Indian Institutes of Technologies (<keyword id="49737" type="COMPANY" weightage="100" keywordseo="IITs">IITs</keyword>) seem to be the Indian government’s ray of hope for increasing the level of education in the country, which is why it has decided to open six <keyword id="530930" type="UNKNOWN" weightage="100" keywordseo="new-IITs">new IITs</keyword>, at Tirupati, Palakkad, Dharwar, Bhilai, Goa and Jammu. ISM Dhanbad, on the other hand, will soon get an upgrade to become an IIT. 
 
The Union Cabinet had a meeting that saw it giving an ex post facto approval to amend The Institutes of Technology Act, 1961. The act would now be changed to legally incorporate new IITs at Tirupati (Andhra Pradesh), Palakkad (Kerala), Dharwar (Karnataka), Bhilai (Chhattisgarh), Goa, Jammu (Jammu and Kashmir), while also converting Indian School of Mines (ISM), Dhanbad to an IIT. 
 "The approval will bring six new <keyword id="6386086" type="ORGANIZATION" weightage="100" keywordseo="Indian-Institutes-of-Technology">Indian Institutes of Technology</keyword> within the ambit of The Institutes of Technology Act, 1961 and declaring them as the institutions of national importance," said an official statement. 
 
Other than this, the decision to set up NIT, Andhra Pradesh was also approved by the cabinet; the institute has been registered as a Society under the Andhra Pradesh Societies Registration Act, 2001. 
 
The bill, viz. the National Institutes of Technology, Science Education and Research (Amendment) Bill, 2016 for inclusion of the NIT, Andhra Pradesh was also approved. 
 
"The proposed amendments to the NITSER Act, 2007 will ensure a high level of public accountability and increased participation of the stakeholders in the administration and academic activities of the Institute," the statement said.

Six new IITs in pipeline, ISM Dhanbad to be upgraded

New Delhi, Feb 4 () India and Norway on Tuesday signed four MoUs in the field of research and higher education to strengthen their bilateral partnership.
The agreements were signed here during the visit of a delegation of prominent education and research institutions from Norway led by Director-General, Anne Line Wold, Norwegian Ministry of Education and Research.
One agreement was inked between the Indian Institute of Technology Delhi and UiT, The Arctic University of Norway, for cooperation in fields such as bio-photonics, health and diagnostic tools, nanotechnology, water management and renewable energy.
Another MoU was signed between the Indraprastha Institute of Information Technology and UiT, The Arctic University of Norway, to facilitate exchange of students and staff and consolidate joint efforts towards project initiatives in national and EU arena.
The other agreements were signed between IIT Jammu and Norwegian University of Science and Technology, and IIT Mandi and Norwegian University of Science and Technology with special focus on activities in landslides, tunnels, water management, hydropower, project-based learning, student and researchers mobility and cold region technologies.
The agreement signing was witnessed by Norwegian Ambassador to India Hans Jacob Frydenlund and the head of the delegation.
"The visiting delegation from Norway has had fruitful meetings with their Indian counterparts to discuss increased student mobility between Norway and India," Frydenlund said on the occasion.
"As a part of the Norwegian government's India Strategy 2030, research cooperation and higher education are of high importance in our bilateral relationship," he said.
This visit is a key step towards achieving the goals of a stronger and deeper bilateral relationship with India in the field of higher education, Frydenlund said.
Wold said India is an important strategic partner for Norway within higher education and research.
"For Norway, exploring potential partners and connecting researchers and institutions with their counterparts in India is extremely crucial. During this visit, we have had an excellent dialogue with the Indian authorities and found several areas of common interest that will benefit both countries," she said. ASK ASK ABH

The Higher Education Ministry may be trying to push the IITs and plan many more, the students aren’t thinking alike. And the proof comes with the fact that most engineering aspirant students who can’t make the cut to the old IITs are opting for NITs or even prime private colleges. 
The course at the IIIT Hyderabad is more reputed than the same one at a less prominent IIT," a student from Bengaluru told The Economic Times. "The only way I would choose to study at another IIT would be if I would be able to take a branch transfer after the first year from a lesser-known IIT to an older IIT." 
 
While the number of operational IITs has risen to 18 in 2015 from seven in 2007, new IITs - despite their premium 'IIT' tag - are losing favour both among top students and recruiters, as teething troubles such as poor infrastructure, paucity of faculty and lack of role models persist. Students who do well in JEE but fail to ginto one of the older IITs would rather go to National Institutes of Technology (NITs) or top private engineering colleges than a relatively new IIT. And recruiters say if there is a pecking order then they would prefer to go to the older, more established IITs, than the NITs and then the new IITs, confirms the ET news report. 
 
Since 2008, 11 new IITs have started operating - in Indore, Mandi, Ropar, Patna, Jodhpur, Hyderabad, Gandhinagar, Bhubaneswar, Varanasi, Palakkad and Tirupati. The last two start their first batches this year. 
 
But most of them are still to build the infrastructure and all face an acute shortage of faculty, which now reflect on their ability to attract students and recruiters. 
"Faculty shortage is a problem that all the IITs are currently dealing with. This will surely hit the new IITs but all the institutes have to find a way out," Bhaskar Ramamurthi, director at IIT Madras told the financial daily. Beginning 2008, old IITs went through about 50% expansion in student intake over a period of seven years while faculty intake could never match this pace, he said. 
 
Anurag Sharma, dean at IIT Delhi, agreed that the new institutions take at least 5 to 6 years to mature. "It happens to all the institutes in this stage," he said. Sharma also pointed out that each new IIT was given to an old IIT to mentor and that it depends on the mentor to decide whether the new IIT is ready to be launched. "In the case of IIT Delhi, we decided to take another year to formally launch IIT Jammu. The allocation of land took some time. This was purely IIT Delhi's call," he told the ET.

Students ready to choose private colleges and NITs but not the new IITs

With less than two months to go for the new academic session to commence, it seems that the <keyword id="6357307" type="ORGANIZATION" weightage="80" keywordseo="Central-Government">Central Government</keyword> may allow only five of the 10 proposed <keyword id="49737" type="COMPANY" weightage="80" keywordseo="IITs">IITs</keyword> and <keyword id="46923" type="ORGANIZATION" weightage="80" keywordseo="IIMs">IIMs</keyword>, announced in 2014, to start admissions this year. Some of the institutes might start their operations from next year as their campuses are still under construction. 
 The <keyword id="6446058" type="ORGANIZATION" weightage="80" keywordseo="Human-Resource-Development-Ministry">Human Resource Development Ministry</keyword> might postpone the launch of proposed IITs in Jammu, Chhattisgarh and Goa and new IIMs in Punjab and Odisha to next year as the respective state governments have not been able to provide land for the permanent campus, as per an Economic Times report. 
	 

	However, the final decision on whether new IITs in Goa, Jammu and Chhattisgarh and IIMs in Punjab and Odisha can start their academic session this year would be made in next two weeks. "A decision needs to be made soon as the mentor institutes and state governments need time to refurbish the temporary campuses and make other preparations," said an official. 
	 

	The financial daily tried to speak to some mentor institutes of each of the above IITs and IIMs, but none was willing to comment over the issue. Many of the IITs, IIMs and central universities were immediately launched from their temporary campuses when the <keyword id="186199" type="ORGANIZATION" weightage="80" keywordseo="UPA-II-government">UPA-II government</keyword> was in power. But, the HRD ministry under <keyword id="6612" type="PERSON" weightage="80" keywordseo="Smriti-Irani">Smriti Irani</keyword> is not ready to take chance and has decided not to give the go-ahead unless the states fulfill the conditions of identifying suitable land for the permanent campus. Moreover, the <keyword id="2317314" type="UNKNOWN" weightage="80" keywordseo="Prime-Minister-Narendra-Modi-government">Prime Minister Narendra Modi Government</keyword> wants to ensure the permanent campus is not in a remote location and is well-connected to an airport and the nearest town or city in the respective states. "The new institutions announced by the UPA-II are still struggling to move to their permanent campus even five years after they started. <keyword id="699511" type="ORGANIZATION" weightage="80" keywordseo="Indian-Institute-of-Management-Ranchi">Indian Institute of Management Ranchi</keyword> is an example of that. This would not have happened had the land issues been sorted beforehand. The delay eventually affects an institution’s ability to attract good faculty and also increases the cost of construction," said a ministry official. 
	 

	Over the last one year, the site selection committee constituted by the ministry has visited each of the 10 states to inspect the sites offered by their state governments. Of these, the panel has finalised and approved the sites for the proposed IITs in Kerala and Andhra and new IIMs in Himachal Pradesh, Bihar and Maharashtra. 
	 

	The Centre is not leaving anything to chance. It has circulated a Cabinet note to set up societies for all new IIMs and IITs. The government has allocated 500 crore in 2015-16 for setting up five IITs (Jammu, Chhattisgarh, Goa, Kerala and Andhra) and five IIMs (Odisha, Bihar, Punjab, HP and Maharashtra) announced last year.
