"Soon, we will select additional registrations from previously submitted electronic registrations using a random selection process," the USCIS said in a statement released on Thursday. "We will announce once we have completed this second selection process and have notified all prospective petitioners with selected registrations from this round of selection that they are eligible to file an H-1B cap-subject petition for the beneficiary named in the applicable selected registration." The immigration agency further said that those with selected registrations will have their myUSCIS accounts updated to include a selection notice, which includes details of when and where to file. The H-1B visa allows companies and other employers in the US to temporarily employ foreign workers in occupations that require the theoretical and practical application of a body of highly specialised knowledge and a bachelor's degree or higher in the specific specialty, or its equivalent. US announces second round of H-1B visa lottery for current financial year

The US will conduct a rare second lottery for the H-1B visa to decide on the successful applicants, the USCIS has announced, a move which would provide another chance to hundreds of Indian IT professionals who could not make it in the first random selection. The US Citizenship and <keyword id="361298" type="ORGANIZATION" weightage="20" keywordseo="Immigration-Services">Immigration Services</keyword> (USCIS) said that a decision was taken after determining that the computerised draw of lots for H-1B visas conducted early this year did not give them enough number of Congressional mandated H-1B visas. The H-1B visa, most sought-after among Indian IT professionals, is a non-immigrant visa that allows US companies to employ foreign workers in specialty occupations that require theoretical or technical expertise. Technology companies depend on it to hire tens of thousands of employees each year from countries like India and China. "We recently determined that we needed to select additional registrations to reach the Fiscal Year (FY) 2022 numerical allocations. On July 28, we selected previously submitted electronic registrations using a random selection process," the USCIS said in a statement. "The petition filing period based on registrations selected on July 28 will begin on August 2 and close on November 3. Individuals with selected registrations will have their myUSCIS accounts updated to include a selection notice, which includes details of when and where to file," it said. The move by the USCIS to conduct the second lottery will provide another chance to several applicants, including hundreds of Indian IT professionals, who could not make it in the first random selection. The federal agency said that only those petitioners with selected registrations for FY 2022 are eligible to file H-1B cap-subject petitions. The initial filing period for those with selected registrations for FY 2022 was from April 1, 2021, through June 30, 2021. The USCIS said an H-1B cap-subject petition must be properly filed at the correct service center and within the filing period indicated on the relevant registration selection notice. Online filing is not available for H-1B petitions. Petitioners filing H-1B petitions must do so by paper and must include a printed copy of the applicable registration selection notice with the FY 2022 H-1B cap-subject petition. "Registration selection only indicates that petitioners are eligible to file H-1B cap-subject petitions; it does not indicate that the petition will be approved. Petitioners filing H-1B cap-subject petitions, including those petitions eligible for the advanced degree exemption, must still submit evidence and establish eligibility for petition approval based on existing statutory and regulatory requirements," the USCIS added. Washington, Apr 1 (PTI) The <keyword id="6354458" type="UNKNOWN" weightage="20" keywordseo="US">US</keyword> has received nearly 275,000 unique registration requests for the Congressional mandated 85,000 H-1B visas for foreign technology professionals, of which more than 67 per cent are from India, a federal body said on Wednesday. The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise. Companies depend on it to hire tens of thousands of employees each year from countries like India and China. As mandated by the US Congress, US Citizenship and Immigration Services or USCIS can every year issue a maximum of 65,000 H-1B work visas to highly skilled foreign workers. It can issue an additional 20,000 H-1B visas to those highly skilled foreign workers who have obtained masters or higher degree from an American educational institution. The USCIS said on Wednesday that the successful H-1B registrants from the 275,000 unique registrations that it received before March 20 can start submitting their formal application from April 1. They have been given 90 days to submit their application by paper. The USCIS selected the successful H-1B registrants last month based on a random draw of lots. Nearly 275,000 unique registrations were submitted during the initial registration period. Roughly 46 per cent of all registrations were for prospective beneficiaries with US advanced degrees, it said. "There were more than 40,000 registration accounts created, and nearly 81 per cent of submitted registrations were for potential beneficiaries from India (67.7 per cent) and China (13.2 per cent)," the USCIS said. Prior to the launch of the electronic registration system, it conducted robust public outreach to ensure users were equipped to effectively use the new system. The H-1B electronic registration process was well-received by users, who provided a high satisfaction score with the system, jt said. "The new H-1B electronic registration system has been an overall success. As a result of this modernized process, the amount of paper and data exchanged between USCIS and petitioners will dramatically decrease this year, said USCIS Deputy Director for Policy Joseph Edlow. "The positive feedback received by users of the H-1B registration system, the limited amount of technical issues experienced during the registration period, and the ability to immediately respond to questions from registrants was the result of a comprehensive effort developed over the course of more than a year. This new registration system is one of many ways USCIS is improving the H-1B program," he said. The USCIS said that an H-1B cap-subject petition must be properly filed within the period indicated on the relevant registration selection notice. The period for filing the H-1B cap-subject petition will be at least 90 days. Online filing is not available for H-1B petitions, so petitioners seeking to file H-1B petitions must do so by paper. Petitioners must include a printed copy of the applicable registration selection notice with the FY 2021 H-1B cap-subject petition, it added. Petitioners filing H-1B cap-subject petitions, including those petitions eligible for the advanced degree exemption, must still establish eligibility for petition approval at the time the petition is filed and through adjudication, based on existing statutory and regulatory requirements, the USCIS said. Selection in the registration process does not relieve the petitioner from submitting evidence or otherwise establishing eligibility, as registration only pertains to eligibility to file the H-1B cap-subject petition, it asserted.

Indian IT employees account for over 70% of the H1-B visas. Adding to this, the US also announced that it will prefer professionals with a US master's degree when it comes to extending visas. US universities are dismissing all fears, saying Indians studying in the US need not be nervous due to recent row over HI-B visa. 
 
"The Indian students in US universities have no reason to get unduly perturbed if they are seeking placements in America after finishing their courses. Presidents of top universities in America in a recent move have assured the Indian students that their talent is very much acknowledged in the USA,” said Indian-origin president and CEO of Lwarence Technological University Virinder K Moudgil, currently on a visit to India, told ET. 
 
Moudgil said top American firms are keen to employ Indian students like before notwithstanding noises over changes in US visa norms. The universities in the USA are with the international students including those from India. 
Moudgil said US university campuses are safe. 
 
"Indian students in the USA do well because they are not only talented but also hardworking. Therefore, they are at an advantage and are sought after by the American firms across disciplines,” Moudgil told ET.
