Pakistan Prime Minister Imran Khan on Tuesday warned India at a press conference it will retaliate if attacked by latter, while calling for a ‘dialogue’ to resolve the Kashmir issue. The statement, the first from Pakistani PM since the <keyword id="4650805" type="PERSON" weightage="20" keywordseo="pulwama-Attack">Pulwama attack</keyword> , comes just days after India accused the country of harbouring terrorists following one of the deadliest terrorist attacks in the valley that killed at 45 security personnel in the country. The attack was claimed by Jaish-e-Mohammed, a Pakistan-based terror outfit. He strongly questioned India’s accusation that is Pakistan is behind the attack, saying it would not benefit from such a move that could potentially destabilise Pakistan. “It is in our interest that nobody from our soil spreads violence. I want to tell Indian government that we will take action if evidence is found against anyone from Pakistan,” he said. Khan also said it was ‘ready for dialogue’ with India, and urged the Indian government to share actionable intelligence on the attack, vowing it will investigate. On Friday, India withdrew Pakistan's 'most favoured nation' status following the suicide-bomber attack. Later while speaking at the a joint press conference with Argentinian president Mauricio Macri, Indian Prime Minister Narendra Modi said, "A befitting reply will be given to the perpetrators of the heinous attack and their patrons.”

More importantly, this completely undoes the inflows that followed in the wake of the Modi administration’s populist interim budget announcements. Around ₹56 billion worth of foreign investor funds entered the country between February 1st and February 14th. Indo-Pak tensions have heightened in the aftermath of the attack. China’s stance on India’s inclusion in the UN Security Council Even after warm affirmations from the UK, France and Russia over India’s candidature for a permanent seat in the UN Security Council,<a href="https://www.thehindu.com/news/national/indias-campaign-for-permanent-seat-at-unsc-slowing-down/article29161642.ece"> China’s stance remains lukewarm. </a>India<a href="https://www.thehindu.com/news/national/unsc-non-permanent-seat-indias-candidature-endorsed-by-55-countries-including-pakistan/article28142769.ece"> has been elected as a non-permanent member in the UNSC</a> a record seven times, and has been seeking a permanent seat, along with Germany, Japan and Brazil. It also does not help that China <a href="https://economictimes.indiatimes.com/news/defence/after-chinas-masood-azhar-block-unsc-vote-under-consideration/articleshow/68418293.cms?from=mdr">blocked</a> the proposal to designate Jaish-e-Mohammad (JeM) chief Masood Azhar a global terrorist for almost 10 years back, before finally lifting the hold earlier this year. Azhar was <a href="https://www.indiatoday.in/india/story/masood-azhar-hafiz-saeed-dawood-declared-terrorists-under-new-uapa-law-1595463-2019-09-04">involved in planning several terrorist attacks</a> against India, including the 2019 Pulwama attacks. China presiding over FATF and protecting Pakistan China was one of the countries which was<a href="https://economictimes.indiatimes.com/news/defence/china-turkey-malaysia-bail-out-pakistan-at-fatf-meet/articleshow/69899220.cms?from=mdr"> protecting Pakistan</a> from being blacklisted by the Financial Action Task Force (FATF). Malaysia and Turkey were the other countries which had come to its aid. China <a href="https://www.fatf-gafi.org/about/fatfpresidency/">presides over the international anti-money laundering body</a> which assesses a country’s efforts to combat terrorist funding. Pakistan <a href="https://www.indiatoday.in/india/story/masood-azhar-hafiz-saeed-dawood-declared-terrorists-under-new-uapa-law-1595463-2019-09-04">was finally placed on the FATF</a> blacklist in August this year. China seeing the Quad as a threat The Quadrilateral Security Dialogue (or simply, the Quad), comprising India, Japan, the US and Australia is a strategic partnership to counter the spread of China’s influence in the Indo-Pacific region. Beijing was <a href="https://www.news18.com/news/india/five-reasons-why-china-is-worried-about-the-quad-coalition-1575397.html">expectedly unhappy and has been protesting </a>within diplomatic circles, especially after they carried out joint military exercises. China also <a href="https://www.scmp.com/news/china/diplomacy/article/2167457/japan-and-vietnam-join-hands-over-disputed-south-china-sea">has a long-standing feud with Japan</a> over islands in the South China Sea, besides the border issue in India’s northeast. <ul><li>Despite pressure from Indian to put Pakistan on the "black list", the Financial Action Task Force (FATF) decided to keep the country on the "grey list".</li><li>Pakistan has been given until October 2019 to implement a comprehensive plan to curb terror financing. </li><li>In the wake of the Pulwama attack, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> has reportedly been pressuring the FATF to take strict action against Pakistan.</li></ul> The Financial Action Task Force (FATF), an anti-money laundering and anti-terror financing monitoring body, has decided to keep Pakistan on its “<a href="https://www.businessinsider.in/pakistan-is-still-not-doing-enough-to-curb-terror-financing-and-time-is-running-out/articleshow/65839168.cms">grey list</a>”, instead of imposing harsher curbs on it. The FATF sets standards and assesses countries’ progress in preventing money laundering and curbing terrorist organisations’ access to finance. In the wake of the Pulwama attack, India had <a href="https://www.news18.com/news/india/all-eyes-on-fatf-today-as-india-pushes-for-pakistan-to-be-blacklisted-like-north-korea-and-iran-2044657.html">reportedly been pressuring</a> the FATF to take strict action against Pakistan. This could have resulted in Pakistan being placed on the FATF’s “blacklist”, which entails sanctions and comprehensive monitoring - a fate currently restricted to only Iran and North Korea. India had said that the attack demonstrated Pakistan’s inability to curb terror financing. Jaish-e-Mohammad (JeM), a Pakistan-based terrorist outfit, <a href="https://www.businessinsider.in/jaish-e-mohammad-from-pakistan-kills-45-indian-soldiers-but-government-denies-link/articleshow/68003080.cms">claimed responsibility</a> for the attack. India has accused the government in the past of enabling the JeM to carry out its operations. While Pakistan recently reinstated a ban on<a href="https://www.business-standard.com/article/pti-stories/pakistan-bans-hafiz-saeed-led-jud-and-its-charity-wing-fif-119022101117_1.html"> Jamat-ud-Dawa</a>, an organisation founded by JeM mastermind Haifz Saeed, and its charity wing, this seems to be a case of too little too late. India, meanwhile, feels that the move is largely <a href="https://indianexpress.com/article/india/pakistan-reinstates-ban-on-mumbai-attack-mastermind-hafiz-saeeds-jud-its-front-fif-5595533/">a superficial one</a>, and is aimed at placating the international community amid the FATF review. In June 2018, Pakistan was put on the FATF’s grey list, for its failure to crack down on terror financing. Pakistan had earlier been on the watchlist from 2012 to 2015 for its inability to address the problem of money laundering. If it is unable to implement a <a href="https://www.dawn.com/news/1464517">27-point plan</a> to curb money laundering and terrorist financing activities within its borders, it is scheduled to be placed on the blacklist by October 2019. If Pakistan is put on the blacklist, it will still suffer. The country will see demand from foreign investors drop and the rating of its sovereign bonds downgraded which will make it more expensive for the country to access credit. Despite Indian efforts, Pakistan avoids being blacklisted for terror financing

<keyword id="227215" type="General" weightage="80" keywordseo="balakot" source="Orion">Balakot</keyword> airstrike hero, Group Captain <keyword id="7371588" type="General" weightage="20" keywordseo="Abhinandan-Varthaman" source="Orion">Abhinandan Varthaman</keyword> was honoured with <keyword id="300780" type="General" weightage="20" keywordseo="vir-chakra" source="Orion">Vir Chakra</keyword> by President <keyword id="6354561" type="General" weightage="20" keywordseo="ram-nath-kovind" source="Orion">Ram Nath Kovind</keyword> in the national capital on Monday for bringing down a Pakistani F-16 fighter aircraft during aerial combat on February 27, 2019. Varthaman was promoted from Wing Commander to the rank of Group Captain earlier this month. He was honoured with Vir Chakra, India's third-highest war time gallantry medal, by the President in an investiture ceremony. Varthaman was captured by the <keyword id="103274" type="General" weightage="20" keywordseo="pakistani-army" source="Orion">Pakistani Army</keyword> on February 27, 2019 after his MiG-21 Bison jet was shot down in a dogfight with the Pakistani jets. Before his jet was hit, he downed a Pakistani F-16 fighter. The Balakot airstrike was carried out against the terror camps at Balakot of Pakistan's Khyber Pakhtunkhwa province in response to the deadly Pulwama attack that claimed the lives of 40 Central Reserve Police Force (CRPF) personnel. It was the first aerial assault carried out by India in Pakistan after the 1971 India-Pakistan war. On February 26, 2019 around 3.30 a.m. 12 Mirage 2000 fighter jets crossed the Line of Control (<keyword id="6355098" type="General" weightage="20" keywordseo="loc" source="Orion">LoC</keyword>) and destroyed the Jaish-e-Mohammed (JeM) terror camp in Pakistan's Balakot. The Balakot airstrike demonstrated India's prowess to retaliate to Pakistan's sinister intentions. Codenamed as 'Operation Bandar', the airstrike was conducted by the seventh and ninth squadrons of the <keyword id="15141" type="General" weightage="20" keywordseo="indian-air-force" source="Orion">Indian Air Force</keyword>. After the strike, over two dozen fighter planes, including F-16s left Pakistani bases aiming to hit the Indian military installations. But the Indian Air force in anticipation of such an attack was ready and aerial dogfight ensued. It ended with Wing Commander Varthaman, shooting down an F-16 fighter plane of Pakistan and getting hit in the process. Varthaman exited safely but was captured. The Indian government had pressed for immediate release for the pilot and had been under public pressure to bring him back after he went missing in action following in an aerial encounter between the forces of the two countries. International pressure for both India and Pakistan had been fierce to de-escalate tensions. US president Donald Trump earlier in the day <a href="https://www.moneycontrol.com/news/india/donald-trump-says-us-has-some-reasonably-decent-news-on-reducing-indo-pak-tensions-3594051.html">hinted</a> that he had some ‘reasonably attractive' news that the heightened tension between the two countries might end soon. China agreed to a UN Security Council push to blacklist Pakistan-based terrorist <keyword id="6459729" type="PERSON" weightage="20" keywordseo="masood-azhar">Masood Azhar</keyword>, head of Pakistan-based group Jaish-e-Mohammad, in a breakthrough for India-China relations. Beijing's decision, ending a decade of opposition, came after India stepped up diplomatic efforts to convince the Chinese government that Azhar should be labelled a terrorist following a deadly terror attack in the disputed territory of Kashmir in February. Following China's approval, the UN will issue a travel ban and arms embargo against Azhar. The move will also freeze his finances and assets. Jaish-e-Mohammad, also known as JeM, claimed responsibility for a suicide attack in Kashmir's Pulwama district which killed 40 Indian troops. Indian Prime Minister Narendra Modi and Chinese President Xi Jinping "have developed a chemistry of trust with each other" since their meeting in Wuhan a year ago, said Madhav Nalapat, a professor of geopolitics at India's Manipal University. Beijing's approval of the UN sanctions "would be a win not for India or China but for the global war on terror", Nalapat said soon before Beijing's decision was announced. "Terrorists have neither a religion or a nationality, and should be opposed by all countries unitedly and in co-ordination." China, a permanent member of the Security Council, blocked the assembly's move to sanction Azhar in 2016 and 2017. India first proposed the sanctions in 2009. The US, France and Britain put forward the proposal again in March. China vetoed that motion, but placed a "technical hold" on the decision, citing the need for more time for a "comprehensive and thorough assessment". <img src="https://cdn.i-scmp.com/sites/default/files/d8/images/methode/2019/05/02/dd2b82e8-6c2a-11e9-994e-1d1e521ccbf6_1320x770_001926.JPG" /> India's foreign secretary, Vijay Keshav Gokhale, visited China last week, where he shared evidence of terrorist activities of JeM and Azhar, and raised the issue of banning the group at the UN with China's foreign minister, Wang Yi. China backs UN blacklist of leader of Pakistan-based militants, ending a decade of opposition

International pressure on both countries to exercise restraint and focus efforts to de-escalating the situation <a href="https://www.telegraphindia.com/india/other-countries-advise-restraint-to-india-and-pakistan/cid/1685841">continued</a> to pour in -- the UK, the US, China, and the European Union -- have all issued statements calling for a measured approach in the wake of the Wednesday air battle between the two nuclear-armed neighbours. The US, along with Britain and France have also <a href="https://www.hindustantimes.com/world-news/britain-france-us-ask-un-security-council-to-impose-sanctions-on-jem-chief-masood-azhar/story-vQmGAk5c3xhOWUDedhaNgP.html">urged</a> the <keyword id="55859" type="ORGANIZATION" weightage="20" keywordseo="UN-Security-Council">UN Security Council</keyword> to blacklist Masood Azhar, who heads <keyword id="119193" type="ORGANIZATION" weightage="20" keywordseo="Jaish-e-Mohammed">Jaish-e-Mohammed</keyword> calling for international sanctions against him that would impose a travel ban and freeze his assets. “Cross-border terrorism, such as the recent attack on India’s CRPF on February 14, poses a grave threat to the security of the region. We reiterate our call for Pakistan to abide by its United Nations Security Council commitments to deny terrorists safe haven and block their access to funds,” a State Department spokesperson said. Earlier on Wednesday, China said that it believes that Pakistan has “always been opposed” to terrorism and that both India and Pakistan should exercise restraint and avoid escalation of the situation, according to news agencies. However, on Thursday morning, a ceasefire violation was reported in the Poonch district along the Line of Control, ANI reported. India is also <a href="https://in.reuters.com/article/india-kashmir-border/india-builds-bunkers-to-protect-families-along-pakistan-border-idINKCN1QG20K?_ga=2.171069984.1477805050.1551274877-1064909316.1551274874">reportedly</a> building bunkers in the villages along the Line of Control - the de facto border with Pakistan -- to protect locals from fleeing in case of heavy shelling, Reuters reported. Meanwhile, the Indian government is faced with public pressure to bring back the pilot, Abhinandan Varthaman, who is in Pakistani custody after his jet crashed in an air battle on Wednesday. Pakistan has claimed it captured one Indian pilot who was later identified as Wing Commander Abhinandan Varthaman, who was flying a Mig-21, which was shot down after an aerial encounter between Pakistan and India, a first in 48 years. A video of the pilot circulating on social media, in which the captured pilot is being attacked by an angry Pakistani mob, prompted a strong objection from India. Foreign Minister Sushma Swaraj called it a "vulgar display" of injured personnel and a violation of the Geneva Convention and International Humanitarian Law. The convention calls for dignified treatment of military personnel during times of war and armed international conflict even when it is not a declared war. India’s Ministry of External Affairs also held meetings with a Pakistani envoy in Delhi and it is understood it handed over Pakistan a dossier containing details of Jaish-e-Mohammed's involvement in the February 14 Pulwama terror attack, which killed over 40 CRPF security personnel. Jaish had claimed responsibility for the attack, the deadliest in the valley in over three decades. Several international flights have been impacted after Pakistan closed its airspace and India shut down airports in the North West. As many as 16 international flights were cancelled as of Wednesday. Air Canada temporarily suspended its flights to India, and said a Vancouver-Delhi flight had to turn around mid-way. India has also tightened security in major cities -- the Delhi Metro has been put on red alert while Mumbai has also beefed up security. India’s commercial pilots have also come together offering to stand united as a ‘second line of defence’ after the Indian air force and support government efforts. India has termed Pakistan’s violation of Indian air space an act of aggression and accused it of targeting military installations, in stark contrast to India’s ‘non-military’ air strike in Pakistan the previous day that it says targeted a terror camp. Just hours after the air battle, Pakistan Prime Minister Imran Khan extended an olive branch in a televised address, asking for a dialogue and warning against the dangers of an escalated conflict, while saying Pakistan had to retaliate and its action was a display of its military capabilities.
