To expand the domestic <keyword id="2377476" type="PERSON" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword> ecosystem, a negative list of weapons and platforms would be notified with year-wise timelines for placing an embargo on import of such items from those dates. As per the draft <keyword id="9695994" type="UNKNOWN" weightage="20" keywordseo="defence-production-and-export-promotion-policy">Defence Production and Export Promotion Policy</keyword> (DPEPP 2020) announced on Monday, this list would be updated periodically, without compromising on the operational requirements of the Services, to allow lead-time to industry to prepare itself for any such procurement which is likely to come up, subsequent to the indicated embargo date. The policy proposes a Technology Assessment Cell (TAC) in coordination with the services, which would assess the industrial capability for design, development and production including re-engineering for production of various major systems like <keyword id="386104" type="PERSON" weightage="20" keywordseo="Armoured-Vehicles">armoured vehicles</keyword>, <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword>, fighter aircraft, <keyword id="54022" type="PERSON" weightage="20" keywordseo="helicopters">helicopters</keyword>, radars with the major industries in the country. A Project Management Unit (PMU), with representation from the Services, would be set up to support the acquisition process and facilitate management of the contracts. This setup would bring in expertise to the process of acquisition as well as create focus and synergy in building military capabilities. With self- reliance as the motto, aim is to move away from licensed production to Design, Develop and produce wherein the Nation owns the Design Rights and IP of the systems. "Our Armed forces have over the years acquired a range of platforms from diverse sources leading to a buildup of spares and consumables which has resulted in sub-optimal planning and resource allocation. Efforts would be made to adopt a family of weapons approach to standardize and optimize inventory and supply chain management," the policy said. In addition, efforts would be made to provide the industry greater visibility into the likely opportunities in the defence sector. Understanding future capital acquisition priorities will enable industry to develop technologies, carry out necessary ground work and position themselves in an optimal manner to compete at the appropriate time. In order to enhance procurement from domestic industry, it is incumbent that procurement is doubled from the current Rs 70,000 crore to Rs 1,40,000 crore by 2025. In order to achieve this objective, it is proposed to carve out a distinct budget head for domestic capital procurement. The policy will also strive for enhancing allocation for domestic capital procurement at the rate of minimum 15 per cent per annum for the next five years. Various studies have over the years brought out the need to enhance cost effectiveness and improve efficiency in the use of MoD's resources. Efforts would be made to scrutinize, evaluate and optimize various items of expenditure in the Defence budget. The policy says that investment promotion would be encouraged to provide specific focus on certain identified segments and technological areas. Investments in aviation sector which help in co-development and strengthening defence ecosystem would be facilitated in association with the Ministry of Civil Aviation. Efforts would be made to address the identified gaps in those segments and offer incentives to global OEMs and domestic industry to set up design and manufacturing facilities in India. The investments in these segments would also be channelized by offering high multipliers through offsets obligations. Development of aero engines complex is a priority area. While significant improvements have been made, there are still critical gaps in the aero engine segment for future development programmes as well as for taking up the engine related MRO activities of the current inventory of platforms. The two Defence Corridors set up in Tamil Nadu and Uttar Pradesh would be specifically targeted by providing additional support as well as by offering higher multipliers for offset discharge for investments flowing into the Defence Corridors. India's new defence policy proposes a cell to re-engineer armoured vehicles, submarines, fighter aircraft, helicopters and more

India has set a target to achieve a turnover of Rs 1.75 lakh crore ($25 billion) including export of Rs 35,000 Crore ($ 5 billion) in aerospace and <keyword id="8127101" type="UNKNOWN" weightage="20" keywordseo="defence-goods">defence goods</keyword> and services by 2025. This is part of the <keyword id="9693161" type="UNKNOWN" weightage="20" keywordseo="draft-defence-production">draft Defence Production</keyword> and Export Promotion Policy (DPEPP 2020) announced on Sunday. Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> announced the draft policy through a tweet on Monday. "In order to provide impetus to self-reliance in Defence manufacturing and to position India amongst the leading countries of the world in Defence and Aerospace sectors, a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020) has been formulated," he said. In implementing such framework and to position India amongst the leading countries of the world in defence and aerospace sectors, <keyword id="6369097" type="COMPANY" weightage="20" keywordseo="ministry-of-defence">Ministry of Defence</keyword> (MoD) has formulated a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020). The DPEPP 2020 is envisaged as overarching guiding document of MoD to provide a focused, structured and significant thrust to defence production capabilities of the country for self-reliance and exports. Draft defence policy aims to achieve ₹1.75 lakh crore turnover by 2025

The government has permitted <keyword id="44749" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Direct-Investment">foreign direct investment</keyword> (FDI) of up to 74 per cent under the automatic route in the defence sector with a view to attracting overseas investors, according to a press note issued by the DPIIT on Thursday. However, foreign investments in the defence sector would be subject to scrutiny on the grounds of national security and the government reserves the right to review any foreign investment in the sector that affects or may affect national security, the Department for Promotion of Industry and Internal Trade (DPIIT) said in the note. As per the current FDI policy, 100 per cent overseas investments are permitted in the defence industry -- 49 per cent under the automatic route, while beyond that government approval was required. According to the Press Note 4 (2020 series): "FDI up to 74 per cent under automatic route shall be permitted for companies seeking new industrial licences". It also said that infusion of fresh investment up to 49 per cent, in a company not seeking industrial licence or which already has government approval for FDI in defence, shall require "mandatory" submission of a declaration with the defence ministry in case change in equity/shareholding pattern or transfer of stake by existing investor to new foreign investor for FDI up to 49 per cent, within 30 days of such change. Proposal for raising FDI beyond 49 per cent from such companies will require government approval, it added. "The decision will take effect from the date of FEMA (Foreign Exchange Management Act) notification," it said. The decision to permit up to 74 per cent FDI in the <keyword id="2377476" type="PERSON" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword> through the automatic route was announced by Finance Minister Nirmala Sitharaman in May while announcing the fourth tranche of the Rs 20 lakh crore stimulus package for the coronavirus-hit economy. In July 2018, the government had relaxed foreign direct investment norms in the defence sector by allowing up to 49 per cent FDI under the automatic route. The move was aimed at boosting domestic industry as India imports about 70 per cent of its military hardware. According to the DPIIT data, defence industries has received FDI equity inflows of USD 9.52 million (Rs 56.88 crore) during April 2000 and March 2020. Under the government route, foreign investors have to take prior approval of the respective ministry/department, while in the automatic route, the investor just has to inform the RBI after the investment is made. Total FDI into India increased by 18 per cent to USD 73.45 billion in 2019-20. Foreign investors can now pump in up to 74 % FDI under automatic route in India's defence sector

Defence Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> has said that India's military preparedness has to be fully backed by weapon systems made in India, along with other indigenous platforms via a healthy competition between both the public and the private sectors. This, he said would guarantee peace in the region. "No country can indefinitely win wars and battles only on the strength of trying to buy or import equipment from outside. Its security preparedness would be incomplete if it relies only on that," he was quoted saying. Jaitley was present at an awards function for defence PSUs, where he was speaking in the backdrop of the recently finalised "strategic partnership (SP)" policy. This policy has been finalised by the government to expand the role of country’s private sector in defence production. Defence minister also stressed on the need for India to unleash its own potential so that it can become an arms-manufacturing hub. India imports around 65% of its military hardware and software, owing to sloppy performance by the <keyword id="6355142" type="ORGANIZATION" weightage="100" keywordseo="DRDO">DRDO</keyword> and its 50 labs, five defence PSUs, four shipyards, and the 41 ordnance factories. Other than this, the failure to lure the private sector into defence production can also be cited as a reason behind the huge levels of imports. "Security requirements are dictated by the kind of neighbourhood you have, and obviously in view of the peculiar situation here from a geopolitical point of view, our preparedness is the best deterrent and which is a guarantee for peace as far as our region is concerned," said Jaitley. Talking of the SP policy, he said, "Healthy competition between defence PSUs and the private sector will bring out the best potential."

<keyword id="6354785" type="General" weightage="20" keywordseo="france" source="Orion">France</keyword> wants to be <keyword id="3658" type="General" weightage="20" keywordseo="india" source="Orion">India</keyword>'s "best partner" in boosting its <keyword id="2377476" type="General" weightage="20" keywordseo="defence-manufacturing" source="Orion">defence manufacturing</keyword> and has decided to share the <keyword id="15204665" type="General" weightage="20" keywordseo="best-technologies-and-equipment" source="Orion">best technologies and equipment</keyword> in sync with the growing "trust" between the two sides, French Ambassador Emmanuel Lenain has said. Without divulging specific details, the envoy said French and Indian companies are working together on "equipment of the future", platforms and engines. "I do not think any country provides India with the same level of technology. The progress is also due to the fact that we recognise that India wants to boost its strategic autonomy, wants to build its industrial base and we want to be India's best partner in this move," he told PTI. Indo-French strategic ties have been on a major upswing after India inked an inter-governmental agreement with France in September 2016 for the procurement of 36 Rafale jets at a cost of around Rs 59,000 crore. "Defence has always been a very strong component of our cooperation because there is a lot of trust between our two countries. When you want to work on these issues, you need trust because you commit yourself for 10, 20, 30 years," Lenain said. "This trust is the main asset that we have. Defence cooperation has been developing very well because we are very comfortable with India and we have decided that we could share our best technology, state-of-the-art equipment, best-in-class technology," he said. The two sides are now looking at further bolstering the strategic partnership in view of the evolving global geo-political landscape triggered by the crisis in Ukraine and developments in the Indo-Pacific region. "From the beginning, we were the best partners in the Make-in-India policy. Now that India is switching to the Atma Nirbhar policy, we are also there for India," Lenain said. He said France is ready to co-develop equipment with India and share know-how. "Our companies are working together on the equipment of the future, on engines, on different sorts of equipment. It is very positive for both industries," he said. Lenain chose not to give a direct reply when asked about the possibility of the Indian Air Force procuring additional Rafales and whether France was also looking at supplying the naval version of the jet to the Indian Navy. "We are talking, and again, we are very much willing to provide state-of-the-art equipment. Everything is on the table and we do our best," he said. French aerospace major Safran has already set the ball rolling to set up its biggest maintenance repair and overhaul (MRO) facility in Hyderabad with an investment of around USD 305 million. "It is a partnership of equals and it is a partnership to boost each other's strategic autonomy," Lenain said. Ways to expand defence and security cooperation figured during French Foreign Minister Catherine Colonna's visit to India last month. In December last year, Defence Minister Rajnath Singh said France has agreed to jointly build aircraft engine with India. In 2017, India unveiled the ambitious strategic partnership (SP) model to facilitate joint ventures between select private Indian firms and foreign defence majors to build military platforms like submarines and fighter jets in India. The SP model aims to create a vibrant defence manufacturing ecosystem in the country through joint ventures between Indian corporates and global defence majors. The government has initiated a series of measures in the last few years to boost domestic defence manufacturing. In March, the defence ministry said it plans to procure military equipment worth Rs five lakh crore from the domestic industries in the next five to seven years in line with its policy of promoting indigenous defence manufacturing. India has been one of the largest importers of arms globally. According to estimates, the Indian armed forces are projected to spend around USD 130 billion (one billion is equal to 100 crores) in capital procurement in the next five years. The government now wants to reduce dependence on imported military platforms and has decided to support domestic defence manufacturing. The defence ministry has set a goal of a turnover of USD 25 billion (Rs 1.75 lakh crore) in defence manufacturing in the next five years, including an export target of USD 5 billion worth of military hardware. Looks like PM Modi’s growing friendship with POTUS Obama is yielding some good results for India. In a latest advancement, the US has updated its policy on gas-turbine engine technology transfer to India. This step would expand the cooperation between the countries, in the production and design of sensitive jet engine components. 
 The announcement of this news was done by US Defence Secretary <keyword id="6696528" type="PERSON" weightage="100" keywordseo="Ashton-Carter">Ashton Carter</keyword>, when he met Indian Defence Minister Manohar Parrikar during the latter’s US visit. 
 During the meeting, the two leaders discussed ways and means to move the ambitious <keyword id="2633042" type="UNKNOWN" weightage="100" keywordseo="Defence-Technology-and-Trade-Initiative">Defence Technology and Trade Initiative</keyword> (DTTI) forward. 
 
Talking of the DTTI progress as of now, both leaders expressed satisfaction, and committed themselves to identifying additional projects for possible co-development and co-production of high technology items, which can meet the transformational intent of DTTI. 
 
At the Joint Working Group on Aircraft Carrier Technology Cooperation (JWGACTC), Parrikar and Carter commended positive discussions, especially in the area of Aircraft Launch and Recovery Equipment (ALRE). The statement said that they look forward that the same progress can be achieved at the second meeting of the JWGACTC in February 2016, which would happen in India. 
 
The leaders were also satisfied with the Jet Engine Technology Joint Working Group (JETJWG), which had a meeting this week in Bengaluru, concluding its 'Terms of Reference' and having productive discussion on cooperation in this area. 
 
Later, as he was interacting with the media, Carter identified DTTI as a very important step in realising the potential that the India-US defence partnership holds. 
 
He also said that he and Parrikar had discussed the progress that has been done in the cooperation on jet engines, and aircraft carrier design and construction, as well as opportunities to collaborate on additional projects of interest. These projects would be undertaken to further Prime Minister Modi's ‘Make in India’ policy. 
 
Parrikar also expressed his desire to further collaborate in the higher-end technologies within the framework of DTTI. 
 
"The assurance I have, and I am confident of that India is placed at a level which would ensure that red tapism is cut. I think this is the biggest take home one can get. We have got a very clear promise and we have been experiencing it that our issues are fast tracked," he told reporters. 
Meanwhile, the US defence industry has welcomed Indian Government’s efforts to make necessary changes in its policies, which would facilitate increased defence manufacturing in the country.

US-India jet-engine technology transfer policy updated

The Confederation of Indian Industries (<keyword id="6358345" type="ORGANIZATION" weightage="100" keywordseo="CII">CII</keyword>) has welcomed the central government's move to raise the limit on <keyword id="44749" type="ORGANIZATION" weightage="100" keywordseo="Foreign-Direct-Investment">foreign direct investment</keyword> (FDI) in the <keyword id="32723" type="COMPANY" weightage="100" keywordseo="Defence">defence</keyword> sector. 
 "FDI is directly linked with core national priorities such as raising manufacturing growth to 25% of the <keyword id="35050" type="CITY" weightage="80" keywordseo="gdp">GDP</keyword>, significant job creation and bringing high-end technology into the country. The associated benefits are the spin-offs for the civilian market,” a CII statement said. 
 
CII is keen to see high-tech system integration work being done in India and it is ready to take this challenge and opportunities. Opening up various sectors have helped the growth of industry. 
 
The manufacturing sector in the country has grown in the last two decades, riding on robust domestic demand and increasing private participation. India has already made its mark in the automobile sector with a number of auto brands across the world sourcing from India, the statement said. 
 
At present, the defence sector contributes between 2.5% and 3% of the global GDP but India's share is too low. India can leverage its purchasing power, IT infrastructure and manufacturing potential to be one of the key global manufacturing hubs for defence systems and equipment, the CII noted. 
 
Raising FDI in the defence sector will create more opportunities in the country. CII said it would endorse the government's initiatives of linking FDI with exports. It also stressed on the need to revisit the export policy and recommended that policies should be industry-friendly and less ambiguous.

Industry Bats For FDI In Defence

During a meeting with the Indian prime minister in New York last week, heads of <a href="http://www.businessinsider.in/searchresult.cms?query=lockheed+martin">Lockheed Martin</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=boeing">Boeing</a>, Textron and others urged Modi to simplify the bidding process for contracts and ease rules related to local manufacturing commitments to help free up overseas funding in the sector. 
 
The company chiefs also shared their concerns on hurdles faced in ‘Make in India’ initiative, as Modi met <a href="http://www.businessinsider.in/searchresult.cms?query=modi+new+york">41 CEOs of Fortune 500 companies in New York last week.</a> 
 
It is worth mentioning that the Indian government has already raised the cap on foreign direct investment (FDI) in <a href="http://www.businessinsider.in/searchresult.cms?query=indian+defence">defence</a> to 49% from 26% and has also simplified licensing rules. 
 
Reportedly, India has purchased Rs 38,000 crore of defence equipment from overseas in FY15 and the Modi-led government wants that a key proportion of this should be made in India. 
 
Another hurdle that the companies’ bosses they faced was tendering. They urged the PM to make it simpler and quicker also mentioning about the strict offset policy and pitched for changes. 
 
The offset policy is aimed at ensuring that tech transfer takes place when India places orders for the purchase of equipment. A new policy is already under formulation and is expected to address the issues that were raised. 
 
Also, during the meeting, industry leaders welcomed a string of initiatives like ranking of states on ease of doing business and the Skill India and Startup India programmes. 
 
Meanwhile, Modi has assured the CEOs that the administration will allow the private sector to grow by providing predictable, transparent, accountable governance.

Global defence manufacturers are now in Modi’s kitty, but with one pre-condition

<keyword id="986787" type="UNKNOWN" weightage="100" keywordseo="tatra">Tatra</keyword>, the world-famous vehicle manufacturer from Czech Republic, is all set to join hands with <keyword id="2731751" type="UNKNOWN" weightage="100" keywordseo="Reliance-Defence">Reliance Defence</keyword> to make <keyword id="1269948" type="UNKNOWN" weightage="100" keywordseo="military-trucks">military trucks</keyword> for India as well as foreign countries. This is the first major defence joint venture after the revolutionary relaxations in the FDI policy, which made it easier for foreign investors to venture into the defence manufacturing. 
 
As per the FDI norms, Reliance would have a majority stake of 51%, while Tatra would have the remaining 49%. 
 
Two weeks ago, the defence ministry received a letter about the impending JV. As per ET sources, the two companies are planning to partner for maintenance and overhaul facilities, upgrades as well as manufacturing units for the trucks in India and have signed a Memorandum of Understanding (MoU). 
 
The trucks would be manufactured at a new production unit at the Dhirubhai Ambani Defence Park, according to the 'Make in India' initiative. The companies are yet to start the process of registering the company and obtaining manufacturing licences.

Anil Ambani has got one of the world’s largest weapons-maker to partner it to create military trucks for India

The <keyword id="76451" type="COMPANY" weightage="60" keywordseo="Adani">Adani</keyword> Group is planning to invest in <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> and aerospace production, thanks to Modi’s '<keyword id="6354869" type="UNKNOWN" weightage="80" keywordseo="make-in-India">Make in India</keyword>' campaign. 
 
According to media reports, the company is in talks with international defence companies for a strategic partnership to set up a defence manufacturing hub in India. It has been pitching its main asset — the country's largest private port with it’s sea and land links and the SEZ at Mundra in Gujarat. 
 
Sweden’s Saab is among the few companies being approached for these partnerships. The Swedish giant is already eyeing to set up production facilities in India. It wants major projects like the Rs 60,000-crore P-75I submarine contract and has proposed to manufacture the light Gripen fighter jet in India. 
 
Sources say Adani may also consider defence firms like Italy's Finmeccanica and US based Textron. The later owns BAE, which is being reviewed for a $700 million contract to supply howitzer guns to India. 
 
The Adani Group is the first among large Indian conglomerates to want to invest in defence and aerospace. Just last month the group has applied to the department of industrial policy &amp; promotion for a licence to manufacture helicopters under a new name — Adani Defence Systems &amp; Technologies Ltd. The sector has immense potential given that the country is one of the world's largest spenders in this area.

(Eds: Updating with PM's speech) Lucknow, Feb 5 () India is eyeing defence export of USD 5 billion in the next five years, Prime Minister Narendra Modi said on Wednesday, highlighting the measures taken by his government to boost manufacturing and woo investors to set up a base in the country.Inaugurating the 11th edition of DefExpo here, Modi said a country of the size of India cannot entirely depend on imports and added the number of defence licenses issued in the last five years has risen to 460 from 210 in 2014, the year he first came to power.India is building several defence equipment like artillery guns, aircraft carriers, submarines, light-combat aircraft, and combat helicopters, he said."Our mantra is Make in India, for India, for world. In 2014 the export of defence equipment from India was about Rs 2,000 crore. In the last 2 years it has gone up to Rs 17,000 crore. In the next five years our target is export of USD 5 billion, which is about Rs 35,000 crore," the prime minister said.India is not only a major market globally but a vast opportunity for the world as well, he said, asserting that Uttar Pradesh is going to be one of the biggest defence manufacturing hubs in India.Lack of proper policy initiative in last several decades made India the biggest importer of defence platforms, he added.Modi cited misuse of technology, terrorism and cyber threat as challenges facing the world and said defence forces are eyeing new technology considering new threats. India is not behind others, he added.He said a roadmap had been finalised to use application of artificial intelligence in defence sector.The prime minister said the creation of the post of Chief of Defence Staff and the Department of Military Affairs will boost the overall defence production."We are going to enhance our presence in the outer space in coming years," he said, adding that the DRDO is putting up effective protection for India's assets in outer space created by ISRO."Our defence preparedness is not aimed at any country as India is a reliable contributor to world peace. Bengaluru, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> plans to spend 130 billion dollars on military modernisation in the next 7-8 years to strengthen its security apparatus, <keyword id="7706628" type="UNKNOWN" weightage="20" keywordseo="defence-minister-rajnath-singh">Defence Minister Rajnath Singh</keyword> said on Wednesday. Speaking at the 'Aero India' show here, the Minister said: "We have taken many steps to strengthen our security apparatus recently. Domestic manufacturing of bigger and complex <keyword id="32723" type="COMPANY" weightage="20" keywordseo="Defence">defence</keyword> platforms has now become the focus of our policy under the <keyword id="9215149" type="LOCATION" weightage="20" keywordseo="atmanirbhar">Atmanirbhar</keyword> <keyword id="2592711" type="PERSON" weightage="20" keywordseo="Bharat-abhiyan">Bharat Abhiyan</keyword>. We plan to spend 130 billion dollars on military modernisation." To achieve the twin goals of self-reliance and exports, he said, a target has been set to achieve a turnover of Rs 1,75,000 crore, including exports worth Rs 35,000 crore in aerospace and defence goods and services by 2024. He pointed out that India holds the potential to become a reliable supplier of defence equipment to many friendly nations. "We have a strong and diversified Micro, Small, Medium Enterprises sector, having more than 5,000 active units," the Minister said. Talking about 'Aero India', he said that India today offers a <keyword id="9602850" type="UNKNOWN" weightage="20" keywordseo="unique-opportunity">unique opportunity</keyword> in defence and aerospace manufacturing. "This opportunity comes as a 'sangam' or confluence of rising demand, greater innovation, conducive policies and maturing ecosystem in defence and aerospace manufacturing sector," he said. The Minister said that in aviation sector, the air show and aviation exhibition is one of the brightest galaxies which offers a wide variety of options, solutions, partnerships and, most importantly, opportunities. Singh expressed gratitude to the Defence Ministers of Maldives, Ukraine, Republic of Equatorial Guinea, Iran, Comoros and Madagascar, who were present on the occasion, and others who joined in virtually. About 540 exhibitors, including 80 foreign companies, defence ministers and delegates, services chiefs and officials from more than 55 nations are participating in the event. "It reflects the growing optimism of the global community," he said. In order to maximise the reach and participation, the event was planned in a hybrid format with a concurrent virtual exhibition that will integrate seminars, B2B interactions and others. He said that 2020 was a challenging year for the entire world and saw adverse impact on the lives and livelihood of the people as well as industrial growth and economy of many countries. The Minister said that despite the constraints caused by the global coronavirus pandemic, large participation was witnessed in this year's air show. Singh also pointed that the existing supply chains, developed by aerospace and engineering firms, an investor-friendly government, with simplified procedures and fast-track business approvals through single-window mechanism combine to make Karnataka a very attractive destination for the industry.  The 23 projects that the <keyword id="43909" type="ORGANIZATION" weightage="20" keywordseo="Defence-ministry">defence ministry</keyword> is taking up under the ‘<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>’ initiative has 13 for Army, six for Navy and four in <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword>’s fold.<o:p></o:p>

	This is for the first time such a transparent modus operandi has been followed by the ministry of defence.<o:p></o:p>

	The 23 projects will allow participation of all categories of companies including MSMEs – participation of a sector that the government wants to encourage under Make in India. A host of projects, however, are for the big and medium players, sources in the ministry said.<o:p></o:p>

	While the order for these 23 projects may not be very big and is estimated to be in the range of around Rs 2500-3000 crore in totality, the same is being viewed as an important step by the Indian government and is also the first of the lot after the announcement of the new Defence Procurement Policy (DPP) 2016.<o:p></o:p>

	Moreover, some of these projects were earlier not open for private participation and were either manufactured by defence PSUs, ordinance factories or the demand was alternatively being met from imports.<o:p></o:p>

	“Under the ‘Make in India’ initiative of the government, a list of potential ‘Make’ projects has been identified by the Service Head Quarters (SHQs) in consultation with the other stakeholders in the ministry. These projects are being contemplated to be undertaken as per category Make-I or Make-II of new revised Chapter-III on Make Procedure of Defence Procurement Procedure-2016,” a brief from the defence ministry stated.<o:p></o:p>
