The government has decided to withdraw customs duty exemption on imports of 76 life-saving drugs; however, experts say that this will not have much of an impact on patients. The reason, as given by domestic drug makers, is that a number of drugs on the list are also produced locally. 
 Last week, some stakeholders had expressed concern over government’s decision, saying that certain products, especially <keyword id="3238442" type="UNKNOWN" weightage="100" keywordseo="anti-cancer-and-HIV-drugs">anti-cancer and HIV drugs</keyword> will become expensive after the removal of duty. 
 
However, as per experts, the government did so to encourage local producers and cut dependence on Chinese supplies. 
 "There is no need for panic - patients won't be affected because of this," <keyword id="3214478" type="UNKNOWN" weightage="100" keywordseo="SV-Veeramani">SV Veeramani</keyword>, <keyword id="571282" type="ORGANIZATION" weightage="100" keywordseo="Indian-Drug-Manufacturers-Association">Indian Drug Manufacturers Association</keyword> (<keyword id="162417" type="CITY" weightage="100" keywordseo="IDMA">IDMA</keyword>) president, told ET. 
 
According to Veeramani, the government's withdrawal of customs duty exemptions will only lead to marginal increase in duty, which can be absorbed by manufacturers. Only 15 life-saving formulations and about 60 related bulk drugs (ingredients used in manufacture of drugs), have had their exemptions withdrawn. 
 
"Out of 76 drugs, only 15 items have 0% duty, whereas 61 items already had a concessional duty of 5%. This will only increase by 2.5%. At the finished product stage, there will only be a net increase of around 2%-3%," said Veeramani.

New Delhi, Mar 13 () The National Pharmaceutical Pricing Authority (NPPA) has been assured by pharma industry body IDMA that there is no shortage of active pharmaceutical ingredients and formulations in the country due to coronavirus outbreak, Rajya Sabha was informed on Friday. "NPPA has informed that they have not received any reference regarding shortage of active pharmaceutical ingredients. The Indian Drug Manufacturers Association (IDMA) has assured that its members have enough stocks of APIs and formulations," Minister for Chemicals &amp; Fertilizers DV Sadananda Gowda said in a reply. NPPA has also informed that it has not received any reference from pharma associations regarding steep increase in price of medicines due to outbreak of COVID-19 (coronavirus) in China, he added. "NPPA is monitoring the situation regularly to ensure that ceiling prices of essential medicines are not breached," Gowda said. Moreover, the Department of Pharmaceuticals has constituted a committee under the chairmanship of Eshwara Reddy, Joint Drugs Controller, Central Drugs Standard Control Organization to address the issue of drug security in the country in the context of novel coronavirus outbreak in China, he added. "Based on the recommendations of the committee, the department has issued necessary instructions to NPPA and Drugs Controller General of India (DCGI) to ensure adequate supply of APIs and formulations at affordable prices in the market and to prevent black-marketing, illegal hoarding, creating artificial shortages in the country," Gowda said. The policies formulated by the government from time to time are designed to minimize country's dependence on imports and to give fillip to indigenous manufacturing, he added. "In this direction, the Department of Pharmaceuticals has formulated a scheme namely 'Assistance to Bulk Drug Industry for Common Facility Centre' for providing assistance to bulk drug industry for common facility centre in any upcoming bulk drug park promoted by state governments/state corporations," Gowda said. The ingredients thus prepared shall be available for domestic sales and export. “As far as our industry sources are concerned 67 manufacturers were granted licences to bring out formulations of HCQ, with 32 licences for domestic sale and 35 for exports. Till now the state was producing roughly 20 crores tablets, HCQ 200 mg, in every month using 40 tons of APIs supplied by Zydus, Vital and Mangalam. This figure is going to be doubled from next month as we are increasing the production of raw materials to 80 tons in next month when our production of the finished products will go up to 40 crores,” Viranchi Shah, chairman of Gujarat, IDMA said. India exported 35.8 lakh tablets of hydroxychloroquine to the US Given the surge in demand, India had initially imposed a partial ban on the export of the drug. But, after the US President Donald Trump had threatened retaliation for clamping the exports, India relented. It exported 35.8 lakh tablets of hydroxychloroquine and 9 tons of APIs to the US. The US aside, over <a href="https://www.ndtv.com/india-news/coronavirus-brazil-president-jair-bolsonaro-referenced-ramayana-while-urging-release-of-drugs-2208110">30 countries — including Sri Lanka, UAE and Nepal</a> — have been urging India to export its anti-malarial drug. This is despite the fact that the drug has no clinical proof of being a sureshot cure. This is possibly because hydroxychloroquine is by far the most promising of drugs, recommended by the World Health Organisation (WHO). This is in line with the advisory by the Ministry of Commerce and Industry that said, "Hydroxychloroquine is found to be effective against Coronavirus in laboratory studies and in-vivo studies. Its use in prophylaxis is derived from the available evidence of benefit as treatment and supported by preclinical data," IANS reported. Moreover, the apex body for biomedical research Indian Council of Medical Research (ICMR) is permitted to use the tablets on medical staff that have been actively involved in handling the suspected Covid-9 patients. New Delhi, Apr 10 () The government on Friday said that there is enough stock of hydroxychloroquine in the country and it is taking all steps to ensure that there is no shortage of the drug in the domestic market. India is the biggest manufacturer of the anti-malarial drug that is being touted as 'game changer' in the fight against the COVID-19 pandemic. "There is enough stock of hydroxychloroquine in the country and we are tracking its demand, availability and production on a daily basis," National Pharmaceutical Pricing Authority (NPPA) Chairman Shubhra Singh told . India is the world's largest manufacturer of the drug, which is used for treatment of rheumatoid arthritis, malaria and lupus, she added. "Ensuring the availability of the drug in the country is our first priority. Only after meeting the demand here, the exports are being done," Singh said. She, however, cautioned that the medicine should only be taken on the advice of doctors. India manufactures 70 per cent of the world's supply of hydroxychloroquine. Companies like IPCA and Zydus Cadila are the major manufacturers of hydroxychloroquine in the country. The Indian pharmaceutical industry earlier this week said there is enough stock of hydroxychloroquine in the country and drug firms are ready to ramp up the production to meet domestic as well as export requirements. India currently has an annual installed capacity of around 40 tonnes of active pharmaceutical ingredients (APIs) of hydroxychloroquine. And since the drug is also used to auto-immune diseases like rheumatoid arthritis and lupus, manufacturers have good production capacities that can also be ramped up. But its purchase and use has been severely restricted as it was selectively used in the treatment of coronavirus because of its antiviral properties. India gets the active pharmaceutical ingredient (API) that is used to manufacture HCQ from China and supplies so far have been steady. As much as 70 per cent of all the APIs needed by India to manufacture drugs come from China. After Trump stated that the US could "retaliate" if India does not release stocks of the drug, Indian officials said exports of hydroxychloroquine and paracetamol will be allowed depending on availability of stock after meeting domestic requirements and existing orders. Last month, the US Food and Drug Administration (FDA) partially lifted a three-year-old 'import alert' on Ipca's two plants to import the medicine. Zydus Cadila has also received an order from the US. The major API makers for the drug in the country are Zydus, Ipca and Mangalam Drugs. The major formulation makers of hydroxychloroquine are Ipca, Zydus, Wallace Pharmaceuticals, and Cipla, Madan said. India exported hydroxychloroquine API in April-January 2019-20 period worth USD 1.22 billion. During the same period exports of formulations made from hydroxychloroquine were at USD 5.50 billion. Indian Council of Medical Research (ICMR) recommended HCQ be used as a preventive medication for COVID-19 high-risk group. It has also recommended the use of the drug for those involved in the care of 'suspected or confirmed cases of the coronavirus and for asymptomatic household contacts of laboratory-confirmed patients, apart from healthcare workers who are involved in the treatment of COVID-19'. Ipca is the drug's top manufacturer globally. Each COVID-19 patient reportedly needs 14 tablet course and so the 10 crore pills ordered by the government can potentially treat over 71 lakh people. The Indian government has claimed that India maintained its lead over China in pharmaceutical exports last year, growing 7.55% to $12.54 billion in 2015 as compared to neighboring country’s growth of 5.3% to $6.94 billion. 
 
"India moved ahead of China in all important markets such as US, European Union and Africa," said the ministry, adding that India's exports of pharma products to US grew by 23.4% and reached $4.74 billion, while China's exports to the US grew only 15% and reached $1.34 billion. 
 
Talking of exports to the EU and Africa, India maintained its lead over China in these markets as well, exporting goods worth $1.5 billion and $3.04 billion to the EU and African markets, respectively; China’s exports to these markets fell, on the other hand. 
 
However, one can’t deny the fact that India heavily relies on countries like China for the raw materials that are used in making pharma products for being exported to unregulated markets like Africa, as told to <a href="http://economictimes.indiatimes.com/news/economy/foreign-trade/india-maintains-lead-over-china-in-pharma-exports-in-2015/articleshow/53058726.cms">ET</a> by SV Veeramani, President of Indian Drug Manufacturer's Association (IDMA). 
 
Even for the products sold within India, we have to depend on Chinese raw materials, and price control and strong competition between drug makers catering to the Indian market can be cited as the reason behind this. 
 
"In India, the price has come down so much that, in competition, we have to buy from China. Indian manufacturers are not able to beat the import prices from China," Veeramani added.
