Trump’s impeachment leaves a lot of unresolved issues on the table for India

Raising the priority of economic ties with India to the very top of the US-India bilateral agenda should be the focus of US-India relationship, States a US think tank while suggesting a joint venture model for the same.
 “A rising India offers one of the most substantial opportunities to advance American national interests over the next two decades," asserts a new Independent Task Force report sponsored by the <keyword id="118591" type="ORGANIZATION" weightage="100" keywordseo="Council-on-Foreign-Relations">Council on Foreign Relations</keyword> (CFR). Rebounding from a recent economic growth slump, India has surpassed China this year to become the world's fastest-growing major economy, noted the report titled 'Working With a Rising India: A Joint Venture for the New Century." 

	"If India can maintain its current growth rate, let alone attain sustained double digits, it has the potential over the next two to three decades to follow China on the path to becoming another $10 trillion economy," it said.
 With Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s prioritisation of economic growth and foreign policy revitalisation, India now has a window of opportunity to either make the necessary reforms or risk being left behind, the task force said. 

	Because India does not seek an alliance with the United States and closely guards its policy independence, US-India relations will not resemble those Washington has with its conventional allies, it said. For that reason, the task force recommended that "US policymakers [should] explicitly emphasise a 'joint-venture' model for US-India relations, focused on a slate of shared pursuits on which interests converge - and with clear mechanisms for coordinating and managing the known and expected disagreements." 
 

	Recommending "raising the priority of economic ties with India to the very top of the US-India bilateral agenda," the task force calls for transforming economic relations in the way defence and strategic cooperation was recast over the past decade. 
 

	The task force made up of 16 prominent experts from government, academic, non-profit, and other sectors identified four specific areas for joint ventures: the cyber domain, global health, climate change and clean energy, and democracy. 
 

	It also suggested that to reduce the chances of conflict that could delay or hinder India's global rise, the US "should encourage India to improve its relationship with Pakistan-as an investment in its own rise-particularly, at least to start, through greater trade connectivity." 
 

	Noting that the drawback of US and other external forces in Afghanistan is fueling India's concerns about regional instability, the task force recommended that the US extend its commitment to Afghanistan. 
 This it said should be even beyond President <keyword id="15962" type="PERSON" weightage="100" keywordseo="Barack-Obama">Barack Obama</keyword>'s decision to slow the withdrawal of US troops from Afghanistan and retain a force of some 5,000 US troops in the country into 2017."

Joint venture model would work best for Indo-US relations, suggests US think tank

Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> said there will be no dramatic change in bilateral relations with the US and President-elect <keyword id="6354484" type="PERSON" weightage="100" keywordseo="Donald-Trump">Donald Trump</keyword> will be inclined towards India. 
 
Modi said he has good relations with Trump and is looking forward to work with him. 
 
In his informal assessment after Trump’s win, Modi, who met political leaders at a dinner hosted by Lok Sabha Speaker Sumitra Mahajan, said there was no reason to apprehend any dramatic change in bilateral relations. 
 
As far as India is concerned with relations with the Republicans, Modi said some Democratic administrations had been more inward looking though recent governments have been more even in their approach to India.

The Indo-US relations will become an important part of President-elect <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>'s diplomacy to "suppress" <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword>, but it will have limited impact on Beijing due New Delhi's resistance to a quasi-alliance" with Washington to retain an independent foreign policy, the Chinese state media said today. 
 
The opinion piece titled 'Trump may be cool to alliance with Delhi' said, "With the purpose of stabilising the external situation and straightening out problems at home, the Trump administration will seek an improving relationship with India," an article in the state-run Global Times said today. 
 
The commentary however said that India will not be able to assist the US much due to its own domestic problems, and US's enthusiasm thus to build a quasi-alliance will decrease. 
 
It further said that India "as a global power sticking to non-alignment diplomacy" will not set a goal of "allying with the US in suppressing China as the US hopes". 
 
"Therefore, there are unbridgeable differences between American intentions for developing a close relationship with India to balance China and India's concept of developing independent diplomacy toward the US and China," the article said. 
 When dealing with global challenges such as <keyword id="6361617" type="ORGANIZATION" weightage="20" keywordseo="Climate-Change">climate change</keyword>, nuclear proliferation and <keyword id="6358165" type="COMPANY" weightage="20" keywordseo="terrorism">terrorism</keyword>, the US may require India to make greater contributions to specific fields which only the US is concerned about, it said. 
 
"His will reduce India's trust in the US, and weaken the basis for deepening bilateral cooperation to the level the US looks forward to," it said. 
 Detailing limitations of <keyword id="460349" type="UNKNOWN" weightage="20" keywordseo="US-India-Relations">US-India relations</keyword> under the Trump administration, the article said it will have a "limited impact on China". 
 "The intensive <keyword id="136741" type="COMPANY" weightage="20" keywordseo="US-India">US-India</keyword> security cooperation during the Obama administration will be changed due to Trump's adjustment in diplomacy, easing off the pressure on China," it said. 
 
Chinese official media began attacking Trump after his tweets yesterday questioning for the first time after his election, China's currency devaluation and the Beijing's claims on South China Sea.

The US on Friday criticised the Chinese Army for "escalating" the border tension with India and described the ruling Chinese Communist Party as a "rogue actor." Launching a scathing attack on the Chinese government, <keyword id="52233" type="ORGANIZATION" weightage="20" keywordseo="us-secretary-of-state">US Secretary of State</keyword> <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword> said the Chinese Communist Party wants to undo all the progress the free world has made through institutions like NATO and adopt a new set of rules and norms that accommodate Beijing. "The PLA (People's Liberation Army) has escalated border tensions with India, the world's most populous democracy. It's militarising the South China Sea and illegally claiming more territory there, threatening vital sea lanes," Pompeo said, a day after he expressed deep condolences to India on the death of 20 soldiers in violent clashes with Chinese troops at <keyword id="9241086" type="UNKNOWN" weightage="20" keywordseo="Galwan-Valley">Galwan Valley</keyword> in Ladakh early in the week. In his virtual address on "Europe and the China Challenge" during the 2020 Copenhagen Democracy Summit on Friday, the top American diplomat said that for many years, the West, in an era of hope, believed they could change the Chinese Communist Party (CCP) and improve the lives of the Chinese people along the way. "Along the way, the CCP took advantage of our goodwill while assuring us they wanted a cooperative relationship. As (former Chinese politician) Deng Xiaoping said 'Hide your strength, bide your time.' I've talked in other venues about why this happened. It's a complicated story. It's no one's fault," Pompeo said. Over decades, European and American companies have invested in China with great optimism. It outsourced supply chains to places like Shenzhen, opened education institutions for PLA-affiliated students and welcomed Chinese state-backed investment in their countries, he said. But the CPC decreed an end to freedom in Hong Kong, violating an UN-registered treaty and the rights of its citizens. This is one of many international treaties the party has violated, the secretary said. "General Secretary Xi Jinping has greenlighted a brutal campaign of repression against Chinese Muslims, a human rights violation on a scale we haven't seen since World War II. Now, the PLA has escalated border tensions with India," he said. The clash in Galwan Valley is the biggest confrontation between the two militaries after their 1967 clashes in Nathu La when India lost around 80 soldiers while the death toll on the Chinese side was over 300. The Chinese soldiers used stones, nail-studded sticks, iron rods and clubs in carrying out brutal attacks on Indian soldiers after they protested the erection of a surveillance post by China on the Indian side of the Line of Actual Control in Galwan. "The CCP isn't just a rogue actor in its own neighbourhood. It lied about the coronavirus and let it spread to the rest of the world, while pressuring the WHO to assist its cover-up campaign. Hundreds of thousands of people have died, and the global economy has been decimated," Pompeo said. Even now, months into the pandemic, China has not provided access to live virus samples, facilities, or information about patients in December in Wuhan, he said. China is pushing disinformation and malicious cyber campaigns to undermine governments and to drive a wedge between the US and Europe, Pompeo alleged. "It's saddling developing nations with debt and dependency. It's strong-arming nations to do business with Huawei, an arm of the CCP's surveillance state. It's flagrantly attacking European sovereignty by buying up ports and critical infrastructure from Piraeus to Valencia," said the top American diplomat. "We must take off the golden blinders of economic ties and see that the China challenge isn't just at the gates; it's in every capital. Every investment from a Chinese state-owned enterprise should be viewed with suspicion," he said. "Europe faces a China challenge, just as the United States does, and just as our South American, African, Middle Eastern, and Asian friends do. As I said earlier this week to my EU counterparts, I know there's fear in Europe that the United States wants you to choose between us and China," he said. "It's the Chinese Communist Party that's forcing the choice. The party wants you to throw away the progress we in the free world have made, through NATO and other institutions – formal and informal – and adopt a new set of rules and norms that accommodate Beijing," Pompeo said. US Secretary of State tears into 'rogue actor' China for 'escalating' border tension with India

Indian Prime Minister Narendra Modi has got the distinctive honour of being the only leader from a foreign country to get featured in a film on the US President Barack Obama's accomplishments. 
 
The short film, featuring a file photo of Obama meeting Modi, was screened at the Democratic Convention yesterday. 
 
The film was made to highlight Obama’s accomplishments as POTUS over the last eight years, and covered all aspects of his Presidency, be it his efforts to put the US economy back on track or personally supervising the killing of al-Qaeda terrorist Osama Bin Laden. 
 
The video also featured some shots from his personal life, showing him singing Christmas carols and playing with children.

Obama administration’s decision to eight F-16 fighter jets to Pakistan has met with fierce criticism from top US lawmakers, who have expressed concerns that rather than combating terrorism, Pakistan could use these aircrafts against India. They have asked the Obama Administration to review the decision in a new light. 
 
"Many members of Congress, including me, seriously question the judgement and timing of such a sale. Additionally, Indo-Pak tensions remain elevated and some question whether the F-16s could ultimately be used against India or other regional powers, rather than the terrorists as Pakistan as asserted," Congressman Matt Salmon said during a Congressional hearing yesterday. 
 
Salmon, and several other lawmakers, were present during the Congressional hearing on Afghanistan and Pakistan that was convened by the Subcommittee on Asia and Pacific of the House Foreign Affairs Committee. 
 
"We've got to be concerned what military assistance and whether the F-16s constitute the least expensive, most efficient way for the Pakistani air force to go after the terrorists and the least disruptive weapon system to the balance of power between India and Pakistan," Congressman Brad Sherman said. 
 
"We need to offer to Pakistan those weapon systems well- crafted to go after terrorists and not crafted for a war with India," Sherman added. 
 
This has led the US Senate to put a hold on the decision, which would have bought in around USD700 million. 
 
Salmon has also asked for clarifications about the underlying purpose and timing of the intended sale, questioning how it would be in the best interest of the United States.

But one other reason for the caution was the US Presidential elections. Indian stock-market index, Sensex, has shed over 222 points in the past one week, and if we eliminate today’s trading gains, the loss goes above 772 points in a week. The race to the White House is a keenly tracked global event. While it may be challenging to anticipate the outcome this time around, the impact on Indian markets is likely to be positive, according to UBS. They believe that if Biden comes to power by winning both houses of Congress, India will benefit from “potentially more favourable US trade policies.” Why is the US Presidential election important for India? Analysts believe that this time around, there is likely to be some delay around the verdict of US elections. Also, the possibility of it being contested in the Supreme Court will lead to volatility in the markets. “The US election is important for India not only economically but also strategically,” said Binod Modi, head of the strategy, Reliance Securities. Joseph Thomas, head of research at Emkay Wealth Management, said the markets in India might see heightened volatility in the run-up to the elections and immediately after that. “This volatility is the result of a perception that there could be drastic changes in the US policy depending upon who is going to win.” Jyoti Roy, equity strategist, Angel Broking, explained that a favourable outcome of the US elections results would result in a risk-on environment leading to strong foreign portfolio investment flows for India. Whereas, an adverse outcome of the US elections, on the other hand, will result in a global risk-off environment, which will lead to foreign institutional investors pulling out money from India and put pressure on the markets. How Biden’s victory may play out for India equities? The sectors which may continue to benefit as far as India is concerned is technology, pharma and healthcare, insurance and the consumer sector. According to Modi from Reliance Securities, no matter the outcome of US elections, the relations with India would continue to remain good given recent geopolitical developments. However, the democratic party’s win in the election can result in higher fiscal stimulus and favourable immigration policies, which bodes well for emerging market equities, including India. Angel Broking’s Roy also said Biden’s victory would also be extremely positive for the IT sector as the restrictions placed on H1B visas by the Trump administration are likely to be reversed. And, “In such a scenario, we would also recommend HCL Technologies and Persistent systems as our top picks from the IT space in case of a Joe Biden victory.” Whereas Amit Jain, Chief Strategist - Global Asset Class, Ashika Group, said “If Biden wins then you may see the World be back to Pre-Trump era, where you will see much better trade relations within the World Economies. This may benefit all the sectors, as we may see much better harmony and trade relationships within the world economies.” What if Trump wins? Abhimanyu Sofat, head of research at IIFL Securities, believes that Trump’s victory will simply lead to the continuation of the current stalemate in global trade. Hence, nothing major is expected pertaining to any specific sector. However, Angel Broking said, “Trump’s victory will be positive for cyclical sectors like Auto, Banking and small-ticket consumer durables.” In the Auto sector, they prefer two-wheeler stocks with Hero Motocorp and Endurance Technologies as their top picks. Cholamandalam Investments and IDFC First Bank are the top picks in the BFSI space, while Hawkins Cooker is the top pick consumer durable space, Roy added.
