But we still have to wait how the regulators are going to look into it and whether they will agree to take this as the final assessment. According to the <keyword id="19908389" type="General" weightage="100" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 presented by Finance Minister Nirmala Sitharaman, the total expenditure in Budget Estimates (BE) 2024-25 is estimated at Rs 48,20,512 crore of which total <keyword id="20018917" type="General" weightage="20" keywordseo="capital-expenditure" source="keywords">capital expenditure</keyword> is Rs 11,11,111 crore. The total expenditure in the Interim Budget presented in February was estimated at Rs 47,65,768 crore of which total capital expenditure was Rs 11.11 lakh crore. Interestingly, the new medium term fiscal consolidation path has been linked to a reduction in the debt/GDP ratio instead of continued compression of the fiscal deficit/GDP ratio," she said. Buoyed by improvement in revenue collection, the government has lowered fiscal deficit target to 4.9 per cent for the current <keyword id="19910979" type="General" weightage="20" keywordseo="financial-year" source="keywords">financial year</keyword> as against 5.1 per cent estimated in February's interim budget. Ranen Banerjee, Partner and Leader Economic Advisory, PwC India, said that fiscal prudence is the highlight of the full Union Budget 2024-25. The government has gone with realistic projections on its revenue and expenditure estimates and refrained from announcing overly populist measures. "The majority of the allocations, including the capex allocation, are as outlined in the interim budget, thus providing continuity. The capex being kept at INR 11.11 trillion was expected, given that the ability to consume this allocation is limited due to disruption from the elections in the first quarter and the second quarter being typically slowed down by the monsoons," Banerjee said. Institute of Chartered Accountants of India (ICAI) President Ranjeet Kumar Agarwal said the government has announced five schemes to facilitate employment and skilling for 4.1 crore youth over the next five years with a central outlay of Rs 2 lakh crore. "This is a welcome step that will create a skilled workforce to address the existing deficit and generate <keyword id="19972727" type="General" weightage="20" keywordseo="employment-opportunities" source="keywords">employment opportunities</keyword>. Additionally, financial support for loans up to Rs 10 lakh for higher education will help students pursue higher education and acquire skills," he added. Indian Institute of Insolvency Professionals of ICAI (IIIPI) Chairman Ashok Haldia said the budget proposals for an integrated technology platform and sprucing up NCLT infrastructure will provide a fillip to the Insolvency and Bankruptcy Code (IBC) regime. Meanwhile, Kumarmangalam Vijay, Partner, JSA Advocates and Solicitors, opined that in its new avatar, it seems that the Modi government is keen to deliver on its promise of 'ease of doing business'. "Its focus on making it simpler is evident from the abolition of the angel tax, the increase in new income tax regime thresholds, new Vivad se Vishwas Scheme 2024 for the resolution of pending cases and the increase in the threshold for appeal by tax departments at various levels, decriminalising the non-reporting of shares received from non-resident employers and reducing the period for re-opening of the cases," Vijay said. It was a few months too early for the stubbled stalks and yellow petals, but I found four tucked away at a flower shop in Los Angeles. My wife's favorite flower is the sunflower; she's convinced that you can't be in a bad mood if you see one. After the clerk handed them to me wrapped in paper, I shuffled out the door. On this bright, sunny Friday in March, I headed home to my wife to apologize. Earlier that day, I'd found out <a href="https://www.insider.com/guides/health/reproductive-health/what-causes-infertility">I was infertile</a>.<h2>I have no sperm in my ejaculations</h2>Dr. Howard Kim, the director of men's reproductive health at Cedars-Sinai in Los Angeles, said my condition is called <a href="https://my.clevelandclinic.org/health/diseases/15441-azoospermia">azoospermia</a> — a condition where there's no measurable <a href="https://www.insider.com/guides/health/how-to-increase-sperm-count">sperm</a> in an ejaculation. So, I bought her favorite flowers. <h2>There might be a solution for me</h2>I saw her in our home office, ending a work call. With deep hesitation, I gave her the news. She looked at me, then down at the sunflowers. But after the worst 10-minute walk of my life, she calmly said to me, "It's not your fault."Words appropriate of a soulmate. Dr. Kim had explained that several things could cause these diagnoses, including varicoceles — dilated veins in the scrotum — genetic disorders, hormone disorders, sperm-duct blocks, prostate issues, infections, medications, recreational drugs like marijuana, and occupational or environmental toxins. Even sitting in a hot tub or placing a warm laptop on your lap can affect your sperm count.But after multiple semen analyses, blood tests, and one transrectal ultrasound, there's still no clear indication of what is causing my infertility. But we continue onward.The final step was a biopsy and a microscopic testicular-sperm extraction. The surgery was timed with my wife's egg retrieval. For ten days straight, she injected herself with Follistim and Menopur — medicine to help her follicles grow. If all went well, in-vitro fertilization combined with an intracytoplasmic sperm injection, or ICSI, was our path to conception. Unfortunately, Dr. Kim found no viable sperm to extract.This was the worst news we could hear. It felt like a loss. Like someone was ripped away from my arms before even being born. For days, I manically searched for solutions. I wanted nothing more than to solve this problem, but I couldn't.A week later, Dr. Kim called with the biopsy results. He said I have hypospermatogenesis — everything needed for spermatogenesis is present, just in fewer numbers. This was a surprise to all three of us. It turns out, there are solutions for hypospermatogenesis, depending on the severity. While we wait for our next steps, there is a spark of hope again. But we remind ourselves that regardless of what happens down the road — ICSI, using a sperm donor, or adoption — we have options. And each option leads to a child, no matter the path, the cost, or the time it takes.It's easy to focus on the problem over the solution, but children, like flowers of all kinds, bloom year-round.

New Delhi, Dec 26 () The government has sought nominations for the national Corporate Social Responsibility (CSR) awards that will recognise companies that have made a positive impact through such activities.
 Under the Companies Act, 2013, certain class of profitable entities are required to spend at least two per cent of their three-year average annual net profit towards CSR works.
 The national CSR awards seeks to recognise the companies that have positively impacted both business and society by taking a strategic approach to CSR through collaborative programme, according to a communication posted on the website of the corporate affairs ministry.
 Besides, the awards looks to identify innovative approaches and employing application and technologies that would help in building a robust CSR programme to further the cause of inclusive and sustainable development, it added.
 A total of 20 awards would be given in three categories -- based on CSR spend, projects in aspirational districts or difficult terrains, and projects in national priority areas.
 Three awards, one each in the three categories, would be reserved for Micro, Small and Medium Enterprises (MSMEs).
 The deadline for submitting nominiations is February 15, 2020.
 Nominations can be made by ministries and central government departments, state governments, union territories, professional institutions like ICSI, ICAI and ICMAI, as also national level trade and industry chambers, as per the communication.

According to <a href="https://www.brighamandwomens.org/obgyn/infertility-reproductive-surgery/endometriosis/endometriosis-and-fertility#:~:text=Endometriosis%20is%20associated%20with%20an,is%20linked%20to%20future%20fertility." target="_blank" rel="noopener">Brigham Women's Hospital</a>, pregnancy rates may improve if Stage I or II endometriosis is removed surgically. "I was diagnosed with Stage IV Endometriosis and wound up losing both of my Fallopian tubes," says Melissa Randazzo, a mother of two who has endometriosis. "After two rounds of IVF, I was able to get pregnant with my first little miracle, Gaspare." She later gave birth to her daughter, Lucy. <h2>How to get pregnant with endometriosis </h2> If you have endometriosis and are interested in starting a family, it may help to speak with your endometriosis specialist or OB-GYN first. This is particularly true for women who have had multiple surgeries for endometriosis. "Women with endometriosis who are trying to conceive should see a reproductive endocrinologist," says Witt. "A fertility specialist can evaluate the woman's individual case based on her symptoms, ultrasound findings, age, and other fertility factors in order to determine the best course of treatment." A reproductive endocrinologist can also conduct blood tests, such as an anti-mullerian hormone (AMH) test. This test can help determine a patient's remaining egg supply or <a href="https://www.endofound.org/can-endometriosis-cause-diminished-ovarian-reserve" target="_blank" rel="noopener">ovarian reserve</a>.Endometriosis isn't a one-size-fits-all condition, but taking the time to speak with your doctor, limiting your intake of inflammatory foods, and engaging in moderate physical activity can improve your chances of natural conception. If after six months you and your partner are unsuccessful conceiving naturally, you may want to consider an endometriosis-related infertility treatment option, like the ones listed below.<h3>Superovulation and Intrauterine Insemination (SO-IUI)</h3>Superovulation and intrauterine insemination (SO-IUI) is a viable option for women who have normal fallopian tubes. SO-IUI is a two-step process that combines either injectable or oral fertility medication and sperm insemination. Once the patient's follicles are ready to ovulate, her partner will be asked to provide a fresh sperm sample to the doctor or clinic. This sample is then prepared, "washed," and <a href="https://www.plannedparenthood.org/learn/pregnancy/fertility-treatments/what-iui" target="_blank" rel="noopener">inserted into the woman's uterus</a> via a catheter. In some cases, this sample may be provided by a donor. <h3>In Vitro Fertilization (IVF) </h3>In Vitro Fertilization (IVF) is a complex combination of procedures used to help with fertility. One <a href="https://www.mayoclinic.org/tests-procedures/in-vitro-fertilization/about/pac-20384716" target="_blank" rel="noopener">IVF cycle</a> involves five steps: <ul><li>Ovarian stimulation. If using your own eggs, your doctor may recommend taking a variety of medications, including synthetic hormones to stimulate the ovaries, one or more medications to prevent premature ovulation, and progesterone supplements to prep the lining of the uterus for implantation. </li><li>Egg retrieval. To determine whether eggs are ready for retrieval, your doctor will perform a vaginal ultrasound and a blood test. Once cleared for retrieval, patients are sedated and given a transvaginal ultrasound. During the ultrasound, a thin needle is inserted into an ultrasound guide — this needle is inserted into the follicles to retrieve the eggs. The eggs are then removed from the follicles. Mature eggs are collected and placed in a nutritive liquid and incubated. </li><li>Sperm retrieval. If using your partner's sperm, he'll need to provide a semen sample via masturbation the morning of egg retrieval. Donor sperm can also be used. </li><li>Fertilization. Fertilization can happen in one of two ways: <a href="https://www.fertilityiq.com/ivf-in-vitro-fertilization/conventional-insemination-or-icsi#fertilization-with-conventional-insemination-vs-icsi" target="_blank" rel="noopener">Conventional insemination</a> or <a href="https://americanpregnancy.org/infertility/intracytoplasmic-sperm-injection-70970" target="_blank" rel="noopener">intracytoplasmic sperm injection</a> (ICSI). During conventional insemination, healthy sperm and mature eggs are combined in a petri-dish and incubated overnight. ICSI involves injecting one single healthy sperm into each mature egg. </li><li>Embryo transfer. Two-to-five days following egg retrieval, you'll go through the embryo transfer process. During this procedure, the doctor will insert a catheter into the vagina, through the cervix, and into the uterus. Using a syringe, the doctor places one or more embryos into the uterus. If successful, implantation will occur six-to-10 days following egg retrieval. </li></ul>"If there is tubal involvement, such as a blocked tube or scarring in the tube, the treatment typically recommended is IVF, because with IVF you can bypass the tubes completely," says <a href="https://weareuprooted.org/about-us/uprooted-team/https://weareuprooted.org/about-us/uprooted-team/" target="_blank" rel="noopener">Dori Gelfman</a>, RN, infertility specialist and Community Manager at <a href="https://www.fruitfulfertility.org/about/" target="_blank" rel="noopener">Fruitful Fertility</a>. "By retrieving the eggs from the ovaries, fertilizing them, and placing them directly in the uterus, you have created a detour where the tubes are no longer needed." "Pregnancy may actually alleviate some of the symptoms experienced for patients with endometriosis," says Luk. "For approximately nine months, the patient may experience minimal pain related to the endometriosis."<h2>Insider's takeaway</h2>Women with endometriosis can get pregnant, naturally or with the help of fertility treatments, depending on the severity of their condition, age, and overall health. Endometriosis is an intrusive, incurable, chronic illness. In addition to causing debilitating pain, <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5440042/" target="_blank" rel="noopener">endometriosis may affect one's mental health</a>, social relationships, and sexual functioning. When our first IVF doc came back with the results of our diagnostic tests and didn't find anything wrong with my husband Solomon, I was disappointed. A tiny part of me (or bigger) wanted the problem to be with my husband. The doctor didn't know exactly why I couldn't carry a pregnancy.They didn't know, but all I could hear was YOU, YOU, YOU, with an Uncle Sam finger pointing hostilely at . . . well, me. Me, me, me.I was too old.I was too broken.I was not able to carry a pregnancy to term. So yes, of course, despite Solomon's speedy and voluminous sperm, I had been hoping, Maybe it could be him.I thought it would be easier to have someone else to pin it on. Little did I know that male factor infertility is no picnic, either….An infertility diagnosis is never easy. But I was a fool to wish it on my husband, because well, human decency, but also, according to a study in the Journal of Sexual Medicine, couples struggling with male factor infertility "have a lower sexual and personal quality of life" than couples for whom infertility is unexplained or is due to the woman's biology.<h2>No matter the circumstances, women often blame themselves when struggling to conceive </h2>And, unsurprisingly, "women feel it's their fault no matter what," says Dr. Marie Davidson, a psychologist at the Fertility Centers of Illinois. Even if they don't feel like it's their fault, "they want to protect their husband's feelings," she says."I felt responsible for our inability to conceive, as if my egg had willingly refused to be fertilized," medical sociologist Liberty Walther Barnes writes in her book, Conceiving Masculinity: Male Infertility, Medicine, and Identity.Dr. Davidson says male factor infertility can cause conflict within couples due to coping styles. Men might not want to worry or pursue treatment until after a few months of Trying, but women dealing with infertility might want to seek out treatment ASAP because they're worried their egg quality might be deteriorating the longer they wait.<div type="image" title="TRYING GAME cover" height="1167" width="1556" msid="76474463" hostid="261"></div>"There's a lot of pressure on the male partner, because the woman is saying, 'We can't wait, my eggs are going to expire!'" Dr. Davidson says.A male infertility diagnosis is "hitting way below the belt," punned Dr. Paul Turek, a urologist specializing in male factor infertility and sexual <keyword id="6354750" type="UNKNOWN" weightage="100" keywordseo="health">health</keyword>. "They don't know how to handle it." He finds that men tend to blame themselves, wondering if it was something that happened in childhood, like getting hit with a soccer ball, or some college indiscretion that caused the problem. Because male infertility is much less discussed in the media than female infertility, it could come as a surprise to a man when diagnosed. "It's a biological identity crisis," he says. "Men just aren't prepared for that in life:"Adam certainly wasn't. The thirty-year-old was shocked when he found out he had very little sperm. "I thought my body would work and follow the plan I had for myself and my family," he says. He felt like the initial diagnosis was a "mistake"; he felt debilitated, then incredibly sad. "It feels like I've let everyone down and I feel like an outsider from the rest of the world." The general expectation on men in society, he says, is that sperm are readily available and a man should just be able to produce them whenever. "I know now this isn't always the case, but that didn't help me feel any better. My self-worth has been damaged: I honestly have a general sense of inferiority knowing this," he says.Medical sociologist Barnes, whose husband had "dead sperm," wonders about the social framing of male infertility: "How do ideas about gender, including women's reproductive responsibility and the fragility of masculinity, become enmeshed in medical knowledge and practice?" she writes.<h2>In our society, being a fertile male is associated with strength and manliness</h2><div type="image" title="sex health sexual genitals female male anatomy peach crotch orgasm pleasure same sex reproduction penis testicles anal vagina cox 101" height="1667" width="2223" msid="76474464" hostid="261"></div>In a chapter in Conceiving Masculinity called "Masculinity and Virility in the Social Milieu," she writes about idioms like "shooting blanks." "Compare the idea of 'shooting blanks' to other colloquial jargon such as 'grow a pair' and 'that takes balls.' These fragments of language illustrate the prevailing cultural belief that healthy testicles producing potent sperm are a symbol of strength, courage, power, manliness and masculinity," she writes.Adam spent many hours online reading every study. He also underwent three biopsies to extract sperm for IVF with ICSI (recommended for male factor infertility). "The worst part is that everything always looked great—so there was always a reason to try again," he says. "What if is a seriously powerful drug."The sperm extraction surgeries were "scary AF, but much easier to recover from than imagined," he says. "That being said, having been through three biopsies, I hate what it's done to me physically. Now I have the scars as reminders of what will never be."Adam's sperm failed to fertilize his wife Zoe's sixty (!) eggs, retrieved over numerous IVF cycles. That's when they decided to use a sperm donor—but not just any donor: his brother."It's amazing what things you're willing to do and accept being in a situation like this," he says, noting that because he and his brother share genetics, it made using a donor an easier pill to swallow—especially when his wife got pregnant. "I envy those that can live their lives without ever having to consider some of the choices we've been forced to consider."Amen.There's an aphorism that when a woman trips on the sidewalk, she gets upset at herself, but when a man trips on the sidewalk, he looks at the sidewalk as if it's the sidewalk's fault. Women have a tendency to blame themselves when things go wrong more than men do. Maybe, then, we women can learn something from men when it comes to infertility. According to Barnes, many men saw their infertility as "just a medical condition" as opposed to a moral failing. Several men told her that infertility "has no more bearing on what masculinity means than any other disorder, injury, or illness." Male infertility is common, but remains a taboo issue

<img class="gwt-Image" src="/photo/48363701.cms" style="width: 800px; height: 600px;" /> <keyword id="6653" type="CITY" weightage="100" keywordseo="ICICI-bank">ICICI Bank</keyword>’s newly appointed chairman <keyword id="2891027" type="UNKNOWN" weightage="100" keywordseo="MK-Sharma">MK Sharma</keyword> criticised the “poorly-drafted” Companies Act and said that tightening of norms has made it a "curse" to be a promoter and everyone is being made to pay because of a few cases like Satyam and Sahara. 

	Sharma said there is an urgent need to completely re-write the Act as it lays stress on regulations rather than playing a developmental role and it appears to have been written for lawyers and chartered accountants, rather than for companies. 
 

	Talking about the enhanced compliance procedures, Sharma said it is a "curse" to be a promoter in the current times, while cap imposed on directorships has also increased the compliance requirements for individual board members. 
 

	Sharma, who himself has been on various boards, said every document has to be read from cover to cover and called the scope for action against directors as a "frightening feature" given the fact that an audit committee on which the director may sit meets only five times a year. 
 

	"A law should not seek to regulate the black-sheep. You must deal with them through penal action. Just because one Satyam happened and one Sahara happened, everyone else has to play penalty for that," he said. 
 Sharma, who was appointed non-executive chairman in June after his predecessor K V Kamath became first President of the recently launched <keyword id="989539" type="COMPANY" weightage="100" keywordseo="BRICS-Bank">BRICS Bank</keyword>, said that various stakeholders including the industry, ICAI and ICSI should be consulted again for rewriting the legislation. 

	"The law seems to have been drafted for lawyers and some chartered accountants and less for corporates. It is a very poorly-drafted piece of legislation...it is very unfortunate," Sharma said. 
 

	The Companies Act, 2013 came into force from April 1, 2014 after intensive consultations over several years to replace a nearly six-decade-old Companies Act, 1956. The new law has introduced a number of provisions to tighten corporate governance norms, check frauds and safeguard the investors. 
 

	However, the government has made various changes in this law in recent months to make compliance easier for companies. 
 Sharma, who has been a veteran in the financial services and <keyword id="34523" type="CITY" weightage="100" keywordseo="fmcg">FMCG</keyword> industries, further said that rather than taking corrective actions on a few points, which discomfort the industry, there is a need to completely re-write the law. 

	"A law must equally play a developmental role as it plays a regulatory role," he said. 
 

	Citing the example of Titan Industries, Sharma said the company was forced to suffer reverses due to a provision under which it could not keep deposits for over a year. 
 This forced the <keyword id="6355725" type="CITY" weightage="100" keywordseo="Tata-Group">Tata group</keyword> company to liquidate all of their deposits resulting in heavy losses, he said, expressing a fear that travel companies who give over 20-year packages can suffer the same as the money taken for the future can be treated as a deposit. 

	On RBI, Sharma said he is all for the autonomy of the central bank but refused to elaborate further on the controversy triggered by the recent draft IFC.

ICICI Bank's Chairman asked “poorly-drafted” Companies Act to
be rewritten

Pascal Reid, 28, and Abner Espinoza, 31, have been charged with money laundering after being approached on <a href="localbitcoins.com">LocalBitcoins.com</a>, an online exchange based in Finland, by Florida detectives working in conjunction with the Secret Service.
Digital security guru Brian Krebs <a href="http://krebsonsecurity.com/2014/02/florida-targets-high-dollar-bitcoin-exchangers/">was the first to spot the case.</a>
It's not the first time people have been busted for allegedly trying to use Bitcoin to make illicit purchases. 
But Krebs talked to researchers who say it looks like the opening salvo in an attempt to put a lid on LocalBitcoins.com, one of the last remaining venues for purchasing Bitcoin anonymously. The head of BitInstant, another anonymous exchange, <a href="http://www.businessinsider.com/complaint-against-charlie-shrem-2014-1">was also just charged with money laundering.</a>
LocalBitcoins.com allows users to trade Bitcoin in person by finding the address of buyers and sellers closest to your physical address. That might seem like no anonymity is involved, but in practice actual addresses are never revealed, many transactions occur online, and if the two parties do meet in person, they usually don't ask each other's names. As of December, the site was seeing up to 3,000 Bitcoins traded a day. 
The criminal complaints [embedded below] in the two cases shows U.S. law enforcement continues to view the Bitcoin market in somewhat adversarial terms. They also show how large now-shuttered illicit marketplace Silk Road looms in their approach to the digital currency:
"Owing to its high degree of anonymity, Bitcoin is also ideally suited for illegal purchases," the complaint says. "An online illicit website called Silk Road offered the ability to buy narcotics exclusively using Bitcoin. The high degree of anonymity makes Bitcoin a useful medium for laundering money because it is virtually impossible to trace bitcoin transactions to the owner of the bitcoin addresses."
 "I'd expect many more state cases like this one because it will act to strangle the lifeblood of the online dark markets," such as Silk Road, Nicholas Weaver of the <a href="http://www.icsi.berkeley.edu/icsi/" target="_blank" title="http://www.icsi.berkeley.edu/icsi/">International Computer Science Institute</a> (ICSI) and the University of California, Berkeley told Krebs. "If you want a significant amount of anonymous Bitcoins, right now this community is about the only mechanism still available."
Reid and Espinoza are also being charged with operating an unlicensed money transmission business. Here are the complaints:
