The proposed National Security Advisor-level talks between India and <a href="http://www.businessinsider.in/Gurdaspurstrike-Militants-may-have-sneaked-in-from-Pakistan/articleshow/48239615.cms">Pakistan</a> later this month is likely to be dominated by talks of Gurdaspur terror attacks. India will submit to Pakistan evidence that the three terrorists who carried out <a href="http://www.businessinsider.in/Gurdaspur-terror-attack-Operation-over-all-terrorists-killed/articleshow/48238586.cms">attacks</a> in <a href="http://www.businessinsider.in/Top-security-officials-fear-more-Gurdaspur-like-terror-attempts/articleshow/48250531.cms">Gurdaspur</a> had come from across the border. 
 
Sources privy to the development told PTI that the Indian side could also bring up <a href="http://www.businessinsider.in/10-worst-terrorist-attacks-to-rock-India/articleshow/48237865.cms">terror cases</a> related to wanted gangster and mastermind of 1993 Mumbai blasts <keyword id="6357714" type="PERSON" weightage="100" keywordseo="Dawood-Ibrahim">Dawood Ibrahim</keyword> during the meeting, which was agreed to at the meeting Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> and his Pakistani counterpart <keyword id="6576" type="PERSON" weightage="100" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> in <keyword id="271311" type="CITY" weightage="100" keywordseo="Ufa">Ufa</keyword> in Russia last month. 
 
"Everything will be on table. The agencies are collecting evidence in the case of the Gurdaspur terror attack. The soil samples found in the boots of the three killed terrorists have been sent for investigation," they said. 
 
Sources added the evidence in connection with the Gurdaspur attack is still being collected and collated by the agencies to prepare "solid proof" to prove the cross-border conspiracy that killed seven persons--three civilians, Superintendent of Police (Detective), Baljit Singh, a Punjab provincial service officer and three home guards. 
 They said a dossier will also be prepared and handed over to the other side during the meeting, like the Indian case against 26/11 Mumbai attack mastermind and <keyword id="41305" type="ORGANIZATION" weightage="100" keywordseo="LeT">LeT</keyword> commander Zaki-ur-Rehman Lakhvi who is now out on bail. 
 Similar proof against terror mastermind <keyword id="44106" type="PERSON" weightage="100" keywordseo="Hafiz-Saeed">Hafiz Saeed</keyword>, who India has time and again said has been roaming freely in the neighbouring country, will be shared with Pakistan across the table, they said. 
 
They said all other matters pertaining to cross-border terror cases would be brought on the table, backed by "water-tight" evidence. 
 
The sources, however, said a firm proposal and agenda for the talks, proposed by India between August 23-24, has not been prepared. 
 
Despite the two Premiers agreeing to re-start talks on bilateral issues during their meeting in Ufa, the recent Gurdaspur terror attack and a spate of ceasefire violations by Pakistan along the border has escalated tension between the two countries.

terror attacks to be discussed in Indo-Pak NSA talks later this month

Security forces on Monday killed all four terrorists, who carried out a series of planned attacks in Punjab’s <a href="http://www.businessinsider.in/searchresult.cms?query=Gurdaspur+">Gurdaspur</a> district, according to Reuters. The gun battle between the security forces and terrorists continued for more than ten hours. 
 
According to police, they heard terrorists shouting 'Allah hu Akbar' (God is great) before the start of the intense gunfight, indicating the assault was a suicide attack. 
 
 
 The <keyword id="6389314" type="UNKNOWN" weightage="80" keywordseo="Militants">militants</keyword> wearing army uniform went on a rampage attacking a bus, a health centre and a police station in the morning. At least six people were killed in the attack, including <keyword id="95863" type="ORGANIZATION" weightage="60" keywordseo="Punjab-Police">Punjab Police</keyword> SP (detective) Baljeet Singh. 
 
 
 The terrorists first struck a bus in Dinanagar at around 5 a.m., injuring four passengers. According to police, the militants also shot dead a roadside vendor near Dinanagar bypass before entering the <keyword id="2970347" type="UNKNOWN" weightage="100" keywordseo="Dinanagar-police">Dinanagar police</keyword> station where they injured five policemen. 
 
 
 
Attacks on security installations by militants dressed as army men or police are very common in <a href="http://www.businessinsider.in/searchresult.cms?query=Jammu+and+Kashmir">Jammu and Kashmir</a>, but Monday's was the first such assault in Punjab in 13 years, according to data from the <keyword id="52011" type="CITY" weightage="80" keywordseo="South-Asia">South Asia</keyword> Terrorism Portal, which tracks militant violence. 
 
 
 
Meanwhile, Home Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Rajnath+Singh+">Rajnath Singh</a> has said that the country will give a befitting reply. "We will not be the first to strike, but if we are hit, we will give a befitting reply. We want peace with <a href="http://www.businessinsider.in/searchresult.cms?query=Pakistan+Navy">Pakistan</a>, but not at the cost of national honour," he said. 
 
 
 
The minister said that he would make a statement over the attack in <a href="http://www.businessinsider.in/searchresult.cms?query=Parliament+">Parliament</a> tomorrow after the Opposition created a ruckus in Parliament.

Security forces on Monday killed a terrorist and injured another during a gun battle, which is going on for the past nine hours in Punjab’s <a href="http://www.businessinsider.in/searchresult.cms?query=Gurdaspur+">Gurdaspur</a> district. Four heavily armed militants wearing army uniform went on a rampage attacking a bus, a health centre and a police station in the morning. 
 
Punjab Police SP (detective) Baljeet Singh was martyred while fighting the terrorists, who struck the bus in Dinanagar at around 5 a.m., injuring four passengers. 
 According to police, the militants also shot dead a roadside vendor near Dinanagar bypass before entering the <keyword id="2970347" type="UNKNOWN" weightage="80" keywordseo="Dinanagar-police">Dinanagar police</keyword> station where they severely injured five policemen. 
 
Meanwhile, Home Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Rajnath+Singh+">Rajnath Singh</a> has said that the country will give a befitting reply. "We will not be the first to strike, but if we are hit, we will give a befitting reply. Quick Reaction Teams, bomb squads and a heavy police contingent including senior officers have been deployed in the area which lies close to the <a href="http://www.businessinsider.in/searchresult.cms?query=Indo-Pakistan+">Indo-Pakistan</a> border. 
 
According to official sources, the forces' strategy was to minimise casualties and to capture some of the terrorists alive. 
 
Though soldiers carrying shoulder-fired rocket launchers and other artillery were present at the spot, security agencies had opted not to use these till absolutely necessary.

Gurdaspur terror attack: One terrorist killed, Punjab SP martyred

Terrorists wearing army uniforms on Monday attacked a bus, a health centre and a police station, leaving five people, including a policeman, dead and several injured in Punjab’s Gurdaspur district. 
 The <keyword id="6354416" type="ORGANIZATION" weightage="80" keywordseo="Indian-Army">Indian Army</keyword> has launched an operation against the <a href="http://www.businessinsider.in/searchresult.cms?query=militants">militants</a> numbering about five who are holed up in <keyword id="2970347" type="UNKNOWN" weightage="80" keywordseo="Dinanagar-police">Dinanagar police</keyword> station complex. The assailants also targeted a building where the families of police personnel reside and threw grenades, reported news agencies. 
 
The army was called in from Pathankot and the whole area has been cordoned off. 
 
Quick Reaction Teams, <a href="http://www.businessinsider.in/searchresult.cms?query=bomb+squads">bomb squads</a>, heavy police including senior officers have also been deployed in the area which lies close to the Indo-Pakistan border. 
 
Two army helicopters were also pressed into the operation and a gun-battle was on when reports last came in. Though there were reports of a hostage situation, officials were tightlipped. 
 According to police, the attack started at about 5 a.m. when the <keyword id="6389314" type="UNKNOWN" weightage="80" keywordseo="Militants">militants</keyword> first targeted a roadside eatery and took off in a car after killing a person who was sleeping near Dinanagar bypass. 
 
They said that the militants opened fire on a moving bus, in which four passengers were injured. 
 
They also targeted a community health centre adjacent Dinanagar police station, in which a policeman and three civilians including a woman who were present in the premises were killed. 
 
The gunmen later entered the Dinanagar police station and opened fire on policemen there in which five policemen were seriously injured. They then targeted other part of the building where the families of police personnel reside. 
 
Further, five live bombs were found on Amritsar-Pathankot railway track and the train services on the route had been suspended. 
 
Union Home Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Rajnath+Singh+">Rajnath Singh</a> spoke to Punjab Chief Minister <keyword id="55130" type="PERSON" weightage="100" keywordseo="Parkash-Singh-Badal">Parkash Singh Badal</keyword> and <keyword id="43858" type="POSITION" weightage="100" keywordseo="National-Security-Advisor">National Security Advisor</keyword> Ajit Doval about the situation. 
 Singh assured Badal of full assistance to tackle the situation. The <keyword id="6359327" type="ORGANIZATION" weightage="60" keywordseo="Home-Ministry">Home Ministry</keyword> has also asked <a href="http://www.businessinsider.in/searchresult.cms?query=Border+Security+Force+">Border Security Force</a> to enhance vigil along the entire international border with <a href="http://www.businessinsider.in/searchresult.cms?query=Indo-pakistan">Pakistan</a>. 
 
"I have spoken to the Punjab CM, who apprised me of the developing situation in Gurdaspur. Security forces have rushed to the spot," said Singh, who is on his way to Madhya Pradesh. 
 
Parkash Singh Badal summoned an emergency meeting in view of the incident. 
The attackers entered the Dinanagar Police Station and opened fire at the police personnel. Among the injured was Dinanagar SHO Mukhtiar Singh, SSP Gurdaspur Gurpreet, Singh said. 
 
The two sides were locked in a heavy exchange of fire, several hours after the incident, he added.

Gurdaspur Terror Attack: Indian Army launches operations against militants

Top security officials fear more terror strikes as many <a href="http://www.businessinsider.in/searchresult.cms?query=militancy">militants</a> may have crossed the de-facto border from Pakistan, a day after <a href="http://www.businessinsider.in/searchresult.cms?query=Gurdaspur">terrorists attack Gurdaspur</a>, killing seven people, including four policemen. 
 
The security personnel saw similarities between the Gurdaspur attack and attacks in Jammu area in May. 
 
"The same pattern is being repeated. They infiltrate at night, hijack a vehicle and then attack a police station. Now we have to very careful about chapter two, like in May in Samba and Kathua when they divided into two groups. There was a 24-hours gap before the second group attempted an attack," a top security forces official told Economic Times. 
 
Security has been tightened and all military schools in the area have been shut. 
 
Five explosives were found on railway tracks. 
 
"All the five bombs of the railway track are elaborately wired in an IED kind of an arrangement. They are still to be neutralised and are of a highly complex mechanism. We suspect this has been done by a different group as it is well north of the police station," a top official told ET. 
 
The official further told the financial daily that the pattern of <a href="http://www.businessinsider.in/searchresult.cms?query=terrorists+attack">attacks</a> clearly point to a Pakistan trained module working in the Jammu area.

 As reported by Economic Times, the probe revealed that the gunmen of Gurdaspur attack came. This is the prime reasons why the <keyword id="42498" type="COMPANY" weightage="20" keywordseo="RSS">RSS</keyword>, the BJP’s ideological partner, is not supporting the decision taken by the central government. 
 
If sources are to be believed, RSS wants the government to adopt a retaliatory approach to bring down the training camps allegedly run by Pakistan’s ISI in PoK region. 
 
The top government officials, requesting anonymity, informed ET that the party, under pressure from RSS and international expectations, has decided to precede with the <a href="http://www.businessinsider.in/searchresult.cms?query=NSA">National Security Advisor (NSA)</a>-level talks with Pakistan, but will keep its options to strike back open. 
 
Explaining the government’s approach, a senior official from the security establishment said, "It will be more like a carrot and stick approach." 
 The official further added, "The talks have to proceed. There has to be at least one round since PM <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword> and <keyword id="6576" type="PERSON" weightage="20" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> agreed at Ufa. Subsequent dialogue will depend on the outcome of this round of talks and also Pak's attitude." 
 
The official also informed about the possibilities of calling NSA-level talks if any sign of trouble comes into notice from Pakistan’s side, adding that India will keep its options open and choose the place and intensity of a retaliatory strike. 
 
Sources in the government admitted to have been pressurized by the Sangh, but said that they were positive about RSS’s support to whatever the Centre will decide. 
 
A senior BJP leader however said, "They have conveyed their views to the government time and again. The RSS has not been happy with the way Modi sarkar has been dealing with Pakistan right from the beginning, but they are allowing it space to work out the best possible approach."

The driver of the taxi, Vijay Kumar from Gaggal, Kangada was found dead on 20 Jan 2016 at the Kalta Bridge, Dist. Kangada. The Alto car is missing. Search operations are on. Stay Alert!" Delhi Police issues alert as taxi hired from Pathankot goes missing, driver found dead

What India was able to do in three long days, France managed to do in merely three hours. The response of two nations to terrorist attacks similar in nature reflects the alertness of the French security forces on the one hand and an embarrassing poor counter-<keyword id="6358165" type="COMPANY" weightage="100" keywordseo="terrorism">terrorism</keyword> mechanism of India on the other. 7 years on after the Mumbai carnage saw loss of 166 lives and left a nation in utter shock at the devastation, are we in any better position to deal with terrorism now? 
 “To say that we have a strong security mechanism in place after 26/11 and we are better prepared to face a <keyword id="106" type="COMPANY" weightage="100" keywordseo="Paris">Paris</keyword> or Mumbai-like attack would be an exaggeration,” says strategic analyst and former diplomat Mr Rajiv Dogra. 
 
"Had that been the case, we would not have had the Udhampur attack or for that matter the one in Gurdaspur where our cops were fighting with vintage rifles and without wearing bullet-proof vests. When they don’t have proper equipment, how can we expect them to fight off swiftly deadly terror attacks. Remember, they are fighting terrorists who carry sophisticated weapons,” he says. 
 If we go down the memory lane, on Nov 26, 2008, the 10 AK-47 wielding Pakistani terrorists had landed in Mumbai's Badhwar Park in Colaba from the sea and laid siege to several key locations, including Chhatrapati Shivaji Terminus, <keyword id="6355354" type="PERSON" weightage="100" keywordseo="Taj-Mahal">Taj Mahal</keyword> Hotel, Chabad House and Leopold Cafe. It took three days for our men to end the terror assault by killing nine of the gunmen and nabbing Kasab who was later executed. Following the carnage, several security measures were expedited. Coastal patrolling by Navy, Coast Guard and marine police were increased sharply. The entire west coast is even today reportedly under continuous surveillance by ships and aircraft of Navy and Coast Guard, according to a statement by the Ministry of Defence. The Railway Protection Force (RPF) beefed up electronic surveillance at the Chhatrapati Shivaji Terminal. Closed-circuit cameras, heavy-duty X-ray baggage scanners, portable baggage scanners, door-frame metal detectors, hand-held metal detectors, canines (six of them are trackers) were put in place. Futuristic armored vehicles mounted with machine guns patrolled the iconic Gateway of India that was transformed from a bustling tourist hive to a controlled fortress. Hotel security had airport-like scanners, car bomb checks for every vehicle and armed guards. 
 
How many of them are still functional? Were they simply an impulse to public hysteria, media trial and a close scrutiny by the world, nobody really knows. There is no government transparency or accountability on what is being done despite cross-border terrorist infiltration and the ruthless deaths of our soldiers at the borders every passing minute. The question to ask is: Are we doing enough to ensure security of Indians? 
 More efforts are needed to reduce the country's vulnerability to such terror strikes, feel experts. Look at the way UK for instance took learning from the Mumbai attacks. The British PM <keyword id="6430216" type="PERSON" weightage="100" keywordseo="David-Cameron">David Cameron</keyword> recently said:“Ever since the coordinated firearms attacks in Mumbai in 2008 took place, we have all been working together to ensure we could respond to such an attack. With great degree of planning, co-ordination and a great ambition for mass casualty attacks, it is clear that the threat from ISIL (Islamic State) is evolving. And we must recognize that however strong we are, however much we prepare, we in the UK face the same threat.” 
 In view of the increasing terrorism threat that several countries face, Rajiv Dogra echoes similar concerns as the British PM on their rising power: “Look at the <keyword id="174501" type="COMPANY" weightage="100" keywordseo="ISIS">ISIS</keyword>. It’s worrying to see how quickly they were able to mount retaliatory attacks on Russian, Lebanese and French interests. They combine speed, power, terror and indoctrination to cruel effect. All this should be of concern to us. Moreover in India's case the odds are a thousand times greater than those for other countries because there is State support to terrorists acting against India. Add to it the fact that people like Hafiz Saeed and Dawood Ibrahim roam free and the dimension of danger multiplies further.” 
 
Added to this is the incompetence of our intelligence machinery that relies heavily on the internet or telephone intercepts that are now running dry. Terrorists have become way smarter and are maintaining email and telephone secrecy thereby giving the intelligence agencies a run for their money. We keep intercepting cross-border satellite phone conversation between terrorists but are unable to decode their encrypted conversations. This proves to be a major stumble-block in combating infiltration or averting attacks. In the case of Mumbai attacks, this lapse on our part is what largely helped the terrorists in entering Mumbai fearlessly via the coastal route. 
 
In Paris, despite tight security, they were able to enter by intermingling with the locals. By hook or by crook, they have been able to mobilise support for their cause. Modern modes of communication are proving helpful to them owing to its far reach and a tool that guarantees lesser threat of them being tracked by enemies. 
 
“Terrorists are using the cyber space increasingly, a space where keeping tab is extremely difficult. Not even the best security officials in the world can do anything if a person sitting in some corner of the country is influenced by radical ISIS ideology and decides to self-destruct,” says 
Rajiv Dogra. 
 
When such difficulties are also being faced by powerful nations like the France and UK despite having modern technologies, better trained cops, sound intelligence machinery and an already tight security framework in place, it is worrying to see how India, a country that ISIS reportedly plans to take control of in the next five years, has not even begun preparing for such attacks despite being a victim of terrorism for decades. 
 
It's time we buck up because let us face it, the bitter truth is terrorists are already one step ahead of us!

Is India better prepared for an ISIS-led Mumbai-like attack? The answer is a resounding No!

Even as the Pathankot faceoff between Indian Army and Pakistan terrorists may have come to an end, a pall of gloom has descended on the aggrieved families of the 7 <keyword id="6355451" type="UNKNOWN" weightage="20" keywordseo="Martyrs">martyrs</keyword> who died while holding their ground and showing unparalled bravery for nearly three days against terrorists at the airbase in Punjab. 
 
As India mourns the loss of such precious lives, we remember the bravehearts and their last moments of courage that has left a whole nation inspired. 
 
Martyr Lieutenant Colonel Niranjan Kumar 
 
Lt Col Niranjan E Kumar was a native of Elambulassery near Mannarkkad in Palakkad. He was a member of the bomb disposal squad of the NSG. Officials said that he was killed as an improvised explosive device went off accidentally during combing operations which also injured five NSG personnel. A resident of Kerala, Niranjan is survived by wife Radhika and their two-year-old daughter. 
 
Subedar Major Fateh Singh 
 
51-year-old Subedar Major Fateh Singh was on duty at the Pathankot base as part of the Defence Security Corps, a unit staffed by veterans no longer in active service. He had clinched a gold in the Big Bore Rifle Three Position event and a silver in the Big Rifle Prone Position event of the first Commonwealth Shooting Championship held here in 1995. He retired as a Subedar Major from the Dogra regiment in 2009 and joined the Defence Service Corps. On the fateful night, he wore his uniform and ran out of the house at the base to fight the terrorists. In a departure from tradition, his Madhu was among those who carried her father's coffin to his funeral pyre. 
 
 
Garud Commando Gursevak Singh 
 
Garud Commando Gursevak Singh, a resident of village Garnala in Ambala who was killed in the Pathankot terror attack. Singh was posted in Adampur and was rushed to the Pathankot Air Base Friday night to counter the terrorists. He had applied for a long leave, from January 13 to February 6, so that he could celebrate his wife’s birthday at home on February 5. Gursewak had joined Garud Commando Force, special forces unit of the Air Force six years ago, soon after completing his BA, following in the footsteps of his elder brother, Hardeep Singh, who is also in the Indian Army, posted in Dharamshala. He was cremated today with full military honours at his village near Ambala in Punjab. The commando was shot early as the Pathankot gun battle began, but he continued to fight till he died. The commando had joined the Garuds six years ago after graduation. He got married only 45 days ago. 
 
 
Havildar Kulwant Singh 
 
49-year-old Kulwant from Gurdaspur district of Punjab joined the army at the age of 19. In 2004, he retired from the army. In 2006, he joined Defence Security Corps. He is survived by his mother, wife and two sons. 
 
Havildar Sanjeevan Singh Rana: 
 
Sanjeevan Singh Rana (51) from Himachal Pradesh suffered five bullet injuries and martyred on the first day of the attack. He was the only earner of his family and survived by wife and three children. In 2009, he retired from Dogra Regiment. His father, Rattan Rana also served in army. 
 
Sepoy Jagdish Chanda 
 
He was working in the kitchen as a cook when the terrorists attacked. He chased the terrorists apparently bare-handed and managed to kill one of the terrorists there itself with his own rifle. He later fell to the bullets of the remaining terrorists. 
 
Mohit Chand 
Not much has been written about him, and we are waiting for update from authorities.

Pathankot terror attack: Remembering the 7 bravehearts who laid their lives to save the nation's pride

Considering the massive military modernization, OROP commitments and implementation of Seventh Pay Commission a hike is warranted in allocation in the upcoming Budget 2016 for Defense sector. 
	 
	Post the Gurdaspur and Pathannkot attack, the army’s main focus has been on border management. At present, it is more manpower oriented rather than technological. The border management needs a complete overhaul making it more dependent on state of the art technology. A lesson needs to be learnt from Israel whose border management is mainly monitored through technology and less on manpower. The internal security duties and frequent deployment for natural disasters too need to prepare a lot. 
	 
	More autonomy for Airforce? 
	 The air force is still dependent on the bureaucratic hurdle of getting the <keyword id="6381048" type="ORGANIZATION" weightage="20" keywordseo="Rafale">Rafale</keyword>. Even after the decision of buying the 36 fighters off the shelf, the negotiations are still on. It was expected to be signed during the visit of French President on republic day, but didn’t. The good news though is about the spectacular performance of home made Tejas at the recently completed Bahrain Air Show. Tejas, a 4.5 generation aircraft like Rafale, has always been insufficiently funded by the government and undermined by the IAF with periodic rewriting of ASRs. 
	 
	<keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> 
	 
	The Navy showcased its growing supremacy at the recently concluded International Fleet Review (IFR). The Navy has emerged as an effective tool of Indian diplomacy in past years, making it imperative for policy-makers to redefine the role of the nation’s naval forces in Indian strategy. The Indian Navy’s role is now changed from being local sea control and shore defense orientation, to a more aggressive naval posture. India needs blue water navy not only to meet emerging naval threats from Pakistan and China. It also has to safeguard strategic location at the center of the Indian Ocean as well as to protect its extensive exclusive economic zone. 
	 
	The Indian Navy also has a 15-year plan to achieve full indigenization in all phases of warship construction as a part of Make in India campaign. But it’s a real long time and the Navy to maintain its supremacy in Indian Ocean and to withstand the rising Chinese Navy’s ambition, still needs Submarines, Frigates and helicopters.

	Make in India has led to a lot possibilities for private partnership in defense which can bolster manufacturing sector. In a significant boost for the Indian Air Force, Phil Shaw, chief executive of Lockheed Martin India Private Ltd said "We are ready to manufacture F-16 in India and support the Make in India initiative," at the Singapore Airshow 2016. There have been lots of interesting deals that have been signed under Make In India campaign recently: 
	 
	1) BAE Systems to partner with Mahindra for assembling &amp; testing M777 howitzers 
	 
	2) Bharat Forge forms joint venture with Rafael; to manufacture high-tech defence components 
	 
	3)Mahindra, Airbus sign pact to form joint venture for military helicopters 
	 
	Defense allocation: India versus its neighbours 
	 In the neighborhood, Pakistan's defense budget has consistently been getting an almost double-digit growth meanwhile China maintains a defense budget which is three times the size of India. China’s dangerous adventures can gauged from the recent news that is has deployed surface-to-air missiles (<keyword id="694687" type="PERSON" weightage="20" keywordseo="SAMS">SAMs</keyword>) near a Chinese-held feature in the Paracel Island group. As reported by Fox News the missile deployment, based on analysis of satellite imagery; the news has since been confirmed by both the U.S. Department of Defense and Taiwan’s Ministry of National Defense (MND). 
	 
	Incidents of border stand-offs in the North and claiming of Aksai Chin are major irritants. Besides, India's traditional strategy to combat insurgency and terrorism remains military oriented. Combined with the ambition to extend our maritime sphere of interest, these potential threats will require India to give a boost in its defense spending. 
	 
	Looking at India’s neighborhood scenario the government needs to take a call whether it can or cannot hike the defense spending. Our defense strategy should be based on therealities of the money this government can actually spend. 
	 One also needs to look in to the fact that continued government’s fiscal deficit targets and the need to increase the budget allotment on Education, Health and policies for the poor farmers will also be deciding a factor if this Government can actually spend more than 2% of its <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> on defense.

Budget 2016: Can the Indian defense forces get a little more than 2% of the GDP?

Deeply distressed by the disruptions in the Parliament, former President of India, late <a href="http://www.businessinsider.in/Destiny-always-has-a-different-plan-Dr-APJ-Abdul-Kalam-planned-an-assignment-which-he-couldnt-give-to-IIM-Shillong-students/articleshow/48248849.cms">APJ Abdul </a><a href="http://www.businessinsider.in/Destiny-always-has-a-different-plan-Dr-APJ-Abdul-Kalam-planned-an-assignment-which-he-couldnt-give-to-IIM-Shillong-students/articleshow/48248849.cms">Kalam</a>, had plans to come up with ways to make Parliament sessions productive. 
	 Dr. Kalam, popularly known as the People’s President, had planned a surprise test for his students at <keyword id="138328" type="ORGANIZATION" weightage="20" keywordseo="IIM-Shillong">IIM Shillong</keyword>, in which they had to come up with three innovative ways to make the Parliament more productive and vibrant. 
	 “Our second discussion was more national. For the past two days, Dr. Kalam was worried that time and again Parliament, the supreme institution of democracy, was dysfunctional. He said, "I have seen two different governments in my tenure. I have seen more after that. This disruption just keeps happening. It is not right. I really need to find out a way to ensure that the parliament works on developmental politics." He then asked me to prepare a surprise assignment question for the students at IIM Shillong, which he would give them only at the end of the lecture. He wanted them to suggest three innovative ways to make Parliament more productive and vibrant,” remembered his close aide, <keyword id="983173" type="PERSON" weightage="20" keywordseo="Srijan-Pal-Singh">Srijan Pal Singh</keyword> in his post on Facebook while paying a tribute to the visionary leader. 
	 
	But, being the empathic teacher that he is, after a while Dr. Kalam went back to the topic and said, “But how can I ask them to give solutions if I don't have any myself.” 
	 
	 
	But this was not the only topic that was discussed between them while they were on their way to IIM Shillong on Monday. Former President Kalam was also deeply disturbed by the terror attacks in <a href="http://www.businessinsider.in/Top-security-officials-fear-more-Gurdaspur-like-terror-attempts/articleshow/48250531.cms">Gurdaspur</a> in Punjab. Interestingly, he was to deliver a lecture on how to create a livable planet at the said venue. 
	 
	“…The loss of innocent lives left him filled with sorrow. The topic of lecture at IIM Shillong was Creating a Livable Planet Earth. He (Dr. Kalam) related the incident to the topic and said, “it seems the manmade forces are as big a threat to the livability of earth as pollution". We discussed on how, if this trend of violence, pollution and reckless human action continues we will forced to leave earth. "Thirty years, at this rate, maybe", he said. "You guys must do something about it... it is going to be your future world,” recalled Singh in his post. 
	 
	But this wasn’t all. Dr Kalam, who is remembered for his humility and kindness towards others, irrespective of their position in the society, displayed yet another example of his love. 
	 
	While travelling in a convoy of six cars, as a protocol, a security personnel in the car ahead of the dignitary’s vehicle, is supposed to stand. Late Dr. Kalam too had a similar convoy but what he did next for his security personnel is truly touching. Dr. Kalam noticed that one of his security personnel had been standing since the beginning of their journey from the airport to the venue. Worried that the personnel will be exhausted, Dr. Kalam asked his aide to make radio communications to the car ahead of them to signal the personnel to sit down. Unfortunately, this couldn’t happen. So, later when he reached the venue, he asked Singh to call the personnel in order to personally apologize for making him stand so long. 
	 
	“…One hour into the road journey, Dr. Kalam said, "Why is he standing? He will get tired. This is like punishment. Can you ask a wireless message to be given that he may sit?" I had to convince him, he has been probably instructed to keep standing for better security. He did not relent. We tried radio messaging that did not work. For the next 1.5 hours of the journey, he reminded me thrice to see if I can hand signal him to sit down. Finally, realizing there is little we can do - he told me, "I want to meet him and thank him". Later, when we landed in IIM Shillong, I went inquiring through security people and got hold of the standing guy. I took him inside and Dr. Kalam greeted him. He shook his hand, said thank you buddy. "Are you tired? Would you like something to eat? I am sorry you had to stand so long because of me,” said Singh. 
	 
	Touched by his gesture, the personnel just uttered, “Sir, aapke liye to 6 ghante bhi khade rahenge (Sir, we can stand for another six hours for you).” 
	 
	In his post, Singh recollects that Dr. Kalam’s last words for him were, “Funny guy! Are you doing well?” Two minutes into the lecture, Dr. Kalam collapsed and later passed away, leaving behind his legacy for generations to come.
