The trade route was closed rather suddenly after the outbreak of the Covid-19 pandemic in 2019, forcing Indian traders to return from the <keyword id="22003706" type="General" weightage="20" keywordseo="Taklakot-mart" source="keywords">Taklakot mart</keyword> in Tibet leaving behind their woollen products. Five years have passed but the route has not been opened, an organisation of border traders in Dharchula said. The traders who belong to the <keyword id="22005864" type="General" weightage="20" keywordseo="Bhotia-tribe" source="keywords">Bhotia tribe</keyword> started to raise their demand for reopening of the trade route through Lipulekh after China recently began the process of implementing a pact, in which it had agreed to open all 14 trade passes with Nepal. The implementation of the agreement inked by China and Nepal in December, 2022 began on May 25 this year, when China opened Piangi pass situated in Dolpa district of eastern Nepal, president of Bharat Tibetan Simant Vyapar Samiti, Dharchula Jeewan Singh Rongkali said. Three more passes along the Indo-Tibet border in the western region of Nepal that fall in the districts of Humla, Bajang and Darchula will be opened on June 20, 30 and 25 respectively, he said. "We have so far sent 22 applications to the government of India requesting it to take up with the Chinese authorities the reopening of the trade route through Lipulekh pass but have received no response so far," Rongkali said. According to Rongkali, Indian tribal traders from Dharchula alone have left trading items worth Rs 15 lakh in <keyword id="22005865" type="General" weightage="20" keywordseo="taklakot" source="keywords">Taklakot</keyword> Mart of Tibet at the time of closure of border trade in 2019, following the Covid-19 pandemic. "We have no information if our stored goods are safe or in a state of decay. They were stored in plywood covers at the time of closure of trade," Rongkali said. "We want trade with China to be resumed through Lipulekh pass but if for some reason it is not possible then the traders should be given 15 days' time to go to Taklakot to ring back their goods," he said. Goods of over 450 Indian tribal traders have been lying there for the last 5 years, he said. According to Rongkali, over 450 Indian traders used to supply essential goods to villagers of over 45 villages of western Tibet through this trade route since 1992. "Out of over 1.5 crore trade annually, we have paid lakhs of rupees towards customs duty and other taxes to the government of India," said Rongkali. China announced in the year 2022 that it will build trans Himalayan multi-dimensional connectivity with Nepal to restructure the road and communication network with that country, Rongkali said. "As China has not given permission to open our passes along the Indo-China border, we have an apprehension that the mart made for Indian traders in Gakkhu town of Taklakot could be handed over to Nepalese traders," said Rongkali.

Defence Minister Rajnath Singh to make statement in Parliament on India-China troops clash in Tawang

For the first time in 70 years, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> has changed its posture towards <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>, unlike its previous defensive approach that placed a premium on fending on Chinese aggression, India is now catering military options to strike back and has reoriented its military accordingly. India has reoriented around 50,000 troops whose main focus will be the disputed border with China. Sources said that the Mathura-based 1 strike Corp, earlier tasked to cross the western borders into <keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword>, has been reoriented from its position to disputed border areas with China. In addition to this, in the Central Sector - the least disputed portion of the border running along with Himachal Pradesh, Uttarakhand to Nepal, deployment has also been strengthened with at least division level troops. A Division of the Indian Army has at least 10,000 troops. The Panagarh based Mountain Strike Corps has been assigned to the Eastern sector of the border. The XVII Mountain Strike Corps, also called the Brahmastra Corps, has been assigned to hit back along with the eastern sector when the need arises. The Mountain Strike Corps was cleared by the <keyword id="6356303" type="COMPANY" weightage="20" keywordseo="Centre">Centre</keyword> about a decade ago but it had only one Division attached to it so far. The government is taking all requisite steps for strengthening of the Mountain Strike Corps. This reorientation of the troops will lessen the soldiers dedicated solely to Pakistan but at the same time, more acclimatized troops who can shift from the northern border to the western border with Pakistan will be available to Indian military planners. This gives the Indian defence establishment a higher level of maneuverability and flexibility vis-a-vis its neighbours. The reorientation comes when China is refurbishing its existing air-fields in Tibetan Plateau that will allow twin-engines fighter aircraft to be stationed, sources said. In addition, China has also brought troops from the Tibet Military region to the <keyword id="46500" type="LOCATION" weightage="20" keywordseo="Xinjiang">Xinjiang</keyword> region -- which largely extends from Karakoram pass to down south Uttarakhand. Further, they have deployed larger numbers of long range artillery and are rapidly building infrastructure in the Tibetan Plateau. India reorients around 50,000 troops to focus on the disputed border with China

Though the Centre has trumpeted the India-China disengagement along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh as a victory, Army veteran Lt. Gen. H.S. Panag called it pragmatic acceptance of weakness and Beijing's 1959 claim. In an exclusive interview with IANS, Gen. Panag claimed that the "disengagement" is happening exactly as per China's 1959 claim line because India has no military capability to alter the situation. However, he said, it is "good for the long term peace" since the disengagement in Ladakh is likely a part of the broader plan for settlement of border disputes between the two countries. The plan, he presumed, will include acceptance of McMohan Line in Northeast with some give and take between New Delhi and Beijing, as per the 1959 proposal. <div type="Article" hostid="261" msid="80831679" title="India and China begin to disengage from friction areas along the border — terms and conditions apply" mstype="2" mssubtype="0"></div> In 1959, China's then Prime Minister Zhou Enlai had proposed to the then Prime Minister Jawahar Lal Nehru that the armies of both the countries withdraw 20 kms from the McMohan Line in the East and from the line up to which each side exercised actual control in the West. Through its intrusions since May, China has already reached the 1959 claim line in Depsang and north of Pangong Tso, according to Panag. The militaries of both sides had been locked in a faceoff along the same line except Demchok, an inhabited area. The 1959 Claim Line, he said, is a marvel of cartography to protect Aksai Chin and other areas seized by China in the 1950s. "If we attempt to get back those areas, Chinese can by the configuration of the 1959 claim line, close certain areas and usurp more of our territory. For example, at the North of Pangong Tso from where all our routes go to Hot Springs and Gogla, the distance from the northern edge of the Pangong Tso to the Konkala Pass (Hot Springs and Gogla area) is 100 kms. They have taken up the area up to Finger 4. So if they come another 30 to 40 kms forward and choke us, then this 100 kms will also go." "Similarly, the way they are poised in the DBO sector, no matter how many troops you put, that area is like a piece of cake. It will fall within 48 hours. The DBO airfield is within 10 kms of the 59 claim line, which is also the LAC there in the northern part of the DBO sector." The veteran defence analyst said that in the Southern part of Ladakh, India had crossed the 59 claim line and used to patrol. "But now they have stopped us from patrolling. So they have reached the 59 claim line and we are not in a position to vacate them militarily." Panag, whose defence analyses are read widely, a few months ago had claimed that by crossing the LAC, Chinese had gained everything and India lost everything. He had also predicted that India would lose the commanding heights of the Kailash range to China. "But I have revised my assessment now to say that the disengagement is the forerunner of a macro plan which may lead to an all-encompassing agreement where we accept the 59 claim line in Ladakh with buffer zones to save face and also a demilitarised zone of 20 kms." He said it was the most pragmatic solution for India to accept the '59 Claim Line with buffer zones. "Buffer zones in the Depsang plain, Pangong will not be patrolled or occupied and no infrastructure will be developed. So to that end, nothing has changed," Lt. Gen. Panag argued. However, buffer zones will be in the lower portion, the southern half of the Depsang plain, that is about 800 sq kms where Chinese have been patrolling, 20 kms east-west depth and 30-40 kms north-south. In Pangong Tso, its about 50-60 kms. "So overall, roughly 800 to 1,000 kms will become buffer zones. Also, buffer zones may come up in other areas where there is some small dispute like in Chumar," he said. This he said would be the first part of the plan and the rest of the plan will unravel in the next couple of weeks. The second part of the agreement, he said, will include a demilitarised zone of 20 kms on either side of the new LACï¿½1959 claim line. "This is what China had offered in 1959 and they will give up the Northeast," he said. At the same time, Gen. Panag, however said that the advantage goes to China because they have better infrastructure and they can quickly enter the area. "But then we can put some troops which can preempt it. Last year, we could not preempt it but that was our lapse. We were hesitant; we did not read the Chinese right." However, domestically, he said, there is no problem, he said with an element of sarcasm. "The government has already sold the idea that nothing much has happened and Modi Ji is very popular. The neo-nationalists have gone against their own creed (territory being important to the nation) and launched propaganda that nothing has happened. It has been done through denial, opacity, bluff, bluster and obfuscation." In the present situation, it is the best bet if it leads to peace for another 30 years, Panag said, arguing that tensions flared up between the two Asian giants 27 years after the last time they came to such an agreement in 1993. "If we had the capability, China would have never done this. It happened because they knew our weakness," he said. "If we get another 30 years, then we will be in a position to create the desired military capability, build up our economy, reduce the gap, not that we can catch up with China but to the extent between the US and China. There is still a huge gap between the US and China but China is no longer a pushover for the US. What China gains out of it is that if there is no quarrel left with India, New Delhi has no reason to ally with the US to contest China." India's disengagement plan looks a lot like China's 1959 claim on the LAC, according to Indian Army veteran H.S. Panag

Amid this, apart from aggressively developing infrastructure, China has started installing radars from Ladakh to Sikkim region. Top sources said that at Yecheng a medium-sized building and a watch tower have come up at the facility. The number of radars installed has also increased from three to four which include one JY-9 radar, one JY-26 radar, one HGR-105 radar and one JLC-88B radar. At Pali and Phari Kyarang La, which is opposite Sikkim, the radar site is located two kilometers west of Kyarang La, and comprises four radars. "Infrastructure development has been witnessed at surveillance facility at At Yamdrok Tso which is opposite Central Bhutan," the top source said, Around six km northeast of Tsona is the Cuona electronic warfare station. This site has three radomes, three radars and five support buildings. Infrastructure development has been discerned at the surveillance facility located 2.6 kilometer North West of Tsona Dz Heli base. Sources said that a radome site is located 6 kilometer south west of Kechen Tsho. It comprises radome, control building and antenna masts within a perimeter wall. At Qomo Dz the radar site comprises one radome atop a double-storied building, one control building and one medium building, all enclosed by a perimeter wall. "JY-24 radar is deployed at the site," the source said. China has also created a radar site at Linzhi and Ngiti which is opposite Arunachal Pradesh. "Linzhi/ Ngiti radar is located approximately 21 kilometre north west of Linzhi and comprises two radomes, one radar along with a large shed building connected by a covered corridor," the sources. Further, China is also aggressively developing infrastructure along the Line of Control. China has developed infrastructure near Karakoram Pass and Rechin La, the disputed site at LAC. It is also building permanent integrated habitable infrastructure terming as model villages. Such villages have been noticed across LAC. India has been observing how China is getting aggressive on the border. The Chinese Army is installing and upgrading its radars along the India-China border

Army chief general <keyword id="7912696" type="COMPANY" weightage="20" keywordseo="M-M-Naravane">M M Naravane</keyword> on Tuesday said that he was hopeful that the Indian and Chinese militaries will be able to reach an agreement on disengagement and de-escalation of tension in eastern Ladakh. In an address at a seminar, the army chief said senior military commanders of India and China are holding talks to iron out modalities for deescalation of tension in eastern Ladakh. "We are hopeful of reaching an agreement which is mutually acceptable and is really beneficial in keeping with the overarching policy guidelines," he said. The chief of Army staff also said that the situation in eastern Ladakh is quite stable. General Naravane was speaking at a conclave organised by Bharatshakti.in, a portal on defence and military issues. Referring to Indian troops deployed in the high-altitude region, he said they are equipped with appropriate clothing and weapons, and added that there is no shortage whatsoever. India and China are likely to hold another round of military talks to discuss specific proposals for a possible breakthrough in the long-negotiated disengagement process in eastern Ladakh. The eighth round of Corps Commander-level talks on Friday had broadly discussed disengagement of troops from specific friction points and both sides would like to take forward the "constructive" dialogue to the next round with detailed deliberations, sources had said. In a joint statement released earlier on Friday, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> and the Chinese People's Liberation Army (PLA) described the talks as candid, in-depth and constructive. The Indian Army has issued a statement saying the two sides had a sincere, in-depth and constructive exchange of views on disengagement along the LAC in the western sector of India-China border areas. "They were of the view that these discussions were positive, constructive and had enhanced understanding of each other's positions," the Indian Army said. The force also said that both sides agreed to maintain dialogue and communication through military and diplomatic channels, and arrive at a mutually acceptable solution for disengagement as early as possible. The Joint Secretary from the Ministry of External Affairs, Navin Srivastava, also attended the meeting. India-China remain in deadlock over border dispute even after seventh round of military talks

China's People's Liberation Army (PLA) is facing "unanticipated consequences" for its misadventure in eastern Ladakh because of the "firm and strong" responses by the Indian armed forces, <keyword id="150671" type="POSITION" weightage="20" keywordseo="chief-of-defence-staff">Chief of Defence Staff</keyword> Gen <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said on Friday. In an address at a virtual seminar, Gen Rawat said the situation along the Line of Actual Control (LAC) in eastern Ladakh remained tense and that India's posturing has been "unambiguous". "The situation along the LAC in eastern Ladakh remains tense and the People's Liberation Army is facing unanticipated consequences for its misadventure in Ladakh because of firm and strong responses by Indian forces," Gen Rawat said. "Our posturing is unambiguous. We will not accept any shifting of the Line of Actual Control," he asserted. Talking about the overall security calculus, Gen Rawat said border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot be discounted. The Chief of Defence Staff also touched on the issue of cross border terrorism from Pakistan and the way it has been dealt with by the Indian armed forces. Referring to security challenges, Gen Rawat said the "constant friction" with the two nuclear-armed neighbours (Pakistan and China) poses a danger of regional strategic instability with the potential for escalation. He also suggested that the two countries with whom India had fought wars are increasingly acting in cohesion. The Chief of Defence Staff said the "unabated proxy war" unleashed by Pakistan in Jammu and Kashmir accompanied by "vicious" anti-India rhetoric have taken the ties between the two countries to a new low. "The surgical strikes after the Uri attack and Balakot air strikes have delivered a strong message that Pakistan no longer enjoys the impunity of pushing terrorists across the LoC under the nuclear bogey," Gen Rawat said at the seminar organised by the National Defence College. He said the new Indian template to deal with terrorism has injected ambiguity and uncertainty in Pakistan, adding India will confront terrorism with a firm hand. The Chief of Defence Staff said despite internal problems, failing economy, international isolation and vitiated civil-military relations, Pakistan will continue to "profess" that Kashmir is their "unfinished agenda". "And their Army will continue to raise the bogey of an existential threat from India to justify their disproportionately large strength and need for funds to maintain its war fighting capabilities," said Gen Rawat.
