<keyword id="60603" type="ORGANIZATION" weightage="60" keywordseo="United-States-Air-Force">United States Air Force</keyword> has successfully tested its <keyword id="443786" type="UNKNOWN" weightage="100" keywordseo="Fifth-Generation-Fighter-Aircraft">fifth generation fighter aircraft</keyword> way back in 1997 and has inducted the same in December 2005. It has a total strength of around 187 operational F-22 fighters. It is the only air force in the world which currently operates the fifth generation jets; however it definitely fueled the fifth generation fighter jet development programs around the world either solo or in collaboration. Russia, India, China and Turkey are reportedly engaged in the development of their own version of the fifth generation fighters. 
 The Sukhoi/HAL Fifth Generation Fighter Aircraft (<keyword id="441427" type="ORGANIZATION" weightage="100" keywordseo="FGFA">FGFA</keyword>) or Perspective Multi-role Fighter (PMF) is a fifth generation fighter aircraft being developed by India and Russia. The FGFA is being developed for the <keyword id="15141" type="ORGANIZATION" weightage="80" keywordseo="Indian-Air-Force">Indian Air Force</keyword> (IAF) and is a derivative product of PAK-FA. The completed FGFA will include a total of around 45 improvements(expected) over the T-50, including stealth, advanced sensors, super cruise, networking and combat avionics as per the Indian conditions and will be armed with the weapons like <keyword id="94511" type="COMPANY" weightage="80" keywordseo="astra">ASTRA</keyword>, a Beyond Visual Range (BVR)missile developed and tested by India. 
 
 
The need and the delay 
 Former Defense Minister Antony’s Moscow visit in October 2007 to co-chair the annual session of <keyword id="2585279" type="ORGANIZATION" weightage="80" keywordseo="India-Russia-Inter-Governmental-Commission">India-Russia Inter-Governmental Commission</keyword> on military-technical cooperation (IRIGC-MTC) marked the start of FGFA project with the aim to induct the futuristic stealth fighter by 2016-17. The $295-million preliminary design contract signed in December 2010 was allocated for the 50:50 design and production agreement which was a mere part of the massive US $30 Billion project. 
 The purpose of having the next generation FGFA is to execute a credible deterrence power and to attain independence is developing the indigenous technology under the transfer of technology agreement. Why waste so much money on an older 4th generation plane, when we can divert that money to develop Advanced Medium Combat Aircraft (AMCA) and the advanced LCA <keyword id="6376012" type="COMPANY" weightage="80" keywordseo="Tejas">Tejas</keyword>. 
 
The IAF currently maintains 34 squadrons of 550+ fighters while the sanctioned number is 42 squadrons. This reduced capacity can have serious outcomes if it faces a two front war situation given the multiple threats that India perceives. 
 
Regular reports of differences between the joint development parties over design and work agreements are further pushing the trial and induction of the fighters. Earlier it was expected to induct the fighters by 2016-17 but the delays and cost-overruns are pushing the dates towards 2019-2020, however prototypes will be coming soon. 
 
 
Area of concern and the possible outcome 
 
Reduced IAF's fleet strength means fewer aircraft have to perform more missions to get the work done. Imagine this situation in a two front war scenario. This is where India quickly needs to induct more locally built advanced version of Tejas fighters and more locally assembled Su-30MKIs which are top of the line 4++ generation fighters. On the lines of SU-30, India can take 20-25 of FGFA jets in fly away conditions and rest can be made under license. India has done remarkably well by cutting down the MMRCA deal to 36 Fighters and saved around 18 Billion USD which can be further pooled into the faster development of the Fifth generation fighters like FGFA and AMCA which will form the future force multipliers for the country.

Pakistan's relationship with the US is getting frosty - and it's warming up to Russia

As it prepares to induct a <keyword id="10112494" type="UNKNOWN" weightage="20" keywordseo="second-batch-of-rafale-jets">second batch of Rafale jets</keyword>, the <keyword id="15141" type="ORGANIZATION" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> has sent a team of officials to France to oversee the logistical issues and review the training of a hand-picked group of pilots at the Saint-Dizier air base there, officials said on Thursday. The second batch of four <keyword id="6381048" type="UNKNOWN" weightage="20" keywordseo="rafale">Rafale</keyword> jets is expected to arrive in India in the next four weeks. The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 of these aircraft at a cost of Rs 59,000 crore. Several teams from the IAF have visited France since January to oversee the progress of the Rafale project including integration of India-specific enhancements and weapons systems, the officials said. The IAF's Rafale project management team has an office in Paris headed by a Group Captain-rank officer. The team is tasked with overseeing the production timelines as well as coordinating training of the crew. A team of experts headed by assistant chief of air staff (projects) reached France earlier this week to coordinate logistical issues as well as training of pilots and technicians, said the officials. The first batch of Rafale jets was finally inducted into the IAF on September 10. Chief of Air Staff Air Chief Marshal RKS Bhadauria on October 5 said the induction of all 36 Rafale jets will be completed by 2023. Ten Rafale jets have been delivered to India so far and five of them stayed back in France for imparting training to IAF pilots. Known for their air-superiority and precision strikes, the Rafale jets are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia. The newly inducted fleet has been carrying out sorties in eastern Ladakh where Indian and Chinese troops are engaged in a bitter border row for over five months. A group of IAF pilots is currently undergoing training on Rafale jets at the Saint-Dizier airbase in eastern France. Indian Air Force to induct more Rafale fighter jets — team heads to France for preparations

The first batch of five Rafale fighter jets will be formally inducted into the <keyword id="15141" type="COMPANY" weightage="20" keywordseo="Indian-Air-Force">Indian Air Force</keyword> on Thursday in Ambala air base, at a time India is engaged in an escalating border row with China in eastern Ladakh. A galaxy of dignitaries including Defence Minister Rajnath Singh, his French counterpart Florence Parly, Chief of Defence Staff Gen Bipin Rawat, Air Chief Marshal RKS Bhadauria and Defence Secretary Ajay Kumar will attend the ceremony. "The program will include ceremonial unveiling of the <keyword id="939956" type="PERSON" weightage="20" keywordseo="Rafale-aircraft">Rafale aircraft</keyword>, a traditional 'Sarva Dharma Puja', air display by Rafale and Tejas aircraft as well as by 'Sarang aerobatic team'," an IAF spokesperson said, describing the ceremony as a "very important milestone" in the history of the force. The Rafale jets, produced by French aerospace major Dassault Aviation, are known for air-superiority and precision strikes. IAF Spokesperson Wing Commander Indranil Nandi said a traditional water cannon salute will be given to the Rafale fleet before its ceremonial induction into the 17 squadron of the force. The delivery of all 36 aircraft is scheduled to be completed by the end of 2021. A second batch of four to five Rafale jets are likely to arrive in India by November. Sources said a preliminary discussion on a possible procurement of another batch of 36 Rafale jets by India from France may figure in the talks between Singh and Parly. The Rafale jets are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia. The Rafale jets are capable of carrying a range of potent weapons. European missile maker MBDA's Meteor beyond visual range air-to-air missile and Scalp cruise missile will be the mainstay of the weapons package of the Rafale jets. Meteor is a next generation beyond visual range air-to-air missile (BVRAAM) designed to revolutionise air-to-air combat. The weapon has been developed by MBDA to combat common threats facing the UK, Germany, Italy, France, Spain and Sweden. Out of 36 Rafale jets, 30 will be fighter jets and six will be trainers. The trainer jets will be twin-seater and they will have almost all the features of the fighter jets. While the first squadron of the Rafale jets will be stationed at Ambala air base, the second one will be based at Hasimara base in West Bengal. The 17 Squadron of the IAF which was resurrected on September 10 last year. The squadron was originally raised at Air Force Station, Ambala on Oct 1 1951. The 17 Squadron has many firsts to its credit; in 1955 it was equipped with the first jet fighter, the legendary De Havilland Vampire. India to formally induct Rafale aircraft in the 17 Squadron 'Golden Arrows' today

<a href="http://www.bloomberg.com/news/2015-01-14/russia-to-shift-ukraine-gas-transit-to-turkey-as-eu-cries-foul.html">Bloomberg News</a>.
"...the Turkish Stream us the only route along which 63 billion cubic metres of Russian gas can be supplied, which at present transit Ukraine. There is no other way," the head of Gazprom Alexei Miller&#xa0;<a href="http://news.yahoo.com/gazprom-warns-eu-turkey-pipeline-lose-russian-gas-212440234.html">said</a>.
The European Union's energy chief said that this would hurt Russia's reputation as a supplier, and the European Commission's&#xa0;VP for energy union said that the decision makes no economic sense, according to Bloomberg.
However, the move makes sense when considering that Russia has been increasingly losing its control over the European gas market after changes in European policy and warmer winters.
Basically, Europe will be forced to link up to Russia's planned energy pipeline to Turkey - or it will lose Russian gas.&#xa0;
&#xa0;"Our European partners have been informed of this and now their task is to create the necessary gas transport infrastructure from the Greek and Turkish border," Miller added in a Gazprom statement.
It unclear&#xa0;what the project will cost Russia (or Europe), although the new deal includes terms stating that Turkey will receive a 6% discount on gas imports for 2015.
Kremlin-funded RT <a href="http://rt.com/business/222619-bulgaria-south-stream-gazprom/">says</a>&#xa0;Moscow will use funds and materials intended for the original South Stream project to build the new Black Sea pipeline.

<h3>Europe Forced The Hand</h3>
Back in 2009 the European Union passed the Third Energy Package, which said Russia could not both own and control pipelines on the EU territory.&#xa0;(Russia filed a&#xa0;<a href="http://sputniknews.com/voiceofrussia/news/2014_05_01/Russia-sues-EU-over-its-Third-Energy-Package-4716/">lawsuit</a>&#xa0;with the World Trade Organization against the EU over this in April, after the first rounds of Western sanctions.)
Additionally, the EU has been putting taxpayers' money into new inter-connectors, so if Russia decides to cut off supplies, the affected countries can still get gas from somewhere else, according to&#xa0;<a href="http://www.economist.com/blogs/economist-explains/2015/01/economist-explains-2?fsrc=scn/tw_ec/why_europe_no_longer_fears_the_russian_gasman">The Economist</a>.&#xa0;
This is a major move because in the past Russia punished countries by cutting off gas.
Ukraine's gas was shut off for&#xa0;<a href="http://www.businessinsider.com/r-ukraine-says-russia-has-resumed-sending-it-gas-2014-12">six months in 2014</a>, as well as at times in&#xa0;<a href="http://www.economist.com/blogs/economist-explains/2015/01/economist-explains-2?fsrc=scn/tw_ec/why_europe_no_longer_fears_the_russian_gasman">2006 and in 2009</a>, and&#xa0;Latvia and Lithuania&#xa0;<a href="http://www.businessinsider.com/russian-natural-gas-dominance-2014-8#ixzz3Ood3bFc0">were punished</a>&#xa0;by Moscow&#xa0;"for their alleged mistreatment of Russian minorities or for awarding refinery or construction contracts to European rather than Russian companies."
The&#xa0;<a href="http://www.economist.com/blogs/economist-explains/2015/01/economist-explains-2?fsrc=scn/tw_ec/why_europe_no_longer_fears_the_russian_gasman">Economist also cites</a>&#xa0;the following changes in Europe:&#xa0;
<ul>
<li>Lithuania started importing liquefied natural gas from Norway.</li>
<li>Ukraine is importing more gas from the West.</li>
<li>The EU has brokered a deal on debts and prices between Ukraine and Russia, which will keep gas going to Ukraine at least for the first quarter of 2015.</li>
</ul>
To cap things off, in December lack of funds forced Russia to&#xa0;<a href="http://www.businessinsider.com/r-russias-south-stream-pipeline-falls-victim-to-ukraine-crisis-energy-rout-2014-12">cancel</a>&#xa0;the South Stream pipeline&#xa0;to supply gas to Europe without crossing Ukraine.

<h3>Russia's Hegemonic Control Over Gas In The Past</h3>
Back in late November, Putin coolly noted that "<a href="http://www.businessinsider.com/putin-winter-coming-oil-prices-2014-12">winter is coming</a>," and thus he was "sure the market will come into balance again in the first quarter or toward the middle of next year."
What he meant by that was that cold weather is great news for the Russian economy because Europeans would have to import more oil and natural gas.
"It is the power of colder weather that allows Russia, as the key supplier of energy to Europe, to apply leverage.&#xa0;That leverage can take the form of higher prices, restricted volumes, a combination of both, or negotiations that directly or indirectly affect these additional costs," Cumberland Advisors Chair&#xa0;<a href="http://www.businessinsider.com/putin-gains-leverage-as-winter-approaches-2014-8">David Kotok</a>&#xa0;wrote in August.
Russia&#xa0;<a href="http://www.businessinsider.com/putin-europe-cant-stop-buying-russian-gas-2014-10">provided one-third of the natural gas</a>&#xa0;that European countries relied on both for heating their homes and running industries. Because Russia played such a huge role in the gas market, it was able to&#xa0;<a href="http://www.businessinsider.com/russian-natural-gas-dominance-2014-8">command high prices</a>.
But&#xa0;the European winter is pretty mild this year, The Economist notes, so "even if Russia did try to interrupt supplies, the effect would be modest."
<h3>Russia's Future Game Plan Outside Of Europe</h3>
Russia has been publically exploring energy (and military) relationships with countries outside of Europe - most notably China and India.
In May, Russia's Gazprom and China National Petroleum Corp. (CNPC)&#xa0;<a href="http://www.businessinsider.com/russia-and-china-sign-billion-gas-pipeline-mega-deal-2014-5">signed</a>&#xa0;a historic 30-year contract to supply natural gas to China.
