<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Getty Images News</span></p><p class="caption">The Houses of Parliament.</p></div><p></p></div></div></p><p>The Houses of Parliament may look prim and proper but what goes on inside isn't always completely innocent.</p><p>A freedom of information (FOI) request filed by Press Association and <a href="https://amp.theguardian.com/politics/2018/jan/08/parliament-reports-24000-attempts-to-access-pornographic-websites-since-election?CMP=share_btn_tw&amp;__twitter_impression=true" target="_blank" rel="noopener">reported by The Guardian</a> found that there were 24,473 attempts to access pornographic websites from computers and other devices in the Houses of Parliament between June and October last year. That works out at an average of about 160 attempts a day.</p><p>The internet network in the Houses of Parliament is used by MPs, peers, and staff. It automatically blocks access to pornographic sites but that didn't stop people trying.</p><p>A parliamentary spokesman reportedly told Press Association: "All pornographic websites are blocked by parliament's computer network. The vast majority of attempts to access them are not deliberate. The data shows requests to access websites, not visits to them.</p><p>"There are 8,500 computers on the parliamentary network, which are used by MPs, peers, their staff and staff of both Houses. "Parliamentary journey of 75 years starting from Samvidhan Sabha - achievements, experiences, memories and learnings" will also be discussed.<br /><br />On Sunday, Vice President <keyword id="7889551" type="General" weightage="50" keywordseo="jagdeep-dhankhar" source="Orion">Jagdeep Dhankhar</keyword> hoisted the national flag atop "Gaja Dwar" of the new Parliament building. <keyword id="6355187" type="General" weightage="80" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla was also present on the occasion. Special session of Parliament set to begin today

<ul class="summary-list"><li>The <keyword id="272226" type="ORGANIZATION" weightage="60" keywordseo="UK-Parliament">UK Parliament</keyword> was exempted from the national <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> 10pm drinking curfew.</li><li>Members of Parliament were allowed to continue drinking after bars and restaurants across the country closed.</li><li>Restrictions compelling the wearing of masks, and compulsory registration for drinkers also did not apply.</li><li>However, Parliamentary authorities U-turned on the decision on Monday after facing a barrage of complaints from the public.</li><li>The <keyword id="6355005" type="UNKNOWN" weightage="60" keywordseo="news">news</keyword> follows scenes of large crowds on British streets and public transport as drinkers are all forced to leave pubs at the same time.</li></ul><p>Bars inside the UK's Houses of Parliament will no longer be exempted from strict new coronavirus restrictions requiring licensed premises to close at 10pm, following public outcry about the decision.</p><p><keyword id="6380867" type="PERSON" weightage="60" keywordseo="boris-johnson">Boris Johnson</keyword> announced earlier this month that all bars and restaurants in England would have to close their doors at 10pm in a bid to halt the current second wave of infections spreading across the country.</p><p>However, those rules did not apply to pubs, bars and restaurants inside the confines of the Houses of Parliament, the Times of London <a href="https://www.thetimes.co.uk/article/parliament-s-bars-exempt-from-10pm-coronavirus-curfew-wb6g6bbgp">reported on Monday.</a></p><p>Other rules compelling drinkers to register their contact details upon entering bars as well as wearing masks when not sitting at a table also did not apply, the paper reported.</p><p>Parliamentary authorities used an exemption in the rules allowing "workplace canteens" to sidestep the restrictions. </p><p>One MP Insider spoke to on Monday said their inbox had been flooded with complaints by their constituents following the report.</p><p>However, parliamentary authorities reportedly U-turned on the decision to allow late-night drinking following the report on Monday, with a spokesperson saying that "no outlet on the Parliamentary Estate will be selling alcohol after 10 pm, with immediate effect."</p><p>However, parliament's cafes and restaurants will continue to remain exempt from the restrictions.</p><p>A parliamentary spokesperson later denied a U-turn insisting to Insider that the House of Commons Speaker had in fact decided to lift the exemptions last Thursday following the implementation of the new guidance.</p><p>The new rules have been hugely controversial due to scenes of large crowds piling onto town centres and public transport, with even members of Boris Johnson's government questioning the rules.</p><p>One anonymous Conservative MP <a href="https://www.politico.eu/newsletter/london-playbook/politico-london-playbook-trump-tax-bombshell-lockdown-looms-light-meet-tunnel/">told Politico</a>: "Which clown-faced moron thought it would be a good idea to kick thousands of pissed people out from the pubs into the street and onto the tube at the same time? It's like some sort of sick experiment to see if you can incubate a second wave."</p>

The Houses of Parliament's bars will no longer be exempt from the UK's 10pm coronavirus drinking curfew following public outcry

New Delhi, Cutting across party lines, <keyword id="48510" type="General" weightage="100" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> members on Thursday supported the bill to provide 33 per cent reservation for women in the <keyword id="197797" type="General" weightage="80" keywordseo="lower-house-of-parliament" source="Orion">Lower House of Parliament</keyword> and state assemblies, even as some opposition members termed it an election gimmick. During the debate in the <keyword id="122785" type="General" weightage="80" keywordseo="upper-house" source="Orion">Upper House</keyword> on the 128th Constitution Amendment Bill that seeks to reserve a third of seats in the Lok Sabha and state assemblies for women, members also highlighted the need to accelerate the process instead of waiting for a fresh census and delimitation exercise. <br /><br />Taking part in the discussion, Elamaram Kareem of CPI(M), while supporting the bill, said the BJP had promised to bring the <keyword id="109340" type="General" weightage="20" keywordseo="womens-reservation-bill" source="Orion">women's reservation bill</keyword> in 2014 and in 2019 as well but did not take any action. He held the ruling party responsible for women's reservation losing nine years. <br /><br />This is an election gimmick by the BJP after losing elections in Karnataka and Himachal Pradesh, besides facing defeat in the civic polls in Delhi polls, he said. <br /><br />Citing violence against women in strife-torn Manipur and allegations of sexual harassment by women wrestlers, Kareem alleged the government cared little for women. <br /><br />Ram Nath Thakur of the JD(U) questioned the timing of bringing the 'Nari Shakti Vandan Adhiniyam'. <br /><br />Bharat Rashtra Samithi (BRS) MP K Keshava Rao stressed the need to accelerate the process for women's reservation and said the 2011 Census could be taken as the benchmark. He urged immediate appointment of the delimitation commission. MDMK's Vaiko also echoed similar sentiments. <br /><br />Saroj Pandey of the BJP said it was unfortunate that questions have been raised on the timing and the intent of bringing the bill. As the country celebrates 'Amrit Kaal', this was the ideal moment for such a legislation, she said. <br /><br />Asom Gana Parishad MP Birendra Prasad Baishya noted that the women's reservation bill has come at a "proper time" after failed attempts in the past. <br /><br />JD(S) leader H D Devegowda also supported the bill and recollected steps taken by him for women's reservation while he was the chief minister of Karnataka and also the prime minister. <br /><br />Manoj Jha of the RJD said demanded that the women's reservation bill be referred to a select committee to consider extending similar benefits to Other Backward Classes. <br /><br />V Vijayasai Reddy (YSRCP) also supported the bill and said the reservation for women must also be extended to Rajya Sabha and state legislative councils. <br /><br />KC Venugopal of the <keyword id="1575" type="General" weightage="80" keywordseo="congress" source="Orion">Congress</keyword> sought immediate implementation of the legislation. He also sought reservation for the OBC women under the bill. <br /><br />Venugopal claimed the <keyword id="6354477" type="General" weightage="80" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> government did not make any effort to bring the bill in the last nine years and it is due to the political calculations that the government has brought the legislation now. PM Modi says Parliament's session may be short but 'big on occasion' — schedule and what's on the agenda

The upcoming budget scheduled for February 1 will go paperless as the Finance Ministry has decided not to print the <keyword id="1077166" type="PERSON" weightage="20" keywordseo="budget-documents">budget documents</keyword> amid the pandemic.<br /><br />This is a historic move as it will be for the first time in the history of independent India that the budget papers will not be printed.<br /><br />Sources said the government has received permission for the same from both the <keyword id="244400" type="COMPANY" weightage="20" keywordseo="Houses-of-Parliament">Houses of Parliament</keyword>.<br /><br />The decision has been taken as the printing process would require several people to stay at the press for around a fortnight amid the coronavirus fears.<br /><br />The budget documents are generally printed at the Finance Ministry's in-house printing press in the North Block.<br /><br />This budget for the financial year 2021-22 may see several conventions being broken as the sources said that the traditional 'Halwa' ceremony may also not take place this year or a subdued function may be held with limited gathering.<br /><br />This ceremony, which normally starts around January 20, is attended by all the people involved in budget-making, and marks the beginning of printing.<br /><br />Once printing starts, printing staffers stay inside the press till the presentation of budget. Only a few high-ranked officials are allowed access and that too on the basis of a special identity card. The entire facility, loading-unloading and transportation are manned by the special security forces.<br /><br />This is not the first time that there would be a change in tradition in the presentation of the budget under Finance Minister Nirmala Sitharaman. LONDON: Leaked documents have revealed for the first time on Friday the extent of the huge operation that will be launched in the hours and days after Britain's <keyword id="6377522" type="General" weightage="20" keywordseo="queen" source="Orion">Queen</keyword> Elizabeth II dies.<br /><br />Details of what will happen under the codename “Operation London Bridge” were leaked to US-headquartered news organisation ‘<keyword id="382475" type="General" weightage="20" keywordseo="politico" source="Orion">Politico</keyword>', which reports that officials will refer to the day the Queen dies as “D Day”.<br /><br />The 95-year-old monarch, the longest-serving in British history, is to be buried 10 days after she dies and her son and heir, <keyword id="20898" type="General" weightage="20" keywordseo="prince-charles" source="Orion">Prince Charles</keyword>, will embark on a tour of the UK before the burial is held.<br /><br />According to the plans, the late sovereign's coffin will lie in state for three days at the <keyword id="244400" type="General" weightage="20" keywordseo="houses-of-parliament" source="Orion">Houses of Parliament</keyword>, with authorities anticipating hundreds of thousands of people to descend on London – sparking fears over gridlock, policing and even food shortages.<br /><br />A vast security operation has been planned to manage the unprecedented crowds and travel chaos that are expected in the lead-up to her funeral. One memo warns that London could be stretched to breaking point as hundreds of thousands of people make their way to the UK capital.<br /><br />There will be a supposedly “spontaneous” service at St Paul's Cathedral, according to Politico, and the new King Charles will tour the four nations of the United Kingdom in the days after her death.<br /><br />The British prime minister and the monarch are said to be in agreement that the day of her state funeral will be a day of national mourning. It will effectively be a holiday, although not described as such.<br /><br />Buckingham Palace officials have declined to comment, either on the leak or the plans.<br /><br />In 2017, ‘The <keyword id="6359268" type="General" weightage="20" keywordseo="guardian" source="Orion">Guardian</keyword>' published a long article revealing details about Operation London Bridge, which covered how the new <keyword id="12022410" type="General" weightage="20" keywordseo="king-charles" source="Orion">King - Charles</keyword> – will be proclaimed at St James's Palace amid visiting royalty. <br />

I had two powerful seizures. I was taken to hospital. Two days later I was told that I had a brain tumour," she revealed.</p><p>Jowell, a member of the House of Lords, addressed her colleagues at length, opening the debate on cancer care. She was visibly suffering from illness, stumbling over her words and wearing a hat where once she had kept a full head of hair in a bob.</p><p>She criticised the UK system for producing "the worst survival rates in Western Europe" for brain conditions such as hers. Health Secretary Jeremy Hunt was watching on from the sidelines.</p><p>After she had finished speaking, her fellow peers broke into spontaneous applause and stood up, which lasted for around a minute.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Clapping is very unusual in either the Houses of Parliament, and is effectively banned in the House of Commons, where MPs sit.</p><p>In general, the Lords is much more restrained than the Commons in tone. <p>Since no party is that popular, the next government will have to be formed via coalition, which is pretty standard in European parliamentary politics.</p>
<p>To facilitate the formation of coalitions, and to help a government have some semblance of stability, some parliaments award the top vote getting party a "bonus" number of seats in parliament.</p>
<p>Greece does this for example. Which ever party comes in first gets an extra 50 seats in parliament.</p>
<p>In Italy, which ever party gets the plurality of votes is automatically given 55% of the seats in the Lower house of parliament. So the lower House is not really a concern. Assuming the PD (the center-left party) gets the majority of votes, they'll control the lower House.</p>
<p>But in the upper house, the Italian Senate, things get weird.</p>
<p>The bonus is awarded by region. So if your party wins in Sicily, you get extra Sicily seats. But on the national level, there's no bonus. So you could have a situation where, say, the center-left party gets the majority of the votes, but where the conservative party (Berlusconi's PDL) does well in big states like Lombardy, and gets huge numbers of extra seats from those states, and prevents the winning party from having a grip on the Senate.</p>
<p>And this is a distinct possibility. Berlusconi and his conservative allies run well in the North, including Lombardy, which has such a significant role in the election that people in Italy refer to it as the "Ohio of Italy." Polls there are close, but if the liberal party does well around the country, but slightly fall behind in a couple polls, there could be serious electoral chaos.</p>

<ul class="summary-list"><li>A British MP was held hostage while <keyword id="11969343" type="UNKNOWN" weightage="60" keywordseo="prince-charles" source="Orion">Prince Charles</keyword> entered <keyword id="11893698" type="UNKNOWN" weightage="60" keywordseo="parliament" source="Orion">Parliament</keyword> on Tuesday. </li><li>Charles was there to deliver a speech on behalf of Queen Elizabeth. </li></ul><p><keyword id="12002697" type="UNKNOWN" weightage="60" keywordseo="buckingham-palace" source="Orion">Buckingham Palace</keyword> takes an MP hostage each time <a href="https://www.insider.com/category/queen-elizabeth-ii">the Queen</a> or one of her representatives enters Parliament in a tradition that dates back to the 1600s.</p><p>Conservative MP James Morris said he was taken hostage on Tuesday when Prince Charles delivered a speech on behalf of the Queen at the State Opening of Parliament.</p><p>Charles was joined by the Duchess of Cornwall and Prince William, as the Queen was forced to pull out of the ceremony due to <a href="https://www.insider.com/queen-miss-appearance-uk-parliament-health-problems-2022-5">"episodic mobility problems,"</a> Buckingham Palace said on Monday.</p><div type="image" title="prince charles state opening of parliament" height="3847" width="5770" msid="91469130" hostid="261"></div><p>Speaking in a <a href="https://twitter.com/HouseofCommons/status/1521891900415954945">video shared by the UK House of Commons Twitter account</a> on Wednesday, Morris said the tradition of holding an MP hostage dates back to King Charles I, who in the 1600s was convicted of treason and executed.</p><p>"From that point on, the monarch has refused to come to the Houses of Parliament without having a member of Parliament 'taken hostage' for peace of mind of the monarch," Morris said.</p><p>"And I am the Vice Chamberlain of the Royal Household, and in modern tradition it is the Vice Chamberlian who gets 'taken hostage' in the palace while the monarch or her representatives is here, and I will be kept in the palace until the Queen's speech is over," he added.</p><p>Tradition dictates that if something were to happen to the monarch while in Parliament, <a href="https://www.express.co.uk/news/royal/1190515/Queen-hostage-royal-tradition-Queens-Speech-State-Opening-of-Parliament-royal-news">"the same fate will befall"</a> the hostage, according to the Daily Express.</p><p>Joe Little, managing editor at Majesty magazine, told Insider that it is now just a "ceremonial thing, nothing more," and that the hostage wouldn't actually be hurt if something were to happen to Her Majesty or her representatives.</p><p>Labour MP Jim Fitzpatrick told <a href="https://www.bbc.co.uk/news/av/uk-politics-27697207/mp-recalls-being-queen-s-hostage">BBC News</a> about his experience as one of the palace's hostages in 2014.</p><p>"When I was there, I was greeted by the Lord Chamberlain," he said.</p><p>"He made it absolutely clear I could do whatever I wanted at Buckingham Palace. I could wander around, I could have a gin and tonic, a cup of coffee... or I could join him, and his preferred option was to watch the State Opening on BBC, which is what I did with him, and wait until Her Majesty's return," he added. </p><p>"They don't actually lock me up, but they made it quite clear that I wasn't going anywhere,"  Fitzpatrick added.</p>
