Open Roads Return: 6 Super
Expressways In West & North-west India

New Delhi, Jan 26 () The government plans to complete three of the 22 expressways and green corridors in the next three years, including the flagship Delhi Mumbai Expressway being built at a new alignment, Union minister Nitin Gadkari has said.
These 22 projects comprising 7,500 km of greenfield expressways and corridors are planned to be completed by FY25 at a cost of Rs 3.10 lakh crore.
"We will complete the flagship Delhi Mumbai Express Highway in the next three years. The work will be done in 51 packages and work has already been started on 18. This will be India's longest expressway at 1,320 km and will reduce travel time between Delhi and Mumbai from 24 hours to 13 hours," the road transport and highways minister said.
Of the projects, six are 2,250 km expressways to be built at a cost of Rs 1.45 lakh crore.
The remaining 16 are greenfield corridors, including 5,250 km projects to be constructed at a cost of Rs 1.65 lakh crore 
 Besides Delhi Mumbai Expressway, the minister said the trans-Rajasthan and trans-Haryana projects will be completed within the next three years.
About Delhi Mumbai Expressway, he said greenfield alignment has been selected to avoid habitation and optimise cost of land acquisition.
"We have saved about Rs 16,000 crore on land acquisition front alone as land could be acquired at a cost of Rs 80 lakh per hectare for the project," he said, adding that the expressway will unlock new economic opportunities in hinterland districts of Haryana, Rajasthan, Madhya Pradesh and Gujarat.
The expressway has been taken from concept to award in a record time-frame of less than a year.
He said the new projects will provide alternate routes to diversify traffic, improve geometry/alignment and provide connectivity for major towns, thereby reducing distance and travel times
Besides, these will mitigate issues like land acquisition, utility shifting and other clearances related to brown-field expansion of existing alignment and provide thrust to the economy of backward regions by improving infrastructure, the minister said. NAM ABM

Delhi-Mumbai expressway: The proposed project may be a threat to tiger species in India

As Gujarat’s ‘economic expressway’ (as they prefer calling the event) seems to zoom off, you can hear echoing whispers among a few industrialists at the event, how much of the proposed promises have actually been implemented. Gujarat, which topped the World Bank’s ‘Ease of Doing Business’ in India has now lost it to <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> and Telengana. 
 
Experts believe, as Modi has become the Prime Minister, there have been instances of social unrest and political instability that came to the fore. And as the last business summit before the election is underway, investors’ minds are getting impacted. 
 
This edition of Vibrant Gujarat has seen MoUs touch Rs 20 lakh crores. The amount is likely to cross Rs 30 lakh croremark today, according to The Times of India. Among the sectors where companies expressed their intent to invest defence and aerospace, mining and minerals, chemicals, steel, urban infrastructure, petroleum and petrochemicals, renewable energy, automotive, electronics and information technology are noteworthy. 
 While the state government of Gujarat said that conversion rate is clocked at 70%, the opposition party <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> claimed the actual to be pegged at not more than 10%. However top business conglomerates <keyword id="4057400" type="UNKNOWN" weightage="20" keywordseo="reliance-and-adani-group">Reliance and Adani Group</keyword> said that they have fulfilled their promises. 
 To believe Gujarat’<keyword id="4057399" type="UNKNOWN" weightage="20" keywordseo="s-directorate-of-economics-and-statistics">s Directorate of Economics and Statistics</keyword>, about 8% have been implemented out of Rs 40 trillion proposed investments. Citing the Socio-Economic Review of Gujarat for 2015-16, The Mint had reported that 57% proposals made between 2003 and last year have been commissioned or implemented. 
 While Gujarat ranked fifth, Maharashtra that doesn’t organize any such summit has attracted the most FDIs, almost 30% of India’s total between 2002-2016, according to <keyword id="29740" type="CITY" weightage="20" keywordseo="Bloomberg">Bloomberg</keyword>. The same media report said, Gujarat is no longer the easiest place to do business any more. 
 However, Modi’s brain child Vibrant Gujarat has seen several other states including <keyword id="6357783" type="CITY" weightage="20" keywordseo="West-Bengal">West Bengal</keyword> and <keyword id="6355588" type="ORGANIZATION" weightage="20" keywordseo="Rajasthan">Rajasthan</keyword> adapt the same concept and get investments. 
 The social unrest in India’s one of the most opulent states is rising. Only a few weeks back, Conveners of <keyword id="2983086" type="UNKNOWN" weightage="20" keywordseo="Patidar-Anamat-Andolan-Samiti">Patidar Anamat Andolan Samiti</keyword> (<keyword id="6406288" type="UNKNOWN" weightage="20" keywordseo="PaaS">PAAS</keyword>), <keyword id="45661" type="CITY" weightage="20" keywordseo="OBC">OBC</keyword> leaders and dalits have threatened to disrupt the summit, if fixed-pay and contractual employees were not made permanent by the state government. So a state, whose Minister of Industries, Mines and Minerals and <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">Finance</keyword> department <keyword id="387325" type="PERSON" weightage="20" keywordseo="Rohit-Patel">Rohit Patel</keyword> boasted of ‘minimum labour unrest’ during his speech seems to be getting distracted. 
 
Not just that. A few months ago, Gujarat has witnessed backlash against jobless economic growth that could jeopardise development and BJP’s coming back t power in 2019, reported Bloomberg. 
 
This season of Vibrant Gujarat seemed to be relying largely on the previous editions of success. Most state ministers thanked Modi immensely for this summit, while avoiding media question of how much implementation has happened. What they offered are figures of investments and not facts about implementation.

The dark clouds of locusts covered several parts of the national capital region today - including Rajendra Park of sector 5, Surat Nagar, Dhanwapur, Palam Vihar, Maruti factory in sector 18, DLF phase 1 and other places in old and new Gurugram, IANS reported. <div type="image" title="a2b98ef6add9e94bf19b026a1b2c525d" msid="76660947" hostid="261"></div> This insect, which is more of a grasshopper, can eat more than its actual body weight. The residents in the affected areas are now speaking through the loudspeakers to keep the locusts away. "The swarms moved from west to east. They entered Gurugram around 11.30 am," K L Gurjar of the Locust Warning Organisation, Ministry of Agriculture, told IANS. Swarms of locusts blanket India’s national capital region — pilots and airlines alerted ahead

New Delhi, Feb 10 () Crisis-hit IL&amp;FS Group has received approvals from various government authorities for claims worth about Rs 2,700 crore towards stuck or incomplete road projects, officials said. The NHAI Conciliation Committee recently approved a claim for approximately Rs 707 crore for the ILFS-Fagne Songadh Expressway Limited project (in Gujarat-Maharashtra border area), while the committee had earlier approved claims of Rs 902 crore for the Khed Sinnar Expressway project (in Maharashtra). Other projects for which claims have been approved include Kiratpur Ner Chowk Expressway Limited for Rs 672 crore (in Himachal Pradesh) and Jorbat Shillong Expressway Limited for Rs 252 crore (Meghalaya). Additionally, the Ministry of Road, Transport and Highways had cleared claims of ITNL Road Infrastructure Development Company (IRIDCL) for Rs 144 crore. In case of both Jorbat Shillong and IRIDCL projects, the settlement agreements have been duly signed with authorities, officials said. When contacted, an IL&amp;FS spokesperson declined to comment. In October 2018, the government had seized control of the debt-trapped company and superseded its board by appointing a new one, led by eminent banker Uday Kotak as its chairman. The new board, as part of the overall resolution process for the IL&amp;FS Group, has sold a number of assets to clear dues and debt. Officials said these initiatives of engaging with various authorities such as the Ministry, NHAI and NHIDCL for settlement of claims relating to incomplete and terminated projects and for compensation claims filed in respect of certain operational projects, is part of the new board's resolution process. The ministry in March 2019 had formulated guidelines for resolution of stuck projects (mainly incomplete projects) and provided parameters for authorities to foreclose the concession agreement and pay compensation being the lower of value of work done and 90 per cent of debt due. Cash-strapped Infrastructure Leasing &amp; Financial Services (IL&amp;FS) in December reported a standalone net loss of Rs 22,527 crore for the fiscal ended March 2019. It reported revenue of Rs 824 crore, massively down from Rs 1,734 crore in the previous year. This was the first earnings announcement after the government sacked its board in October last year. As of March 31, 2019, total assets stood at Rs 4,148 crore, a pale shadow of Rs 23,868 crore year-ago, while its liabilities rose to Rs 21,083 crore from Rs 18,276 crore in the previous fiscal. The company had said at that time that the board gas adopted prudent provisioning on loans/impairment for investments, besides taking a conservative view on fair market value and recovery estimates. As of October 8, 2018, the group has an external fund based debt of Rs 94,216 crore and an additional non-fund based debt of Rs 5,139 crore. BJ MRMR

IL&FS gets govt approval for Rs 2,700 crore claims towards stuck road projects

New Delhi, With the Centre-farmer talks ending in a stalemate, thousands of <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword> stayed put at Delhi borders on Wednesday to press for repeal of the agri marketing laws. A meeting called by Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword> ended in failure on Tuesday night as farmer leaders rejected the government's offer to amend new farm laws, saying they would settle for nothing less than the scrapping of the legislations. The sixth round of talks between the government and farmer unions to end the protests on Delhi's various borders, which was scheduled on Wednesday, has been cancelled. This comes after many farm leaders had threatened to boycott the talks. As the protests continued, traffic was disrupted at border points with farmers agitating on the the <keyword id="10347936" type="LOCATION" weightage="20" keywordseo="singhu">Singhu</keyword>, TIkri and Ghazipur borders of Delhi. Taking to Twitter, <keyword id="9602467" type="COMPANY" weightage="20" keywordseo="the-delhi-traffic-police">the Delhi Traffic Police</keyword> alerted commuters about that the Tikri, Jharoda, Dhansa Borders are closed for any traffic movement. However, Jhatikara border is open only for two wheelers and pedestrian movement. It also said that those travelling to Haryana can take <keyword id="2669169" type="LOCATION" weightage="20" keywordseo="daurala">Daurala</keyword>, Kapashera, Badusarai, Rajokri NH 8, Bijwasan/Bajghera, Palam Vihar and Dundahera Borders. "Singhu, Auchandi, Piao Maniyari, Mangesh borders are closed. NH-44 is closed on both sides. Take alternate routes via Lampur, Safiabad, Saboli, NH8/Bhopra /Apsara borders /Peripheral expressway, the Delhi Traffic Police tweeted. Photo Credits: Times of India <ul><li>India’s Ministry of Road Transport and Highways will set up 13 emergency landing airstrips including 11 strips on the its <keyword id="6373156" type="UNKNOWN" weightage="20" keywordseo="National-highways">national highways</keyword>. </li><li>The road runway is aimed at providing faster transport services via air during <keyword id="470423" type="PERSON" weightage="20" keywordseo="natural-calamities">natural calamities</keyword> that block the rail and road connectivity. </li><li>The first such strip will be set up in Gujarat on National Highway number 151.</li></ul>India’s is planning to <a href="https://www.financialexpress.com/infrastructure/roadways/national-highways-to-have-11-emergency-airstrips-here-are-details/1386881/">set up emergency landing</a> airstrips on 11 national highways across the country. The move is aimed at easing efforts during natural calamities and emergency situations. The government has prepared a standard design for the road runway. The airstrips will span over 5-6 kilometres on a 60-metre wide concrete road. They will have parking slots for four aircraft, two gates at either ends of the strip and an Air Traffic Control (ATC) tower. The road runways are aimed at reaching out to the affected areas in the fastest possible time in case of natural calamities such as earthquakes or floods when air connectivity is the only viable option.The government plans to remove the hindrance caused by the electric poles, trees and dividers. According to the country’s Ministry of Road Transport and Highways, the landing airstrips will cost about ₹836.6 million. The project will be managed by the Indian Air Force (IAF), India’s Ministry of Defence and its transport ministry. India plans to build 11 emergency airstrips on its national highways

New Delhi, Jan 24 () Cautioning that non-performers will be shunted out through "compulsory retirement", Union minister Nitin Gadkari on Friday said delays in highway projects will not be tolerated and officials will have to pass the litmus test as their performances will be audited.
 The Road Transport and Highways Minister's remarks followed a two-day review of 740 highway projects totalling 28,304 km from 16 states in which every ongoing project was reviewed with a 360-degree view from all stakeholders.
 Senior officials of the ministry, NHAI, state governments, contractors, concessionaires, and consultants attended the review meeting. A target of highways building at a pace of 40 km/day by March 31, 2022, was also proposed.
 Speaking at the conclusion of the review meeting, Gadkari said, "Performance audit of each and every official will be done. Those found not performing up to the mark will be shown the exit through compulsory retirement as also said by the Prime Minister. However, good work will equally be rewarded." 
 He said the performance audit was more important than financial audit and there will be 15-20 parameters, including initiatives for resolving problems and fast-tracking projects, for such an audit.
 The minister said that the flagship expressway project Delhi-Mumbai Express Highway will be completed in three years. The work has already started on 18 out of 51 packages of the project.
 The project will usher in tribal and backward areas of Haryana, Rajasthan, Madhya Pradesh and Gujarat among other places with coming up of smart cities, education hubs and health clubs besides facilities for commuters and drivers.
 "The project will see way side amenities on every 50 km besides petrol pumps, hotels and restaurants and 10 lakh trees will be planted besides water harvesting and installation of solar powers," he said.
 He said the project on a new alignment has saved Rs 16,000 crore on land acquisition cost alone and will boost business and trade between Delhi and Mumbai.
 He said 22 greenfield corridors of length 7,500 km is being developed with a total capital cost of Rs 3 lakh crore.
 "Work has started on some while awarding all other projects are/ will be completed expeditiously. These projects are being pursued vigorously and are being implemented on priority," he said.
 He also informed that the progress of FASTags was also reviewed. All 537 Toll Plazas are now ETC enabled and more than 1.37 crore FASTags have been issued. My FASTag App has crossed 10 lakh down loads.
 The meeting led to identification of issues and way forward with clear timelines for most of the delayed projects, the minister said adding the major reasons found were delay in land acquisition by state governments, delay in regulatory clearances such as for quarrying etc.
 The minister said in case of stalling of projects on account of court or tribunal orders, NHAI and the Highways Ministry will put hoardings and banners informing people behind the reasons for delays.
 In addition, lack of coordination and communication between and within government agencies continues to delay the decision making.
 The issue of timely approval of Extension of Time (EOT) and change of scope (COS) was particularly raised by the Contractors/ Concessionaire during the meeting saying timely approvals would help in facilitating lending by banks.
 An on-line portal "GATI" was also launched and this will be closely monitored at the highest level.
 "NHAI portal will fast-track decision making and make it transparent. Stakeholders can place their problems on the portal which will be addressed," he said.
 A new internal initiative 'Review Mondays' was also announced under which meetings of officials on the first and the third Monday of every month will be held to focus on monitoring and review of projects. NAM MR

 Following are the key highlights of the budget speech: <ol><li>Only through higher growth, we can have our youth gainfully and meaningfully employed.</li><li>Fundamentals of the economy are strong, inflation has been contained, banks have been cleaning up the accumulated loans of the past decade. </li><li>An average household now saves about 4% of its monthly spends due to lower incidence of tax under the GST regime.</li><li>Welfare schemes with direct benefit transfer embedded in them, preventive healthcare via programmes like sanitation, healthcare via central schemes, housing scheme via Prime Minister Awas Yojana (PMAY) etc changed the established order of a few individuals cornering most of the benefits. </li><li>During 2014-19, Indian economy grew at an average of 7.4% with low inflation. India's foreign direct investment was $284 billion between 2014 an 2019 compared to $190 billion in the preceding five-year period.</li><li>India's government debt fell to 48.7% of GDP as of March 2019 compared to 52.3% as of March 2014.</li><li>Three themes of Budget 2020: 'Aspiring India', 'economic development', and 'to build a caring society'. </li><li>We shall aim for seamless delivery of services by leveraging technology. </li><li>6.11 crore farmers insured under Prime Minister Fasal Bima Yojana - a centrally-sponsored insurance scheme. Farm markets need to be liberalised.</li><li>16 action points: 1: Encourage state governments that will implement the following model laws that have already enacted by the centre. 2: Propose comprehensive measures for 100 water-stressed districts. 3: Expand outlay for solar pumps to 20 lakh farmers, another 15 lakh farmers to pumpsets to solar grid. Farmers if they have barren lands, they can set up solar power plants and sell it to the grid. 4: Balanced use of orgnaic and inorganic fertilisers. 5: Provide viability gap funding for setting up warehouses. Food Corporation of India can set up warehousing on their land too. 6: Push to reduce storage costs for farmers. 7: Promotion of women self-help groups. 8: To launch refrigerated trains to transport food items from the farm to other parts of the country. 9: Horticulture exceeds the production of foodgrains. 'One product for one district' to promote focussed development of horticulture. 10: Integrated farming system in rain-fed areas. Multiple crops, bee-keeping solar pumps in rain deficient area. 11: Financing on negotiable warehousing receipts will be linked to e-NAM. 12: The NABARD refinance scheme will expanded. The agriculture credit target for FY21 will be expanded to ₹15 lakh crore from ₹12 lakh crore. 13. To eliminate foot and mouth disease by 2025. To double milk production to 108 million metric tonnes by 2025. 14. Blue economy - development management of marine resources. Target ₹1 lakh crore in fish exports by 2025. 15. By FY23, propose raising fish production to 200 lakh tonnes, will also promote algae, seaweed.</li><li>16. Under Deendayal Antyodaya Yojana, self help groups will be expanded beyond the current 58 lakh.</li><li>Allocation for agriculture: ₹2.83 lakh crore, this includes ₹</li><li>Mission Indradhanush has been expanded to include 12 new diseases and 5 new vaccines. A very focussed water and sanitation programme to reduce the burden of diseases on the poor. There are 20,000 hospitals empanelled under the PMJAY, this has to rise. Propose to set up hospitals under the private-public partnership, the 112 districts identified as 'aspirational' will get priority in the setting up of new hospitals. </li><li>Proceeds from taxes on medical devices will be used to support the programme to build the infrastructure.</li><li>Reiterate India's commitment to eradicate tuberculosis by 2025. </li><li>Allocation for health: ₹69,000 crore including ₹6,400 crore for PMJAY.</li><li>By 2030, India is set to have the world's largest working-age population. They need education, skills, and employment opportunities. Our education system needs more money to attract better teachers and to set up better labs. Open the education sector to external commercial borrowing. </li><li>In order to provide quality education to the under privileged, a full-fledged online courses will be launched from the top 100 institutions in India.</li><li>Under 'Study In India' programme, a new INSAT exam to be launched for foreign students to enroll into Indian universities. </li><li>Every medical college will be linked to a nearby hospitals under the public-private partnership mode.</li><li>Total outlay for education sector: ₹99,300 crore and another ₹3,000 crore for skill development.</li><li>150 top education institutes to start offering apprenticeship programmes.</li><li>Propose to set up an investment clearance cell for end-to-end services including information on land bank and facilitating the approval process etc. </li><li>It is proposed to develop 5 new smart cities in collaboration with state governments in PPP mode. </li><li>Electronics manufacturing industry is cost competitive and India has shown its potential. To attract large investments in electronic manufacturing -- including electronic equipment, smartphones -- a new policy will be announced soon.</li><li>A National Textile Mission to work for next four fiscal years with an estimated outlay of ₹1,480 crore.</li><li>A new scheme Nirvik, for higher insurance cover, reduction in premium for small exporters, and simplified claim process, including digital refund process to help exporters.</li><li>Every district must become a hub for exports.</li><li>Unified procurement scheme: Propose ₹27,300 crore for development of industry and commerce in FY21.</li><li>National Infrastructure Pipeline will bring in generic and sectoral reforms in construction and maintenance of the infrastructure. Propose a project preparation facility that will employ economist, management graduates to execute projects.</li><li>A National Logistics Policy will soon be released to clarify the roles of Central government, state governments, and the regulators.</li><li>The Delhi-Mumbai Expressway and two other projects will be completed by FY23. The Chennai-Bengaluru expressway project will also started by then.</li><li>Government will monetise 12 NHAI highway projects.</li><li>Setting up a large solar power capacity alongside the rail tracks on the land owned by the railways, is a proposal under consideration.</li><li>150 trains under the PPP mode. More Tejas type trains will connect iconic tourist destinations. </li><li>Central government will give 20% of the funds needed for a suburaban rail transport system in Bengaluru.</li><li>100 more airports will be set up in the next five years.</li><li>₹1.7 lakh crore allocated for transport infrastructure.</li><li>Propose to replace traditional meters with digital meters in the next three years. This will allow consumers to port out of a service provider (selling power) just like they port out of mobile service provider.</li><li>Fibre to home connections through Bharat Net will connect 1 lakh villages this year itself. Propose to provide ₹6,000 crore for Bharat Net programme.</li><li>Quantum technology: An outlay of ₹8,000 crore over the next five years.</li><li>₹22,000 crore allocated for the power sector including renewble energy sector.</li><li>No manual cleaning of sewers will be allowed, new technology will be roped. Centre in conversation with civic bodies.</li><li>Provision of ₹85,000 crore for scheduled castes and other backward classes.</li><li>Provision of ₹53,700 crore for scheduled tribes in the country.</li><li>5 archaeological sites would be developed as iconic sites with on-site museum -- Rakhigarhi (Haryana), Hastinapur (UP), Dholavera (Gujarat), Shivsagar (Assam), and Aditya Nallur (Tamil Nadu).</li><li>Propose ₹35,500 crore for nutrition-related schemes.</li><li>Allocation for Ministry of Culture: ₹3,500 crore. </li><li>Propose ₹2,500 crore to promote tourism.</li><li>Propose ₹9,500 crore for senior citizens and specially abled.</li><li>Proposed total allocation for women-centric programmes ₹28,600 crore.</li><li>Propose ₹4,400 crore allocation for clean air. </li><li>Companies Act will be amended to abolish 'criminal liability' for 'civil offences'.</li><li>A National Recruitment Agency will be set up. It will conduct a common entrance test for non-gazetted positions in the government and public-sector enterprises. </li><li>Propose a new national policy on national statistics will push for use of AI to collect data real time.</li><li>India will host G20 Presidency in 2022; the government proposes to allocate ₹100 crore to start the preparations.</li><li>Governance reforms proposed for PSU banks: Robust mechanism is in place to monitor the health of all banks and the money of depositors are safe. Insurance of bank deposits raised to ₹5 lakh from ₹eposit insurance and credit guarantee scheme.</li><li>Government will sell its remaining stake in IDBI Bank to private investors. Stock jumps over 13%</li><li>MSME entrepreneurs can avail 'subordinate debt' from banks and the loan will be fully guaranteed by a Trust.
