China's People's Liberation Army (PLA) is facing "unanticipated consequences" for its misadventure in eastern Ladakh because of the "firm and strong" responses by the Indian armed forces, <keyword id="150671" type="POSITION" weightage="20" keywordseo="chief-of-defence-staff">Chief of Defence Staff</keyword> Gen <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said on Friday. In an address at a virtual seminar, Gen Rawat said the situation along the Line of Actual Control (LAC) in eastern Ladakh remained tense and that India's posturing has been "unambiguous". "The situation along the LAC in eastern Ladakh remains tense and the People's Liberation Army is facing unanticipated consequences for its misadventure in Ladakh because of firm and strong responses by Indian forces," Gen Rawat said. "Our posturing is unambiguous. We will not accept any shifting of the Line of Actual Control," he asserted. Talking about the overall security calculus, Gen Rawat said border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot be discounted. The Chief of Defence Staff also touched on the issue of cross border terrorism from Pakistan and the way it has been dealt with by the Indian armed forces. Referring to security challenges, Gen Rawat said the "constant friction" with the two nuclear-armed neighbours (Pakistan and China) poses a danger of regional strategic instability with the potential for escalation. He also suggested that the two countries with whom India had fought wars are increasingly acting in cohesion. The Chief of Defence Staff said the "unabated proxy war" unleashed by Pakistan in Jammu and Kashmir accompanied by "vicious" anti-India rhetoric have taken the ties between the two countries to a new low. "The surgical strikes after the Uri attack and Balakot air strikes have delivered a strong message that Pakistan no longer enjoys the impunity of pushing terrorists across the LoC under the nuclear bogey," Gen Rawat said at the seminar organised by the National Defence College. He said the new Indian template to deal with terrorism has injected ambiguity and uncertainty in Pakistan, adding India will confront terrorism with a firm hand. The Chief of Defence Staff said despite internal problems, failing economy, international isolation and vitiated civil-military relations, Pakistan will continue to "profess" that Kashmir is their "unfinished agenda". "And their Army will continue to raise the bogey of an existential threat from India to justify their disproportionately large strength and need for funds to maintain its war fighting capabilities," said Gen Rawat. Chinese military facing unanticipated consequences for misadventure in eastern Ladakh, says India's Chief of Defence Staff

hina is upgrading and installing radars swiftly along the 3,488-km <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) even as it is engaged in talks with India to resolve the border dispute. India and China are engaged in an eight-month standoff at LAC in Eastern Ladakh. Both the countries are also engaged in military and diplomatic talks to resolve the border dispute. A total of eight rounds of corps commander level have happened between the militaries of both the countries and the ninth round of talks is to be scheduled very soon to disengage troops. Amid this, apart from aggressively developing infrastructure, China has started installing radars from Ladakh to Sikkim region. Top sources said that at Yecheng a medium-sized building and a watch tower have come up at the facility. The number of radars installed has also increased from three to four which include one JY-9 radar, one JY-26 radar, one HGR-105 radar and one JLC-88B radar. At Pali and Phari Kyarang La, which is opposite Sikkim, the radar site is located two kilometers west of Kyarang La, and comprises four radars. "Infrastructure development has been witnessed at surveillance facility at At Yamdrok Tso which is opposite Central Bhutan," the top source said, Around six km northeast of Tsona is the Cuona electronic warfare station. This site has three radomes, three radars and five support buildings. Infrastructure development has been discerned at the surveillance facility located 2.6 kilometer North West of Tsona Dz Heli base. Sources said that a radome site is located 6 kilometer south west of Kechen Tsho. It comprises radome, control building and antenna masts within a perimeter wall. At Qomo Dz the radar site comprises one radome atop a double-storied building, one control building and one medium building, all enclosed by a perimeter wall. "JY-24 radar is deployed at the site," the source said. China has also created a radar site at Linzhi and Ngiti which is opposite Arunachal Pradesh. "Linzhi/ Ngiti radar is located approximately 21 kilometre north west of Linzhi and comprises two radomes, one radar along with a large shed building connected by a covered corridor," the sources. Further, China is also aggressively developing infrastructure along the Line of Control. China has developed infrastructure near Karakoram Pass and Rechin La, the disputed site at LAC. It is also building permanent integrated habitable infrastructure terming as model villages. Such villages have been noticed across LAC. India has been observing how China is getting aggressive on the border. The Chinese Army is installing and upgrading its radars along the India-China border

Top Indian and Chinese military commanders will meet on Monday at Moldo to discuss the <keyword id="6417196" type="UNKNOWN" weightage="20" keywordseo="border-dispute">border dispute</keyword>, especially in the <keyword id="1255425" type="PERSON" weightage="20" keywordseo="Pangong-Lake">Pangong Lake</keyword> area, in eastern Ladakh, sources said. This would be the sixth meeting between two military commanders in the last four months. This time, a senior Ministry of External Affairs official -- Joint Secretary, East Asia, Navin Srivastava -- will be joining the Indian delegation. The delegation, headed by 14 Corps commander Lt Gen Harinder Singh, would also include two Major Generals - <keyword id="9971996" type="UNKNOWN" weightage="20" keywordseo="major-gen-abhijit-bapat">Major Gen Abhijit Bapat</keyword>, and Major <keyword id="9971995" type="PERSON" weightage="20" keywordseo="gen-padam-shekhawat">Gen Padam Shekhawat</keyword> - apart from Indo-Tibetan Border Police (ITBP) Inspector General Deepam Seth and four brigadiers. In August, during the fifth round of Corps Commander level discussions - between Lt Gen Singh and South Xinjiang Military District chief, Major Gen Liu Lin, both the representatives deliberated upon the prevailing situation in Pangong Lake, the biggest flashpoint in the standoff. "The meeting of these two military leaders will start at 9 a.m.," said a source, adding that the two commanders met for the first time on June 6 when China had agreed to withdraw their forces from all the places which India had raised objections to. But then a barbaric attack at patrolling point 14 in Galwan Valley on June 15 was carried out by Chinese People's Liberation Army (PLA) in which 20 Indian soldiers and unknown number of Chinese soldiers were killed. The clash occurred at the south bank of Galwan river, which flows in an east-west direction before its confluence with Shyok river. There were the first fatalities faced by the Indian Army in a clash with the PLA since 1975 when an Indian patrol was ambushed by Chinese troops in Arunachal Pradesh. Now the delegates are meeting to discuss the de-escalation at Pangong Lake where both sides' troops are at rifle range at four locations - three on the southern bank and one on the northern. "At these places, troops are just a few hundred metres away," the source added. On the north bank, the troops are in an eyeball-to-eyeball situation between Finger 3 and Finger 4 -- the military term for mountain spurs jutting into the lake -- where warning shots were fired in the air by both the armies. On the south bank, the two sides' troops are a few metres away at Spanggur Gap, Mukhpari, and Rezang La. China first made provocative military moves and thereafter, India too deployed troops at these locations. At these two places, both the countries' troops have fired warning shots to stop intimidate each other. PLA troops made movements to occupy the area between Finger 3 and 4 earlier this month which led to firing of around 200 shots in the air. The north bank of the lake is divided into 8 fingers that are contested by both sides. India claims the Line of Actual Control is at Finger 8 and had been holding on to area till Finger 4 but in a clear alteration of status quo, the Chinese have been camping at Finger 4 and have set up fortifications between Finger 5 and 8. India and China are engaged in a four-month-long standoff at the LAC in eastern Ladakh. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues. India-China military delegates to meet again today, Pangong Lake on agenda

Amid border tension at eastern Ladakh, <keyword id="9949871" type="UNKNOWN" weightage="20" keywordseo="chinese-construction-activities">Chinese construction activities</keyword> were observed near the border at Uttarakhand. "Hut-like structures on the Chinese side, very close to Tinkar-Lipu pass of Nepal, were observed," sources said on Wednesday. "It was also found that China is engaged in construction activities in Chinese side of the General Area of Jojo village, Champa Maidan. The Jojo village is approximately seven to eight kilometres from Tinkar-Lipu pass of Nepal," said sources. Indian security agencies are now keeping close watch on movements of Chinese People's Liberation Army troops near Uttarakhand borders touching Nepal. With escalation in India and China border tension, Indian intelligence had flagged earlier that the Nepal government has directed its forces to "closely monitor" the activities of <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> at Lipulekh area. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. Nepal government's Ministry of Home Affairs issued directions to Nepalese Armed Police Force (NAPF) to closely monitor Indian Army activities in the general area of Lipulekh. Further at Lipulekh, 44 battalion of the NAPF have been deployed. It was also found that China has increased its troop deployment at Lipulekh. China has deployed 150 Light Combined Arms Brigade. The brigade was moved in August from towards the Lipulekh tri-junction. They have reinforced troops in Pala, around 10 km from the border. It was India's road construction to the Lipulekh area at 17,000 feet that had sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was aimed at shortening the travel time for pilgrims visiting the Kailash Mansarovar. Following this, Nepal brought out a new political map showing the contested area as its own. Nepal is also constructing more than 200 new border posts at Indo-Nepal border. Currently, Nepal has 130 permanent border posts. India and China are locked in a more than four-month-long standoff at multiple points, hitherto unprecedented along the border. China had changed the status quo on the Line of Actual Control at various places, moving inside Indian territories. India has objected to it and is taking up the matter with China at all levels. Chinese 'hut-like' structures spotted near Uttarakhand border

Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops. In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops mostly are from urban areas and not used to hardships or prolonged deployment under field conditions. The Army' Northern Command headquarters made these assertions reacting to China's official media Global Times reports that India's operational logistics is not geared up adequately and it will not be able to fight through winters effectively. "This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh," a Northern Command spokesperson said here. "India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off," he said. He said altitudes in Ladakh range from "high to super-high altitude" and there is a lot of snowfall - up to 40 feet after November. "Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice," the spokesperson said. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known. "Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression," he said. The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China. "Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure," he said. The spokesperson said completion of Atal tunnel on the Rohtang route has force multiplied the logistic capacities. "In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops," he said. The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance. "Water points and tube wells have been established for the troops and animals like mules and yaks. The living barracks have also been prepared which are comfortable and warm," he said. He said facilities such as the central heating system are some of the high points of these facilities. "Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality." The spokesperson said "China's concept has always been to win the wars without fighting, hence if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops. "These worries have been percolating in the minds of Chinese troops and are visible in Chinese media," he said. The key focus of the fifth round of corps commander-level talks is expected to be finalising a framework for total disengagement of troops from friction points besides withdrawal of forces and weapons from the rear bases of the two militaries in a time-bound manner, the sources said. On July 24, the two sides held another round of diplomatic talks on the border issue. After the talks, the Ministry of External Affairs said both sides agreed that an early and complete disengagement of the troops along the LAC in accordance with bilateral agreement and protocols was essential for overall development of bilateral relations. The sources said India conveyed a firm message to the Chinese side that it has to implement the disengagement process as agreed to during the four rounds of corps commander-level talks between the two militaries. Fresh negotiations between military commanders from India and China starts today to end friction in Ladakh

Even as India has made it clear that Chinese have not entered the Indian territory or captured any posts, on the ground in Ladakh, the veterans and porters who have stood to external aggressions in the past say if need be they are ready to fight for the country at the Line of Actual Control (LAC). In Ladakh veterans who played a pivotal role in the previous escalations with China and Pakistan are reminiscing about the times gone by. They say they may not be in service anymore but their passion to serve the country remain strong as ever. Veteran Honorary Captain Tashi Chhepal contributed in evicting the Pakistanis from the mountain peaks during the Kargil conflict. A feat that won him the Vir Chakra. He says the current stand off has stark similarities with the 1999 Kargil conflict. He is angry about the loss of 20 Indian soldiers in the Galwan valley. "During 1962 China war, we didn't have enough equipment, but we have a very advanced army," he says. "It is sad though that soldiers got killed in the Galwan Valley." He said the soldiers should have the full liberty to use arms when they come under such an aggression. "If the jawans don't use these weapons when they are getting killed, when would they?" he asked. Ladakhis have scripted stories of bravery and valour fighting as regular soldiers or as volunteers helping to move materials on the mountain tops and stand against the adversary be it the Indo-China war of 1962 or the Kargil conflict of 1999. Retired Hawaldar Tsering Angdus said he served the army for 22 years and has patrolled the Galwan Valley and other sensitive spots at the LAC in the past. He says China always had its eyes fixed on the Indian territories at the LAC but India will never allow the Chinese to infringe on its sovereignty. He says if orders come by he will fight shoulder to shoulder with the army. "I am trained in using weapons, whenever need arises I would be ready to serve my country again on the frontline," he said.
