft National Education Policy(NEP) 2019 proposed a common entrance examination for admission to all colleges in various subjects. </li><li>As per the proposed scheme, the examination will test students for their logic, reasoning, language skills and focus subjects. </li><li>The policy also proposed reforms in the existing pattern for board examinations for Class X and XII.</li></ul>Students applying to colleges can breathe easy with one common entrance examination for admission instead of different exams for each university. This is if a proposal by the <keyword id="7127412" type="UNKNOWN" weightage="20" keywordseo="Draft-National-Education-Policy">draft National Education Policy</keyword> (NEP) 2019, goes through. According to the draft rolled out by the government, the entrance examinations for the Class XII students must be conducted several times during the year, to allow students to choose when they want to sit for it, <a href="https://timesofindia.indiatimes.com/india/a-common-entrance-exam-for-all-colleges/articleshow/69817819.cms">TOI reported</a>. Colleges and universities can select students based on the scores in the common entrance examination. Easy, with a dash of logic The proposal is also going beyond rote learning. It says that the will test students for logic and reasoning, language skills and focus subjects. The exams should be ‘easier’ and test their capabilities and knowledge and not necessarily their ability to memorize, the proposal added. The proposal which is currently seeking public feedback, also believes that Class X and Class XII exams need reformation. “Board exams are systematically preventing optimal learning, exam should also be a learning experience. The current board exam system is not in line with these goals,” the New Education Policy Committee told the Times of India. The committee said that the board examinations should aim at holistic growth of students that is flexible enough to let students choose the subjects of their choice and interest. To address the loopholes in the education process, the upcoming Budget will also emphasize on<a href="https://www.moneycontrol.com/news/economy/policy/budget-2019-national-education-policy-2019-what-the-new-budget-could-reflect-4097741.html"> training teachers</a> and boosting international research projects. India may have one common exam for all college admissions-- if the draft National Education Policy is passed

“Make In India”, “Start-up India Movement” or any similar initiative cannot be successful unless we lay a strong educational foundation on which to build it. 
 
The Budget gives us an enormous opportunity to focus on education. 
 
It is a well known fact that India spends far less than the recommended minimum 6% of GDP on education. India spent a little over 3% of GDP on education in 2014-2015, not only lower than the world average, but even far below some of the BRIC countries. While South Africa allocated 6.6% of it GDP in on education, Brazil followed closely with about 6% of its GDP spent on education in 2012. Achieving high rates of economic growth will not translate into development unless we turn our focus strategically towards education. 
 
In 2004, the Indian government introduced an education cess of 2% and added an additional 1% for secondary and higher education in 2009. While a substantial amount of funds have been collected under this tax, the translation of these into progress in the sphere of education is yet to emerge. There is also scope for greater mobilisation of domestic revenue. According to the Education for all Global Monitoring Report, 2014, tax revenue in India in 2011 was 16% of GDP whereas in Brazil it was 24% of GDP and this made the key difference in enabling Brazil to go further than India in improving education quality. In addition to harnessing revenue, there is a need for ensuring transparency in government spending on education, focusing on vocational education, and strategically employing innovations to meet policy objectives. 
 
Education tourism, which refers to travel focused on learning from the location, is an area that could be focused on not just from the point of revenue but with larger objectives. Students from leading business schools now flock to India spend their entire semester here learning how emerging markets function or observing start-ups in India. We should tap into this market to build partnerships that enable us to effectively utilise the students and faculty travelling to India for such tours to promote our own educational goals. 
 
Education bonds in both the public and private sector have been suggested by experts such as Meena Sengupta as a way to deepen the market for investments in education. According to her, tradable education bonds could be used to fund libraries, research, travel grants, student social enterprises and national scholarships. Education bonds are rarely seen in India , even though is entirely logical for education ventures, even if they are not for profit, to increase the range of their funding options by seeking debt in the open market. 
 
The other side to this is social impact bonds, which refer to a new innovation where government enters into a contract with a private sector intermediary for achieving social objectives. The intermediaries are responsible for raising capital from investors, and based on whether the project achieves its objectives, the government repays the investors. The first such bond in India has been launched to improve educational outcomes in Rajasthan. The budget need not be just an exercise in fund allocation, but rather an innovative tool for promoting our development goals, particularly in education.

Tradeable Education Bonds, Social Impact Bonds: Can Budget 2016 accelerate India’s education?

New Delhi, Feb 1 () A degree level full-fledged online education programme will be offered by the country's top 100 educational institutions to students belonging to deprived sections of the society and those who do not have access to higher studies, Finance Minister Nirmala Sitharaman said on Saturday. 
 Presenting the Budget for fiscal 2020-21 in Parliament, Sitharaman said a new education policy will soon be announced and the government proposes to provide about Rs 99,300 crore for the education sector in 2020-21 and about Rs 3,000 crore for skill development. 
 "By tying skill development with education, Finance Minister Nirmala Sitharaman has given wings to the Skill India Mission and the overall skilling ecosystem of the country. India is a treasure trove of gifted individuals who must be skilled in order for them to realise their dreams.
 "The Rs 3,000 crore outlay will give an impetus to vocational education and training. Under the current plans, we are already proving skill training across 8,000 schools and institutes, with 400 hours in classes 9-10 and 500 hours in classes 11-12 for one trade. The Budget 2020 makes a provision for expanding the net to other schools as well," Union Skill Development and Entrepreneurship Minister Mahendra Nath Pandey said. 
 The finance minister also announced that a special bridge course would be designed by ministries of health and skill development and entrepreneurship in conjunction with professional bodies to bring in equivalence and improve the skillsets of teachers, nurses, paramedical staff and care-givers. 
 Emphasising that India should also be a preferred destination for higher education, she said under a 'Study in India' programme an IND-SAT exam is proposed in Asian and African countries for benchmarking foreign candidates who receive scholarships for studying in Indian higher education centres. 
 "Dialogues have been held with state education ministries, Members of Parliament and other stakeholders on the education policy. Over 2 lakh suggestions were also received. The new education policy will be announced soon," Sitharaman said, adding steps would be taken to enable sourcing of external commercial borrowing and FDI so as to deliver higher quality education. 
 Observing that students in general stream as opposed to those in sciences or technology stream need their employment opportunities improved, she said about 150 higher education institutions will start apprenticeship, embedded degree diploma courses by March 2021. 
 "The government proposes to start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period up to one year," the finance minister said.
 In order to provide quality education to students of deprived sections of the society as well as those who do not have access to higher education it is proposed to start degree level full-fledged online education programme, Sitharaman announced. 
 She said this shall be offered only by institutions ranked within top 100 in the national institutional ranking framework and initially, only a few such institutions would be asked to offer such programmes. 
 Besides, a national police university and a national forensic science university are being proposed in the domain of policing science, forensic science and cyber forensics. 
 Sitharaman said the government will also start a programme whereby urban local bodies across the country would provide internship opportunities to fresh engineers for a period of up to one year. Online degree courses to students from weaker sections; new edu policy soon: Budget

A new report by the the research arm of the State Bank of India (SBI), India’s largest bank, has a number of calls to action to its parent - the Indian government - some of which are put forth in an irreverent fashion. “Policymakers, wake up and smell the coffee!”, the report says, in the hope that the Indian government will get its act together and miraculously transform the country. There is an urgency to SBI’s assessment. It says that India has only 10 years to graduate to a “developed nation”. If it fails to do so, it will, in a likelihood, always be classified as a <keyword id="2343673" type="PERSON" weightage="20" keywordseo="developing-country">developing country</keyword>. The reason? If India’s youth isn’t given adequate skills and opportunities, then the country’s so-called “demographic dividend” - its large and young <keyword id="6356897" type="ORGANIZATION" weightage="20" keywordseo="labour">labour</keyword> force - will become a huge disadvantage by 2030. They won’t be able to contribute productively to the economy, and will hence, be a drag on resources and social programmes. Developed vs developing According to a number of multilateral organisations, such as the United Nations (UN) and the <keyword id="6366068" type="COMPANY" weightage="20" keywordseo="international-monetary-fund">International Monetary Fund</keyword> (IMF), developed countries are categorised as such because they’ve achieved a certain level of infrastructure or the general standard of living and are above a certain bracket with respect to <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP) per capita. The IMF categorises economies as developed or “high income” if their <keyword id="311782" type="ORGANIZATION" weightage="20" keywordseo="Gross-National-Income">gross national income</keyword> (GNI) per person <a href="https://datahelpdesk.worldbank.org/knowledgebase/articles/906519-world-bank-country-and-lending-groups">is above $12,236</a>. India currently languishes in the “lower middle income” bracket since its GNI per capita is between $1,006 and $3,955. Despite a slightly larger population, China is in the “upper-middle income” category. A focus on <keyword id="6355445" type="UNKNOWN" weightage="20" keywordseo="education">education</keyword> reform The right to education does not translate into a right to quality education. In order to prevent its demographic dividend from turning into a disadvantage, SBI says that India will need to dramatically improved education and skill development outcomes in the next decade. This entails the reform and increased investment in government schools, which education a large portion of the country’s children. A few measures include the diversion of funds earmarked for private schools to government schools, for the purpose of upgrading facilities and infrastructure. In addition, teachers need to be better compensated. A new education policy has been stuck in the drafting stage ever since the Modi administration came to power in 2014. The University Grants Commission, India’s higher education regulator, is currently <a href="https://www.business-standard.com/article/education/want-radical-reforms-in-higher-education-exams-ugc-invites-suggestions-118061300762_1.html">in the process of taking suggestions</a> from academics, students and university administrators on how to improve the higher education landscape in the country. The revamp is expected to cover entrance exams, the enhancement of technology and infrastructure and structural changes. However, based on how these things usually go, the report by the SBI is unlikely to spur the government into immediate action. India’s education system has been in need of an overhaul for decades now. It’s a extremely large problem to deal with, and ten years is a short amount of time. It seems that India will be stuck “developing” for the foreseeable future.

In 2018-19, the former Finance Minister, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> allocated ₹850 billion towards the <a href="https://www.businessinsider.in/an-in-depth-analysis-of-indias-education-budget/articleshow/67777731.cms">education fund</a>. This year, in the interim budget, he announced a 10% increase in the education budget, dedicating a total of ₹938 billion for schools and higher education programmes. The economic survey conducted last year has shown that the government had limited fiscal space to increase spending on education. While the school education budget increased in 2019 with a ₹500 billion fund, the higher education budget allocated for prominent institutions including Indian Institute of Technology (IITs) and Indian Institute of Management (IIM) saw a drop. In the 2017-18, the government provided funds to the tune of ₹818 billion to the education sector, which accounted for nearly 2.7% of the total GDP of the country.

 The chart above shows that there has been an increase in India’s expenditure on education. However, it is low compared to other countries like China and Mauritius — which spend 3.3% and 5% of their total GDP on education. According to government think tank Niti Ayog, India should increase its education expenditure to nearly 6% of its GDP, over the next four years. This is necessary to improve the quality of education. India ranks third in terms of education score of BRICS nations (Brazil, Russia, India, China, South Africa). Amongst South Asian countries, India has the second-lowest score in education quality, coming ahead only of Afghanistan. Sri Lanka also ranked much higher than India.
