By K J M Varma Beijing, Jun 19 () China on Friday gave a lukewarm response to India's election as a non-permanent member of the UN Security Council, saying as a permanent member, it would like to enhance cooperation with all the newly-elected members of the top organ of the UN. Asked for his response to India's election to the non-permanent seat of the UNSC with an overwhelming majority of 184 votes out of total 192 UN members amidst the current round of India-China military tensions, Chinese Foreign Ministry spokesman Zhao Lijian did not mention India by name. "The UNSC is an important organ to uphold International peace and security following the UN charter," Zhao said. "As a permanent member, China would like to enhance cooperation with all parties of the UNSC including the newly elected non-permanent members to jointly fulfil the responsibility given by the UN charter," he said. While countries like Germany, Norway and Ukraine have congratulated India on its emphatic victory, China has not done so nor did the Chinese foreign ministry spokesman mention India by name. China has been stonewalling India's efforts to become member of the UN's powerful body for years, pointing to the lack of consensus even though the other four permanent members, the US, the UK, France and Russia have expressed backing for New Delhi's membership. China has in the past said there were major differences among UN members over UNSC reforms maintaining that a "package solution" should be found to accommodate the interests and concerns of all parties. India, the endorsed candidate from the Asia-Pacific States grouping, garnered 184 votes out of the total 192 polled in the Security Council elections on Wednesday. Along with India, Norway, Ireland and Mexico will join the Security Council as the non-permanent members for a two-year term beginning January 1, 2021. This is the eighth time that India will sit at the Council's horseshoe-shaped table. China lukewarm to India's emphatic win at UNSC

United Nations, March 11 (IANS): The UN Security Council (UNSC) will hold an emergency meeting on Friday on the request of the Russian government after <keyword id="6356806" type="General" weightage="20" keywordseo="moscow" source="Orion">Moscow</keyword> claimed that the US is funding the development of biological <keyword id="6356319" type="General" weightage="20" keywordseo="weapons" source="Orion">weapons</keyword> in Ukrainian laboratories. The meeting comes after Dmitry Polyansky, <keyword id="6358826" type="General" weightage="80" keywordseo="russia" source="Orion">Russia</keyword>'s deputy ambassador to the UN, requested the world body to convene the emergency meeting to "discuss the military biological activities of the US on the territory of <keyword id="6355101" type="General" weightage="50" keywordseo="ukraine" source="Orion">Ukraine</keyword>". Russia has claimed that "recently found documents" showed components of biological weapons were made in Ukrainian laboratories with funding from the US Department of Defense. In its latest allegation on Thursday, the Russian Defence Ministry said the US was helping Ukraine to develop biological weapons and use virus-carrying birds that migrate through Russia, the BBC reported. The Ministry, however, did not provide any evidence to support the claim. Russia has also said that more than 30 laboratories in Lviv, Kharkiv and Poltava were working with dangerous infectious agents as part of a US-led military biological programme. Meanwhile, the US dismissed the allegations "preposterous", with White House Press Secretary Jen Psaki saying in a tweet on Wednesday that it is the "kind of disinformation operation we've seen repeatedly from the Russians over the years in Ukraine and in other countries, which have been debunked". She said "we should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them. It's a clear pattern". While testifying to the US Senate Intelligence Committee earlier on Thursday, CIA Director William Burns described Russia's accusations as "false flag efforts in the creation of false narratives". In his latest video address on Friday, Ukrainian President Volodymyr Zelensky said that "no chemical or any other weapons of mass destruction were developed" in his country. "I am the President of an adequate country, an adequate nation. And the father of two children. And no chemical or any other weapons of mass destruction were developed on my land. "The whole world knows that. You know that. And if Russia does something like that against us, it will get the most severe sanctions response," he said. UNSC calls for an emergency meeting after US accused of funding bio weapons in Ukraine

India's landslide victory through an unopposed inclusion into the <keyword id="138690" type="ORGANIZATION" weightage="20" keywordseo="United-Nations-Security-Council">United Nations Security Council</keyword> (UNSC) as a non-permanent member has irked the Imran Khan-led government in Pakistan, as angry reactions have started coming out of Islamabad, threatening India of dire consequences in case of any misadventure committed along the <keyword id="44759" type="ORGANIZATION" weightage="20" keywordseo="Line-of-Control">Line of Control</keyword> (LoC) and the Working Boundary (WB). Pakistan's Foreign Minister <keyword id="121648" type="PERSON" weightage="20" keywordseo="Shah-Mahmood-Qureshi">Shah Mahmood Qureshi</keyword> has warned India against any misadventure, threatening of a telling retaliatory response. "Beware, beware, remember February 2019 and be ready for a quick retaliation while casting an evil eye on us," he said during his address to the Upper House (Senate) of Pakistan. Pakistan's anger over India's inclusion into the UNSC is understandable as its ongoing diplomatic campaign to attract support against the Modi government for its decision taken on August 5, 2019, abrogating Articles 370 and 35A, changing the special status of the state of Jammu and Kashmir into two Union Territories, in the United Nations has practically failed to yield results. Tensions at the Line of Control (LoC) have also intensified in the recent days as heavy exchanges of artillery firing have claimed lives of border security forces and civilians on both sides. Pakistan and India both have been lodging strong protests against the ceasefire violations, summoning senior diplomats of respective high commissions to record their protests. Tensions are expected to flare up in the coming days as August 5, 2020 inches closer, marking one year of the lockdown in Jammu and Kashmir, for which Islamabad is gearing up to stage protests, rallies and international conferences. Pakistan warns India 'to be ready for quick retaliation' amid LoC tensions and UNSC membership

"Until now even after 75 years of the founding of the UN, the Security Council does not extricate itself from the stigma of an undemocratic organ devoid of impartiality," Kim said, according to the statement posted on the North Korean foreign ministry's website. North Korea hits back at the UNSC for calling its space programs threatening

Pakistan will drag India to International Court of Justice over the Kashmir issue after a failed attempt at UNSC

By Yoshita Singh United Nations, Apr 11 () In an apparent reference to the US and China, Germany has said "major powers" in the UN Security Council must put aside differences that have so far prevented the adoption of a resolution on the COVID-19 pandemic. Led by Germany, nine of the Security Council's 10 non-permanent members had requested a meeting to discuss the coronavirus crisis last week. The Council met for the first time to discuss the pandemic on April 9. Germany's Foreign Minister Heiko Maas said in a statement on Friday that Council meeting on COVID-19 is "an important step and an encouraging sign. We can only overcome this crisis by acting together and in solidarity. To do this, we need strong United Nations and a strong Security Council." Efforts to discuss the coronavirus situation in the Council were stalled till now mainly due to the stalemate between Washington and Beijing. The Council's two veto-wielding permanent members have been arguing over the origins of the virus and how any possible Council statement or resolution should reflect that. Making an apparent reference to the US and China, Maas said, "The major powers in the Security Council must also put aside the differences that have so far prevented the adoption of a resolution." He underscored that the Security Council must also fulfil its responsibility in addressing the pandemic and its impacts on the existing crises and conflicts around the world. Citing the situation in Syria and Libya, he said a pandemic like COVID-19 exacerbates existing conflicts and has the potential to further destabilise already fragile states and regions. "It is therefore crucial that we, the international community, respond to this crisis by working together." Maas also called for the Security Council to finally fully endorse the Secretary-General's call for a global ceasefire. "We are working hard, alongside the other elected members of the Security Council, to make sure this happens," he said. Following the Council meeting on Thursday, UN Director at the International Crisis Group, a non-governmental organisation focussed on preventing conflict, Richard Gowan had told the Security Council still seems unable to measure up to the scale of the COVID-19 crisis. He said there is a sense that China and the US in particular are more keen on scoring political points against one another in New York than throwing their united weight behind common action on the crisis. "COVID-19 has laid bare the lack of trust among Council members all too acutely," he said. "We must hope that the big powers gradually grasp that such a severe global threat demands a multilateral response. Most of the elected members of the Council feel that it is essential to do more. India, preparing for its own stint on the council starting next year, should throw its weight behind the elected members' efforts to address this situation," Gowan said. Germany, a non-permanent member of the Council, will hold the Presidency of the 15-nation UN arm in July and will use the month to help create conditions for the Council to track the potential impacts of health crises on security early and systematically, Maas said. Maas also made a reference to the criticism of the World Health Organisation (WHO), which has come under attack from US President Donald Trump who has said he will put a "very powerful hold" on the money it gives to WHO. The German foreign minister said while criticism must be allowed, it should be constructive. "We currently need more international coordination, not less. The WHO has an indispensable role to play in tackling this pandemic," he said. By Yoshita Singh United Nations, Apr 10 () The UN Security Council underlined the need for unity and solidarity with those affected by the COVID-19 and expressed support for the efforts of Secretary-General Antonio Guterres on the potential impact of the pandemic, as the powerful UN arm met for the first time to discuss the crisis that has engulfed the world.The Council, under the Presidency of the Dominican Republic, held a closed video-conference session "in connection with the impact of COVID-19 on the issues that fall under the Security Council's mandate." Guterres also briefed the Council.In Press Elements issued following the meeting, the 15-nation Council said Members "expressed their support for all efforts of the Secretary-General concerning the potential impact of COVID-19 pandemic to conflict-affected countries and recalled the need for unity and solidarity with all those affected."Briefing the Council, Guterres said the world faces its gravest test since the founding of the United Nations 75 years ago and there is fear that the worst is yet to come especially in the developing world and countries already battered by armed conflict.The Council has been seen as "missing in action" as the coronavirus pandemic across the world has so far left over 1.6 million people infected and more than 95,000 dead.Guterres stressed that the engagement of the Security Council will be critical to mitigate the peace and security implications of the COVID-19 pandemic. "Indeed, a signal of unity and resolve from the Council would count for a lot at this anxious time," he said. "To prevail against the pandemic today, we will need to work together. We cannot stress enough how important these methods are," Craft said in her remarks, appearing to make a veiled reference to China.Craft stressed that "successfully stopping the spread of this virus depends on the commitment from each one of us to work together in good faith."China's Ambassador to the UN Zhang Jun said to overcome this global challenge, "solidarity, cooperation, mutual support and assistance is what we need, while beggar-thy-neighbor or scapegoating will lead us nowhere. "Unless the world acts, it's only a matter of time before those and other situations go from bad to much, much worse," he said.Ahead of the Council meeting, two draft resolutions had been circulated for negotiations. One by Tunisia on behalf of the 10 non-permanent members called for "an urgent, coordinated and united international action to curb the impact of COVID-19." UNSC meets for 1st time to discuss COVID-19, recalls need for unity, solidarity

In what is considered as a massive victory for India’s diplomacy, the UN has designated <keyword id="6459729" type="PERSON" weightage="60" keywordseo="masood-azhar">Masood Azhar</keyword> as a global terrorist on Wednesday, <a name="_GoBack"></a>May 1, 2019. The present move by the UN follows after China was made to lift its hold on the proposal that would blacklist Masood Azhar, the Jaish-e-Mohammed chief based in Pakistan. India has succeeded in its mission after its decade long efforts with the UN fighting for the said case. Earlier China had thrice opposed the UN’s proposal to designate Azhar as an international terrorist on the grounds of lack of enough evidence against him. Syed Akbaruddin, India's Permanent Representative to the United Nations wrote in his tweet, “Big, small, all join together. Masood Azhar designated as a terrorist in @UN Sanctions list. Grateful to all for their support.” Here we try to understand what ‘<keyword id="3826364" type="PERSON" weightage="80" keywordseo="UN-sanctions-list">UN sanctions List</keyword>’ is and what it implies when a person is designated as a global terrorist. As per what is stated by the United Nations, when a person is designated as a global terrorist under the UN 1267 ISIL and Al-Qaeda Sanctions Committee, a travel ban is imposed on the subject. The other obvious implications are assets freeze and an embargo on arms. Many other things also come with the designation which are worth exploring. The UN Security Council is responsible for maintaining International Peace and Security. With its 15 members enjoying one vote each, the Charter of the United Nations makes it obligatory for all the Member States to abide by the Council’s decisions. Sanctions List provides a powerful tool to the UN to enforce its decision on the participating states. An assets freeze as per the <keyword id="45167" type="ORGANIZATION" weightage="40" keywordseo="UNSC">UNSC</keyword> (United Nations Sanctions Committee) will require that all the states freeze the funds and financial assets of the designated individual with immediate effect. The clause of travel ban will require all the states to prevent the subject(s) to enter or transit through their territories. The clause of arms embargo will need the participating states to avert both the direct and indirect supply of arms to concerned subjects. The member countries are also prohibited from selling, supplying, transporting the materials, spare parts, technical advice, any kinds of assistance or training related articles and military activities to the designated individuals. Via Security Council Committee pursuant to resolutions 1267 (1999) 1989 (2011) and 2253 (2015) with regard to ISIL (Da'esh) Al-Qaida and all the individuals connected with them and the groups, undertakings and entities connected with Jaish-e-Mohammed were banned by the UN in 2001. However, the move to designate Masood Azhar as a global terrorist was repeatedly unsuccessful even after the Mumbai terror attack since China was using its veto power to block the said proposal. Azhar has been the mastermind behind a long list of terrorist activities in Jammu and Kashmir, the gravest one being the Pulwama terrorist attack that claimed the lives of 40 army personnel. The present victory to India’s efforts can be considered as a decisive and momentous move against terrorism by the sub-continent.

What is UN Sanctions List And what happens when a person is designated a Global Terrorist?

The recent attack on the Pathankot air base has brought the terror group <keyword id="205704" type="ORGANIZATION" weightage="100" keywordseo="Jaish-e-Mohammad">Jaish-e-Mohammad</keyword> (<keyword id="6399588" type="COMPANY" weightage="100" keywordseo="Jem">JeM</keyword>) back in limelight, which is led by <keyword id="164868" type="PERSON" weightage="100" keywordseo="Maulana-Masood-Azhar">Maulana Masood Azhar</keyword> and has also been accused of the 2001 Parliament attacks. 
 
Owing to its terrorist activities, United Nations had in the past attempted to ban the JeM, but couldn’t do so because of China's stubbornness on the matter at the request of Pakistan. 
 
JeM has been announced a terrorist organisation in several countries like Australia, Canada, India, the UAE, the UK and the US. 
 In 2009, India had requested the <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> to ban Azhar but China, which happens to be one of the five permanent members of the group with Veto Powers, didn’t allow the ban. This was perhaps at the request of Pakistan, from where the organisation operates. 
This happened despite the then UPA government providing all the detailed information, about Azhar's involvement in terror activities in India, to China. 
 
However, China argued that the information wasn’t sufficient enough to establish Azhar's involvement in terrorism, as per ET. 
 In 2010, India's request to name Azhar, and <keyword id="218693" type="PERSON" weightage="100" keywordseo="Abdur-Rehman-Makki">Abdur Rehman Makki</keyword> and <keyword id="234365" type="PERSON" weightage="100" keywordseo="Azam-Cheema">Azam Cheema</keyword> of Lashkar on the 1267 sanctions list of the UN was also put on "technical hold" by China. 
 This is not the only case when China didn’t support India in its fight against terrorism. Last year, China had blocked India’s effort to question Pakistan at the <keyword id="45167" type="ORGANIZATION" weightage="100" keywordseo="UNSC">UNSC</keyword> (as per resolution 1267). The questioning was to be done over the release of <keyword id="147423" type="UNKNOWN" weightage="100" keywordseo="Zaki-ur-Rehman-Lakhvi">Zaki-ur-Rehman Lakhvi</keyword>, the <keyword id="41305" type="ORGANIZATION" weightage="100" keywordseo="LeT">LeT</keyword> commander and the brain behind 26/11 Mumbai terror attacks. The same “insufficient information" alibi was used in this matter as well. 
 Also, Beijing has thrice blocked India's bids to get <keyword id="44125" type="ORGANIZATION" weightage="100" keywordseo="Jamaat-ud-Dawa">Jamaat-ud-Dawa</keyword> added to the UNSC terror list, which was finally done in December 2008. Not only this, China also stalled India's effort to get <keyword id="50913" type="ORGANIZATION" weightage="100" keywordseo="Hizbul-Mujahideen">Hizbul Mujahideen</keyword>'s <keyword id="105621" type="PERSON" weightage="100" keywordseo="Syed-Salahuddin">Syed Salahuddin</keyword> added to the 1267 sanctions list early last year.

China isn’t agreeing to UN’s attempt to ban Masood Azhar, one of India’s most wanted terrorists!

During his recent visit to <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>, <keyword id="14566" type="UNKNOWN" weightage="20" keywordseo="Chinese-President">Chinese President</keyword> <keyword id="191809" type="PERSON" weightage="20" keywordseo="Xi-Jinping">Xi Jinping</keyword> made a statement that he will support India for a permanent membership in the UN Security Council (<keyword id="45167" type="ORGANIZATION" weightage="20" keywordseo="UNSC">UNSC</keyword>). The statement means more to those who are closely watching Sino-Indian relation have hailed than the trade and investment deals which are expected to lead to inflow of billions of dollars to India. 
 While the statement seems to reflect the seemingly improved relationship between the two Asian giants which is said to have precipitated Jinping’s visit and the string of trade pacts he signed, critics warn that it should be taken with a pinch of salt, for this is not the first time <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword> has pronounced something like this. Each time, it has turned out to be a propagandist assertion of its traditional position on India’s quest for a permanent membership in UNSC—that it is in favour of India playing a greater role in UNSC—which is nothing but typical diplomatic PR punchline that lacks clarity, purposefulness and earnestness. 
 
While India was among the founding members of United Nations, the permanent membership in UNSC always remained elusive. In fact, India’s endeavour for permanent membership in UNSC began in 1955 when the then Prime Minister Jawaharlal Nehru reportedly turned down the coveted status offered to India which was then grabbed by China. While the reason for Nehru’s inadvertent gesture—which he repeatedly denied—still remains a mystery (there are those who believe that he trusted China a bit too much), it proved to be costlier for India. 
 
Why India deserves a permanent place in UNSC? 
 The reasons are aplenty. First, with a population of a tad more than 1.2 billion, India will soon overtake China as the most populous country of the world. So no one can deny its ubiquitous physical presence in the world stage and the resultant need for adequate representation in a strategic forum like UNSC. Second, barring nagging problems including inequality, illiteracy, poverty and corruption, India is the largest democracy in the world. Excluding the 21-month interlude of ‘emergency’ during 1975-77 under Indira Gandhi, it religiously adhered to the norms of democracy since gaining independence from the British In 1947. Third, it is the 10th largest economy in the world and its army is the third-largest globally. Fourth, India has been a member of the UNSC for six terms totaling 12 years besides being a member of G-77 and G-4; therefore, a permanent membership in UNSC seems a logical extension. Fifth, it is the third-largest contributor of troops (close to 160,000 soldiers) to more than 40 UN peacekeeping efforts including those in Korea, Egypt, the Congo, Somalia, Angola, Haiti, Liberia, Lebanon, Rwanda and South Sudan and more than 150 Indian soldiers lost their lives while serving in UN missions. 
 
Prerequisites that will lead to India’s permanent membership of the UNSC First, for the UNSC should be enlarged to 25 members from 15 currently, possibly ensuring geographic representation (for instance, Africa and South America are excluded from permanent membership). Considering UNSC’s slow, conservative demeanour, this seems unlikely in the near future. Second, all the five permanent members—the US, the UK, France, Russia and China which enjoy veto power—should endorse India’s candidature. US President Barack Obama and UK Prime Minister David Cameron recently said they would support India’s case for permanent <keyword id="487341" type="UNKNOWN" weightage="20" keywordseo="UNSC-membership">UNSC membership</keyword>. France and Russia too are not averse to supporting India. This means than India’s bigger Asian counterpart China is the real stumbling block in its quest for permanent UNSC membership. 
 
But why China is vehemently opposed to India’s permanent entry in the august body? Well, for one, it doesn’t want to lose its coveted status as the only Asian country in UNSC permanently. Second, China opposes Japan's bid for permanent UNSC membership while India supports Japan and China is not likely to support India as long as India supports Japan. India’s is unlikely to withdraw support for Japan as being part of the G4 nations—Brazil and Germany besides India and Japan—it is committed to support each other’s bids for permanent seats in UNSC. 
Given this labyrinthine situation, it is to be seen how the Narendra Modi government coerce China to convert Jinping’s recent diplomatic rhetoric to concrete action supporting India’s decade-long quest for a permanent UNSC seat.
