 Sri Lanka has leased a Chinese-built port located near the world’s busiest east-west shipping route to a Chinese firm in 2017 for 99 years in a bid to recover from the heavy burden of repaying a Chinese loan to build the facility. Hambantota port is part of Beijing’s Belt and Road Initiative that stretches from Chinese waters to the Persian Gulf. In response to the move, India’s Ministry of Petroleum and Natural Gas issued <a href="http://pib.nic.in/newsite/pmreleases.aspx?mincode=20">a statement </a>of reassurance amid fears of a supply disruption and that domestic fuel prices would skyrocket. “The Government of India has put in place a robust plan to ensure that there is adequate supply of crude oil to Indian oil refineries from May 2019 onwards. There will be additional supplies from other major oil producing countries from different parts of the world” the statement read. What exactly does this robust plan by the world’s third-largest oil importer entail? They could do this by lobbying the Organization of Petroleum Exporting Countries (OPEC) to reduce mark-ups on oil exported to Asia. A bargaining bloc is the need of the hour. Prices for Brent crude oil <a href="https://oilprice.com/oil-price-charts">rallied past $75</a> for the first time in 2019 earlier this week amid <a href="https://in.reuters.com/article/global-oil/oil-dips-on-hope-opec-will-raise-output-but-market-remains-tense-idINKCN1S202V">a disruption in the supply of Russian oil </a>as well as production cuts by OPEC countries. To offset the reduction in global oil supplies due to sanctions on Iran, the US is pressuring Saudi Arabia to lift curbs but it is yet to be seen whether that will come to pass. Higher oil prices means a higher import bill for both India and China, a higher fiscal deficit and a hit to their currencies. India’s 'robust plan' to maintain oil imports might include a buyers collective with another large oil importer

Chinese Home (Public Security) Minister Guo Shengkun is coming to India for Confidence Building Measure and will meet his Indian counterpart <a href="http://www.businessinsider.in/searchresult.cms?query=rajnath+singh&amp;sortorder=effectivedate">Rajnath Singh</a>. 
 
Both the sides will explore counter-terror cooperation against the growth and spread of <a href="http://www.businessinsider.in/searchresult.cms?query=islamic+state&amp;sortorder=effectivedate">Islamic State</a>. 
 
The Chinese minister’s visit is viewed as an effort to soothe India’s wounds after China blocked its entry into the coveted Nuclear Supplier's Group. 
 Meanwhile, India and China will discuss global terror including the region in the backdrop of penetration of <keyword id="304620" type="ORGANIZATION" weightage="20" keywordseo="Islamic-State">Islamic State</keyword> in restive Xinjiang province of China, people familiar with the developments told ET. 
 
However, ET reported Singh will indulge in some plain speaking and urge Guo for ale Beijing's policy of opposing Delhi's move for a UN ban on Maulana Masood Azhar, JeM Chief and Zaki ur Rehman Lakhvi of Lashkar-e-Tayyiba -- both based in Pakistan, an all weather ally of Beijing. 
 
Earlier this year China once again vetoed India's move in the <a href="http://www.businessinsider.in/searchresult.cms?query=UN+Security+Council&amp;sortorder=effectivedate">UN Security Council</a> to ban Azhar. China was the only country that opposed notwithstanding support from rest 14 members of the council. 
 
They are also going to launch India-China "High Level Mechanism" for cooperation on internal security, according to government sources. 
Singh and Guo could also discuss issues like poverty, unemployment and underdevelopment that also fuel terror and share perspectives on de-radicalization measures.

Chinese minister to visit India for Confidence Building Measure, soothe NSG wounds

India has applied for entry into the elite <keyword id="106964" type="COMPANY" weightage="100" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword>, and has also got the support of Swiss President Johann Schneider-Ammann, who has announced that his country will extend support to New Delhi's membership in the 48-member group after holding comprehensive talks with PM Narendra Modi. 
 
To make chances of entry into the esteemed club smoother, Modi government has also restored an organisation which would be the nodal agency for nuclear cooperation with smaller countries. However, even after all these efforts, nuclear experts think that China will not let India enter the club easily. 
 
Leading American think tanks, like Stimson Center, United States Institute of Peace and School of Advanced International Studies have opined that India's NSG application, which is due for review on June 9 at the NSG meeting, will be facing a lot of objections from China, who wants to crush India’s dreams of becoming an NSG member. 
 
China feels that if the NSG countries make an exception for India to enter the club, Pakistan should not be left behind, even though Islamabad was caught selling nuclear weapons secrets to Libya, because of which it had to face global embarrassment. 
 
"Pakistan and China have played their cards really well this time around. Pakistan has an application for NSG membership and China can, therefore, argue what's good for the goose is good for the gander," said Micheal Krepon, a nuclear proliferation expert and co-founder of the Stimson Center. 
 
Experts expect China to stress on Pakistan being given the same exceptions as India, the reason being dependency of Pakistan’s nuclear program on Chinese supplies. 
 
Beijing has been continuously assisting Pakistan for its civil and military nuclear programme, thereby violating the obligations and commitments that it had made as an NSG member. 
 
"It would be very surprising if China lets India in without an equal concession for Pakistan," said Colin Cookman, program officer at the United States Institute of Peace. 
 
If India enters the club, it would also shake China's position in the strategic battle which is being fought in Asia. However, it would cover it up saying that their opposition is just out of a sense of international equality. 
 However, China is not the only country which could be putting roadblocks in India’s journey to NSG. Several <keyword id="3362769" type="UNKNOWN" weightage="100" keywordseo="NSG-Members">NSG members</keyword> would shy away from supporting India because of its refusal to sign the CTBT and the Fissile Material Cut-Off Treaty, and the fact that the promise of nuclear reactor construction contracts with India never materialised. 
 
The club works on a consensus basis, which needs every country to at least not object to a new membership, if not support it.

Pakistan’s ‘friend’ China won’t let India enter Nuclear Suppliers Group alone, say experts

In what came as a breakthrough decision by China and India today, the two countries have agreed on expanding cooperation to combat terrorism at the UN and other international fora. 
 The decision comes a day after President <keyword id="6359124" type="PERSON" weightage="100" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> raised the issue of Beijing blocking New Delhi's move to get Pakistan-based JeM chief <keyword id="6459729" type="PERSON" weightage="20" keywordseo="Masood-Azhar">Masood Azhar</keyword> blacklisted by the UN. 

	Describing Mukherjee's four-day state visit as "very successful and fruitful", Foreign Ministry spokesperson Hua Chunying said, the two sides have "agreed to carry forward our fine traditions, deepen practical cooperation and elevate bilateral relations." 
 

	"The two sides will expand bilateral cooperation in counter-terrorism. Terrorism is our common enemy. We will continue to enhance our counter-terrorism efforts under the UN, the BRICS and other frameworks to jointly maintain regional peace and stability," Hua said when asked about the outcome of Mukherjee's visit and whether China supports India's move in the UN to ban JeM chief Azhar. 
 During his meeting with Chinese President <keyword id="191809" type="PERSON" weightage="20" keywordseo="Xi-Jinping">Xi Jinping</keyword> yesterday, Mukherjee sought China's cooperation in international fora like the UN in the fight against terrorism stating that there was "no good or bad terrorists". 

	"As for specific outcomes, the two sides agreed to maintain high-level exchanges to better top level design and put in place improved mechanisms," Hua said. 
 

	Hua also said both sides will "properly manage and control our disputes, so that these disputes will not stand in the way of our practical cooperation". 
 

	"We will continue to make full use of the special representatives meeting on border question to maintain border peace and tranquility," she said. 
 

	India and China held 19th round of Special Representatives talks last month to resolve the disputes over 3488-km long Line of Actual Control (LAC). 
 

	China claims Arunachal Pradesh as Southern Tibet and India asserts that the dispute covered Aksai Chin area which was occupied by China during 1962 war. 
 

	Hua said China and India will support each other on regional and international occasions by joining their voices together on the international stage. 
 

	She spoke of more "balanced" bilateral trade as India has expressed serious concerns over $48 billion deficit in about $70 billion annual trade in China's favour. 
 

	India is seeking big ticket investments from China in India to generate more trade to offset the trade deficit. 
 

	"In practical cooperation we will enhance our cooperation in industrial zones, construction and build more sister cities . The two sides will also enhance cooperation in investment, tourism and more. We will try to move forward our two way trade in more balanced way through cooperation," she said. 
 

	Earlier, state-run Xinhua news agency quoted Xi as saying in his meeting with Mukherjee that "the two sides should appropriately address our differences" and consolidate political trust by maintaining strategic communications between the top leaders.

President Pranab Mukherjee gets China to agree on expanding counter-terror cooperation with India

The recent attack on the Pathankot air base has brought the terror group <keyword id="205704" type="ORGANIZATION" weightage="100" keywordseo="Jaish-e-Mohammad">Jaish-e-Mohammad</keyword> (<keyword id="6399588" type="COMPANY" weightage="100" keywordseo="Jem">JeM</keyword>) back in limelight, which is led by <keyword id="164868" type="PERSON" weightage="100" keywordseo="Maulana-Masood-Azhar">Maulana Masood Azhar</keyword> and has also been accused of the 2001 Parliament attacks. 
 
Owing to its terrorist activities, United Nations had in the past attempted to ban the JeM, but couldn’t do so because of China's stubbornness on the matter at the request of Pakistan. 
 
JeM has been announced a terrorist organisation in several countries like Australia, Canada, India, the UAE, the UK and the US. 
 In 2009, India had requested the <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> to ban Azhar but China, which happens to be one of the five permanent members of the group with Veto Powers, didn’t allow the ban. This was perhaps at the request of Pakistan, from where the organisation operates. 
This happened despite the then UPA government providing all the detailed information, about Azhar's involvement in terror activities in India, to China. 
 
However, China argued that the information wasn’t sufficient enough to establish Azhar's involvement in terrorism, as per ET. 
 In 2010, India's request to name Azhar, and <keyword id="218693" type="PERSON" weightage="100" keywordseo="Abdur-Rehman-Makki">Abdur Rehman Makki</keyword> and <keyword id="234365" type="PERSON" weightage="100" keywordseo="Azam-Cheema">Azam Cheema</keyword> of Lashkar on the 1267 sanctions list of the UN was also put on "technical hold" by China. 
 This is not the only case when China didn’t support India in its fight against terrorism. Last year, China had blocked India’s effort to question Pakistan at the <keyword id="45167" type="ORGANIZATION" weightage="100" keywordseo="UNSC">UNSC</keyword> (as per resolution 1267). The questioning was to be done over the release of <keyword id="147423" type="UNKNOWN" weightage="100" keywordseo="Zaki-ur-Rehman-Lakhvi">Zaki-ur-Rehman Lakhvi</keyword>, the <keyword id="41305" type="ORGANIZATION" weightage="100" keywordseo="LeT">LeT</keyword> commander and the brain behind 26/11 Mumbai terror attacks. The same “insufficient information" alibi was used in this matter as well. 
 Also, Beijing has thrice blocked India's bids to get <keyword id="44125" type="ORGANIZATION" weightage="100" keywordseo="Jamaat-ud-Dawa">Jamaat-ud-Dawa</keyword> added to the UNSC terror list, which was finally done in December 2008. Not only this, China also stalled India's effort to get <keyword id="50913" type="ORGANIZATION" weightage="100" keywordseo="Hizbul-Mujahideen">Hizbul Mujahideen</keyword>'s <keyword id="105621" type="PERSON" weightage="100" keywordseo="Syed-Salahuddin">Syed Salahuddin</keyword> added to the 1267 sanctions list early last year.

This is particularly significant for China because India may now be less inclined to confront Beijing as part of Quad," Zhu told <a target="_blank" class="" href="https://www.voanews.com/a/india-china-deal-raises-questions-about-us-indo-pacific-strategy-/7838623.html">Voice of America. </a>"In this sense, the effectiveness of Quad would be diluted with a less enthusiastic India."<h2 id="baf534cf-4366-41b8-b9ef-d526ffe91fda">Competition between Asia's rival powers intensifies</h2>Tensions have been building between China and India for years.As the two biggest economies in Asia, the countries have long jostled for regional power, with the dispute over the Himalayan border a flashpoint that led to clashes in 2020, 2021, and 2022.Amid the stand-off, Chinese vessels have reportedly surveilled the Indian Ocean in <a target="_blank" class="" href="https://www.reuters.com/world/india/another-chinese-research-vessel-spotted-off-india-fuelling-unease-2024-03-11/">what experts told Reuters</a> was a likely intelligence-gathering operation, while India has strengthened its security ties with China's chief global rival, the US.In 2017 India played a key role in restarting the Quad, an alliance designed as a bulwark against growing Chinese influence and aggression in the Asia-Pacific region.But India has long sought to balance its relationship with rival superpowers the US and China, and does not at this point want to tie itself too closely to either side, say analysts.In addition to being a member of the Quad Alliance, it is a founding member of the BRICS, an <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-asia-countries-flaunt-russia-putin-diplomacy-relationship-brics-2024-9">association of non-Western economies </a>that China has sought to transform into an alternative global economic power base to the US.<div type="image" title="India-China border" height="683" width="1024" msid="114594056" hostid="261" sizebytes="158650"></div>"This explains why it remains part of multilateral groupings with contradictory goals," said Praveen Donthi, a South Asia analyst with the Eurasia Group in Washington, DC, pointing to both its membership of the US-aligned Quad and China-dominated BRIC group.The truce comes with China on the back foot diplomatically, said Panda, pointing to its damaged relations with Europe and the US after its support f<a target="_blank" class="" href="https://www.businessinsider.com/russia-and-china-anti-us-coalition-is-growing-more-threatening-2024-9">or Russia's invasion of Ukraine.</a>"One could draw a conclusion at this point that probably the Chinese are more interested to rebuild the ties with India than the other way round," said Panda.He said there's also the possibility that Xi has reached an agreement with Modi behind the scenes for India to remain silent if China acts on its longstanding ambition to seize back control of Taiwan.Such a move would likely draw in the US and its other regional allies, who have pledged to help defend<a target="_blank" class="" href="https://www.businessinsider.com/china-taiwan-drone-swarms-uav-us-playing-catch-up-production-2024-10"> Taiwan's independence.</a>"I think China's bigger ambition and target is the Taiwan issue, and therefore they would not really like to continue the kind of tensions they were engaged in with India for the last three to four years," he said."Therefore, they would like to rebuild, and they would like to ensure that India does not react to the Taiwan issue so sensitively."In any case, its a setback in US attempts to include India in a deeper security alliance, he said."For a long time, the US has tried to develop security and defense ties with India," said Panda.For the time being, a truce suits both Russian and Chinese interests, Rahul Bhatia, an analyst at the Eurasia Group, said. But, he added, tensions remain.He said that though both parties have opened discussions about the border dispute, the underlying problem remains unresolved, and future flare-ups are likely.Donthi said the progress between the leaders could also be derailed if tensions between the US and China increase."This comes as a relief after four years of eyeball-to-eyeball troop deployment in the Himalayas. However, it's only the beginning," he said.

Xi undercut the West by negotiating a truce in China's long feud with India

<ul class="summary-list"><li>India's Prime Minister Narendra Modi had his power pegged back in elections this week. </li><li>It was also the 35th anniversary of the Tiananmen Square massacre in China. </li></ul><a target="_blank" href="https://www.businessinsider.com/narendra-modi-won-already-seeing-cost-him-allies-cabinet-funding-2024-6">Narendra Modi's strongman ambitions</a> suffered a setback this week.His Bharatiya Janata Party (BJP) party fell<a target="_blank" href="https://www.businessinsider.com/narendra-modi-win-bjp-india-election-explained-2024-6"> short of the landslide victory </a>many had predicted in the Indian elections.As Modi becomes India's prime minister for a third time, his party will have to enter into a power-sharing agreement with alliance partners.It's a chastening lesson from the Indian electorate for Modi, who, while boosting India's global standing, has been accused of stoking division and weakening India's democracy.On the same day as the Indian election results, <a target="_blank" href="https://www.state.gov/on-the-35th-anniversary-of-tiananmen-square/">the world marked the 35th anniversary </a>of the June 4, 1989 Tiananmen Square massacre, which saw a brutal crackdown on pro-democracy protesters in Beijing.In the decades since, China has slid back into Maoist-style authoritarianism.The events this week highlighted how the competition between India and China is about more than raw power. It's also a competition between two very different political ideologies.<h2 id="6acd91a8-36b3-408f-85c1-259d5944f4e0">India is a flawed but thriving democracy</h2>India is the world's largest democracy. Its first elections were held in 1951-52 after it gained independence from Britain. Free elections have been held in nearly every election cycle since, with a coup in 1975 briefly threatening India's democratic status.It is a rare bright spot in a world where democracy seems to be in retreat. Even in the US, the global champion of democracy, former president Donald Trump is accused of launching an attempt to cling to power illegally after losing the 2020 election.<div type="image" title="Indian voters" height="683" width="1024" msid="110819479" hostid="261" sizebytes="88454"></div>"India isn't a perfect democracy but it is still a role model for developing nations, large or small. And given trends in some Western democracies, I would have to say that there are several things they, too, should be learning from India," said Jabin T. Jacob, an expert on India-China relations at Shiv Nadar University, India.India's democracy, though, faces a stern test under Modi, say critics. Global democracy watchdog <a target="_blank" href="https://www.bbc.co.uk/news/world-asia-india-56393944">Freedom House in 2021</a> downgraded India's democratic status, saying Modi's Hindu nationalist movement had menaced journalists, attacked Muslims, and corroded civil liberties.Jacob said this week's results showed India's democracy remained resilient despite the pressures, while dealing a blow to a leader seen to have overstepped his authority."We have just seen an election in which the Indian electorate decided that their interests are best served by power shared more evenly among a set of political formations that represent diverse interests and aspirations. That is the essence of democracy," he said."The Indian electorate is a very mature one, and it has always intervened in a timely fashion against authoritarian tendencies in its rulers."It's unclear whether Modi will now double down on the nationalism he's championed or seek a more moderate path based on economic reform.<h2 id="c1fe728e-200a-4edb-8d77-94ea6111c952">China's rise comes at a high cost</h2>There are those in India, though, <a target="_blank" href="https://www.ft.com/content/daa87f88-ae0e-11e3-974d-00144feab7de">who have been astonished</a> at the speed and efficiency of China's rise to economic superpower status.China has become the world's second-largest economy, and the lives of millions of ordinary Chinese people have been transformed. Though India has made huge economic progress under Modi, it still lags behind.<div type="image" title="China high speed rail" height="644" width="1024" msid="110819477" hostid="261" sizebytes="117068"></div>"Perhaps the greatest challenge democracy faces in India is that is has failed to deliver the kind of sustained economic development enjoyed by neighbors like China over the last four decades. It has also failed to eliminate extreme poverty," wrote Chatham House <a target="_blank" href="https://www.chathamhouse.org/2022/04/democracy-india">analyst Gareth Price in 2022.</a>But with prosperity in China, has come reduced freedom.Since Tiananmen Square 35 years ago, China's Communist Party has rolled back many of the freedoms its citizens once had.Its current leader, Xi Jinping, has imposed a draconian surveillance state and is considered <a target="_blank" href="https://www.businessinsider.com/china-xi-jinping-ai-wreak-havoc-america-world-economy-2024-6">China's most authoritarian ruler</a> since Mao Tse Tung.Dominic Chiu, an analyst with the Eurasia Group, told Business Insider that China's system had given it an economic advantage — but at a cost."China's one-party rule in the reform era enabled consistent long-term policymaking and economic planning," he said. "This benefited China's economy immensely when the leadership decided to liberalize markets, privatize industries, and open the country up to foreign investment." But, he said, China's repressive one-party system was also deterring investors. And with China's <a target="_blank" href="https://www.businessinsider.com/china-falls-out-of-love-with-natural-diamonds-industry-struggles-2024-6">economy experiencing a steep </a>downturn, this poses a serious problem for its future growth.<h2 id="ebafe111-fa5e-49b8-95d3-f92a674d0da2">China and India vie for dominance</h2>Having achieved economic superpower status, China is now seeking to assert its power more aggressively both regionally and internationally.Tensions with India are increasing. In 2020, clashes along the countries' Himalayan border resulted in the death of 20 Indian soldiers and four Chinese.<div type="image" title="India-China border" height="683" width="1024" msid="110819475" hostid="261" sizebytes="158650"></div><a target="_blank" href="https://uk.news.yahoo.com/modi-mission-assert-indias-global-123002908.html">Analysts told BI</a> that building stronger alliances to counter Chinese aggression will be one of the core aims of Modi's third term.And its commitment to democracy hands it an important advantage, said Jacob."India's democratic status is critical for its international standing. It is an opportunity to develop a model of economic and political development that is both equitable and democratic and thus distinct from the aggressive capitalism of the US or the authoritarianism of the PRC," he said.In 2021, India entered<a target="_blank" href="https://uk.news.yahoo.com/modi-went-straight-reelection-needling-103142130.html"> into the "Quad" partnership </a>with democracies the US, Japan, and Australia, to counter what is perceived as growing Chinese aggression in the Pacific and Indian Ocean.It's a political alliance that would've been more difficult to broker if India was ruled by an authoritarian government,<a target="_blank" href="https://www.brookings.edu/articles/democracy-and-the-us-india-relationship/"> say observers.</a><h2 id="b9b7d5ac-0c25-43f4-adf2-9128d9242020">Competing nationalist visions</h2>Some analysts, though, say that the competition between India and China is not, at its core, about competing political systems but about competing nationalist visions.According to this interpretation, both Xi and Modi are committed to restoring what they see as their nation's rightful place at the top of the global order.But in his quest to strengthen India, critics are warning Modi not to undermine the commitment to democracy and pluralism they believe is at the heart of its post-independence success.Jacob said those in India jealous of China's economic might should look more closely at the reality."Indians who argue against democracy using the China comparison clearly don't understand anything about the reality of China and the Chinese people," he said.

India and <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword> have agreed on a five-point plan for resolving the prolonged border face-off in eastern Ladakh that included abiding by all existing agreements and protocol on management of the frontier, maintaining peace and tranquility and avoiding any action that could escalate matters. The two countries agreed to the plan during talks between <keyword id="5263" type="POSITION" weightage="20" keywordseo="External-Affairs-Minister">External Affairs Minister</keyword> S <keyword id="236448" type="PERSON" weightage="20" keywordseo="Jaishankar">Jaishankar</keyword> and his Chinese counterpart Wang Yi in Moscow on Thursday evening on the sidelines of a Shanghai Cooperation Organisation (SCO) meet. The Indian Army and the Chinese People's Liberation Army(PLA) have been locked in a tense standoff in multiple areas along the Line of Actual Control(LAC) in eastern Ladakh since early May. The Ministry of External Affairs(MEA) issued a joint press statement early on Friday featuring five points which were agreed by both the sides at the "frank and constructive" discussions by the two ministers. "The two foreign ministers agreed that the current situation in the border areas is not in the interest of either side. They agreed, therefore, that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions," it said. The joint statement said Jaishankar and Wang agreed that both sides should take guidance from the series of consensus reached between leaders of the two countries on developing India-China relations, including not allowing differences to become disputes. This assessment was a clear reference to decisions taken by Prime Minister Narendra Modi and Chinese President Xi Jinping at their two informal summits in 2018 and 2019. "The two ministers agreed that both sides shall abide by all the existing agreements and protocol on China-India boundary affairs, maintain peace and tranquility in the border areas and avoid any action that could escalate matters," the joint statement said. At the talks, Jaishankar and Wang agreed that as the situation eases on the border, the two sides should expedite work to conclude new confidence building measures to maintain and enhance peace and tranquility in the border areas. The joint statement said the two sides also agreed to continue to have dialogue and communication through the Special Representative(SR) mechanism on the India-China boundary question. "They also agreed in this context that the Working Mechanism for Consultation and Coordination on India-China border affairs (WMCC) should also continue at its meetings," it added.

China agreed to a UN Security Council push to blacklist Pakistan-based terrorist <keyword id="6459729" type="PERSON" weightage="20" keywordseo="masood-azhar">Masood Azhar</keyword>, head of Pakistan-based group Jaish-e-Mohammad, in a breakthrough for India-China relations. Beijing's decision, ending a decade of opposition, came after India stepped up diplomatic efforts to convince the Chinese government that Azhar should be labelled a terrorist following a deadly terror attack in the disputed territory of Kashmir in February. Following China's approval, the UN will issue a travel ban and arms embargo against Azhar. The move will also freeze his finances and assets. Jaish-e-Mohammad, also known as JeM, claimed responsibility for a suicide attack in Kashmir's Pulwama district which killed 40 Indian troops. Indian Prime Minister Narendra Modi and Chinese President Xi Jinping "have developed a chemistry of trust with each other" since their meeting in Wuhan a year ago, said Madhav Nalapat, a professor of geopolitics at India's Manipal University. Beijing's approval of the UN sanctions "would be a win not for India or China but for the global war on terror", Nalapat said soon before Beijing's decision was announced. "Terrorists have neither a religion or a nationality, and should be opposed by all countries unitedly and in co-ordination." China, a permanent member of the Security Council, blocked the assembly's move to sanction Azhar in 2016 and 2017. India first proposed the sanctions in 2009. The US, France and Britain put forward the proposal again in March. China vetoed that motion, but placed a "technical hold" on the decision, citing the need for more time for a "comprehensive and thorough assessment". India's foreign secretary, Vijay Keshav Gokhale, visited China last week, where he shared evidence of terrorist activities of JeM and Azhar, and raised the issue of banning the group at the UN with China's foreign minister, Wang Yi. "My information is that President Xi Jinping (who has had multiple conversations with Prime Minister Modi) decided that relations with India were too important to be held hostage any longer to the pro-Pakistan lobby, and intervened to ensure that the block on the designation of Azhar as a global terrorist was removed," Nalapat said. <a href="https://www.scmp.com/news/asia/south-asia/article/3001682/india-disappointed-after-china-again-delays-bid-add-masood">China delays bid to add head of JeM militant group to UN blacklist</a> "Opposition parties in India have mocked Modi for the Wuhan summit with Xi, but this move is among the fruits of Wuhan," he added. Pakistan's Prime Minister, Imran Khan, concluded a state visit to China on Sunday for the Belt and Road Forum and bilateral meetings with Chinese leaders. Xi told Khan at a meeting that he hoped Pakistan and India could "meet each other halfway" and improve their relations. Tensions flared after the Pulwama attacks, and China urged its two neighbours to exercise restraint.
