They would then pick the vehicles up using false documents and counterfeit credit cards, it stated.It added that the value of the stolen cars was just over $1.1 million.The indictment said Tyrell Oliver, one of those indicted, would make the reservations and pay co-conspirators to pick up the vehicles.They would fly to airports in the eastern US and Midwest to pick up the vehicles, which included a BMW X7, GMC Yukon, and Chevrolet Suburban, the indictment said."This is just the tip of the iceberg when it comes to how criminals use people's stolen identities," said Jay Greenberg of the FBI St. Louis Division. "Perpetrators can easily and cheaply buy an endless supply of personal and credit card information. While the company in this case was the direct victim, innocent people were initially accused of theft because their stolen identities were used to commit the fraud."The DoJ said the charges in the indictment were merely accusations and did not constitute proof of guilt.

Hardened positions and acrimonious exchanges have made it easy for prejudice and bias to take over all discussions—worse still, it has led to a blinkered reading of the past by many. Contrary to what many may believe today, attitudes towards gender and sexuality have always been flexible and adaptive. That is why ancient stories talk of gods that are men and women, about men who can turn into women or become transgender and about women who prefer to be men. Gender in the ancient world is a rocky boat sailing on choppy waters. The androgynous god that is common to many cultures is a sign that there is nothing sacred about the binary framework that we now accept as being set in stone. The Egyptian primeval <keyword id="17396034" type="General" weightage="50" keywordseo="god-hapi" source="Orion">god Hapi</keyword>, for instance, was depicted as a male with long hair and breasts. Hapi is believed to be the god of vegetation and is one of Egypt’s oldest gods. The Greek god Hermaphroditus was counted as one of the winged love-gods who were known as Erotes. The Erotes are a group of winged gods responsible for love and attraction between humans. According to one legend, Hermaphroditus was once a handsome youth who caught the attention of a nymph called Salmacis. She prayed to be united with him forever and the gods merged their two forms into one. Nymphs in Greek myths and legends rule over springs and lakes and Salmacis, it is believed, acquired special powers after her union with Hermaphroditus and as a result the waters of her spring could transform men who bathed in it, into softer and more feminine beings. In India, the concept of an androgynous deity is found in village and folk gods, but is most famously depicted in <keyword id="33379" type="General" weightage="80" keywordseo="shiva" source="Orion">Shiva</keyword> as <keyword id="2512747" type="General" weightage="50" keywordseo="ardhanariswara" source="Orion">Ardhanariswara</keyword>—the god who is half woman. In Siva Purana, the story goes that Brahma is caught in a dilemma. The creatures that he has created are unable to procreate further and so, he appeals to Siva. The hermaphrodite Siva then splits into two to become Siva and Parvati. Even though today, the figure of the Ardhanariswara is seen as a coupling of Shiva and Parvati, in the oldest stories, it is Parvati who emerges from the androgynous form of Shiva. The epics and myths and legends do not prescribe a single-way to look at gender. Instead, they approach the idea through multiple lenses and let the confusion around it flow into the storylines and character portrayals. In the <keyword id="49038" type="General" weightage="80" keywordseo="mahabharata" source="Orion">Mahabharata</keyword>, for instance, the grand patriarch of the epic, Bhishma tells <keyword id="961418" type="General" weightage="50" keywordseo="yudhisthira" source="Orion">Yudhisthira</keyword> a story about a king who transformed into a woman and chose to remain one when he had the choice to return to his old form. King Bhangaswana knew life as both man and woman but preferred to retain his female identity because he said, “In acts of congress, the pleasure that women enjoy is always much greater than what is enjoyed by men...” (The Mahabharata, Book 13, <keyword id="7434802" type="General" weightage="50" keywordseo="anushasana-parva" source="Orion">Anushasana Parva</keyword>, translated by K M Ganguli) Bhangaswana was not born a woman, instead he was tricked into becoming one when he incurred the wrath of the king of gods, <keyword id="17697" type="General" weightage="80" keywordseo="indra" source="Orion">Indra</keyword>. For a bit of back story, the king was childless and had sought out Indra’s rival Agni for respite from his condition. He was subsequently blessed with a hundred sons. But Indra was seething and one day, when Bhangaswana was out on a hunting expedition, lured him into the deceptively calm waters of a magical lake in the middle of the forest. The king stepped in as a man, but came out of the waters as a woman and after a series of dramatic encounters with former wives, children and courtiers, exiled herself into the forest. She found shelter in an ashram where she began life anew, with an ascetic as partner, and bore him another 100 sons. But Indra continued to inflict pain on the former king until she finally invoked his name in her prayers. Happy to have a new devotee in his fold, Indra appeared before the woman and offered to restore her identity as a male. Much to Indra’s surprise, she refused, choosing to stay a woman for the rest of her life. The fluidity of identities and the freedom to choose one’s gender is evident in another story that is commonly told in Gujarat about Bahuchara Mata, a goddess worshipped by eunuchs. Bahuchara was married to a prince who refused to spend a night with her. Instead, he would mount his horse and trot off into the jungle every night. One night, Bahuchara followed her husband on a rooster, only to discover that the prince would don women’s clothes and spend the night frolicking in the forest. When confronted, the prince begged her forgiveness and said his parents had forced him into marriage so that he could father children. But he was not interested in women. Bahuchara forgave but on the condition that he and those like him would worship her as their goddess. In the Mahabharata when Arjuna opts to spend his year in exile as Brihannala, the narrative makes it very clear that this is not just a case of a man dressed up in woman’s attire. Arjuna transforms into a woman or a transgender, thereby signaling the diversity of human identity. Similarly, in the Mahabharata again, Amba is reborn as Shikhandi—in this case a woman turning into a transgender as opposed to a male Arjuna—because that is the only way she can avenge the insult inflicted upon her by Bhishma. Since he will not fight a woman, she stops being identified as one. It is not that these stories are to be read literally, but they do tell us that gender is fluid, changing and an important part of individual identity and well-being. It needs to be understood and worked upon, not hammered into a singular monolithic framework. (An updated survey is set to be released later this year, according to a spokesperson for the NCTE, which conducts the survey.)Presenting an ID that doesn't match your outward appearance can be awkward, but sometimes it's worse than that. A quarter of trans people said they were verbally harassed after showing an ID that didn't correspond with their gender presentation, according to the survey. Smaller shares of respondents said they were denied service or even assaulted.A name change is relatively easy, though it's not fast or cheap. It often requires paying court fees, document-copying fees, and sometimes the cost of putting a public notice in a newspaper. Trans Maryland has helped over 300 people navigate the process of changing their legal names and updating their Social Security cards or driver's licenses to match their names or gender markers, according to Lee Blinder, the group's executive director. The costs can run to $700 or higher, depending on how many documents a person seeks to update and whether they change their legal name, gender or both.The costs vary widely. In California, filing a name-change action <a href="https://www.courts.ca.gov/documents/filingfees.pdf">costs $435</a> and comes with a six-week wait. In New York, the process takes a day in court and costs $65, plus $35 for an ad in the Irish Echo, the cheapest newspaper for public notices, plus $6 per copy of a court order, <a href="https://srlp.org/resources/namechange/">according to</a> the Sylvia Rivera <keyword id="6355470" type="UNKNOWN" weightage="100" keywordseo="law">Law</keyword> Project.Even small fees could be a deterrent to people with low incomes. About 38% of trans people had household incomes below $25,000 in 2014, and 35% of those who haven't gotten a legal name change said they did so for cost reasons, according to the 2015 survey.<h2>Gender-marker changes are harder</h2>It is a lot harder for trans people to change their gender markers. For all document types asked about on the US Trans Survey - driver's licenses, Social Security records, passports, school records, and birth certificates - fewer trans people had updated their gender than their name.In some states, updating a <a href="https://transequality.org/sites/default/files/images/Summary%20of%20State%20Birth%20Certificate%20Laws%20Apr%2028%202020.pdf">birth certificate</a> or <a href="https://transequality.org/sites/default/files/images/Drivers%20License%20Grades%20May%202020.pdf">driver's license</a> is as simple as attesting that a person's <keyword id="1956017" type="PERSON" weightage="60" keywordseo="gender-identity">gender identity</keyword> has changed. But more states and the federal government require that a healthcare provider or other professional certify that someone has received "appropriate clinical treatment" before changing their gender marker. The lack of a gender-neutral marker - like "X" - in most states and at the federal level can also cause difficulties with doctors and medical insurers, according to Blinder. Blinder, who uses the pronouns "they" and "them," said Social Security numbers are often tied to insurance and healthcare options."That means every time you go to the doctor's, you have to misrepresent yourself," they said.Nine states require genital surgery to change a driver's license, and even more require such surgery for a birth certificate, according to NCTE tallies from 2020. Insurers often require six months to a year of hormone therapy and sign-offs by mental-health professionals beforehand. Surgeons' waitlists add at least another six months to the process, according to Carl Streed, a primary-care doctor in Boston who provides gender-affirming healthcare."We're talking about needing multidisciplinary care to access surgical care," he said. "I wish it were a lot faster."At least three states besides Alabama - Tennessee, Ohio, and New York - face lawsuits over gender markers on driver's licenses or birth certificates, and the stakes for trans people are high. For several months, Corbitt said she couldn't drive because her license expired while the case was pending. Alabama has issued her a license with an "F" gender marker, but it has also appealed the court's decision."If we lose the appeal, heaven forbid, I won't drive," Corbitt said. "I believe that God has made me the way that I am."

Try uploading the documents again,” and "Verify your identity to continue using payments on WhatsApp.” WhatsApp Pay is currently available in India and Brazil. While WhatsApp currently authenticates payments using mobile numbers in India, users in Brazil are required to authenticate their debit and credit cards using Facebook Pay. While other Unified Payments Interface (UPI) apps like PhonePe and Google Pay do not require users to verify their identity, payment apps like Paytm and MobiKwik require users to complete know your customer (KYC) verification. This could either mean that WhatsApp is finally moving to add more features such as a wallet or this feature is aimed at businesses that wish to receive payments on WhatsApp. WhatsApp has not made an official announcement about the new change. <a href="http://www.businessinsider.in/DoYou-Need-Aadhaar-Card-Govt-Says-Yes-Supreme-Court-Says-No/articleshow/22981267.cms">Controversy</a> is still raging over the mandatory use of <keyword id="144117" type="ORGANIZATION" weightage="100" keywordseo="AADHAAR">Aadhaar</keyword>, but an expert <keyword id="2006823" type="UNKNOWN" weightage="100" keywordseo="Committee-on-financial-inclusion">committee on financial inclusion</keyword> has already recommended that the <keyword id="6354335" type="CITY" weightage="100" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> should leverage the <keyword id="2006820" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-network">Aadhaar network</keyword> to ensure that every Indian has a <keyword id="2006817" type="UNKNOWN" weightage="100" keywordseo="Free-bank-account">free bank account</keyword> by January 2016. The recommendation has come from the Committee on Comprehensive <keyword id="2006821" type="UNKNOWN" weightage="100" keywordseo="Financial-Services-for-Small-Business">Financial Services for Small Business</keyword> and Low-Income Households, which is headed by <keyword id="311391" type="PERSON" weightage="100" keywordseo="Nachiket-Mor">Nachiket Mor</keyword>, an <keyword id="2006825" type="UNKNOWN" weightage="100" keywordseo="RBI-board-member">RBI board member</keyword> and former <keyword id="6653" type="CITY" weightage="100" keywordseo="ICICI-bank">ICICI Bank</keyword> executive. 
 <keyword id="30067" type="ORGANIZATION" weightage="100" keywordseo="RBI">RBI</keyword> set up the committee last September and it has now sought comments from the public on the <keyword id="1180163" type="UNKNOWN" weightage="100" keywordseo="draft-recommendations">draft recommendations</keyword> on or before January 24, 2014. Other key members of the panel include former <keyword id="44473" type="CITY" weightage="80" keywordseo="Citigroup">Citigroup</keyword> CEO <keyword id="25396" type="PERSON" weightage="100" keywordseo="Vikram-Pandit">Vikram Pandit</keyword> and <keyword id="2006826" type="UNKNOWN" weightage="100" keywordseo="Axis-Bank-CMD">Axis Bank CMD</keyword> <keyword id="6356453" type="PERSON" weightage="100" keywordseo="Shikha-Sharma">Shikha Sharma</keyword>. 
 According to the report, every Indian resident over 18 years of age should be automatically issued a “universal <keyword id="2006829" type="UNKNOWN" weightage="100" keywordseo="Electronic-bank-account">electronic bank account</keyword> at the time of receiving his/her <keyword id="485058" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-number">Aadhaar number</keyword>.” One can choose his/her <keyword id="2006832" type="COMPANY" weightage="100" keywordseo="Preferred-bank">preferred bank</keyword> from the empanelled ones and need not pay any fee for opening an account. However, the bank can levy <keyword id="162862" type="UNKNOWN" weightage="100" keywordseo="transaction-charges">transaction charges</keyword>, the committee says. It also recommends setting up of a ‘unified’ redressal agency under the <keyword id="47209" type="ORGANIZATION" weightage="100" keywordseo="Finance-Ministry">finance ministry</keyword> to deal with <keyword id="786199" type="UNKNOWN" weightage="100" keywordseo="customer-complaints">customer complaints</keyword>. 
 About 90% of small businesses have no links to a <keyword id="154831" type="ORGANIZATION" weightage="100" keywordseo="financial-institution">financial institution</keyword> and 60% of Indians do not have bank accounts, the report states. “Aadhaar is the key piece of infrastructure to enable a customer to be identified and authenticated so that repudiation and fraud risks are minimised and therefore, should become the universal basis for authentication,” it adds. 
 The panel has also suggested that a special type of <keyword id="6368751" type="PERSON" weightage="100" keywordseo="Banks">banks</keyword> should be introduced to provide payment services and deposit products to small businesses and low-income households. Such banks could be categorised as <keyword id="2006841" type="UNKNOWN" weightage="100" keywordseo="Payments-banks">payments banks</keyword> and “they will be restricted to holding a <keyword id="2006842" type="UNKNOWN" weightage="100" keywordseo="Maximum-balance">maximum balance</keyword> of Rs 50,000 per customer,” the report says. Even <keyword id="2006844" type="UNKNOWN" weightage="100" keywordseo="Existing-lenders">existing lenders</keyword> can set up these payments banks as <keyword id="4128451" type="UNKNOWN" weightage="100" keywordseo="subsidiaries">subsidiaries</keyword>. The report also recommends setting up another category of wholesale banks that will provide funds to other banks and financial institutions that directly lend to low-income households. 
 On the face of it, the recommendations to introduce a multi-layered <keyword id="6354778" type="ORGANIZATION" weightage="100" keywordseo="Banking">banking</keyword> system make sound sense as these ‘proposed’ entities will be serving the <keyword id="2006855" type="UNKNOWN" weightage="100" keywordseo="Financially-weak">financially weak</keyword> segment of the country and overall, the inclusion plan for 2013-2016 looks good. 
 
Except for the Aadhaar part. 
 But before we go ahead, let us have a look at Aadhaar and what all it offers. Launched by the <keyword id="86474" type="ORGANIZATION" weightage="100" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>), the <keyword id="804646" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-scheme">Aadhaar scheme</keyword> was initially introduced to ‘promote inclusion and benefits of the <keyword id="1389586" type="UNKNOWN" weightage="100" keywordseo="marginalised-sections">marginalised sections</keyword> of the society that has no <keyword id="2006861" type="UNKNOWN" weightage="100" keywordseo="Formal-identity-proof">formal identity proof</keyword>.’ Even today, Aadhaar-enabled services are essentially linked to various <keyword id="580043" type="UNKNOWN" weightage="100" keywordseo="government-welfare-schemes">government welfare schemes</keyword> – so that its beneficiaries can access the same in a hassle-free manner. 
 However, the ‘<keyword id="2006816" type="UNKNOWN" weightage="100" keywordseo="Banking-for-all">banking for all</keyword>’ initiative in its ‘suggested’ format cannot be a marginalised movement, aimed to serve only the under-banked/unbanked regions or the weaker section or those below the <keyword id="141042" type="ORGANIZATION" weightage="100" keywordseo="poverty-line">poverty line</keyword>. It has to have a <keyword id="2006866" type="UNKNOWN" weightage="100" keywordseo="Unified-structure">unified structure</keyword> across the country – involving every Indian citizen. In other words, it will be much like the ‘<keyword id="49358" type="UNKNOWN" weightage="100" keywordseo="voter-card">voter card</keyword>’ mechanism we have in place right now. At the age of 18, an Indian is entitled to get a voter card irrespective of the <keyword id="2006868" type="UNKNOWN" weightage="100" keywordseo="Financial-divides">financial divides</keyword>. Going forward, if the central bank intends to follow the same principle and wants to bring the entire population of the country under its <keyword id="2006870" type="UNKNOWN" weightage="100" keywordseo="Inclusion-umbrella">inclusion umbrella</keyword> (after all, one cannot leave one section of the citizens out of a <keyword id="2006871" type="UNKNOWN" weightage="100" keywordseo="Mass-initiative">mass initiative</keyword> just because they are financially more stable), opening an account at the stipulated age should become mandatory and that means a mandatory <keyword id="1953676" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-validation">Aadhaar validation</keyword>. 
 And that brings us back to the basic question – what is the legal status of Aadhaar in India? Is it just a <keyword id="107911" type="ORGANIZATION" weightage="100" keywordseo="Financial-inclusion">financial inclusion</keyword> tool for the economically weak or do the government agencies intend to turn it into an ‘all-inclusive’ tool required for every social and <keyword id="672932" type="ORGANIZATION" weightage="100" keywordseo="economic-activity">economic activity</keyword> – right from <keyword id="427269" type="UNKNOWN" weightage="100" keywordseo="Marriage-registration">marriage registration</keyword> to <keyword id="854003" type="UNKNOWN" weightage="100" keywordseo="land-registration">land registration</keyword>, from banking to <keyword id="6368952" type="ORGANIZATION" weightage="100" keywordseo="shopping">shopping</keyword> and more? 
 The RBI has already asked banks to ensure <keyword id="1953683" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-authentication">Aadhaar authentication</keyword> for <a href="http://www.businessinsider.in/Now-RBI-Wants-Aadhaar-Validation-For-Card-based-Transactions/articleshow/26473660.cms">card transactions</a> at merchant locations. “All new card present infrastructure has to be enabled for both <keyword id="1953693" type="UNKNOWN" weightage="100" keywordseo="EMV-chip-and-PIN">EMV chip and PIN</keyword> and Aadhaar (<keyword id="1953679" type="UNKNOWN" weightage="100" keywordseo="Biometric-validation">biometric validation</keyword>) acceptance,” the central bank stated in a notification on November 26 last year. 
 Although the <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword> has ruled that the <keyword id="6356006" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-card">Aadhaar Card</keyword> is not mandatory to get <keyword id="1739662" type="UNKNOWN" weightage="100" keywordseo="government-benefits">government benefits</keyword> and services, and the <keyword id="1878758" type="UNKNOWN" weightage="100" keywordseo="National-Identity-Authority-of-India-Bill">National Identity Authority of India Bill</keyword> is yet to get Parliamentary nod, Aadhaar seems to be enjoying a more hallowed status and getting its teeth deep into every key financial transaction one can think of. That might not be quite desirable at this stage as divulging <keyword id="441301" type="UNKNOWN" weightage="100" keywordseo="biometric-data">biometric data</keyword> (required for Aadhaar Card) is still considered voluntary and <keyword id="2006881" type="UNKNOWN" weightage="100" keywordseo="Secure-storage">secure storage</keyword> of the same cannot be guaranteed even now. 
 The rest of the recommendations by the committee dwell on the structure and requirements of the <keyword id="2006882" type="UNKNOWN" weightage="100" keywordseo="Proposed-banks">proposed banks</keyword>, <keyword id="6597293" type="UNKNOWN" weightage="100" keywordseo="priority-sector-lending">priority sector lending</keyword> and deposits, and classification of non-banking financial companies (NBFCs). 
 Interestingly, the payment banks will be required to meet the standard <keyword id="35038" type="ORGANIZATION" weightage="80" keywordseo="crr">CRR</keyword> terms and must also deposit the balance proceeds in approved <keyword id="838337" type="UNKNOWN" weightage="100" keywordseo="SLR-securities">SLR securities</keyword> with duration of no more than three months. As they won’t be permitted to assume any kind of <keyword id="854662" type="UNKNOWN" weightage="100" keywordseo="Credit-risk">credit risk</keyword>, which literally rules out any risk of default, the <keyword id="2006891" type="UNKNOWN" weightage="100" keywordseo="Minimum-entry-capital">minimum entry capital</keyword> for them will be Rs 50 crore instead of the Rs 500 crore required for full-service commercial banks in the country. Also, the wholesale banks cannot accept deposits bigger than Rs 5 crore from a single depositor. 
 The RBI had launched a three-year financial <keyword id="2006853" type="UNKNOWN" weightage="100" keywordseo="Inclusion-programme">inclusion programme</keyword> in April 2010, which prompted banks to open outlets in 200,000 villages. The current recommendations seek to deepen such access and experts even feel that the new banking licences, to be announced soon, can be categorised accordingly. But both the government and the RBI should ensure that the programme becomes ‘inclusive’ in the true sense of the term and validation issues should not throw a spanner in the works.
