BJP failed to address key issues like inflation and unemployment, says Bhupinder Hooda

A staggering 93 per cent of the candidates who won the 2024 <keyword id="56978" type="General" weightage="20" keywordseo="Lok-Sabha-elections" source="Orion">Lok Sabha elections</keyword> are <keyword id="6366800" type="General" weightage="100" keywordseo="crorepatis" source="Orion">crorepatis</keyword>, up from 88 per cent in 2019, according to an analysis by poll rights body <keyword id="484381" type="General" weightage="20" keywordseo="Association-of-Democratic-Reforms" source="Orion">Association of Democratic Reforms</keyword> (<keyword id="45376" type="General" weightage="20" keywordseo="ADR" source="Orion">ADR</keyword>). The top three wealthiest candidates are TDP's Chandra Sekhar Pemmasani from Andhra Pradesh's Guntur constituency with assets worth Rs 5,705 crore, BJP's Konda Vishweshwar Reddy from Telangana's Chevella with total assets amounting to Rs 4,568 crore and BJP's Naveen Jindal from Haryana's Kurukshetra with assets worth Rs 1,241 crore. Out of the 543 winning candidates, 504 are crorepatis, the analysis found. In 2019, 475 (88 per cent) winning candidates were crorepatis and 443 (82 per cent) in 2014. The trend indicates a steady climb since 2009 when only 315 (58 per cent) MPs were crorepatis. According to the analysis, 227 (95 per cent) of the BJP's 240 winning candidates, 92 (93 per cent) of the Congress' 99, 21 (95 per cent) of the DMK's 22, 27 (93 per cent) of the TMC's 29 and 34 (92 per cent) of the Samajwadi Party's 37 candidates have declared assets worth more than Rs 1 crore. All winning candidates of the AAP (3), the JDU (12) and the TDP (16) are crorepatis, ADR data showed. The analysis also delves into candidates' chances of winning based on their financial backgrounds. It found that the probability of a crorepati candidate clinching victory in the 2024 Lok Sabha elections stood at 19.6 per cent, compared to a meagre 0.7 per cent for candidates with assets less than a crore. The analysis also provides a breakdown of wealth distribution among the winning candidates. The data showed that 42 per cent of the candidates possess assets totalling Rs 10 crore and above. While 19 per cent of the candidates fall within the bracket of Rs 5 to 10 crore, 32 per cent hold assets ranging between Rs 1 and 5 crore. Only about 1 per cent of the winning candidates have assets worth less than Rs 20 lakh. Among major parties, the average assets per winning candidate vary significantly. The TDP leads with an average of Rs 442.26 crore per winner, followed by the BJP with Rs 50.04 crore, the DMK with Rs 31.22 crore, the Congress with Rs 22.93 crore, TMC with Rs 17.98 crore and SP with Rs 15.24 crore. The analysis also highlights disparities within the financial profiles of winning candidates. While some boast of substantial assets, others have relatively low worth. For instance, BJP's Jyotirmay Singh Mahato from West Bengal's Purulia has declared assets totalling a mere Rs 5 lakh. Similarly, TMC's Mitali Bag from West Bengal's Arambag holds assets worth Rs 7 lakh. Assets of SP's Priya Saroj from Uttar Pradesh's Machhlishahr are valued at Rs 11 lakh. In addition, the analysis identifies candidates with high liabilities. TDP's Pemmasani tops the list with liabilities exceeding Rs 1,038 crore. DMK's S Jagathratchakan from Tamil Nadu's Arakkonam has liabilities worth Rs 649 crore and TDP's Prabhakar Reddy Vemireddy from Andhra Pradesh's Nellore has liabilities worth Rs 197 crore.

Foreign investors were net buyers of Indian equities on Monday as they purchased shares worth Rs 6,850.76 crore on a net basis. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

The Election Commission (EC) is likely to announce polling dates for Haryana on September 19. The term of current assembly elected in 2014 will expire on 2 November 2019. In the previous elections in 2014, Manohar Lal Khattar of the BJP became Chief Minister after his party won 47 of the 90 seats in the state, getting a clear majority. Notably, Khattar was the first non-jat chief minister of the state in 18 years. The Indian National Lok Dal won 19 seats, while the incumbent Congress won only 15. The BJP hopes to retain power in the state this time too, but it is facing anti-incumbency. However, a fractured opposition that consists of the Congress and the Indian National Lok Dal (INLD) could benefit the BJP. In 2014, the polling schedule for Maharashtra and Haryana was announced on September 20. Polling in both the states took place in a single phase on October 15. Results were announced on October 19. The term of current assembly elected in 2014 will expire on 2 November 2019. These state assembly elections will be the first after the Lok sabha Polls of 2019. They will also be the first after the abrogation of Article 370. These polls will serve as a litmus test for the BJP government amidst reports of acute economic slowdown.
