A bench comprising Justices L Nageswara Rao, Hemant Gupta, and S Ravindra Bhat asked Solicitor General Tushar Mehta to discuss with ministries concerned whether students who wish to visit India to sit in the NEET exam could be accommodated on the Vande Bharat Mission flights. The court also asked Mehta to explore the possibility that aspirants based out of the Middle East countries were permitted to board such flights. The bench also noted that the incoming students are permitted to approach the state governments concerned for relaxations in quarantine periods. According to the rules, people arriving in India from abroad are required to undergo 14-day quarantine in the interest of public health. The Supreme Court orally directed Mehta to inform the ministries concerned that these students may be allowed to come back to take the exam. Mehta contended before the bench that the issue could be taken care of, subject to quarantine requirements and that they establish that they were coming for the exam. The top court told the petitioners' counsel that he could ask his clients to plan their return in the backdrop of quarantine requirements. The counsel argued that many students abroad intended to sit in both the NEET and Joint Entrance Exams (JEE). The petitioners said that only 6-day gap between JEE (September 1-6) and NEET exam (September 13) was also an issue. The petitioners had moved the apex court to challenge a Kerala High Court order to dismiss their plea to set up examination centres abroad, or postpone the exams due to the pandemic. The Centre has already decided not to postpone the NEET and JEE exams. (Eds: Updating, adding details, combining related stories) New Delhi, Apr 27 () As India entered the last week of the 40-day nationwide lockdown, Prime Minister Narendra Modi on Monday told chief ministers that the country will have to give importance to economy as well as continue the fight against coronavirus, in a clear indication that strict restrictions could be limited to COVID-19 hotspots while curbs can be eased gradually in areas not affected by the virus. In a video conference with the chief ministers, fourth such interaction since March 22 when he first spoke to them about the pandemic, Modi stressed on the need for the states to strictly enforce lockdown guidelines in the coronavirus hotspots zones, and strongly pitched for the mantra of 'do gaz doori' (a distance of two yards) to protect people from the infection, according to a government statement. During the meeting, a majority of the chief ministers wanted the lockdown to continue after May 3 and told the prime minister that some economic activity should be started slowly, Puducherry Chief Minister V Narayanasamy told reporters. Asserting that "the lockdown has yielded positive results as the country has managed to save thousands of lives in the past one and a half months", Modi, however, forewarned that "the danger of the virus is far from over and constant vigilance is of paramount importance". He also asked the states to focus on "rapid response" in dealing with the pandemic, adding wearing masks and face covers would become part of people's lives for times to come. India is under a 40-day nationwide lockdown since March 25. The first phase of the nationwide lockdown of 21 days was announced by Modi on March 24, it was later extended by 19 days till May 3 to cut the transmission of the virus, which has infected around 28,000 people and claimed 872 lives in India. The prime minister's interaction with the chief ministers came amid calls from some states to allow economic activities to reduce the devastating impact of the COVID-19 lockdown on the economy as well as on livelihoods of lakhs of migrant workers. "We have to give importance to the economy as well as continue the fight against COVID -19," Modi said, adding it is important for "states to enforce guidelines strictly in the hotspots i.e the red zone areas and the efforts of the states should be directed towards converting the red zones into orange and thereafter to green zones." Sources in the government said the lockdown may be lifted in a gradual manner and restrictions are likely to continue in the coronavirus hotspots. Chief ministers were unanimous in telling the prime minister that there should be a cautious approach in lifting the lockdown, given that the coronavirus cases were still rising in the country, Naraynswamy said."The prime minister should take a call on what needs to be done," he added. Office of Maharashtra Chief Minister Uddhav Thackeray, in a statement, said Modi asked the states to try to convert the COVID-19 challenge into opportunities through administrative reforms, and form their own policies on relaxing the lockdown based on ground realities. According to a Gujarat government official, Chief Minister Vijay Rupani favoured a gradual lifting of the coronavirus-enforced lockdown during the interaction. Goa Chief Minister Pramod Sawant said his government is of the opinion that the lockdown in the coastal state should be extended beyond May 3. Meghalaya Chief Minister Conrad Sangma, in a series of tweets, said he favoured extending the lockdown while allowing activities in areas not affected by COVID-19. Sangma said he also suggested that an 'Economic Task Force' be set-up by all the states for the exchange of ideas and possible solutions to initiate economic activities by adhering to necessary precautionary protocols. Meanwhile, West Bengal Chief Minister Mamata Banerjee alleged that the Centre was making contradictory statements on enforcement of the lockdown, and wanted greater clarity on the recent union home ministry order on reopening shops.Claiming that many states were not allowed to speak during Modi's video conference owing to the rotation system, Banerjee said given a chance she would have raised several questions,including the need to send central teams to Bengal.Jharkhand Hemant Soren also said the state government has decided not to implement till May 3 the Centre's guidelines giving relaxations to some shops due to a sudden spurt in COVID-19 cases.According to Kerala Chief Minister Pinarayi Vijayan's office, he did not participate in the video conference as only nine chief ministers had the opportunity to interact. "We have to be brave and bring in reforms that touch the lives of common citizens," Modi said.India's population is comparable to that of the combined population of several countries, Modi said, adding that the situation in many countries, including India, was almost similar at the start of March. "However, due to timely measures, India has been able to protect many people," he added. On the issue of bringing back Indians stranded abroad, Modi said it has to be done keeping in mind the fact that they do not get inconvenienced and their families do not come under any risk. A bafflingly graded third grade math quiz caused a <a href="https://www.reddit.com/r/pics/comments/3pmyh3/teachers_logic_in_grading_math/">firestorm on Reddit</a> last week, and has <a href="http://www.businessinsider.com/why-55515-is-wrong-under-the-common-core-2015-10">spread across the internet</a>, causing several people to question Common Core math standards and the teacher's implementation of them.The quiz is on some of the most fundamental aspects of basic whole number multiplication and how students encountering multiplication for the first time can think about problems.The first question asks the student to calculate 5 x 3 using repeated addition. The student wrote 5 + 5 + 5 = 15, and was marked wrong, with the teacher writing in the "correct" solution of 3 + 3 + 3 + 3 + 3 = 15.The second question prompts the student to calculate 4 x 6 using an array. The student drew an array with six rows&#xa0;and four columns, getting the answer that 4 x 6 =24. The teacher again marked the question wrong, and drew in a nearly identical array of four rows and six columns:<div></div>This, naturally, has a lot of people pretty riled up. Here's what's going on.<h2 class="embed-spacer">This is bad math</h2>It is obvious to anyone who looks at this problem that the student did precisely what was asked. For the first question, they interpreted multiplication as repeated addition. For the second question, they went with a graphic interpretation of multiplication, looking at a stylized version of finding the area of a rectangle.One of the most basic properties of whole number (and integer, rational, real, and complex number, along with many more) multiplication is commutativity: for any two numbers A and B, A x B = B x A. Order does not matter in multiplication; adding five together three times is exactly the same as adding three together five times.To a third grader just encountering arithmetic for the first time, that might not be immediately obvious. This actually gives one of the strengths of looking at more visual illustrations of multiplication like the arrays in the second problem: Many students will very quickly see that an array with four rows of six columns has the same size as an array with six rows of four columns.A teacher penalizing a student for recognizing and applying commutativity is extremely harsh and unwarranted. One possible rationale for the grading scheme could be a formalistic issue: The curriculum or teacher might have formally defined multiplying together two whole numbers A and B as the total number of objects in a collection of A groups of B objects each. In that case, 5 x 3 would be defined officially to be 5 groups of 3, or 3 + 3 + 3 + 3 + 3.It still makes no sense to penalize that student, even in this case. Commutativity is one of the first properties that emerges from that definition, and the student is still, in both problems, capturing the essence of what multiplication is.<h2 class="embed-spacer">This is NOT a Common Core standard</h2>This example, along with so many other viral math problems that baffle students and parents (like <a href="http://www.businessinsider.com/common-core-subtraction-2014-10">this subtraction problem</a>, or this <a href="http://www.businessinsider.com/common-core-math-check-2015-9">check mocking a first grade counting exercise</a>), is being used as an example of Common Core math being unduly confusing or frustrating.While this worksheet does present a frustrating situation, it has nothing to do with Common Core. Common Core lays out a set of objectives for what students should be learning in each grade level. It's still up to individual states, districts, and teachers to come up with the specific curricula and lesson plans to achieve those objectives.As New York City high school math and physics teacher Frank Noschese told <a href="http://www.techinsider.io/insane-common-core-math-problems-go-viral-2015-10">Tech Insider's Madison Malone Kircher</a>, "The standards just lay out what kids should know and be able to do, not actual lessons. Nothing in Common Core forces the specific interpretation these teachers used."The two Common Core standards listed at the top of the quiz ask students to "<a href="http://www.corestandards.org/Math/Content/3/OA/A/1/">interpret products of whole numbers</a>" and to "<a href="http://www.corestandards.org/Math/Content/3/OA/A/3/">use multiplication and division within 100 to solve word problems</a>." Absent from those standards is an insistence on slavish devotion to a pedantic hyper-formal definition with no particular mathematical meaning. Indeed, penalizing the student for their recognition that 5 x 3 = 5 + 5 + 5 just as much as it does 3 + 3 + 3 + 3 + 3, or that a grid with six rows and four columns is the same size as one with four rows and six columns, goes against the deeper spirit of much of the Common Core math standards: to reinforce a fundamental understanding of what numbers and operations are and how they interact with each other to provide a solid foundation for further mathematical study.However this grading mishap happened, it wasn't Common Core's fault.<h2 class="embed-spacer">This has nothing to do with higher order math</h2>One explanation that was floated by several Redditors (<a href="https://www.reddit.com/r/pics/comments/3pmyh3/teachers_logic_in_grading_math/cw81ndq">ninjakiti here is one example</a>) and blogger <a href="http://www.patheos.com/blogs/friendlyatheist/2015/10/21/why-would-a-math-teacher-punish-a-child-for-saying-5-x-3-15/?utm_medium=twitter&amp;utm_source=twitterfeed">Hemant Mehta</a> revolves around the fact that for <a href="https://en.wikipedia.org/wiki/Array_data_structure">arrays in computer science</a> and <a href="https://en.wikipedia.org/wiki/Matrix_(mathematics)">matrices in linear algebra</a>, order does matter.The idea is that, in the second problem, an array or matrix with four rows and six columns is in fact a very different thing than an array or matrix with six rows and four columns. It's conventional to describe the dimensions of a matrix by putting the number of rows first and the number of columns second. In that case, the 4 x 6 array asked for on the quiz would be different than the 6 x 4 array the student drew.I do not think this is the solution here for two reasons.First, this is a problem involving basic single-digit whole number multiplication. It is likely one of the first times students are encountering multiplication. Students are unlikely to encounter matrices until their later high school years, and it would seem a rather odd pedagogical choice to enforce a convention in linear algebra and computer programming that students aren't going to see&#xa0;for nearly a decade, without any explanation of why that convention matters, at the same time students are expected to grasp the most basic properties of integer multiplication, like commutativity.Second, commutativity is a bedrock mathematical fact, while matrix dimension notation is an arbitrary convention. One of the very few things I am willing to accept as an absolute, immutable, universal truth that holds in all times and places is that the order in which two whole numbers are multiplied together does not matter. 5 x 3 = 3 x 5 is written into the fundamental fabric of reality in a way very few other things are.Meanwhile, describing matrices as rows by columns is essentially arbitrary. We could have just as easily chosen to write them as columns by rows. As it happens, modern mathematics settled on the former rather than the latter. This is similar to how English is read from left to right, while Arabic is read from right to left.
