The shares of ICICI Bank ended nearly a percent higher on Wednesday. Oberoi Realty, Godrej Properties and other real estate stocks The Maharashtra government has decided to slash stamp duty on sale deed documents by 3% from September 1 to December 31, 2020, and by 2% from January 1, 2021 to March 31 2021. The shares of Oberoi Realty ended nearly 2% lower on Wednesday, whereas Godrej Properties was down nearly a percent. Hindustan Aeronautics Limited The Union Government is selling 15% of its equity stake in the state-owned Hindustan Aeronautics Ltd (HAL) at ₹1,001 per share to raise about ₹5,000 crore through an offer for sale (OFS). “The Defence Ministry has notified the stock exchanges in the evening on selling 15% of its equity stake (5.01-crore shares) in the company at ₹1,001 per share of ₹10 face value through OFS,” a company official <a href="https://www.sify.com/finance/govt-to-sell-15-stake-in-hal-through-sale-offer-news-news-ui0skQhedbahj.html">told IANS</a>. The shares of HAL ended nearly a percent higher on Wednesday. Mahindra and Mahindra Limited Automobile major Mahindra &amp; Mahindra and e-mobility technology company REE Automotive has entered into a memorandum of understanding (MoU) to explore development and manufacturing of commercial electric vehicles for global markets. “The partnership will support REE’s global customer need for 200,000-250,000 electric commercial vehicle units over a few years, including potential Mahindra’s domestic and international volumes. Production would be scaled further to support additional volume in the global as well as Indian market,” the company said. The shares of M&amp;M ended over 1% higher on Wednesday. Infosys Infosys has launched an AI-driven solution that will automate help desk operations, allow customers to eliminate manual resolution and build near-touchless contact centres in the Covid-19 times. New Delhi, Jan 30 () The government is planning to sell 15 per cent stake in Hindustan Aeronautics Ltd (HAL) through an offer for sale, which could fetch about Rs 4,000 crore to the exchequer.
 The government is looking to appoint up to three merchant bankers for managing the offer for sale (OFS) and has invited bids for the same by February 21.
 It holds 89.97 per cent stake in state-owned defence firm HAL, which was listed on the stock exchanges in March 2018.
 "The government intends to divest 15 per cent paid-up equity capital of HAL out of its shareholding of 89.97 per cent through OFS method of shares by promoters," said the request for proposal (RfP) floated by the finance ministry for appointment of merchant bankers.
 The sale of 15 per cent stake in HAL would fetch about Rs 4,000 crore to the government, calculated at the current market price. Shares of HAL closed at Rs 811.60, down 1.69 per cent over the previous close on the BSE.
 The merchant bankers would advise the government on the timing and modalities of the OFS, conduct market surveys and roadshows and advise on regulatory norms, among others.
 In the financial year 2018-19, HAL had clocked a profit after tax of Rs 2,282 crore. As on March 2019, its net worth stood at Rs 10,848 crore.
 So far, in the current financial year, the government has mopped up Rs 18,094.59 crore through disinvestment transactions as compared with the budget target of Rs 1.05 lakh crore. JD HRS

DefExpo to focus on showcasing India's potential to become manufacturing hub

New Delhi, Mar 11 () India-made bulletproof jackets are being exported to 18 countries, Minister of State for Defence Shripad Naik said on Wednesday but declined to name the nations citing "strategic requirements". Naik said industrial licences have been issued to 15 companies for manufacturing bulletproof jackets having production capacity in the country of over 10 lakh pieces per annum to meet domestic and export requirements. "Bulletproof jackets are also being exported to 18 countries. In view of the strategic requirement, names of the countries are not disclosed," Naik added. Replying to another question, Naik said that in order to export light combat aircraft to other friendly countries, the platform has been showcased by way of flying displays at various foreign exhibitions by Hindustan Aeronautical Ltd. Briefing about the platform has been given to various foreign delegations who have visited HAL facilities. "The company has responded to Request for Information (RFI) from overseas. Formal Request for Quotation (RFQ) has not been received in order to process the proposal," he added. Responding to another question, he said an amount of Rs 90,048 crore has been proposed for capital acquisition (modernisation) in budget estimate (BE) 2020-21 under Defence Services Estimates, which is an increase of Rs 9,088.92 crore over BE 2019-20. The total amount allocated for capital acquisition (modernisation) is 27.87 per cent of Defence Services Estimates. In response to another question on China's defence modernisation, Naik said no official data relating to this was with the ministry. Naik, replying to another question, said the Army saw four cases of fratricide from 2017 to 2019, while the Air Force recorded one such case in 2019. The minister said the government has taken several steps towards stress amelioration amongst troops. This includes deployment of trained psychological counsellors, improvement in the quality of food and clothing, training in stress management, provision of recreational facilities, buddy system, leave concessions, approachability of seniors, facilities for movement of troops from border areas and establishing a grievance redressal mechanism at various levels. The bilateral relations between Russia and <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> have stood the test of time. But, the Fifth Generation Fighter Aircraft (<keyword id="441427" type="ORGANIZATION" weightage="20" keywordseo="FGFA">FGFA</keyword>) tells a <a href="https://www.news18.com/news/india/india-reconsidering-rs-2-lakh-crore-5th-generation-fighter-jet-programme-with-russia-2-1804989.html">different story.</a> Negotiations have been stuck for 11 years and the latest developments now indicate that India might want to shelf the project for good due to the costs involved. Home to the fourth largest <keyword id="32720" type="PERSON" weightage="20" keywordseo="Airforce">airforce</keyword> in the world, India takes its aircrafts quite seriously. It’s no joke to shell out $30 billion (₹2 lakh crores) for a FGFA. And Russia, having the second largest airforce globally, doesn’t want to give up its secrets just yet. What’s the problem? The current bone of contention is devising the appropriate cost sharing formula. But, in the past issues have ranged from sharing information about the technology that goes into development to the number of aircrafts that will be produced. According to reports, the project could be binned altogether because the Air Force is no longer keen on chasing a project that’s become so expensive. And, this isn’t the <a href="https://www.defensenews.com/air/2017/05/24/steep-price-rise-hits-indo-russian-5th-gen-fighter-project/">first time</a>. But then again, Hindustan Aeronautics Ltd (HAL) has been <a href="https://economictimes.indiatimes.com/news/defence/hal-strongly-bats-for-fgfa-project-with-russia/articleshow/61189233.cms">pitching</a> furiously to get in on the ground level of the FGFA project. It should be noted, that overall, it’s more than just about the cost. India is adamant about the fact that they want equal partnership over the <a href="http://www.defensenews.com/breaking-news/2017/03/16/full-tech-transfer-could-derail-indo-russian-fifth-gen-fighter-program/">intellectual property</a> of the FGFA. It’s not out of ego, as per reports, but being sought so that the aircrafts can be upgraded as and when there is a requirement for adjustments. That being said, Russia is just as stubborn in saying that they aren’t ready to share critical technology. These sequence of events already led to reports of the project being <a href="http://www.janes.com/article/79457/india-withdraws-from-fgfa-project-leaving-russia-to-go-it-alone">scrapped</a> back in April. Aside from costs and <keyword id="388837" type="PERSON" weightage="20" keywordseo="intellectual-property">intellectual property</keyword>, officials said it was primarily due the fact that they were left <a href="https://www.business-standard.com/article/economy-policy/8-63-billion-advanced-fighter-aircraft-project-with-russia-put-on-ice-118042000029_1.html">unimpressed</a> with the Su-57, which is essentially the foundation for further development of the FGFA. Another nail in the coffin for India’s Fifth Generation Fighter Aircraft

This is purely a case of ‘once bitten, twice shy’. Learning from last year’s fiasco, India’s top engineering schools now prefer PSUs during campus placements than startups. 
 
As many startups deferred joining dates and some even cancelled the joining leaving students high and dry last year, engineering colleges this year are taking no chance. 
 The Indian Institutes of Technology (<keyword id="49737" type="COMPANY" weightage="20" keywordseo="IITs">IITs</keyword>) are preferring Public Sector Undertakings (PSUs) early placement slots this year, even Day 1. 
 
As per reports, the IITs are also trying to get in touch with ministry of human resource development to ask Maharatna and Navratna companies, such as Oil and Natural Gas Corp, Indian Oil Corp, Bharat Heavy Electricals Ltd, NMDC and Hindustan Aeronautics Ltd, to participate in campus placement this year. 
 "Until last year, we could not bring in PSUs and also many students were opting for startups. Our experience with the startups was not all good last year. This year, we want to bring in PSUs in the first week itself so that students get a chance to opt for stable jobs rather than pick up lucrative offers in startups," Debasis Deb, chairman of the career development centre at <keyword id="6364832" type="COMPANY" weightage="20" keywordseo="IIT-Kharagpur">IIT Kharagpur</keyword>, told ET. 
 Last year, <keyword id="6354742" type="COMPANY" weightage="20" keywordseo="Flipkart">Flipkart</keyword>’s fiasco and mismanagement by other companies like Peppertap, Zomato, Roadrunnr and Stayzilla resulted in massive disappointment. 
 The <keyword id="3656301" type="UNKNOWN" weightage="20" keywordseo="all-iits-placement-committee">All-IITs Placement Committee</keyword> recently blacklisted 30 companies, including startups, which went back on job offers. 
 
ET reported the IITs at Kharagpur, Roorkee, Bombay and Guwahati plan to offer PSUs Day 1. 
 
Kaustubha Mohanty of IIT Guwahati told ET, “We are leaving no stone unturned this year in inviting the PSUs. We are requesting them to come in the first week of December." 
 
Talking about salaries, even though PSUs will not offer stock options to candidates, the annual salaries offered will be of nearly Rs 10 lakh, about one-third of what is generally offered by Day 1 companies. 
 
In boom years, Day 1 firms have even offered upwards of Rs 40-50 lakh for top candidates. 
 
Anishya Madan, industrial liaison officer at IIT Delhi's training and placement cell, told ET, “It is not about the salaries alone, it is also about stability. We want students to get enough choice, especially in terms of working with core companies. With the ban lifted on PSUs coming to IITs, we are trying our best to give them a healthy mix from Day 1 itself.”

Since the launch of ‘<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>’ program, considerable thrust has been given to <keyword id="2377476" type="UNKNOWN" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword>. Transformation from being one of the largest importers of arms into a credible defence equipment manufacturer takes a lot. 
 
Country’s defence spending is expected to go beyond USD 600 billion by 2022 and every private company indulged into defence manufacturing wants a pie of that, especially when USD 150 billion of contracts are there to be awarded within a few years.

Defence Manufacturing, Exports and its future: 
 
Indian exports are negligible when it comes to the total market share on a global level. India has exported defence equipment to 22 countries over last one year, including UK, US, Israel and Russia. India exported forging equipment, electronic assemblies, flight panel controls to the US. 
 
India exported transmitting tubes to UK and MIG &amp; Sukhoi 30 aircraft spares and services to Russia. India’s major exports included Cheetal helicopters to Afghanistan, Dhruv helicopters and bulletproof jackets to Nepal, Sukhoi avionics and MIG spares to Malaysia, offshore petrol vessels and ammunition to Mauritius and Jaguar aircrafts and spares to Oman. 
 
Indian private players are looking for foreign partners as the foreign direct investment in defence sector is pushed up to 49%. Reliance defence had signed a manufacturing and maintenance deal potentially worth $6 billion with Russia's Almaz-Antey, the maker of an air defence system. Apart from the Akash air defence system, the government had cleared the purchase of five S-400 air defence systems that are estimated to cost about $4.5 billion. 
 
Similarly kalyani group tied up with Rafael of Israel to make Spike Anti-tank missiles for the Indian military. 
 
Indian private players are still far away from accessing the key sensitive technologies related to fighter aircrafts and nuclear submarines however they are approaching fast by the virtue of transfer of technology and domestic manufacturing set-up under the make in India program. What must is to invest heavily in R&amp;D facilities along with the collaboration of key government institutions like DRDO with the private partners. Incoming demands for defence equipment is heavy and it should only be fulfilled by boosting the manufacturing process along with minimum government interference and a feasible policy framework.

Defence Manufacturing: Is India Inc. ready?

If the talks go through, <keyword id="2852683" type="UNKNOWN" weightage="20" keywordseo="russian-helicopters">Russian Helicopters</keyword> may make around 140 choppers in India. 
 In a major breakthrough to <keyword id="2257489" type="UNKNOWN" weightage="20" keywordseo="PM-Narendra-Modi">PM Narendra Modi</keyword>’s ‘<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>’ initiative, Russian Helicopters is in talks with Indian counterparts for a contract for 200 choppers, out of which over 140 will be made in India. 
 
"We are now discussing terms and conditions for the contract and copter configuration," said Igor Chechikov, deputy CEO of Russian Helicopters (RH). 
 
The remaining 60 will be supplied from RH's existing manufacturing facilities in Russia. 
 
The work on 140 choppers will be planned out with Hindustan Aeronautics Ltd (HAL) and other partners. 
 
The helicopters will be made in India under a pact signed by Modi during his visit to Moscow in December. 
 
The choppers will be supplied in collaboration with Rosoboronexport, a state export agency. 
 
The ongoing discussions include the scope of setting up a helicopter plant in India which will be in partnership with a number of Indian entities including HAL. 
 
"We expect to produce more helicopters from India, given the country's demand for a wide range of defence and security related equipment," Chechikov said, pointing to the potential of growing the joint venture business as well as technology and knowhow between the two countries. 
 
India has a fleet of over 450 Russian helicopters operating all of which were supplied over the last three decades in various phases. 
 
He also stressed on supporting the Russian hardware by establishing an after sales maintenance hub in India in the coming years. 
 
"India is a very strategic market with a huge demand for helicopters," he said at the Singapore Airshow 2016. 
 
Russian helicopters are widely used by the Indian air force, navy and border security force. 
 
RH is showcasing a wide range of its technology-savvy helicopters and aircraft at the air show for the South East Asian markets.
