Dharamsala: The fourth ODI between India and the West Indies on October 18 will be the <keyword id="98224" type="ORGANIZATION" weightage="80" keywordseo="Himachal-Pradesh-Cricket-Association">Himachal Pradesh Cricket Association</keyword> (HPCA) stadium's first ODI game in almost two years. As the panoramic venue gears up for just its second ever international match, preparations are in full swing to ensure that both players and the crowd have an experience worth remembering. Bringing international action to the hills was never an easy task, but due to the HPCA's constant efforts over the years, the state of <keyword id="6358126" type="CITY" weightage="80" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> today boasts a world-class cricket stadium. The board embarked upon a journey in the year 2000 and its the development - especially in terms of infrastructure has been immense. The growth of the association has picked up sharply since 2002, reaching almost 150 million by 2008 and a staggering 1000 millions at present.

	The reason behind the positive twist is mainly attributed to the untiring efforts being put in by the HPCA under the dynamic leadership of Anurag Thakur, who led the team from the front with full dedication and commitment which was duly complimented by the financial support in the shapes of subsidies by the BCCI.
 The foundation of the HPCA Stadium was laid by <keyword id="508455" type="POSITION" weightage="80" keywordseo="Himachal-Pradesh-Chief-Minister">Himachal Pradesh Chief Minister</keyword> Prem Kumar Dhumal in March 2002. It was a significant achievement for the HPCA not only because creating an international stadium in the hills was almost unthinkable, but also for playing a crucial role in the promotion of cricket in the state. Thanks to the BCCI's support, the stadium began getting its shape every passing year and in 2007, the construction was almost 75 percent complete.

	As the lush green ground matching international standards was ready for playing, the stadium even hosted some first-class matches and a prestigious three-day practice match between Pakistan and the Board President’s XI. In September 2007, the ICC inspected the stadium to include in into the list of venues for international matches, but unfortunately due to a few shortcomings related to a lack of proper hotel accommodation, the picturesque stadium had to wait for two more years before getting the clearance for ODI and Twenty20 matches.

	The ground is prepared with Bermuda and winter grass and comprises a field size of 80 yards from the centre of the square. The main square has six strips , out of which centre three has the TV camera facility. In addition, there exist two separate practice areas with eight strips for both teams. The stadium in not only furnished with modern amenities and state of art machinery, but also with proper international-quality equipment which include 11 rollers, and 4 Super Soppers.

	The stadium also gives clarion-call to the players and is very well connected with the main roads of the town. There are 13 stands and five main entries for 19,979 spectators. The stadium has two blocks, South Block (Pavillion End) and North Block (media centre). The South Block consists of magnificent dressing rooms, with luxurious facilities for players, match referee room, observer room, umpire Room, third umpire room, scorers’ room, video analyst room, corporate boxes and a VIP sitting area.
 The North Block nestles the media centre, <keyword id="55539" type="UNKNOWN" weightage="80" keywordseo="commentary">commentary</keyword> box, venue operation centre and the post-match conference area. The media centre has the capacity to accommodate nearly 150 people and by the look of it, the proceedings of the matches are clearly visible from there. There are appropriate and marked places to put cameras to cover the event live and particularly to keep a close vigil at all activities.
 In the lap of the <keyword id="52569" type="CITY" weightage="80" keywordseo="himalayas">Himalayas</keyword>, surrounded by green tress and tea gardens is the special beauty provided to players and officials called ‘The Pavillion’ by the HPCA. It is situated at a place which gives a complete view of the stadium from its rooms by using any binocular. The cottages there are eco friendly and they are commodious enough to put in more than two teams along with other supporting cricket staff. With a nice little blend of cricket and nature, the Dharamsala ODI promises to be a show-stopper.

<keyword id="6358126" type="LOCATION" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> Chief Minister Jai Ram Thakur on Sunday said keeping in view the upsurge in the <keyword id="8785701" type="UNKNOWN" weightage="20" keywordseo="COVID-19-cases">Covid-19 cases</keyword> in the state, the government would consider to impose few restrictions to avoid social gatherings and ensuring that people take all necessary precautionary measures. He said it was also important to regularly monitor the <keyword id="9142975" type="UNKNOWN" weightage="20" keywordseo="Covid-positive-cases">Covid positive cases</keyword> kept in home isolation as there number was more than those admitted in hospitals. Presiding over a meeting of the district-level officers at Mandi town to review the Covid situation, the Chief Minister directed to ensure checking of fever and oxygen level of such patients besides educating them to take medicine properly in a regular manner. Thakur said the health authorities should make efforts to motivate the attendants to attend their patients admitted in the hospitals by providing PPE kits to make patients feel better. He stressed the need that <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> patients should be referred to major hospitals at the early stage so as to increase the survival rate. He said under the Him <keyword id="10315002" type="PERSON" weightage="20" keywordseo="suraksha-abhiyan">Suraksha Abhiyan</keyword> being launched by the state from November 25 to December 27 for active case finding, the history of the entire 11 lakh population of <keyword id="689777" type="PERSON" weightage="20" keywordseo="Mandi-district">Mandi district</keyword> would be taken to ascertain how many of them are suffering from diseases.

Himachal Pradesh may impose restrictions amid surge in COVID-19 cases, says CM Jai Ram Thakur

Shimla, April 24 () Himachal Pradesh Chief Minister Jai Ram Thakur on Friday urged Union Health Minister Harsh Vardhan to provide more ventilators to the state to meet any emergent situation arising out of the COVID-19 pandemic.In a video conference with Vardhan, the chief minister said that no positive case of the novel coronavirus was reported from six of the 12 districts of Himachal Pradesh. Thakur also informed Vardhan about the various steps being taken by the state government to tackle the coronavirus outbreak effectively. So far, 40 COVID-19 cases and one death have been reported in Himachal Pradesh, while 18 patients have been cured or discharged, according to health ministry data. DJI ANBANB

COVID-19: HP CM urges Union health min to provide more ventilators

Shimla, May 11 () Himachal Pradesh Chief Minister Jai Ram Thakur on Monday favoured extending the lockdown and urged Prime Minister Narendra Modi to make alternative arrangements for trading of the state's apples as operations at Delhi's Azadpur Mandi got affected by spurt in COVID-19 cases.During a video conference chaired by the prime minister with chief ministers of different states, Thakur said Azadpur Mandi, Asia's largest vegetable and fruits wholesale market, is the main place for marketing of the state's apples.The state expects a good produce this year. But with operations at the mandi in the national capital adversely affected by the coronavirus crisis, alternative arrangements must be made for the produce, he told the prime minister. Thakur said the economy of Himachal Pradesh has been badly affected due to the coronavirus-enforced lockdown, but still favoured extending the curbs beyond May 17 to check spread of the infection.The state government has developed a geo-fencing app to ensure that people coming from other states do not jump their quarantine period, the chief minister said.One lakh stranded people have already returned in the state. This has resulted in an increase in COVID-19 cases, he added.The total number of cases increased by 19 in a week due to the returnees, Thakur said, adding at the same time it is the responsibility of the state government to provide all possible help to the stranded people.The chief minister further stated that 55,000 more stranded people want to return to Himachal Pradesh, whereas about 68,000 people stuck in the state want to go back to their native places. HP CM Jai Ram Thakur favours extending COVID-19 lockdown

Hamirpur (HP), Jun 13 () Union minister Anurag Thakur on Saturday urged BJP workers to remain vigilant against COVID-19 and tell people how the central and the state governments both were tackling the pandemic. While addressing a virtual rally of Badsar area of the district through video conferencing, Thakur said the Modi government was taking several measures to provide relief to the people of the country from the pandemic. Former Himachal Pradesh chief minister Prem Kumar Dhumal, HP Panchayati Raj Minister Virendra Kanwar and BJP district chief Baldev Sharma also participated in the virtual rally. Prime Minister Narendra Modi has given a relief package of more than a million crores rupees to people and all the BJP leaders and workers were working with complete planning and proper implementation of these schemes with full intentions, Thakur added. He appealed to the Bharatiya Janata Party workers that they should come forward to take the benefits of these schemes to the masses so that they could know who their real benefactor was. Thakur, Union Minister of State for Finance and Corporate Affairs, said that the party workers had to shoulder a big responsibility while fighting with the deadly virus and for that they should educate the people how to lead their lives during this crisis. Dhumal also urged people and BJP workers to make full use of the policies and programmes of the central and state governments as such schemes were for their own benefits and welfare. He said people should work on the farm-related activities in the fields and grow more vegetables, especially off season vegetables, fruits and crops for which the state government used to give them hybrid seeds and subsidy. Anurag Thakur tells BJP workers to remain vigilant against COVID-19

Shimla, Apr 5 () Himachal Pradesh Chief Minister Jai Ram Thakur on Sunday asked all Tablighi Jamaat members who had attended the group's congregation in Delhi's Nizamuddin, a COVID-19 hotspot, to come forward for testing by 5 pm, failing which action will be taken against them.Three of the seven persons who tested positive for coronavirus in the state on Saturday were Tablighi Jamaat members, he said.Earlier in the day, Director General of Police, Himachal Pradesh, Sita Ram Mardi had issued a similar warning to district heads of Tablighi Jamaat.He asked them to disclose details of all those who came to the state after attending the congregation in Delhi's Nizamuddin West area last month.Thakur claimed Tablighi Jamaat members are not cooperating with the authorities.He asked all Tablighi Jamaat members who attended the Delhi congregation to come forward for medical check-up by 5 pm on Sunday and warned of strict action against those who do not comply with the order.The chief minister said the three members of the group who tested positive on Saturday were hiding in a mosque in Solan district's Nalagarh and their samples were collected from there.The three were admitted to Indira Gandhi Medical College here at 6.30 am on Sunday, Senior Medical Superintendent, IGMC, Dr. Janak Raj said.They are residents of Uttar Pradesh and had come to Himachal Pradesh's Nalagarh area from Nizamuddin on March 18. Their contacts are being traced so that they can be quarantined, he said.With the seven fresh infections, the number of coronavirus cases in Himachal Pradesh has risen to 14, Additional Chief Secretary (Health) R D Dhiman said on Saturday.These include two patients who have recovered and as many deaths. There are 10 active cases in the state, he said.Of these, six are Tablighi Jamaat members, according to officials.The remaining three are being treated at Dr. Rajendra Prasad Government Medical College (RPGMC) in Kangra district's Tanda, they said. Shimla, Feb 17 () The State Planning Board has approved Rs 7,900 crore annual plan for 2020-21, about 11 per cent higher than 2019-20, Himachal Pradesh Chief Minister Jai Ram Thakur said. Presiding over the meeting of State Planning Board here on Monday, Thakur said social services sector has been accorded priority by allocating Rs 3,487.24 crore, which is 44.14 per cent of the total annual plan. Transport and communication sector is allocated Rs 1,394.89 crore, whereas agriculture and allied activities has been allotted Rs 974.29 crore, he said. Irrigation and flood control has been allotted Rs 508.05 crore, while Rs 499.05 crore has been earmarked for energy sector. The chief minister expressed concern over the gap between male and female literacy rate. He said efforts should be made to reduce this gap. Thakur said the state's per capita income at Rs 1,76,968 in 2018-19 had shown increase of 10.12 per cent from 2017-18 and was better than that of national average and most other states. He said Himachal Pradesh was the second state after Sikkim to become open defecation free (ODF). Thakur said that since 90 per cent population of the state lives in rural area, emphasis should be laid on increasing crop production and farm income. The state government is ensuring that focus is laid on qualitative improvement of education and health institutions instead of going for expansion, he added. The CM said the state government is also committed to making Himachal a favourite tourist destination in the country. He said the work on four-laning projects was expedited to ensure better connectivity. In order to ensure better air connectivity, all three existing airports are being expanded and improved. He also released two publications of the Planning Department on the occasion. State Planning Board Vice Chairman Ramesh Dhawala said the state economy achieved a growth rate of 7.3 per cent in the financial year 2018-19. HP State Planning Board approves Rs 7,900 crore annual plan for 2020-21

New Delhi, May 12 () The doubling time of COVID-19 cases has now improved to 12.2 days from 10.9 days, Union Health Minister Harsh Vardhan said on Tuesday, highlighting the need for enhanced surveillance and contact-tracing in view of migrants and expats returning home.Vardhan said the fatality rate is 3.2 per cent while the recovery rate is progressively increasing and stands at 31.74 per cent.Reviewing measures for management of COVID-19 cases in Jammu and Kashmir, Ladakh, Uttarakhand and Himachal Pradesh with MoS for Health Ashwini Choubey, he asked the states and UTs to focus on surveillance, testing, contact-tracing and timely treatment of all the returnees.Vardhan suggested that the Aarogya Setu mobile application be made compulsory for all the returnees for better surveillance and suitable medical interventions, the ministry said.According to the Health Ministry, the death toll due to COVID-19 rose to 2,293 and the positive cases climbed to 70,756, registering an increase of 87 deaths and 3,604 cases in the last 24 hours till Tuesday 8am."While the doubling time in the past 14 days was 10.9, it has improved to 12.2 in the last three days," Vardhan was quoted as saying in a statement.Of the total active cases, as on Monday, 2.37 per cent patients are in ICU, 0.41 per cent on ventilators and 1.82 per cent on oxygen support, he said.The minister said the testing capacity has increased to 1 lakh tests per day with 347 government laboratories and 137 private labs."Cumulatively, 17,62,840 tests have been done so far for COVID-19. Whereas, 86,191 samples were tested on Monday," he said.The Centre, states and UTs are taking cohesive efforts to combat the coronavirus and "this provides us the assurance that the country is well-prepared to face any eventuality due to COVID-19", he said.During the meeting, the Union health minister also stressed on ramping up surveillance for severe acute respiratory infections (SARI)/Influenza Like Illness (ILI), which will help in identifying any possible hidden infections at an early stage and in its timely containment.He praised the work done for SARI/ILI surveillance and contact-tracing in Uttarakhand.Ladakh stated that it has started mobile medical vans in far-flung areas for non-COVID services. RK Mathur, the LG of Ladakh, said his administration is keeping doctors and police personnel in reserve to deploy on rotational basis.Vardhan pointed out that as the usage tobacco is fairly high in Ladakh, spitting in public places needs to be banned as per the guidelines issued earlier.Himachal Pradesh Chief Minister Jai Ram Thakur said Ayurvedic immunity boosters have been provided to front-line health workers, police personnel and paramilitary forces. Sirmaur district is providing training to barbers and salon operators to prepare them for post-lockdown.The states and UTs were advised to keep adequate stock of essential medicines and timely release of salaries and incentives to boost the morale of front-line health workers. The website is set to unveil a dedicated online store for local handicrafts and traditional products made by local craftsmen. The list of possible goods includes Tankha Paintings, Kangra Arts, handicrafts and organic products. 
 
Local artisans can join as sellers, and the website would allow them to sell and market their products across India. A pick up service has been set up for the new sellers. 
 
"With the Special Ecommerce Zone we are looking at invigorating and mainstreaming local economies by linking and assisting them to harness the potential of the internet," Kunal Bahl, Co-founder and CEO of Snapdeal said.

Snapdeal launches special zone at
Dharamshala

The government is planning to restructure the Food Corporation of India (<keyword id="6356889" type="ORGANIZATION" weightage="100" keywordseo="FCI">FCI</keyword>) with the help from IIM-Ahmedabad Dean G Raghuram, agriculture specialist Ashok Gulati and some bureaucrats who will form a committee to make the system efficient. 
 The government had raised the issue in this year's Economic Survey, which proposed food direct transfer of <keyword id="146885" type="UNKNOWN" weightage="100" keywordseo="food-subsidy">food subsidy</keyword>, which would be more effective and help contain fiscal deficit. The current system of procurement, storage and distribution of grain has many inefficiencies and alleged corruption at various stages. 
 The panel would include Ram Sewak Sharma, secretary for IT and electronics, to propose ways to promote the use of technology in the system. The panel, headed by former Himachal Pradesh chief minister and Lok Sabha MP <keyword id="194696" type="PERSON" weightage="100" keywordseo="Shanta-Kumar">Shanta Kumar</keyword>, will give its report in three months. 
 
"The FCI is vested with vital responsibilities of the government, such as procurement, management of central pool stocks and distribution of food grains to state government agencies for various food security programmes. It is commonly perceived that the FCI is plagued today with several functional and cost inefficiencies, which need to be removed for efficient management of food grains and saving costs," the government said.
