68% of defence budget allocated for procuring indigenous equipment: PM

Boost in domestic <keyword id="19914449" type="General" weightage="20" keywordseo="manufacturing" source="keywords">manufacturing</keyword> due to PLI (production linked incentive) schemes and increase in <keyword id="19916774" type="General" weightage="20" keywordseo="exports" source="keywords">exports</keyword> on account of free trade agreements are expected to bridge the country's <keyword id="20201391" type="General" weightage="20" keywordseo="trade-deficit" source="keywords">trade deficit</keyword> further, <keyword id="20613906" type="General" weightage="100" keywordseo="Economic-Survey" source="keywords">Economic Survey</keyword> said on Monday. However, it said that fluctuations in <keyword id="19936629" type="General" weightage="20" keywordseo="commodity-prices" source="keywords">commodity prices</keyword>, especially for critical imports like oil, metals, and agricultural products, can impact India's trade balance and inflation levels. The Survey said that though ongoing geopolitical headwinds impacted India's merchandise exports, lowering international commodity prices ensured a lower trade deficit in FY24 than in FY23. The country's merchandise trade deficit narrowed to USD 240 billion in 2023-24 from USD 265 billion in 2022-23. It added that changes in trade policies by major trading partners or geopolitical developments can affect India's export opportunities and market access. "In the coming years, India's trade deficit is expected to decline further as the <keyword id="19981334" type="General" weightage="20" keywordseo="PLI-scheme" source="keywords">PLI scheme</keyword> is expanded and India creates a globally competitive manufacturing base in several product categories," the Survey said. It added that the recently signed FTAs (free trade agreements) are expected to increase the <keyword id="22374533" type="General" weightage="20" keywordseo="global-market-share" source="keywords">global market share</keyword> of the country's exports. The PLI scheme for sectors like mobile manufacturing, information technology (IT) hardware, pharmaceutical, telecommunications, and food product are helping to increase manufacturing and cut imports. India has implemented <keyword id="20000557" type="General" weightage="20" keywordseo="FTA" source="keywords">FTA</keyword> with Mauritius, Australia and the UAE. It added that a narrowing merchandise trade deficit and rising service exports have improved the CAD (<keyword id="20054874" type="General" weightage="20" keywordseo="current-account-deficit" source="keywords">current account deficit</keyword>), ending with a surplus of 0.6 per cent of GDP in Q4 of FY24. However, the risks to the performance of India's external sector are on the downside due to the persistence of current <keyword id="19955176" type="General" weightage="20" keywordseo="geopolitical-tensions" source="keywords">geopolitical tensions</keyword> and policy uncertainty, it said. Some of the challenges listed by the survey includes fall in demand from major trading partners like the US, rise in trade cost, and volatility in commodity prices. Attacks on shipping in the Red Sea and drought in the Panama Canal have resulted in trade flows being re-routed, increasing journey time and costs. India's merchandise trade relies heavily on maritime trade, so disturbances in major shipping routes can impact its economy. "It is critical to explore what these changing paradigms mean for India. Policies need to be a mix that straddles security concerns with economic considerations," the survey said, adding India's push towards manufacturing in complex and niche sectors through schemes such as PLI and Make in India aims to balance these goals. Further, the survey emphasised on the need to focus on improving India's competitiveness in many product areas. For example, it said, India has tremendous potential in becoming a large global exporter in agricultural commodities. Fostering stronger regional trade ties and adding more markets for Indian goods will help mitigate global demand fluctuations. "In an era when global economic growth is likely to be buffeted by geopolitical tensions and protectionism, growing India's exports of goods and services will be a stiffer challenge than before," it cautioned. Commenting on this, Rumki Majumdar, Economist, Deloitte India, said that despite global uncertainties, India's exports are recording positive growth rates. "That shows the resilience of our exports amidst global uncertainties," she said, adding, "by transforming our export basket and focusing on higher margins and value addition across various sectors, India will easily achieve its ambition of USD 2 trillion in exports by 2030-31."

India's trade deficit expected to decline further: Economic Survey

The <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> has conducted exercises with Russia and 'Quad' countries - an informal security forum comprising India, the US, Japan and Australia - in a message to China on getting a wider footprint in the Indo-Pacific region. The Indo-Pacific region is seen from the west coast of India to the US. The Indian Navy carried out a three-day bilateral maritime exercise with Japan in the north Arabian Sea from September 26, 2020 to September 28, 2020. It was the fourth edition of India-Japan Maritime bilateral exercise JIMEX, which is conducted biennially. The last edition of JIMEX was conducted in October 2018 off Visakhapatnam in India. Naval cooperation between India and Japan has increased in scope and complexity over the years. Advanced level of operations and exercises took place during three days. It is indicative of the continued upswing in Indo-Japanese defence relations and continued efforts by both governments to work closely for a more secure, open and inclusive global commons, in accordance with international regulations. The helicopter carrier of Japan JS Kaga took part in the recent exercise. The Kaga and its sister ship the Izumo are being converted into aircraft carriers that will carry US-built maritime planes, the F35-B. India, Japan, China and South Korea are the countries now involved in what is seen in strategic circles as the Asian carrier race. The Australian Navy and Indian Navy carried out passage exercise in the East Indian Ocean Region from September 23 to September 24. The exercise involved participation of HMAS Hobart from the Australian side and Indian naval ships Sahyadri and Karmuk. In addition, an Indian maritime patrol aircraft and helicopters from both sides carried out coordinated exercise. The exercise, aimed at enhancing interoperability, improving understanding and imbibing best practices from each other, involved advanced surface and anti-air exercises including weapon firings, seamanship exercises, naval manoeuvres and cross deck flying operations. To boost mutual confidence and cooperation, a bilateral maritime exercise between Indian Navy and Russian Navy took place in the Bay of Bengal on between September 4 and September 5. "The exercise was aimed at imbibing best practices between the two navies," Indian Navy spokesperson Commander Vivek Madhwal told IANS. He also said that the exercise helped to further boost mutual confidence and cooperation between the two Navies and would reinforce the longstanding bond of friendship between the two countries. The exercise is known as 'Indra Navy' and is the 11th edition. It is a biennial bilateral maritime exercise between Indian Navy and Russian Navy. Indian Navy units undertook Passage Exercise (PASSEX) with units of US Navy - Nimitz Carrier Strike Group as they transited through Indian Ocean Region on July 20. The signing of the agreement took place after <keyword id="43920" type="COMPANY" weightage="20" keywordseo="External-affairs">External Affairs</keyword> Minister S Jaishankar held talks with Maldivian Defence Minister Mariya Didi, Minister of Finance Ibrahim Ameer, Minister of <keyword id="10801437" type="UNKNOWN" weightage="20" keywordseo="economic-development-fayyaz-ismail">Economic Development Fayyaz Ismail</keyword> and Minister of National Planning, Housing and Infrastructure Mohamed Aslam. India signs $50 million defense LoC agreement to boost maritime capabilities of Maldives

India’s latest maritime strategy document, released by the Navy recently, was noted for its title-‘Ensuring Secure Seas’-which pointed to a clever shift from the country’s hitherto theme, ‘Freedom to Use the Seas’, which was released in 2007. 
 The tweaked title unambiguously indicated the changing colour and tone of the <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian navy</keyword>’s interests and intentions, considering the changing geopolitical environment and its strategic implications on India’s maritime interests. 
 It also implied the country’s focus on security dynamics along waters beyond the <keyword id="12350" type="ENTERTAINMENT" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword> and its renewed interest in security architecture across the Asia coast, taking into account the rising maritime presence of China is the region. 
 
Three points that highlight the change in India’s naval strategy are that for the first time, the Indian government formally acknowledged the evolving concept of the ‘Indo-Pacific’ with regards to its maritime security. This is a clear deviation from the term ‘Indo-Pacific’, which is preferred by several strategically and politically important countries including the US and Japan while referring to the region in official documents, the lone exception being Australia. 
 
The shift implies that the country is ready to broaden its focus beyond Indian Ocean, take note of security changes along its entire maritime boundaries and re-align its policies based on these developments. This also reinforces India’s resolve to strengthen its role in the evolving maritime security architecture in the region. 
 
Secondly, India is willing to expand the areas of its maritime interest to include The Red Sea, The Gulf of Oman, The Gulf of Aden and The Southwest Indian Ocean, including east coast of Africa. Also, this puts to rest the concerns among friendly nations over the seeming lack of India’s naval and political presence in the South China Sea, against the backdrop of a rising China. 
 
Thirdly, the document refines India’s role as a ‘net security provider’. While the country has not indicated the geographic extent of the region where it aspires to be a net security provider, it has acknowledged the steps required to be a net security provider. The document has also outlined the environment conducive for it to be a net security provider. 
 
The shift in India’s maritime strategy and policies has made it amply evident via the navy’s engagement under the Modi government. However, hitherto, it has not been any document that detailed this shift. The latest strategy document goes beyond formalising the Indian navy’s thinking and tries to narrate the same without ambiguity. 
 
It also emphases on collaborating with other countries in the region and to build a network of regional cooperation to ensure peace and stability. 
 
In fact, under Modi’s leadership, India has been sending a clear message that the country is willing to play a larger role in the unfolding security architecture in the region. This has been made evident through the joint strategic vision with the US, Japan’s inclusion into the MALABAR exercises, re-engaging with the island nations of the IOR and South Pacific and new bilateral exercises with Indonesia and Australia. 
 
The strategy document has also made a strong pitch for ‘Make-in-India’, advocating enhanced degree of technological self-reliance and increased indigenisation of maritime platforms and equipment. 
 
While the strategy paper spells out India’s maritime interest, according to a section of defence analysts, it falls short of being the visionary document. In a world of growing geopolitical entanglements, the changes outlined in the document are seen by them cosmetic in certain areas. According to them, the document paints a picture of a force that boasts of growing capability and aspirations but conscious of its limitations too. 
Notwithstanding the Navy’s role in enhancing diplomatic relationships with neighbours and other peer groups, utilisation of maritime prowess just as a foreign relationship enabler is seen as a limited perceptive. It is true that passage exercises, staff talks, port visits and exchange of personnel are crucial; but they are not a substitute for high-level strategic engagement. 
 
They also highlight the fact that the strategy document fails to paint the picture of China’s growing presence in the Indian Ocean Region. In recent times, China deployed submarines in the IOR and enhanced anti-piracy patrols with the help of additional warships and platforms have acquired a strategic character. 
 
The document also hesitates to dwell enough on the fact that China may be aiming to develop a littoral framework of operations in the Indian Ocean and familiarising itself with the operational environment for the same. 
 
While India may have to work a lot more to overcome obstacles to expanding its global influence as a sea-power, especially as China continues to have an edge as a regional behemoth, its advantage of being an Indian Ocean littoral state will help emerge as a decisive maritime player beyond the immediate neighbourhood.

The changing direction of India’s maritime strategy

India and Iran united on the issue of combating <keyword id="6358165" type="COMPANY" weightage="20" keywordseo="terrorism">terrorism</keyword> and radicalism as the two nations signed at least 12 agreements today. The announcement came during Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s visit which comes months after lifting of international sanctions on Iran following Tehran's historic nuclear deal with the Western powers over its contentious atomic programme. "We have agreed to consult closely and regularly on combating threats of terrorism, radicalism, drug trafficking and cyber crime. We have also agreed to enhance interaction between our defence and security institutions on regional and <keyword id="62000" type="UNKNOWN" weightage="20" keywordseo="Maritime-security">maritime security</keyword>," Prime Minister Narendra Modi said here. 

	PM Rouhani, meanwhile, termed terrorism as a "big problem running rife and rampant in the region", and said that both the nations have discussed the issue and agreed to share intelligence to combat the menace.
 "Due to the importance of stability and security in the region and especially in the countries <keyword id="6354541" type="COUNTRY" weightage="20" keywordseo="afghanistan">Afghanistan</keyword>, Iraq, Syria and Yemen and because a big problem called terrorism is running rife and rampant in the region. 

	"The two countries discussed about political issues as well and how they can cooperate on intelligence sharing and how they can get closer to each other in the fight against terrorism and extremism and how they can contribute to peace and stability in the whole region," Rouhani added.

India, Iran unite on combating terror and radicalism; agree to enhance intelligence sharing

Prime Minister Narendra Modi's "short but a very productive visit" to Jakarta, where he participated in the <keyword id="1493716" type="General" weightage="20" keywordseo="ASEAN-India-Summit" source="Orion">ASEAN-India Summit</keyword> and the East Asia Summit, has concluded on Thursday, said Secretary (East), <keyword id="6374106" type="General" weightage="50" keywordseo="ministry-of-external-affairs" source="Orion">Ministry of External Affairs</keyword> (MEA), <keyword id="331724" type="General" weightage="50" keywordseo="saurabh-kumar" source="Orion">Saurabh Kumar</keyword>. "Prime Minister's participation in this summit will give India-ASEAN relations a strategic direction," said Secretary Kumar. He said that PM Modi highlighted the "need to amplify the voice of the Global South, including in the G20". The <keyword id="5891" type="General" weightage="80" keywordseo="asean" source="Orion">ASEAN</keyword> leaders welcomed PM Modi's leadership in the G20 and wished him success and also congratulated India for the successful Chandrayaan-3 mission. "Prime Minister had comprehensive discussions, including in areas such as connectivity, maritime cooperation, digital transformation, trade and economy, environment, health and traditional medicines. In each of these, the Prime Minister made specific proposals, which has already been put out in the form of a twelve-point proposal," said Kumar. He added, "Two joint statements were issued between India and ASEAN. These relate to maritime cooperation and food security. In maritime cooperation, areas such as safety and security of the maritime area, maritime domain awareness, disaster management, blue economy, et cetera, have been covered." Prime Minister also announced the formation of an ASEAN India Fund for Digital Future, which would provide financial connectivity between ASEAN and India, said Kumar, adding, "Prime Minister also announced support for ERIA (Economic Research Institute for ASEAN and East Asia), which is an ASEAN think tank, which would be our knowledge partner to further deepen ASEAN-India relations." He also said that the Prime Minister, during his interactions and discussions, "called for a free, open and rules-based Indo-Pacific, emphasised ASEAN centrality and made the point that cod complements the same". Following his participation in the summits, PM Modi thanked Indonesian President, Joko Widodo, and the people. "Had a very short but fruitful Indonesia visit, where I met ASEAN and other leaders. I thank President @jokowi , the Indonesian Government and people for their welcome," wrote PM Modi on X. PM Modi, who is in Jakarta, will return to New Delhi on Thursday evening ahead of the <keyword id="42982" type="General" weightage="20" keywordseo="g20-summit" source="Orion">G20 Summit</keyword>, which will be held on September 9 and 10.
