Chandigarh, Mar 3 () Punjab Finance Minister Manpreet Singh Badal on Tuesday said it has been the state government's efforts to give stability to the state economy. Badal also sought to demolish claims of the opposition, which termed the state budget as "visionless and directionless", by stating that all the key financial indicators were within the prescribed parameters of the Fiscal Responsibility and Budget Management Act. "It has been our efforts to give stability to Punjab economy," Badal said while winding up the debate on the state budget here. It had been his basis duty to take the state out of financial crisis, inherited from previous SAD-BJP regime, to stable financial situation, he further said. On the criticism by opposition SAD which says the budget mainly relied on central funds, Badal said it was the state's share in central taxes and asked "why anybody complains if we are receiving it." Badal described the CCL debt account of Rs31,000 crore, inherited from previous SAD-BJP government, as a body blow to the state. He further highlighted that the state's 24 per cent taxes like purchase tax, VAT were subsumed in the Goods and Services Tax. Replying to the criticism of difference between budget estimates and revised estimates, Badal said during previous SAD-BJP regime, this difference remained between 7 to 29 per cent whereas in the last three years of the current dispensation, it remained 1 to 3 per cent. On rising debt, Badal explained that the state's outstanding debt would go up by Rs 60,000 crore in four budgets whereas during the last two years of the previous Akali regime, the debt shot up by Rs 70,000 crore. He further assured the House that the pending DA arrears of the state government employees would also be released. Badal also patted his government for bringing down the percentage of committed liabilities (salaries, pensions, and interest components) to 72 per cent in 2019-20 from 91 per cent in 2017-18. Earlier, the AAP MLA and the leader of opposition in the House Harpal Singh Cheema said more than 82 per cent of the revenue receipts were consumed by the committed liabilities, leaving just 18 per cent for carrying out development works. With winter ready to set in by the end of the month, and reports of troop additions, the border between India and China is starting to look a lot like the Line of Control (LoC) with Pakistan. India races to build border roads Amid the endeavour to resolve the border dispute, Indian Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> iterated that China and Pakistan are in cahoots to cause chaos along India’s geographical boundaries. “You are aware of the situation on our eastern and northern borders. It appears as if border disputes are being created under a mission, first by Pakistan and now even China,” he said at an inauguration event yesterday with kicked off operations on 44 new bridges in border areas — including seven in Ladakh. “These bridges are designed to facilitate movement of heavy civil and military traffic in border areas," said Lieutenant General Harpal Singh from the Border Roads Organization(BRO), which builds all infrastructure along South Asian nation’s borders. And, there are more border roads to come. The Modi administration has completed 74 strategic roads along the eastern border so far and has plans to finish 20 more by next year. India-China border stalemate hardens The stalemate along the Line of Actual Control (LAC) seems to be deepening with both countries preparing their troops for winter and sending in more supplies. The Asian giants have been locked in a standoff for over five months now with <a href="https://www.scmp.com/week-asia/politics/article/3105218/india-china-border-stalemate-endures-fear-ladakh-new-kashmir">18 rounds of meetings</a> between them at diplomatic, political and military levels to try and resolve the tensions. However, withdrawal of troops is yet to be seen despite Indian Foreign Minister S Jaishankar and his counterpart Wang Yi meeting on the sidelines of the Shanghai Cooperation Organisation (SCO) ministerial meeting and agreeing on a ‘five-point plan’ for quick disengagement. Going forward, there may be a glimmer of hope, with Prime Minister Narendra Modi and Chinese Xi Jinping set to face each other for the first time since the Galwan Valley incident at the BRICS Summit on November 17. Chinese PLA is reportedly rotating troops despite India's insistence on disengagement from friction points along the border

<ul><li>Tensions along the India-China border in Ladakh’s <keyword id="837007" type="PERSON" weightage="20" keywordseo="Pangong-Tso-Lake">Pangong Tso Lake</keyword> are getting worse. </li><li>Sources told the Indian Express that China has tripled the number of patrol boats in the area. </li><li>The report claims that China’s People Liberation Army (PLA) is also contesting new construction of infrastructure and roads in Ladakh. </li></ul>The Pangong Tso lake — the world’s highest saltwater lake at a height of 4,350 metres — in eastern Ladakh continues to be at the centre of tensions between China and India. Chinese troops have tripled the number of patrol boats in the area to match the number of the boats that India has as its disposal along the 45-kilometre western end of the lake, according to the <a href="https://indianexpress.com/article/india/ladakh-china-border-aksai-chin-pangong-tso-army-road-construction-6418370/">Indian Express</a>. It reports that nearly one-third of the Chinese transgressions along the 134-kilometre portion of the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh happen specifically in Pangong Tso. “Not only have they substantially increased the number of boats on the lake, but their patrolling behaviour is also increasingly more aggressive. It is not a healthy thing when you consider what has been going on in the Finger Area since late April,” sources said. <div type="Article" hostid="261" msid="75818433" title="Amidst a pandemic, both China and India have reportedly deployed troops in Ladakh as tensions flare up along the border" mstype="2" mssubtype="0"></div> The development comes after Chinese Media organisation, <a href="https://www.globaltimes.cn/content/1188681.shtml#.XsKVoTpuzm8.twitter">Global Times</a>, reported that Chinese troops were merely bolstering their defence measures in response to India’s “illegal” construction of defence facilities in the Galwan Valley. The larger pattern of aggressive behaviour The “Finger Area” is outlined by the mountains which jut out along the northern bank. While India claims that the LAC lies along Finger 8, China puts it at Finger 2. The altercation which occurred between both sides on May 5 was near Finger 5. At its widest, the lake is 5 kilometres wide — keeping open space is limited — which makes face-offs between both sides in the region quite common. However, actual physical confrontations are rare — which makes the incident from two-weeks ago a point of concern. “There is a larger pattern that the Chinese are becoming more assertive in pursuing their territorial claims in contested areas, that is happening both in the South China Sea and along the <keyword id="401917" type="PERSON" weightage="20" keywordseo="India-China-border">India China border</keyword>,” Ashok Kantha, the Ambassador to China from 2014 to 2016 told <a href="https://www.thehindu.com/news/international/news-analysis-behind-new-incidents-a-changed-dynamic-along-india-china-border/article31627397.ece">The Hindu</a>. India’s building more roads and the Chinese don’t like it The Chinese People’s Liberation Army (PLA) is also challenging India’s new construction in the mountainous region. In February 2019, Border Roads Organisation (BRO) chief <a href="https://www.hindustantimes.com/india-news/india-pushes-to-complete-61-strategic-roads-on-china-border-by-2022/story-mN9y4D98UOOu72me9RrmTI.html">Lieutenant General Harpal Singh</a> told the press that it plans to complete all 61 strategic roads projects along the country’s northern border with India by 2022. This includes the 250-kilometre long Darbuk-Shyok-Daulat Beg Oldie road in Ladakh that is expected to be finished by the end of the year. The road was originally conceived in 1999 for the Indian Army to evict Pakistan’s Army during the Kargil War and is now divided between China and India. The Chinese Army patrols it using light vehicles while Indian soldiers patrol on foot. Things tend to get contentious when two come face to face. “The Chinese road is rather narrow and has very few turning points. So, when our patrols challenge their patrols and ask them to back from our area, they physically cannot turn their vehicles, leading to more acrimony.” sourced told Indian Express. China reportedly triples its boats in India’s Pangong Tso Lake as tensions continue to rise
