<a href="http://www.businessinsider.in/searchresult.cms?query=donald+trump&amp;sortorder=effectivedate">US President Donald Trump </a>is not going to change stance and carry forward <a href="http://www.businessinsider.in/searchresult.cms?query=barack+obama&amp;sortorder=effectivedate">former President Barack Obama</a>’s push for India’s <keyword id="44790" type="ORGANIZATION" weightage="100" keywordseo="NSG">NSG</keyword> seat bid. 
 
The US is going to endorse India’s entry into <a href="http://www.businessinsider.in/searchresult.cms?query=NSG&amp;sortorder=effectivedate">Nuclear Suppliers' Group</a> (NSG). 
 
"The US supports India's full membership in the four multilateral export control regimes, and we believe that India is ready for NSG membership," a State Department spokesperson said. The spokesperson was responding to questions on the position of the Trump administration on India's bid to be a member of the 48-member Nuclear Suppliers Group. 
 
The key to India's membership lies with <a href="http://www.businessinsider.in/latest/obama-administration-annoyedwith-china-for-blocking-indias-nsg-membership/articleshow/56564645.cms">China</a>. But it is not clear if US Secretary of State Rex Tillerson, who will be in China this week, will raise the issue with Beijing or if President Trump is ready to take up the issue himself, as was done by President Bush in 2008.

Chinese Home (Public Security) Minister Guo Shengkun is coming to India for Confidence Building Measure and will meet his Indian counterpart <a href="http://www.businessinsider.in/searchresult.cms?query=rajnath+singh&amp;sortorder=effectivedate">Rajnath Singh</a>. 
 
Both the sides will explore counter-terror cooperation against the growth and spread of <a href="http://www.businessinsider.in/searchresult.cms?query=islamic+state&amp;sortorder=effectivedate">Islamic State</a>. 
 
The Chinese minister’s visit is viewed as an effort to soothe India’s wounds after China blocked its entry into the coveted Nuclear Supplier's Group. 
 Meanwhile, India and China will discuss global terror including the region in the backdrop of penetration of <keyword id="304620" type="ORGANIZATION" weightage="20" keywordseo="Islamic-State">Islamic State</keyword> in restive Xinjiang province of China, people familiar with the developments told ET. 
 
However, ET reported Singh will indulge in some plain speaking and urge Guo for ale Beijing's policy of opposing Delhi's move for a UN ban on Maulana Masood Azhar, JeM Chief and Zaki ur Rehman Lakhvi of Lashkar-e-Tayyiba -- both based in Pakistan, an all weather ally of Beijing. 
 
Earlier this year China once again vetoed India's move in the <a href="http://www.businessinsider.in/searchresult.cms?query=UN+Security+Council&amp;sortorder=effectivedate">UN Security Council</a> to ban Azhar. China was the only country that opposed notwithstanding support from rest 14 members of the council. 
 
They are also going to launch India-China "High Level Mechanism" for cooperation on internal security, according to government sources. 
Singh and Guo could also discuss issues like poverty, unemployment and underdevelopment that also fuel terror and share perspectives on de-radicalization measures.

Chinese minister to visit India for Confidence Building Measure, soothe NSG wounds

India is fast-pacing its efforts for entry into the elite <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> (NSG) and is making all diplomatic efforts to gain the membership in the 48-member nuclear group. 
 
India’s blitzkrieg efforts for NSG come in the backdrop that the country wants to expand its nuclear power generation and also enter the export market. 
 
New Delhi has been pushing for NSG membership since 2008 and there has been increasing appreciation for Indian nuclear controls and capabilities since then. 
 
The country becomes more hopeful of entry into the nuclear club as it gained membership in Missile Technology Control Regime (MTCR), during Prime Minister Narendra Modi’s US visit. 
 
However, India’s NSG efforts have been stonewalled by China, which has raised objection on India’s membership, saying even Pakistan should be given entry. 
 
In all its efforts to coax China, the two-day plenary session of the NSG in Seoul becomes important where Modi will meet Chinese President Xi Jinping, on the sidelines of the Shanghai Cooperation Organisation summit. 
 
As Modi is bidding high for India’s entry, here’s what you should know about NSG 
 
What is NSG? 
NSG is a 48-nation grouping, which controls nuclear related exports, was formed in 1974 to prevent nuclear proliferation by controlling the export of materials, equipment and technology that can be used to manufacture nuclear weapons. 
 
Ironically, it was formed to counter Indian nuclear tests. 
 
Who all are backing India? 
During Modi’s recent US visit, President Barack Obama backed India’s bid for NSG and also urged other countries to back India. 
 
Presently, 34 nations support India’s application. However, China, Turkey, New Zealand, Ireland, South Africa and Austria are opposing India’s stand. 
 
China is leading the opposition, arguing that India has not signed the Non-Proliferation Treaty (NPT) and that even Pakistan was eligible for NSG entry. China says if India is admitted, it will shake up the nuclear-arms balance in South Asia as India will engage in a massive nuclear weaponisation programme. 
 
The Dragon stated that India's membership will 'jeopardise' China's national interests and touch a 'raw nerve' in Pakistan. 
 
But why is NSG so important for India? 
 
India’s entry into NSG is important due to following factors: 
1. India wants to become a player in this international arena where nuclear commerce norms are laid. It will also get access to technology for a range of uses from medicine to building nuclear power plants for India. 
2. If India wins the bid, it will have access to international market for export as well as for import of nuclear related materials. India can also commercialize the production of nuclear power equipment, which will boost innovation and high tech manufacturing in India-a fillip to ‘Make in India’ 
3. India needs NSG membership to build nuclear reactors, provide clean energy. 
4. If India gets the membership, it can block Pakistan entry by consensus, which is why China is against New Delhi.

Why the NSG spot is so important to India in a simple explanation

China raised a red flag on India’s entry into the <a href="http://www.businessinsider.in/searchresult.cms?query=nsg&amp;sortorder=effectivedate">Nuclear Suppliers Group</a> (NSG), saying NSG members will arrive at a consensus on admitting countries that have not signed the Non-Proliferation Treaty. 
 
Even though India’s application for NSG was accepted, making the country eligible for discussion at Seoul, China blocked India's case. 
 
However, 29 out of 48 countries are in favour of India’s entry into NSG and even the US is urging doubting countries to pass India’s application.

In this backdrop, Argentina, the current chair of the NSG, and few countries has been discussing a Plan B, informally. 
 
Reportedly, these countries are working to set-up a time-bound working group for non-NPT countries to join the grouping. 
 
ET reported the argument is that such an arrangement would allow the matter to at least come up on the agenda in Seoul. And from an Indian standpoint give it a definite timeframe. 
 
This is termed as 'peeling the onion' strategy, which is targeting possible naysayers through its key backers. So if it leaned on US to bring countries like Mexico on board, it had Germany work on Switzerland and Australia on New Zealand.

Gradually, numbers have dwindled with only a few doubtful cases. India's calculations hinge on peeling the onion in a way that China remains the last country standing.

If China disapproves of India’s NSG bid, here’s the Plan B

The United States, which backed India’s bid for <a href="http://www.businessinsider.in/searchresult.cms?query=NSG&amp;sortorder=effectivedate">Nuclear Suppliers Group</a> (NSG), has written to non-supportive countries not to block the admission. 
 
During Indian <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi’s</a> US visit, <a href="http://www.businessinsider.in/searchresult.cms?query=barack+obama&amp;sortorder=effectivedate">President Barack Obama</a> had welcomed India to the 48-member grouping. 
 "The United States calls on <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> (NSG) participating governments to support India's application when it comes up at the NSG plenary, which I think is next week," said state department Spokesman John Kirby. 
 
US secretary of state <a href="http://www.businessinsider.in/searchresult.cms?query=john+kerry&amp;sortorder=effectivedate">John Kerry</a> had also written to the NSG member countries that are not supportive of India's bid, saying they should "agree not to block consensus on Indian admission". 
 
A joint statement issued after talks between Modi and Obama said the US called on NSG participating governments to support India's application when it comes up at the NSG Plenary later this month. 
 
India, though not a member, enjoys the benefits of membership under a 2008 exemption to NSG rules for its atomic cooperation deal with the US. 
 
The NSG looks after critical issues relating to nuclear sector and its members are allowed to trade in and export nuclear technology. The NSG works under the principle of unanimity and even one country's vote against India will scuttle its bid. 
 
The US support has come a day after expressed concern about India's entry, saying it will "shake" the strategic balance in South Asia and make India a "legitimate" nuclear power.

US urges non-supporting countries to back India’s NSG bid

India is doing anything and everything to get China’s nod for its membership bid for <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> (NSG). 
 
In a bid to coax the Dragon, India has relaxed key security conditions and in last one month it also removed most of the visa categories for the Chinese nationals from the Prior Referral Category (PRC) list. 
 
The PRC list is like a blacklist of many countries including Pakistan, Iraq, Sudan, North Korea and Iran. 
 Apart from this, India has also fast-tracked clearances for two <keyword id="1909979" type="UNKNOWN" weightage="20" keywordseo="Chinese-Industrial-Parks">Chinese industrial parks</keyword> that are expected to come up in Maharashtra and Gujarat. 
 
Also, the Ministry of Home Affairs allowed Chinese sailors to leave their ships and visit port cities where they are docked, just like any other sailor. 
 
Reportedly, 21 Chinese companies have been granted security clearances. 
 
The latest to join the list are TBEA Energy and Beijing Automotive Industry Corporation. Security clearances were earlier granted to Huawei, China Shougang International Trade &amp; Engineering Corporation, ZTE and FiberHome Technologies Group. 
 
The two countries have also drawn up plans to sign an agreement on cooperation in security matters that will include better coordination among security agencies and anti-trafficking units.

China has said that under new circumstances, India's membership bid in the NSG has become more complicated. It also ruled out backing New Delhi's entry in the grouping, adding that all it wants is that there should be non-discriminatory solution applicable to all contries that don’t sign the non-proliferation treaty (NPT). China has been maintaining a stand against India's membership in the 48- nation group that controls the nuclear commerce, even as India has got backing from majority of the members. The group requires all members to give their consent for a new admission. Pakistan, which had also applied for the NSG membership, has full backing from China, claiming that in case India is allowed entry without signing the NPT, Pakistan too should be allowed to do so.

The <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> administration might approve major <keyword id="4348203" type="UNKNOWN" weightage="20" keywordseo="export-of-natural-gas">export of natural gas</keyword> to energy-hungry India, said a senior <keyword id="6354458" type="COUNTRY" weightage="20" keywordseo="US">US</keyword> official, adding that <keyword id="85896" type="ORGANIZATION" weightage="20" keywordseo="Energy-Sector">energy sector</keyword> could be a major area of bilateral co-operation <a href="http://www.businessinsider.in/India-US-ties-will-foster-after-Obama-too-new-US-President-may-meet-PM-Modi-within-100-days/articleshow/54826916.cms">between the two democracies</a>. 
 
The comments have come in right before US President Donald Trump is set to sign an executive order which would wipe out ex President Obama’s climate change legacy.

The Trump administration is yet to take a decision on the Paris Agreement on climate change, as well as several co-operations that the US has been doing with other countries including India regarding clean energy and climate change issues.

It was during his visit to the US that India’s Minister of State for Petroleum and Natural Gas Dharmendra Pradhan had discussed the possibility of importing LNG from the US with new Energy Secretary Rick Perry. They also talked about Indian investment in the US energy sector, while mentioning the energy cooperation between India and the US.

‘Energy-hungry’ India might be able to import natural gas from the US

India said it had held "substantive" talks with China on Tuesday on its bid to become a fully fledged member of the <keyword id="106964" type="COMPANY" weightage="20" keywordseo="Nuclear-Suppliers-Group">Nuclear Suppliers Group</keyword> ( <keyword id="44790" type="ORGANIZATION" weightage="20" keywordseo="NSG">NSG</keyword>), a club of nations that trades in civil nuclear technology. 
 <keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-Narendra-Modi">Prime Minister Narendra Modi</keyword> is campaigning to join the NSG to back a multi-billion-dollar drive to build nuclear power plants in partnership with Russia, the United States and France, and reduce India's reliance on polluting fossil fuels. 
 
Yet his bid to win accession to the 48-member group that was founded in response to India's first atomic weapons test in 1974 has so far failed to win over strategic rival Beijing, which enjoys a de facto veto because the group operates by consensus. 
 India's foreign ministry said in a statement that its chief nuclear negotiator, <keyword id="3648426" type="PERSON" weightage="20" keywordseo="amandeep-singh-gill">Amandeep Singh Gill</keyword>, had hosted a Chinese delegation led by Director General Wang Qun of the Ministry of Foreign Affairs. 
 
The talks, agreed earlier by the two countries' foreign ministers, covered issues of mutual interest in the areas of disarmament and non-proliferation, and focused on India's bid to join the NSG. 
 
"The discussions were candid, pragmatic and substantive," the Indian statement said, adding that further talks would be held. 
China also issued a statement on the talks, saying both sides agreed to exchange views on the NSG issue and that existing members needed to have further talks on how to deal with countries that are not signatories to the nuclear Non-Proliferation Treaty. 
 
The treaty recognizes the five permanent members of the United Nations Security Council - the United States, Russia, China, Britain and France - as nuclear weapons powers but not others. 
 
India has ruled out signing the NPT but argues that its track record of non-proliferation should entitle it to join the Nuclear Suppliers Group. India was granted an NSG waiver in 2008 that allows it to engage in nuclear commerce, but deprives it of a vote in the organization’s decision making. 
 Backers of India's NSG bid, which include the United States, hope that a deal can still be reached despite a setback at the group's annual meeting in Seoul in June. Modi will host <keyword id="1604096" type="UNKNOWN" weightage="20" keywordseo="Chinese-President-Xi-Jinping">Chinese President Xi Jinping</keyword> at a summit of the BRICS emerging markets caucus in Goa in mid-October.
