The Defence Acquisition Council (DAC) on Friday cleared the issuing of a Request For Proposal (RFP) for the <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword>'s mega deal to procure six <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword> under Project-75I through a strategic partnership route worth over ₹45,000 crore. Two Indian companies and five foreign Original Equipment Manufacturers had already been shortlisted earlier. The mega deal was approved during the DAC meet on Friday led by Defence Minister Rajnath Singh. The mega submarine project for building of indigenous submarines for the <keyword id="42407" type="COMPANY" weightage="20" keywordseo="Navy">Navy</keyword> got the final clearance wherein two Indian companies that can work in collaboration with a foreign manufacturer. The RFP has been issued to Mazagon Docks (MDL) and private company <keyword id="45475" type="COMPANY" weightage="20" keywordseo="Larsen-Toubro">Larsen &amp; Toubro</keyword>. Under the Project 75I, the submarines for the Indian Navy are going to be constructed in India and will be through ToT by the OEMs. This project is under the strategic partnership model which was adopted in an effort to ensure building capacity in the Indian industry. The idea is that this is going to help in the local manufacturing of major military platforms. The project received a clearance from the Cabinet Committee on Security (CCS) way back in 1999 and Acceptance of Necessity granted in 2007. The strategic partnership model aims at promoting India as a manufacturing hub for defence equipment, in addition to establishing an industrial and R&amp;D eco-system capable of meeting the future requirements of the Armed Forces besides giving boost to exports. The Indian Navy currently has 12 submarines. In addition there are two nuclear submarines <keyword id="45878" type="COMPANY" weightage="20" keywordseo="INS-ARIHANT">INS Arihant</keyword> and INS Chakra in the navy's fleet. Upgrading its submarine operations and the naval fleet has been the top priority for the Indian Navy in wake of the increased presence of Chinese vessels in the Indian Ocean region. Defence Ministry clears Indian Navy's ₹45000 crore deal to procure six submarines

The sea warfare helicopters, which have been manufactured by <keyword id="112859" type="CITY" weightage="20" keywordseo="Lockheed-Martin">Lockheed Martin</keyword>, are used to detect submarines, replenish naval vessels, conduct search operations at sea and fire at ships. They are considered the world’s most advanced naval helicopters. As a result, the Indian Navy will be able to replace its aging fleet of UK-made Sea King helicopters, which have been reportedly been in need of replacement for a decade. The State Department explained that the deal would boost US-India military ties. Interestingly, the deal comes at a time as India is <a href="https://www.businessinsider.in/India-is-beefing-up-its-navy-to-counter-Chinas-increasingly-powerful-fleet/articleshow/66978597.cms">beefing up its naval defense forces</a> to counter China’s increasing incursions in the <keyword id="12350" type="LOCATION" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword>. However, the State Department maintained in its notification that the sale would not “alter the military balance” in the region. The Indian Navy is swapping its aging UK-made helicopters for American ones in a $2.4 billion deal

 Friend or foe? The completion of INS Arihant’s ‘deterrence patrol’ is not only significant since it completes India’s nuclear triad, but also because nuclear-powered submarines are least likely to get discovered and can stay hidden for months on end. While Modi didn’t specify what he meant by the submarine being ‘a fitting response to those who indulge in nuclear blackmail’, it could be a message for Pakistan who’s on the fast-track to enhance its nuclear arsenal and emerge as the <a href="https://www.businesstoday.in/current/economy-politics/pakistan-could-emerge-as-world-fifth-largest-nuclear-weapons-state-report/story/282113.html">world’s 5th largest nuclear weapons state</a>. Even <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>’s <a href="https://www.forbes.com/sites/panosmourdoukoutas/2018/04/01/whats-china-doing-in-the-indian-ocean/#699dc2543633">growing presence</a> in the Indian Ocean has been a cause of concern for India’s defences. When comparing India’s nuclear capabilities to the rest of the world, it still has a long way to go. While the United States has over 70 nuclear submarines in its war chest, Russia has approximately 30. Even China has 5 nuclear submarines along with 51 conventional u-boats. India’s first nuclear submarine — INS Arihant — completes milestone mission to establish country’s nuclear triad

India’s first nuclear armed submarine-INS Arihant- is all set for full-fledged operations and is awaiting a formal induction in the fleet. 
 <keyword id="45878" type="ORGANIZATION" weightage="20" keywordseo="INS-ARIHANT">INS Arihant</keyword>, which is the first of five nuke submarines, has passed all weapon launch and deep sea diving tests. 
 
INS Arihant is equipped with K 15 (or BO-5) short range missiles with a range of over 700 km and the K 4 ballistic missile with a range of 3,500 km. 
 
As per an ET report, experts were satisfied over the tests and said technically the submarine could be commissioned at any time. 
 
Now, two more INS Arihant type submarines are in the making at the Ship Building Center (SBC) in Vishakhapatnam. 
 The Indian navy is also speeding up work on <keyword id="3257194" type="UNKNOWN" weightage="20" keywordseo="INS-Varsha">INS Varsha</keyword>, which is a strategic naval base with underground pens on the Eastern Coast near Kakinada - where the nuclear assets would be based. 
 
The Indian navy wants to build at least six SSNs in India that could cost more than Rs 90,000 crore.

India's first nuclear submarine INS Arihant is ready!

 <keyword id="45878" type="ORGANIZATION" weightage="20" keywordseo="INS-ARIHANT">INS Arihant</keyword> has completed all trials and weapon launch tests, and is soon going to be inducted in India’s Navy fleet. <o:p></o:p>

	This is a big fillip to PM Narendra Modi’s Make-in-India campaign as INS is India’s first indigenously developed nuclear armed submarine.<o:p></o:p>
 Top government sources said Modi is likely to announce the formal induction in the <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> anytime soon. <o:p></o:p>

	Sources said the induction of this 6000 tonne plus indigenous nuclear submarine should coincide with the completion of Modi government’s two years in office on May 26.<o:p></o:p>

	“The submarine has passed all deep water and other tests and is ready for induction. It is just a matter of time that its formal induction (which is closely being monitored by the Prime Minister’s Office) will be announced,” said a source close to the development.<o:p></o:p>

	With the induction of INS Arihant, India will join one of the few super powers in the world that possess the knowledge of designing, engineering and operating a nuclear submarine.<o:p></o:p>

	Arihant is the lead ship of the five nuclear powered ballistic missile submarines launched in 2009. <o:p></o:p>

	Built at Vishakhapatnam, Arihant has been designed, developed and engineered by various agencies including the Defence Research and Development Organisation, the Department of Atomic Energy and the Submarine Design Group of the Directorate of Naval Design, besides private companies such as Larsen &amp; Toubro (L&amp;T).<o:p></o:p>

	As against a conventional diesel-electric submarine, nuclear submarines have the capability to stay out at sea longer and without the need to come up to the surface.<o:p></o:p>

	Arihant draws its design from design consultations with Russian design bureaus and possesses capabilities to be equipped with short range missiles as also the K4 long range ballistic missile. <o:p></o:p>

	“The indigenous nuclear submarine has passed all major tests,” sources said.<o:p></o:p>

	India currently operates Russian-origin nuclear-powered submarine INS Chakra, which it leased for 10 years from Russia in 2012. However, the INS Chakra does not carry nuclear weapons.

INS Arihant, India’s only indigenous nuclear submarine, to debut as soon as May

Now, besides Russia, India has options to build a <a href="http://www.businessinsider.in/searchresult.cms?query=india+nuclear">military nuclear asset.</a> Countries like France and the US have shown interest and are in talks with India <a href="http://www.businessinsider.in/searchresult.cms?query=indian+defence">defence</a> ministry regarding the same. 
 
So far, <a href="http://www.businessinsider.in/searchresult.cms?query=Russia">Russia</a> has been India’s ally in technology and strategic systems and this is the first time that India has got options. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=indian+navy">Indian Navy</a> got Cabinet Committee’s nod to discuss the plan for constructing six new nuclear-powered attack <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+submarines">submarines</a> (SSNs) to patrol the Indian Ocean Region (IOR) with the two western nations. 
 
The Indian SSN project is expected to cost over Rs 1 lakh crore that includes plan to design and produce a nuclear attack boat with the help of the private sector. 
 
If everything goes as per planned, India will enter the league of the five nuclear powers that have such a capability. 
 
A leading US conglomerate has met key Indian defence ministry officials regarding the project. Likewise, French representatives have also approached the Indian side for exploring avenues for cooperation on the project in the past few months. 
 
India is also in talks with Russia to lease a nuclear attack submarine. 
 
SSNs are considered less sensitive, with their primary role being hunting vital enemy naval ships and submarines, whereas a Nuclear Missile Armed Submarines (SSBN) is designed to carry out a nuclear strike. 
 
India's first SSBN, the <a href="http://www.businessinsider.in/searchresult.cms?query=INS+Arihant">INS Arihant</a>, is currently undergoing sea trials in Vizag.

The Indian Navy is entering its best time ever with big dollar being pumped into it

Once India's former Prime Minister Jawaharlal Nehru had said “To be safe on land, we must be supreme at sea”. Much has been said about the <keyword id="6355100" type="ORGANIZATION" weightage="80" keywordseo="Indian-Navy">Indian Navy</keyword>'s blue water aspirations over time. However a number of experts have already described the Indian Navy as being a blue-water navy and the intentions of developing blue-water capabilities were outlined under the 2007 Maritime Capabilities Perspective Plan. In the recent times India has built one of the largest and most powerful navies in the world with an indication towards major possibilities of further growth. It has 2 conventional Aircraft carriers, 1 amphibious transport dock, 50 Frigates, Destroyers and Corvettes one nuclear-powered and14 conventionally-powered attack submarines and a many other naval ships including around 100 armed patrol ships with the Indian Coast Guards. 
 
Why Blue Water Capabilities? 
Ability to operate across the deep waters of open oceans along with the maritime expeditionary capabilities is required to be a <keyword id="2880481" type="ORGANIZATION" weightage="80" keywordseo="Blue-Water-Navy">Blue Water Navy</keyword>. Blue Water capability is required to project the power of India’s area of strategic interest in the <keyword id="12350" type="ENTERTAINMENT" weightage="80" keywordseo="Indian-Ocean">Indian Ocean</keyword>. It is marked by the increased presence of the Indian Navy in the Persian Gulf and the Horn of Africa to the Strait of Malacca, and it also conducts anti-piracy operations and partnership building exercises with other major navies in the region. 
 
Blue water capability is necessary to shift the balance of power to an extent in India's favor and is also fueled by Beijing's “String of Pearls” strategy in the Indian Ocean. China's intention in building of maritime facilities in Sri Lanka, Pakistan, Bangladesh and Myanmar can be seen as an encirclement in the Indian ocean which can have serious outcomes in the coming future. True Blue Water capabilities not only protect India's own territory but also enables to project power beyond it. 
 
The Nuclear Triad 
Delivery of a nuclear arsenal through strategic bombers, Intercontinental Ballistic Missiles (ICBMs), and submarine launched ballistic missiles (SLBMs) is termed as a nuclear triad. The purpose of having a nuclear triad is to increase the second strike capability and the nuclear deterrence. A three-branched nuclear capability significantly reduces the possibility that an enemy could destroy all of a nation's nuclear forces in a first-strike attack. India maintains a no first use nuclear policy as a part of its credible minimum deterrence doctrine. 
 
India has surface-to-air and surface-to-surface missiles such as Agni missile system with a range of 5000-8000kms which can be tipped with the nuclear warheads and forms the land based part of the nuclear triad. It can deliver nuclear warheads through air with the help of strategic bombers like Jaguars, SU-30MKI and Dassault Mirage 2000H. India operates a nuclear-powered missile submarine, <keyword id="45878" type="ORGANIZATION" weightage="80" keywordseo="INS-ARIHANT">INS Arihant</keyword> which is capable of launching nuclear capable K- family missiles like Sagarika and K-4 which has a range up to 5000kms. Once deployed in 2016 India will complete its nuclear triad to be a true Blue Water Navy. 
 
Area of Thrust and the future India has transformed itself into a self-sufficient navy and the future lies in developing <keyword id="6500558" type="ENTERTAINMENT" weightage="80" keywordseo="Indigenous">indigenous</keyword> platforms, systems, sensors and weapons as part of the nation's modernization and expansion plan. As of now the Indian Navy has around 45 vessels of various types under construction including; an aircraft carrier, destroyers, frigates, corvettes, conventional and nuclear-powered submarines. 
 Indian navy operates two carrier task forces centered on <keyword id="317546" type="ORGANIZATION" weightage="80" keywordseo="INS-Vikramaditya">INS Vikramaditya</keyword> and <keyword id="65178" type="ORGANIZATION" weightage="80" keywordseo="INS-Viraat">INS Viraat</keyword>. India needs at least 5 more aircraft-carriers out of which 3 should be nuclear-powered with a capacity of having 60-70 fixed winged aircrafts on it. Dependency on MIG-29K for its carrier can be understood for now but India should also look and invest in a new indigenously developed carrier based fighter so that it can move from STOBAR to CATOBAR system and that fighter should have an extended range of around 3500kms. The road ahead for the Indian Navy's true Blue Water aspiration requires time-bound completions and proper policy framework.

India says its nuclear sub made its first patrol - and that it's a 'fitting response to ... nuclear blackmail'

<ul><li>The <keyword id="6876070" type="UNKNOWN" weightage="20" keywordseo="VC-11184">VC 11184</keyword> is India’s <keyword id="6876071" type="UNKNOWN" weightage="20" keywordseo="first-missile-tracking-ship">first missile tracking ship</keyword>, which will also be the first dedicated resource in Phase-II of India’s ballistic missile defence.</li><li>The project has cost around ₹7.5 billion ($100 million) so far. </li><li>With this ship, India will join the likes of the Russia and China, as one of the few countries will advanced ocean capabilities.</li></ul>Putting India in the elite club of countries that are equipped with sophisticated ocean surveillance ship, the VC 11184 is <a href="https://www.thehindu.com/todays-paper/tp-national/indias-first-missile-tracking-ship-is-readying-for-sea-trials/article24930523.ece">ready for sea trials</a>. There are only four other countries - the US, Russia, China, and France - that have have similar vessels in their arsenal. Set to go in the first week of October, <keyword id="435692" type="COMPANY" weightage="20" keywordseo="Hindustan-Shipyard-Limited">Hindustan Shipyard Limited</keyword> (HSL) will launch the ship off the coast of <keyword id="60510" type="COMPANY" weightage="20" keywordseo="Visakhapatnam">Visakhapatnam</keyword>. This is also where the Ship Building Centre is currently working on the nuclear-powered submarine, INS Arihant. The VC 11184 is the first of its kind for the Indian Navy as a part of the country’s strategic weapons programme aimed at strengthening the country’s defences. It will also be the first ship to be a dedicated resource for Phase-II of India’s ballistic missile defence. The name may sound a little bland, but the ship will be renamed once it’s officially inducted into the Indian navy. As of now, the VC11184 is being built for the <keyword id="145763" type="ORGANIZATION" weightage="20" keywordseo="National-Technical-Research-Organisation">National Technical Research Organisation</keyword> (NTRO). This technical intelligence agency works directly with the Prime Minister’s Office and the National Security Advisor. From port to starboard There isn’t a lot to say about the VC 11184 since it’s a ‘topmost secret project’ entailing strict confidentiality but the Hindu does report that the project has cost a total ₹7.5 billion ($100 million) so far. Powered by two diesel engines, the VC11184 can carry a crew of 300 and has a large deck which can accommodate a helicopter landing. Basin trials were already successful a while ago. The ship’s also equipped with hi-tech gadgets and communication equipment. The objectives of the VC11184 are two-fold. One, track missiles using the two sensors on-board, the X-Band AESA primary radar and S-Band AESA secondary radar. And, two, gather electronic intelligence. Between those two tasks, the VC1184 will be the most advanced tracking and surveillance ship in India’s arsenal.

An internal assessment has found out it is affordable to build an indigenous set of nuclear-powered submarines than getting it constructed with foreign technology. 
 Presently, India is constructing six <keyword id="144378" type="UNKNOWN" weightage="20" keywordseo="Scorpene-submarines">Scorpene submarines</keyword> under a licence agreement from France for Rs 18,000 crore, a deal which was signed in 2005. The price can shoot up if inflation is calculated for the ten year build period. 
 
However, ET has been told that an internal assessment has brought out that the cost of constructing six new nuclear-powered attack submarines, derived from the design and expertise gained from the INS Arihant - India's first nuclear boat - would be close to Rs 35,000 crore. 
 
"According to our calculations, if we are to build six attack submarines based on the existing design of the Arihant, the cost would not exceed Rs 35,000 crore," a source involved in the process told ET. 
 It is noteworthy <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> will release a tender notice for six more conventional submarines which is likely to cost more than Rs 60,000 crore, called Project 75 I. 
 
“The huge difference in pricing is due to the licence fees charged in the case of the Scorpene and the cost of technology development that would be factored into project 75I from the vendor,” officials told ET. 
 
"In the case of the indigenous nuclear attack submarines, the design is already with us. It has been designed in India and the only cost would be the construction and fitment of weapons," the source said.
