One look at the ministry-operated websites of Indian government and you can be sure that they are not up to the mark. This is why these websites are often made fun of, something which is beginning to irk the centre, it seems. 
 The centre has now directed all the ministries that <keyword id="487987" type="UNKNOWN" weightage="100" keywordseo="government-websites">government websites</keyword> should be taken seriously now. It has also directed that these websites should figure among the top five results when relevant keywords are put in search engines. Not only this, if the government is paying the mobile and landline bills of bureaucrats, their numbers should be made available online. 
 These instructions are a part of the 115 guidelines that the ministries have received from the Department of Administrative Reforms and Public Grievances (<keyword id="1562810" type="UNKNOWN" weightage="100" keywordseo="DARPG">DARPG</keyword>), led by PM Modi. 
 The government believes that these guidelines, when followed, would boost the PM’s agenda of '<keyword id="1929810" type="UNKNOWN" weightage="100" keywordseo="Digital-India">Digital India</keyword>' and 'Minimum government, maximum governance'. 
 
It was on 25th May that DARPG secretary C Vishwanath had written to the secretaries of all ministries, seeing the audit results of 957 government websites, 97% of which failed to comply with the 'Guidelines of <keyword id="1107919" type="UNKNOWN" weightage="100" keywordseo="Indian-government-websites">Indian Government Websites</keyword>' (GIGW). 
 
"Recently, the Standard Testing and Quality Certification Directorate has done the audit of 957 government websites and it was found that only 31 of them were GIGW compliant," the DARPG secretary said in his letter. 
 
 
Specifically, Vishwanath reminded the secretaries that as per the guidelines, all central government websites must be bilingual, opening in Hindi by default and having an option of being converted in English, not vice versa. 
 
Moreover, all electronic commerce transactions done on a government website have been asked to be handled safely and a mechanism should be put in place which ensures timely response to the queries received. 
 
Also, the guidelines ask for the discussion forums to be closely watched, adding that the websites should be free of "offensive/discriminatory language."

<ul><li>The registration for vaccination for those between 18-45 years old opened up finally, on Wednesday, at 4 p.m.</li><li>Servers of the <keyword id="10529896" type="UNKNOWN" weightage="20" keywordseo="coWin-app">CoWIN app</keyword> and website, <keyword id="173550" type="COMPANY" weightage="20" keywordseo="Umang">UMANG</keyword> app and Aarogya Setu app crashed.</li><li>Earlier, hundreds of people had stayed up till 12 midnight on Wednesday to register for the app, only to know the vaccination wasn’t opening up until 4 pm.</li></ul>The registration for vaccination for those between 18-45 years old opened up finally, on Wednesday, at 4 p.m. and as expected servers of the CoWIN app and website, UMANG app and Aarogya setu app crashed. However, soon after the Aarogya Setu app started working. Earlier, users had also complained that they weren’t receiving the one time password (OTP) required to login to the apps. Hundreds of people stayed up till 12 a.m. on Wednesday, as anticipation was high for the registration for vaccination for the 18-45 age population to open up, but to their disappointment the message still read “currently registration is allowed for citizens older than 45 years only.” The Indian government had announced that registration for vaccination between 18-45 years old would start through the CoWIN and Aarogya Setu apps at 12 a.m. on April 28. However, through a Telegram channel for MyGov, an update had been sent that registrations would open at 4 p.m. on Wednesday. CoWIN servers down at 4 p.m. due to overwhelming server load The crashing of the server at 4 p.m. due to heavy load didn’t come as a surprise to many. The government servers are not designed to handle a higher number of connections at the same time. When many people try to access the same website, the servers get overstressed and fail to handle requests. In simple words, it's like a lot of people rushing inside a building that has a small entrance that can let only two people in at a time. This comes with poor IT infrastructure to cut costs because server maintenance is an expensive task. This isn't the first time a government-led app has crashed or has faced server issues. For long now, the Indian Railways backed IRCTC has been at the centre point of all jokes for crashing repeatedly.

Metaverse is a term used to describe a virtual space within a digital environment such as online games, social media and virtual reality. Create avatars, set up a second life, interact with strangers and friends — just like one would do in real life. While there are those working on creating virtual restaurants and dating experiences, Twitter India’s former head Manish Maheshwari and Microsoft’s former executive Tanay Pratap are trying to create virtual classrooms with their latest venture Invact Metaversity. Earlier this week, over 70 top global leaders and founders — including Future Group’s Kishore Biyani and Infosys’ former executive TV Mohandas Pai — decided to<a href="https://www.businessinsider.in/business/startups/news/future-groups-kishore-biyani-mohandas-pai-and-68-others-invest-in-former-twitter-india-heads-latest-startup/articleshow/89403045.cms"> accord a $33 million valuation</a> to the company, Invact Metaversity, that was barely started three months ago. The company is now looking to launch its first <keyword id="13137985" type="General" weightage="20" keywordseo="metaverse-education" source="Orion">metaverse education</keyword> experience with a special four month business foundation MBA course for 60 students. Students will have the option to attend the classes through their desktops and mobiles or have the real experience with the help of virtual reality (VR) headsets. Here’s how it will work The first and the simpler option is that students can simply use their laptops or mobile phones to attend these metaverse classes. It would be like playing Second Life or the simulation game Sims. The second one is where one uses a VR headset to be in the actual setting — sitting in the classroom, having friendly conversations, interacting with avatars and having a teacher teaching in front of them. The company’s investors have also experienced the VR aspect of this method of online learning before investing. In both the settings, the only aspect that changes is the mode of usage, but the access to canteens, libraries and other aspects would still be the same, the company’s cofounder and chief technology officer Tanay Pratap told Business Insider. “In the world we are building, you can have the fully immersive experience with the VR device, and it will work on laptop and desktop as well with the clicking and cursor movement,” he added. <div type="ExtQuote" text="“Today, on a Zoom call you are in a box. As far as the business is concerned, Invast Metaversity plans to add more courses and expand its business offering in the coming months. The course structure would be designed in-house by team members and even creators, educational institutions and companies would have to create their courses on the platform. ‘Coursera and SkillShare are dinosaurs, will go extinct’ The company is trying to solve two problems. First, make online education or remote learning a much more interesting prospect for the students. Secondly, ensure that the course completion rate increases in the online space. “I think those [Coursera, SkillShare, edX and Udemy and others] are like dinosaurs right now. And in ten years [of launch], the<a href="https://www.forbes.com/sites/dereknewton/2020/06/21/the-depressing-and-disheartening-news-about-moocs/?sh=6f48c9c976ed"> outcome in course completion is less</a> than 10%. It just shows that even though the business model [of these companies] is working somehow, the end user's product is not working. If you sign up for a course, you need to complete it. Education is still the same. It’s still exams, it’s still rot learning, it’s still very dry. If it’s [education] is good, it’s good only for the top 1% of the world,” he said, adding that they want to democratize education and enable students to get better learning opportunities without giving up on the real experience. Citing an example of an MBA course, he noted that the course on their platform is for $2,500 compared to the usual tuition fee of $50,000-80,000 charged by universities abroad. He said it’s not about replacing all education with a digital one, but more about replacing sub-par education experience with a more hands-on learning experience digitally. Pratap said, “In the 1980s or 1990s, if somebody asked what the internet was, nobody would have predicted that the internet would be this thing wherein we’ll do voice, video or all our work would be online. After the video was released, Kamra said on Twitter that he was added to a Whatsapp group and was a victim of verbal abuse. As Kamra roughed up his detractors, many fans stood by him.
