<ul><li><keyword id="11851" type="ORGANIZATION" weightage="20" keywordseo="AR-Rahman">AR Rahman</keyword> shared the word ‘autonomous’ on <keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword>, which seems to be his take on the <keyword id="2414743" type="PERSON" weightage="20" keywordseo="Hindi-imposition">Hindi imposition</keyword> debate. </li><li>The Hindi imposition debate started after the draft National Education Policy in its 3-language policy recommended keeping Hindi as a mandatory language. </li><li>Twitter was flooded with outrage from people, mainly from the Southern states of India.</li></ul>Music legend from the South of India A R Rahman, took to Twitter to express his views on turning Hindi into the nation’s language. But the maestro responded to the raging debate as always in a subtle and quiet manner. The Oscar winning music composer and singer shared the meaning of the word ‘Autonomous’ in the Cambridge English dictionary – which is – independent and having the power to make your own decisions. After the revision of the draft policy too, the singer and composer had tweeted about Hindi not being compulsory anymore. A bitter debate has been raging after an attempt to appoint a single language as the nation’s language, in a country which is home to over 22 major languages. Rahman was responding to the forced imposition of the Hindi language by the Central Government. The draft National Education Policy (NEP) 2019 suggested Hindi as a third mandatory language, even in the non-Hindi speaking states. The Hindi Imposition This had resulted in an outrage with people from across the country, especially South Indians, protesting over the ‘Hindi imposition’. South Indian languages, unlike most languages spoken in North India, have a Dravidian origin which is diagonally opposite to Hindi whose mother language is Sanskrit. Comprehending Hindi is tougher for them, added to the fact that few are inclined to learn it. People from Tamil Nadu took to Twitter to use the hashtag #TNagainstHindiImposition to voice their opinion – with a note that Hindi is one of India’s national languages, not the only one. After the outrage, the government had revised the draft policy keeping the option open for students to choose the languages they want to learn.

Last few days saw much hue and cry, mainly by politicians from down south led by <keyword id="6357766" type="ORGANIZATION" weightage="100" keywordseo="DMK">DMK</keyword> chief Karunanidhi, over the Union <keyword id="6359327" type="ORGANIZATION" weightage="100" keywordseo="Home-Ministry">Home Ministry</keyword>’s directive to bureaucrats to use <keyword id="6357660" type="COMPANY" weightage="100" keywordseo="hindi">Hindi</keyword> on social media platforms. But was such a strong reaction to a normal advisory justified? 
 With Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> assuming office, Hindi has found the place it deserves in the corridors of power. After his swearing-in ceremony, Narendra Modi spoke to foreign dignitaries in Hindi. Even on his trip to Bhutan, his first official foreign visit, he addressed the Bhutanese Parliament in Hindi. 
 Before Modi, former prime minister <keyword id="47100" type="PERSON" weightage="100" keywordseo="Atal-Bihari-Vajpayee">Atal Bihari Vajpayee</keyword>, a great orator and accomplished poet, always used Hindi as his vehicle of communication. In 1977, Vajpayee addressed the annual assembly of the <keyword id="6355833" type="ORGANIZATION" weightage="100" keywordseo="united-nations">United Nations</keyword> in Hindi and became the first Indian leader to address the UN in Hindi. But unlike Modi, he did not mind switching to <keyword id="42216" type="CITY" weightage="100" keywordseo="English">English</keyword> when addressing joint press conferences with his foreign contemporaries like Tony Blair, Bill Clinton and George Bush. 
 However, after the statesman unexpectedly lost the elections in 2004, Hindi, too, started losing its place of privilege in the corridors of power and was totally marginalised during the decade-long rule of former prime minister <keyword id="6359397" type="PERSON" weightage="100" keywordseo="Manmohan-Singh">Manmohan Singh</keyword>. Although many international leaders of developed countries like China, Germany, Italy, France, Japan and Russia speak in their respective national languages even on foreign visits, Indian leaders have always taken pride in using English even in the Parliament. This was evident during the Manmohan Singh regime. 
 
Now, let’s come back to the present controversy over the use of Hindi. It all started with the Home Ministry issuing a directive to bureaucrats to use Hindi to convey message through social media. It’s pertinent to mention here that the directive was only meant for ‘social media messages’ and not for the official communications sent from the Centre to the states, which continue to be in the two official languages - Hindi and English. 
 Social media messages are meant for the general public. According to the 2001 census, Hindi is the mother tongue of more than 41% of the country’s population. Add to that 5% <keyword id="52565" type="COMPANY" weightage="100" keywordseo="urdu">Urdu</keyword> and 1% <keyword id="29621" type="PERSON" weightage="100" keywordseo="Maithili">Maithili</keyword> speakers, which takes the percentage of people proficient enough in Hindi to more than 47%. Hindi is also used as a link language in states like West Bengal, Maharashtra, Gujarat, Odisha, Punjab and Goa – the states where Hindi is not spoken as the first language. Moreover, Hindi is also understood in many parts of southern states like Andhra Pradesh and Karnataka and even north-eastern states like Assam, Meghalaya and Arunachal Pradesh. So what is wrong in asking bureaucrats to use Hindi on social media? Which other language can fulfil the purpose of reaching out to such a large population base? 
 
But the anti-Hindi crusaders of Tamil Nadu lost no time in raking up a controversy out of a non-issue. M Karunanidhi, chief of Tamil Nadu-based DMK party went on to say, "No one can deny it's beginning to impose Hindi against one's wish. This would be seen as an attempt to treat non-Hindi speakers as second class citizens." Where is the question of treating non-Hindi speakers as second citizens? 
 Barring Tamil Nadu, no other state has raised any objection to this direction. In fact, it is heartening that this time, the push for Hindi comes when the government is headed by someone whose native language is not Hindi (Narendra Modi’s mother tongue is <keyword id="6369979" type="COMPANY" weightage="100" keywordseo="Gujarati">Gujarati</keyword>). 
 Union Minister of State for Home <keyword id="638723" type="PERSON" weightage="100" keywordseo="Kiren-Rijiju">Kiren Rijiju</keyword>, who belongs to the north-eastern state of Arunachal Pradesh, also voiced his support for Hindi. “Hindi is our <keyword id="71459" type="POSITION" weightage="100" keywordseo="Official-language">official language</keyword>, we have to promote Hindi," he said following the controversy. 
 
Noted poet Ashok Chakradhar also welcomed the move, saying “If this government is getting bureaucrats to use Hindi, it is a great idea. Hindi is understood by 80% of Indians who pick it up from popular films, songs and the media. But at the official level, no one is fighting for the language.” 
 
Tamil Nadu’s opposition to Hindi dates back to the 1960s. In 1950, the Constitution declared Hindi as the official language and English was to be used as secondary official language till 1965 to facilitate a smooth transition. But the DMK launched an anti-Hindi campaign in Tamil Nadu, during which, Hindi books and effigies of ‘Hindi demoness’ were burnt on village bonfires. Does it not reflect deep-seated anti-Hindi bias? 
 
The campaign soon turned into full scale riots, which led to the killing of 70 people, including two policemen. However, the riots catapulted the DMK to power in 1967 elections in the state as opposition to Hindi was a dominant election issue. 
 
Following large scale violence in Tamil Nadu, the Centre enacted the Official Language Act, 1963. The Act stated, “Notwithstanding the expiration of the period of 15 years from the commencement of the Constitution, the English language may, as from the appointed day, continue to be used in addition to Hindi.” 
 
One wonders why some Tamilians hate Hindi so much. In Gujarat, students are taught English, Gujarati and Hindi in schools. They never get offended or complained about imposition of Hindi. Hindi is the most widely spoken language in the country and it should be promoted to facilitate easier communication throughout the country. But at the same time, the importance of regional languages should also not be undermined.

Hindi Chauvinism Or Anti-Hindi Bias?

Strongly backing Tamil Nadu's decades old two-language policy, the ruling AIADMK in the state on Monday rejected the Centre's three-language formula proposed in the new <keyword id="361871" type="ORGANIZATION" weightage="20" keywordseo="National-Education-Policy">National Education Policy</keyword> (NEP) 2020 and said there will be no deviation from the existing system. "The three-language formula in the NEP is painful and saddening. The Prime Minister (<keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>) should reconsider the three-language policy," Palaniswami said. Taking strong exception to the proposal, he said in a statement the state has been following the two-language policy for several decades and that there will be no change in it. His assertion came amidst opposition demand, including from DMK, that the government should reject the three-language formula proposed in NEP and stick to its two-language policy. Incidentally, ahead of today's meeting he convened to discuss the matter with his senior cabinet colleagues, the Opposition bloc led by DMK wrote to the chief minister, asking him to adopt a Cabinet resolution against the new NEP. "Tamil Nadu will never allow the Centre's three- language formula. The state will continue with its dual language policy (of Tamil and English)," Palaniswami said. He discussed the matter with his colleagues--Deputy CM O Panneerselvam, Ministers for higher education and school education, K P Anbalagan and K A Sengottaiyan, respectively and others. The Centre should allow the states to implement their own policy on the subject, he said, adding there will be no change to the two-language formula which the state had adopted decades ago. Teaching up to class 5 in mother tongue or regional language and lowering the stakes of board exams are part of the sweeping reforms in the new NEP unveiled last week by the Centre. However, the proposals have found resistance from the DMK-led opposition in the state, with the Leader of Opposition in the Assembly, MK Stalin, dubbing it as an attempt to "impose" Hindi and Sankrit. The anti-Hindi movement of the 1960s taken forward by the DMK had struck an instant chord among the Tamil masses then and is believed to be one of the key reasons for the Dravidian party storming to power in the 1967 elections under the late CN Annadurai, unseating a Congress government in the state for the first time in post-independent India. Palaniswami further said the state has been maintaining a consistent stand and that for about 80 years, the people of Tamil Nadu had been firm on two language policy. Late chief ministers Annadurai, MG Ramachandran and J Jayalalithaa were firmly against 'imposition' of Hindi. He also recalled the historic resolution brought in the Tamil Nadu Assembly by late Annadurai on January 23, 1968, which proposed to abolish the three language policy in all schools in the state, removing Hindi from the State syllabus but allowing only Tamil and English. Later, the AIADMK government led M G Ramachandran had in 1986 adopted an Assembly resolution asserting the two language policy. Former chief minister J Jayalalithaa too was firm on opposing Hindi on non-Hindi speaking states and in thwarting such efforts and wanted Tamil to be declared as an official language of the country, he said. Palaniswami pointed out he himself had written to the Prime Minister in June 2019 stressing on two-language policy. Besides, he had reiterated this in his Independence Day address last year and on various occasions during the debates in the state Assembly, he recalled. Meanwhile, the Opposition DMK led alliance in Tamil Nadu--comprising the Congress, MDMK, VCK, CPM, CPI and MMK, collectively wrote a letter to Palaniswami asking him to pass a resolution against the new NEP in the Tamil Nadu Cabinet meeting. Many clauses in the new policy are trying to impose "Hindi" and "Sanskrit" and are "trying to do away with Tamil from the system, and this is against federalism, women rights and social justice. It was also "imposing" vedic culture, besides being mum on reservation, it said. "The NEP should be opposed in the initial stages itself," the letter added. Later, Stalin, in a Facebook post, thanked Palaniswami for the government stand on the matter. The NEP, passed by the Union Cabinet last week, laid emphasis on the mother tongue/local and regional language which will now be the medium of instruction at least till Class 5, but preferably till Class 8 and beyond. Also, Sanskrit will be offered at all levels of school and higher education as an option for students, including in the three-language formula.

The Delhi / UP circuit is still heavily affected,” repored Boxoffice India. The recently passed Citizenship Amendment Act (CAA) triggered protests, leading to clashes between police and protestors. On the third day of release, its collections grew by 30% growth registering ₹29 crore in net earnings. It collected ₹24.5 crore on the first day of its release and ₹22 crore on the second day. The Christmas holidays on the horizon may bring a lot more people into the theatres. The film is released in Hindi, Tamil, Telugu and Kannada. The Prabhudeva directorial also stars Sonakshi Sinha and Mahesh Manjrekar's daughter Saiee Manjrekar also makes her debut in it . The film also features Kannada superstar Kichcha Sudeep in as the villain. Good profits, bad story This is the third installment of the much loved character Chulbul Pandey, a role that catapulted him to a star reviving his then flailing career in 2010. The movie takes viewers back to reveal a secret making it a prequel of sorts. However, the Khan magic might have faded this time, as critics remained unimpressed. They labelled it a “disaster”. “Watching Dabangg 3 it’s clear that the law of diminishing returns has caught up with this franchise.
