BCCL Five personnel of the Indo-Tibetan Border Police (ITBP) have tested positive for the novel coronavirus and at least 90 have been quarantined over the last few days, officials said on Friday.These are the first cases of the viral infection in the border-guarding force, which is trained in mountain warfare. Three personnel, involved in essential services at a base of the paramilitary force in the Tigri area of the national capital, have tested positive for coronavirus and have been isolated at a facility in Delhi, the officials said. In another case, an infected sub-inspector and a head constable-rank official of the 50th battalion of the force were sent to the AIIMS in Jhajjar (Haryana) for isolation two days ago. The 50th battalion was deployed in Delhi for rendering law-and-order duties alongside the Delhi Police, the officials said. The entire company of at least 90 personnel has been quarantined, they added. The ITBP is a 90,000-personnel-strong force that is primarily tasked with guarding the Line of Actual Control (LAC) with China, apart from rendering other internal security duties in the country. Coronavirus: Nagpur ​reports two new cases of Coronavirus; total cases in Maharashtra surges to 16

Several countries, including India, scrambled to evacuate their nationals from the Chinese city of Wuhan, the epicentre of the coronavirus outbreak, as the death toll in China soared to 259 and nearly 12,000 people infected with the deadly virus. The virus that emerged in early December and traced to a market in Hubei province capital Wuhan that sold wild animals, has now spread to more than two dozen nations, including India where the first case is confirmed in Kerala, the US, Britain, Russia and Sweden. Chinese health authorities on Saturday announced that the death toll has increased to 259 as 46 more people, all but one in Hubei, died in the preceding 24 hours. With 2,102 new infections, the total confirmed cases in China increased to 11,791, the biggest increase since China began reporting the spread of the virulent virus on January 21. China's National Health Commission in its daily report on Saturday said that 1,795 patients remained in critical condition, and 17,988 people were suspected of being infected with the virus as of the end of Friday. So far about 124 cases have been reported in other countries, including India where the first case is confirmed in Kerala. Several countries, including India, US, Japan, South Korea, UK and Bangladesh, have evacuated their nationals from Wuhan by sending special aircraft. Air India's jumbo B747 aircraft carrying 324 Indians, including 211 students, 110 working professionals and three minors, reached New Delhi on Saturday morning from Wuhan city. Another flight of the airline departed for the Chinese city from New Delhi on Saturday afternoon. Five doctors from the Ram Manohar Lohia (RML) Hospital who were onboard the first flight are also in the second flight, the Air India spokesperson said. The Indian Army has set up a quarantine facility in Manesar near Delhi to keep around 300 Indian students being evacuated from China's Hubei province in view of the coronavirus infection outbreak. Separately, border-guarding force ITBP has set up a 600-bedded facility in southwest Delhi's Chhawla area to quarantine and provide basic medical care to those suspected to have been affected by the virus. The World Health Organisation has declared the outbreak a global emergency on Thursday but did not advise international trade or travel restrictions. According to a study by University of Hong Kong scientists, as many as 75,815 people in Wuhan may have been infected with the new coronavirus, the South China Morning Post reported. The research, published in The Lancet on Saturday, is based on the assumption that each infected person could have passed the virus on to 2.68 others, the Hong Kong-based daily said.

By Neelabh Srivastava New Delhi, Mar 29 () Over 450 doctors recruited recently as medical officers in the CAPFs have been asked to join service "immediately" as the forces are ramping up their healthcare setup to combat COVID-19, a top paramilitary officer said on Sunday. Retired medical officers have been "alerted" and modalities are being worked on to hire doctors on contractual service to man the chain of the forces' country-wide hospitals and quarantine centres that have a combined strength of more than 7,200 beds, ITBP Director General (DG) Surjeet Singh Deswal told . "Over 450 doctors who were recruited as medical officers for all the Central Armed Police Forces (CAPFs) recently have been called to join duty immediately...with no loss of time. "They will enhance our strength in combating the situation arising out of the coronavirus outbreak in the country," Deswal said. A senior official said the plan was formulated at the ITBP headquarters and top-level sanctions were obtained from the Union Home Ministry before summoning these doctors. These doctors, the DG said, were recruited recently by the government for the CAPFs and ITBP was the nodal agency for their recruitment. The CAPFs have a combined strength of over 2,000 doctors and specialists at present apart from other paramedical staff. These doctors are being posted to CAPF hospitals and bases near their place of stay so that they can join without having to travel far, the ITBP chief said. The government had recently taken over the chain of 32 CAPF hospitals across the country, with a total capacity of about 1,900 beds, for isolation and treatment of COVID-19 affected patients. These forces comprise the Central Reserve Police Force (CRPF), the Border Security Force (BSF), the Indo-Tibetan Border Police (ITBP), the Central Industrial Security Force (CISF) and the Sashastra Seema Bal (SSB). Elite counter-terror force National Security Guard (NSG) is also part of this wide setup of medical facilities being prepared in view of the increasing number of cases of coronavirus infections being reported from across the country. "We are also preparing modalities to hire doctors on contract to work at our health facilities even as we have alerted those who have retired from service. Those who have superannuated are being asked to remain on standby as their services may be required anytime," Deswal said. The ITBP, which is primarily tasked to guard the 3,488-km-long Line of Actual Control (LAC) with China, is also running a 1,000-bed quarantine in Delhi's Chhawla area. A total of 418 Indians evacuated from Italy using special flights are housed at this facility at present, even as 518 citizens and foreigners have been discharged till now from here. Deswal said the force, apart from round-the-clock medical monitoring and providing essential services of food and entertainment to the inmates, has now begun counselling them. "Some of the people who have been evacuated from COVID-19-affected countries and are kept at our centre have high anxiety levels as they have seen devastation all around. That is normal for a human. "We have begun their counselling and are motivating them by presenting them the facts about this viral diseases and success stories," Deswal, a 1984-batch Haryana cadre IPS officer, said. At present, he is also heading the BSF as an additional charge. The DG said the morale of the force doctors and other staff members at the Chhawla camp is "high and they are committed in this fight against coronavirus". They are very happy to do this national duty and we have provided all protective gear to all of them, he said. The DG had on Saturday issued a message to the around 90,000-strong force that troops should be ready for any national duty that may be entrusted on them in the wake of the coronavirus outbreak, and COVID-19 safety guidelines should be followed diligently. The CAPFs also reported their first case of coronavirus infection on Saturday, with a BSF officer and a CISF jawan being found positive. The CAPFs, which have around 10 lakh personnel, work under the command of the Home Ministry and are deployed to render a variety of internal security duties apart from border-guarding. (Eds: Updating with details of death of patient) New Delhi, Mar 13 () A 68-year-old woman in Delhi became the country's second victim of <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> on Friday as several states went into battle mode to contain the spread of COVID-19, shutting down schools, theatres and colleges, and many public events, including the IPL, were postponed. The Union Health ministry put the number of positive cases at 82, eight more since Thursday night, which includes the woman and a 76-year-old man from Karnataka who became the country's first coronavirus fatality besides 17 foreign nationals, Health Ministry officials said. Health Ministry and Delhi government officials said the woman came in contact with her son, the fifth case of coronavirus in the national capital, with a history travel history to Switzerland and Italy between February 5 and 22. Her death was caused due to co-morbidity (diabetes and hypertension), they said, adding she had tested positive for COVID-19. The woman was admitted in Ram Manohar Lohia Hospital, officials said. Cases of the infection have been reported from at least 11 states and territories, including Delhi, Karnataka, Maharashtra and Kerala, where three patients were discharged last month after they recovered. Addressing reporters, officials said coronavirus -- a pandemic that has infected 1,31,500 people in 116 countries and territories and killed more than 4,900 -- is not a health emergency and there is no need to panic. They said India has evacuated 1,031 people, including from Maldives, US, Madagascar and China. The Centre has also decided to allow international traffic only through 19 border checkposts out of 37 and continue the suspension of Indo-Bangladesh cross border passenger trains and buses till April 15, or earlier, if so decided. Officials disclosed that 42,000 people across the country are under community surveillance. Taking stock of the situation, Prime Minister Narendra Modi proposed a video conference of SAARC leaders to chalk out a joint strategy and set an example for the world. "Our planet is battling the COVID-19 Novel Coronavirus. At various levels, governments and people are trying their best to combat it," Modi said on Twitter. South Asia, which is home to a significant number of the global population, should leave no stone unturned to ensure that the people are healthy, he said. Amid speculation over the ongoing Budget Session being shortened, Union Parliamentary Affairs Minister Pralhad Joshi told , "There is no question of curtailing the session." While states such as Karnataka, Odisha, Delhi and Bihar went into virtual shutdown mode, the under-pressure BCCI suspended the start of this year's IPL cricket tournament from March 29 to April 15. "The Board of Control for Cricket in India has decided to suspend IPL 2020 till 15th April 2020, as a precautionary measure against the ongoing Novel Corona Virus (COVID-19) situation," BCCI secretary Jay Shah said in a statement. The statement made it clear that it's a "suspension" and "not postponement", which means there is no clarity on whether the event will start on April 15. Even if it starts on April 15, it is expected to happen behind closed doors without the fans. The decision came hours after the Delhi government, which on Thursday announced that schools, colleges and cinema halls would be closed till March 31, sad it was also stopping all sports gatherings, including IPL 2020. Sisodia said district magistrates have been asked to ensure that all directives pertaining to coronavirus are implemented. "We will close all universities for a week in the entire state," he told reporters. Tech giant Google confirmed that an employee of its Bengaluru office, who had returned from Greece, was diagnosed with COVID-19. In Kalaburagi town, 46 people who were in direct contact with the 76-year old man who died on Tuesday night were placed under quarantine, district officials said, adding that 31 were categorised as "high risk" and 13 as "low risk". Four family members of the man have displayed flu symptoms and their swab samples have been sent for testing. In Odisha, the Naveen Patnaik government announced that educational institutions would be closed till March 31 but provided an exception for holding exams. He said the government has earmarked Rs 200 crore to combat the coronavirus threat and declared COVID-19 a "disaster". Non-essential official gatherings such as seminars, workshops and conferences are to be cancelled, Patnaik said. Social gatherings and assemblies like religious functions, marriage receptions and parties will be regulated by local authorities. Cinema halls, swimming pools and gyms in the state will be closed as well. Jawaharlal Nehru University, Delhi University and Jamia Millia Islamia suspended classes in Delhi. Other universities such as Jindal University in Sonepat in Haryana announced the university would be open but there would be no classes till March 29. As concern mounted, people scrambled to change their travel plans. At an Air India office in Delhi, for instance, there were crowds of people waiting to change their tickets. Aviation watchdog DGCA has asked international airlines to consider waiving ticket cancellation and reschedule charges or look at providing any other incentives. States which had not reported any case were also on alert. Schools, colleges, coaching institutes, zoos and parks in Bihar will be shut till March 31 over the coronavirus threat, an official said. Vishwajit Rane, health minister in the tourism hub of Goa, said the government will issue a circular asking hotels and industries to take preventive measures in the wake of the coronavirus scare. In all this, there was some good news. All 112 people admitted to an ITBP quarantine facility in Delhi for over a fortnight tested negative for the coronavirus.
