Called gulal, the fine powder is made from a mixture of starch and dyes.One factory in India, Radha Kishan <keyword id="22510" type="COMPANY" weightage="60" keywordseo="color">Color</keyword> World, produces 2,000 tons of gulal annually. It's based in the northern city of <a href="https://www.assocham.org/newsdetail.php?id=5585">Hathras</a>, where most of the world's gulal comes from. We went inside one of the largest manufacturers to see how it's preparing for its first Holi during the pandemic. Ratan Bihari Agrawal and his family are behind <a href="http://www.thecolorpowder.com/contact.htm">Radha Kishan Color World</a>, also known as the <a href="https://rbcolour.com/about.html">Cock Brand</a>."Our business is 80 years old," he told Insider. He and his family have run the company for four generations. One of the main products they produce is gulal, churning out more than 600 pounds of the powder a day. <div type="image" title="Employees prepare Holi toys before celebrations begin" height="1080" width="1440" msid="81764091" hostid="261"></div>In Hathras, Holi powder production brings in more than <a href="https://www.amarujala.com/uttar-pradesh/hathras/hathras-sanjeevani-could-not-meet-the-budget-for-traditional-industries-of-the-district-hathras-news-ali255185086">30 crore rupees</a>, or over $4 million, each year. There are over a <a href="https://www.patrika.com/hathras-news/color-gulal-of-hathras-will-be-scattered-in-nationwide-festival-holi-6699780/">dozen</a> gulal-making facilities in the city alone. The Cock Brand itself employs almost 100 people to focus on five main processes: packaging, handmade processing, controlling the command center, storage, and gulal drying in nearby fields. Each popular Holi color has at least a dozen hues."Imagine life without colors. Imagine life in black and white. It is boring. Colors give you pop," said Manu Garg, Ratan's brother. "Every color tells a story. Red stands for love. Blue is for royalty. Pink [is] for caring and yellow is for happiness," he said. <div type="image" title="Starch is mixed with water during handmade processing" height="1080" width="1440" msid="81764094" hostid="261"></div>The first part of the process always starts with a starch mixture. Corn starch is the base for the color powder. It's used instead of common bases like talcum because it's less toxic and much lighter. Then, the mixture goes through a grinder before it's baked in the sunlight.While baking is an important step, the city in Uttar Pradesh is prone to rain and even monsoons, which affect when the gulal is dried. In addition, the powder production coincides with the region's farming season. And both factors play a role in how much gulal can be produced before Holi. Ratan recalls times when orders were affected by rain, sometimes losing 60% to 70% of orders.<div type="image" title="This process can take a few hours" height="1080" width="1440" msid="81764096" hostid="261"></div>To prevent loss, Ratan and Manu invested in a mechanized gulal making process. "Within seconds, it converts pure starch directly into gulal. The machine now works 24 hours a day. We only halt the machine on Sunday for greasing," he said.On top of gulal, the company makes over 260 types of gulal-dispensing toys. The Cock Brand sells most of its products straight to businesses, but many gadgets can be found at the Hathras Color Market. Open year-round, it's one of the largest Holi markets in the world.Hathras became the gulal hub due to it's proximity with the Braj region, where Holi celebrations last as long as two weeks. In the city, it's used often. "For any happy occasion, gulal is used. When a candidate wins an election, they celebrate it with gulal." Gulal is also a popular prop in Bollywood movies. "Our gulal is used to show celebration, in serials, movies and stories," Ratan said. <div type="image" title="There are hundreds of different gulal powders" height="1080" width="1440" msid="81764098" hostid="261"></div>The tradition of Holi can be traced back to several Hindu legends about Lord Krishna."When Lord Krishna and Radha Rani play Holi with each other, it shows the emotion of love and compassion," Manu said. Depending on the region, Holi can be a multiday festival or an afternoon celebration. The first evening is known as <a href="https://www.india.com/festivals-events/holi-2021-date-when-is-holi-history-and-significance-of-festival-of-colours-4428040/">Chhoti Holi</a>, or small Holi, and usually involves a symbolic bonfire. The second day is when people of all ages wear white and throw colorful powder at one another.Last year, Holi fell right before the coronavirus was officially declared a global pandemic. But this year, massive crowds of people are celebrating even as India grapples with another spike.Aligarh resident Manpreet Singh said said it was important for the people to come outside this year to celebrate Holi."People were suffocated in their houses," Singh said. "Finally, a festival has arrived, and people have exited their homes and are celebrating it."Still, cases are rising. India reported over <a href="https://www.mohfw.gov.in/">68,000</a> new coronavirus infections on March 28 - the highest single day rise so far this year - taking the nationwide tally well over <a href="https://www.arcgis.com/apps/opsdashboard/index.html#/bda7594740fd40299423467b48e9ecf6">11 million</a>. Moreover, our business is a seasonal business," Manu said.Sales here declined by almost 10% last year. How a small company in India produces over 2,000 tons of colorful Holi powder each year

The <keyword id="43254" type="COMPANY" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> government in <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> has ordered closure of all <keyword id="37180" type="COMPANY" weightage="20" keywordseo="schools">schools</keyword> in view of the surge in number of Covid cases in the state. Classes from 1 to 8 will remain suspended from March 24 to 31 for Holi vacation. All other educational institutions, including schools between Classes 9 and 12, and higher education institutions where examinations are not scheduled, will be closed from March 25 to 31. All examinations of classes 1 to 8 scheduled between March 24 and 31, therefore, have also been postponed. A decision to this effect was taken at a late-night meeting on Monday, chaired by the chief minister. Basic Education Minister Satish Dwivedi said: "All examinations of classes 1 to 8 stand cancelled till further notice. After March 31, depending upon the situation, we will decide whether to promote all students or extend the academic session and hold examinations in state government-run institutions." All other educational institutions where examinations are scheduled between March 25 and March 31, will remain open only for examinations. Students will appear for the examinations while following all necessary <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">Covid-19</keyword> protocols, the state government spokesman said. Since children under 10 years come under the high risk zone, directives have been issued not to allow schools to function till March 31. Uttar Pradesh shuts all schools till March 31 in surge of COVID-19 cases

The recent <keyword id="406897" type="PERSON" weightage="20" keywordseo="farmer-protests">farmer protests</keyword> in <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>, in which around 40,000 farmers and tribals staged a peaceful 180 km march from Nashik to <keyword id="6358070" type="COMPANY" weightage="20" keywordseo="Mumbai">Mumbai</keyword>, has been lauded for its execution by politicians and media outlets alike, with The Hindu even calling it a <a href="http://www.thehindu.com/opinion/editorial/a-model-protest/article23229917.ece">“model protest”</a> and the chief minister of Maharashtra, Devendra Fadnavis, saying that he was “deeply humbled” before agreeing to their demands. What really made the farmers protests stand out and ultimately successful, was its amazing public relations machine. The farmers earned the sympathy of not only the citizens of Mumbai but the rest of India, as they marched at night to avoid disruptions to urban commuters and students sitting for their board exams. There were no overt theatrics or violence, unlike the farmer protests around Maharashtra between June last year which resulted in the announcement of the 34,000 crore <keyword id="56684" type="PERSON" weightage="20" keywordseo="loan-waiver">loan waiver</keyword> scheme. The organisation sponsoring the march, All-India Kisan Sabha, an ally of the Communist Party of India, left no stone unturned when it came to social media.  The march benefited from widespread media coverage. On March 12th, the Indian Express ran a <a href="http://epaper.indianexpress.com/1575825/Delhi/March-12,-2018#page/1/2">front page report</a> on the march and included interviews with 10 participating farmers on the problems they were facing. Scroll conducted <a href="https://www.facebook.com/scroll.in/videos/1718003171615889/?hc_ref=ARS9e9XHfRx2R7ilvXgedCUq-Zqf43UQC40hbD4YM2G547c0iDuf5AHHY0kBTg8_68E&amp;pnref=story.unseen-section">Facebook Live conversations</a> with farmers and Mid-Day ran a front-page headline that read, “Mumbaikars Welcome Farmers With Open Arms”. In a <a href="https://thewire.in/rights/i-walked-40km-with-the-farmers-in-maharashtra-heres-what-i-learnt">piece for the Wire,</a> Ayush Dubey, a young journalist, wrote of his experience as a participant in the march, stating “this is a real protest by a sad farmer community. They are working hard for their demands”. All news outlets explicitly mentioned that the farmers were looking for more than just debt forgiveness. It was clear that they were also calling for the implementation of property rights and minimum support prices for their produce as well as the cancellation of river-sharing agreements. Attention was also drawn to the severity of their conditions, epitomised by their bleeding, blistered feet- a sign of dignified, non-violent desperation. The public didn’t need any more convincing. Images of the march at night went viral on social media on March 11th.  There were also posts that highlighted the ingenuity of the farmers, making them stand out as individuals as opposed to faceless members of a crowd.  The success of the march, especially in terms of public relations, points to why the protests by Tamil Nadu farmers in Delhi last year didn’t amount to much. Starting in March last year, around 150 farmers from Tamil Nadu staged a protest for 144 days outside the Jantar Mantar to ask for a loan waiver, which would be financed by the Centre’s drought relief fund. Their protests also received media coverage and sympathy from statesmen like Rahul Gandhi and the chief minister of Tamil Nadu but failed to elicit the same level of public support as the long march in Maharashtra. There are likely many reasons for this. First, the numbers might have been too low to justify a full-blown media frenzy. 150 farmers feels too small compared to a procession of 40,000 farmers. Secondly, given the fast pace of the 24-hours news cycle, the 144-day protest likely lost relevance to news readers and viewers well before its conclusion. The protest also lacked a groundswell of support from beginning as the farmers from Tamil Nadu weren’t on their home turf. Being stationed in the capital, which was necessary given that it was a federal rather than a state issue, might have actually worked against their favour. Lastly, unlike their counterparts in Maharashtra, their protest tactics, which included the brandishing of skulls, the consumption of faeces and stripping, might have proved too “unpalatable” to the public. With their well-oiled public relations machine and sponsorship by a national farmers union, the Maharashtra farmers were able to wrest public support and effectively demonstrate the importance of their cause.

The country, however, doesn't exist.<a href="https://www.youtube.com/watch?v=i0aR2EagjXM" target="_blank" rel="noopener">At a January 12 ceremony,</a> Newark Mayor Ras Baraka and several city officials signed an agreement to become sister cities with the "United States of Kailasa."Two women representing Kailasa, garbed in what appears to be traditional clothing and jewelry, attended the ceremony. One of them gave an eight-minute speech before the city council, thanking Newark for the partnership and speaking of creating an "enlightened Hindu civilization."But Kailasa is the fabrication of Swami Nithyananda, <a href="https://timesofindia.indiatimes.com/city/bengaluru/bengaluru-non-bailable-warrant-against-controversial-godman-nithyananda/articleshow/93665585.cms" target="_blank" rel="noopener">a Hindu guru who fled India in 2019 when he was charged with rape.</a>Nithyananda, a self-styled holy man who titles himself the "Supreme Pontiff of Hinduism," claims to have created Kailasa as a "revival" of a Hindu nation. The BBC reported that he also says he's purchased an island off the coast of Ecuador, though the <a href="https://www.bbc.com/news/world-asia-india-64807659" target="_blank" rel="noopener">Ecuadorian government told the outlet it has neither helped him nor given him asylum.</a>Newark's city council, realizing six days after the ceremony that the city was fooled, <a href="https://newark.granicus.com/MediaPlayer.php?view_id=2&amp;clip_id=542&amp;meta_id=441348" target="_blank" rel="noopener">voted on January 18 to rescind its partnership with the faux nation,</a> <a href="https://www.cbsnews.com/newyork/news/newark-sister-city-scam-kailasa/">CBS first reported on March 8.</a>The city told CBS in a statement that the signing was a "regrettable incident," but that it "remains committed to partnering with people from diverse cultures in order to enrich each other with connectivity, support, and mutual respect."It added that no money was involved in the signing of the ceremony, per CBS.The Newark City Council did not immediately respond to Insider's request for comment.<h2>Kailasa appears at United Nations meetings</h2>Meanwhile, the same woman who spoke at the Newark signing appeared twice at United Nations meetings in Geneva in February, claiming to represent Kailasa. Calling herself Vijayapriya Nithyananda, she spoke at a discussion on how women are represented in decision-making systems on February 22, and at another meeting on sustainable development on February 24, <a href="https://www.bbc.com/news/world-asia-india-64807659" target="_blank" rel="noopener">per the BBC.</a>A UN spokesperson told the BBC that her contributions made at the meetings weren't relevant or would be scrapped from consideration.A Twitter account for Kailasa has in the meantime posted multiple photos of its representatives meeting with UN diplomatic staff or ambassadors for various countries. "Since this meeting did not take place with the official representative of Lithuania, it does not represent any national position of Lithuania towards Kailasa," they said.The UN missions for the rest of the above nations did not immediately respond to Insider's requests for comment.Kailasa is signing agreements with cities like Newark and trying to be seen with international officials in a bid to legitimize itself through disinformation, Mohan Dutta, the dean's chair of communication at Massey University in New Zealand, told Insider."What they are doing is taking something that is entirely a falsity, that is non-existent, and materializing it through these performances," said Dutta, who's tracked Kailasa since it was founded in 2019.
