The agency has also named T Chandini, the then director in the Union Ministry of Environment and Forests, for favouring the company as member secretary of the Expert Appraisal Committee ((EAC) in allowing mining in the Talabira-I mine in the critically polluted area of Odisha's Jharsuguda in violation of ministry guidelines, they said. The central probe agency registered an FIR against Hindalco and Chandini under Section 120-B (criminal conspiracy) of the Indian Penal Code and provisions of the Prevention of Corruption Act after a nearly eight-year-long preliminary inquiry. Reacting to the FIR, a Hindalco spokesperson said, "This is an old matter pertaining to 2014-15. These mines were de-allocated as part of the government's de-allocation process. This is a matter of public record where more than 100 mines were de-allocated." The Central Bureau of Investigation (CBI) registered the preliminary inquiry in 2016 on allegations that the Aditya Birla Management Corporation Private Limited (ABMCPL) had allegedly paid "massive bribes" between 2011 and 2013 to ministry officials for getting mandatory <keyword id="20082436" type="General" weightage="20" keywordseo="environmental-clearance" source="keywords">environmental clearance</keyword> to mine coal from Talabira. The findings of the inquiry showed that the ministry had made it mandatory in 2006 for a company to seek environment clearances for all new projects, expansion of existing products and any change in the product mix in an existing manufacturing unit. The projects needing prior environmental clearance were supposed to go through the EAC, consisting of experts from different disciplines. The clearance was given by the regulatory authority based on the EAC's recommendation. Hindalco received its first environmental clearance in 2001 for mining 0.4 million tonnes per annum (MTPA) of coal from the Talabira-I mine. Another clearance was given in January 2009 for its expansion, allowing the increase in mining from 0.4 MTPA to 1.5 MTPA. Nearly a month after the second clearance, the company sought to double its capacity to 3 MTPA, which was to be considered by the EAC, it said. It emerged that the company had allegedly violated clearances given in 2001 and 2009 by producing more coal than permitted by the ministry, the FIR said. The company allegedly mined 3.04 MTPA excess coal from 2004-05 to 2007-08 and 2008-09, it said. "This fact became known during the process of consideration by the EAC of which T Chandini, director, was the member secretary," the FIR alleged. The Odisha State Pollution Control Board and the Central Pollution Control Board confirmed during the inquiry that the Talabira mine was in the critically polluted area of Jharsuguda, the CBI alleged. According to ministry rules, in-pipeline projects in critically polluted areas or those applying after January 13, 2010, were to be returned to the project proponent by member secretaries with the approval of the advisor. The inquiry showed that Chandini, despite being fully aware that the company was mining excess coal in violation of previous environmental clearances, did not return the project, as stipulated in the ministry circular. "Rather she acted to the contrary in as much as the proposal of HIL (Hindalco) was continued to be processed which amounted to misuse of her official position to favour HIL," the CBI FIR has alleged. Chandini, by misusing her official position, communicated to Hindalco that their proposal for grant environmental clearance would be considered in the next meeting of the EAC to be held on February 25 and 25, 2010, the agency alleged. She allegedly ensured that the clearance was granted in haste, considering the fact that Hindalco was already in violation of earlier clearances granted by the ministry, as it was already mining excess coal from the Talabira-I coal mine, it said. And last week, the supersonic bomber did just that.The B-1Bs joined fighter jets from US Central Command to conduct the <a target="_blank" href="https://www.businessinsider.com/us-strikes-back-in-response-to-deadly-drone-attack-2024-1">widespread strikes</a> against Iranian-backed targets on February 2. The choice to include them in the strikes was likely based on their massive payload capacity and the drive to reduce the munitions used by jets and warships in the theater, which have carried out strikes."I'm not surprised that the B-1s were chosen," Mark Gunzinger, a former command pilot who logged over 3,000 hours in the B-52 Stratofortress, told Business Insider. If the B-1Bs have the right weapons to go after these targets, the aircraft are the optimal choice for the mission and can help conserve US munitions stockpiles already in the Middle East region.But there's a messaging element to it as well: The B-1Bs demonstrate that the US can strike any adversary on the planet that doesn't have advanced air defenses, in defense of its personnel or allies, right from the homeland. However, the B-1B lacks the stealth needed to go up against rivals such as Iran with surface-to-air missile batteries.By using the B-1B, the Pentagon doesn't have to generate sorties from overseas bases, Gunzinger said."We can do it from the United States and we can do it, if necessary, within hours because of what bombers bring to the mix," he said, adding that the aircraft was a "powerful deterrent" showing America's enemies they could be hit hard without warning."We don't have to deploy our forces abroad and bed them down, and that information leaks out," Gunzinger said. "We can generate sorties in the middle of Texas and literally, within half a day, it'll be over targets."

At about 9.10 a.m. on the first day of the calendar year 2024, India's Polar Satellite Launch Vehicle-C58 (PSLV-C58) standing 44.4-metre tall, with a lift off mass of 260 ton blasted off from the first launch pad at the <keyword id="6356967" type="General" weightage="20" keywordseo="satish-dhawan-space-centre" source="Orion">Satish Dhawan Space Centre</keyword>, here. The rocket carried XPoSat and 10 other experimental payloads on its fourth stage. Slowly rising up towards the skies with a thick orange flame at its tail, the rocket gained speed with a sound resembling rolling thunder and went up and up leaving a thick plume while the people assembled at the viewing gallery clapped their hands with pride. Interestingly, this is the first space mission for the Indian Space Research Organisation (ISRO) on January 1. At about 21 minutes into its flight, the rocket ejected XPoSat at an altitude of about 650 km. Speaking after the launch ISRO Chairman S. Somanath said: "The orbit accomplished for XPoSat is excellent as the deviation is just three kilometres. The solar panels of the satellite have been deployed." In its normal configuration, the PSLV is a four-stage/engine expendable rocket powered by solid and liquid fuels, alternatively, with six booster motors strapped onto the first stage to give higher thrust during the initial flight moments. The ISRO has five types of PSLV rockets -- Standard, Core Alone, XL, DL, and QL. The major difference between them is the use of strap-on boosters which, in turn, largely depends on the weight of the satellites to be orbited. The PSLV uses 6,4,2 solid rocket strap-on motors to augment the thrust provided by the first stage in PSLV-XL, QL &amp; DL variants, respectively. However, strap-ons are not used in the core-alone version (PSLV-CA). The XPoSat is the first dedicated scientific satellite from the ISRO to carry out research in space-based polarisation measurements of X-ray emission from celestial sources. The satellite configuration is modified from the IMS-2 bus platform. The configuration of the mainframe systems is derived based on the heritage of IRS satellites. It carries two payloads, namely POLIX (Polarimeter Instrument in X-rays) and XSPECT (X-ray Spectroscopy and Timing). The POLIX is realised by the Raman Research Institute and XSPECT is by the <keyword id="20021857" type="General" weightage="50" keywordseo="space-astronomy-group" source="keywords">Space Astronomy Group</keyword> of the U.R. Rao Satellite Centre (URSC). According to the ISRO, the three objectives of XPoSat are: (a) To measure polarisation of X-rays in the energy band 8-30keV emanating from about 50 potential cosmic sources through <keyword id="20021856" type="General" weightage="50" keywordseo="thomson-scattering" source="keywords">Thomson Scattering</keyword> by POLIX payload. (b) To carry out long-term spectral and temporal studies of cosmic X-ray sources in the energy band 0.8-15keV by XSPECT payload and (c) To carry out polarisation and spectroscopic measurements of X-ray emissions from cosmic sources by POLIX and XSPECT payloads, respectively, in the common energy band. After orbiting the XPoSat in 650km, the rocket's fourth stage -- PS4 stage -- will be lowered to 350km, about 9.6 deg orbit, by restarting it twice. The left-out propellant in the PS4 will be disposed of through the main engines as a precursor to enabling the safety of the PS4 stage in atmosphere reentry experiments planned in future. The oxidiser will be let out first followed by fuel in a predetermined sequence of operations. The existing scheme of spent stage passivation by venting the tank pressure will also be active. Post passivation of PS4, the control of the stage is transferred to the PSLV Orbital Experimental Module-3 (POEM-3) avionics, the ISRO said. The POEM is configured as a 3-axis stabilised orbital platform for conducting experiments to space qualify systems with novel ideas. The orbital platform's electrical power requirements are catered by a Flexible Solar Panel in conjunction with 50Ah Li-Ion battery in battery tied configuration. The orbital platform consists of avionic systems to take care of navigation, guidance, control and telecommands and Orbital Platform Attitude Control System to cater to control of the platform to test the payloads, the ISRO added. The 10 payloads are from TakeMe2Space, LBS Institute Technology for Women, K J Somaiya Institute of Technology, Inspecity Space Labs Private Ltd, Dhruva Space Private Ltd, Bellatrix Aerospace Private Ltd (two payloads) and three payloads from the ISRO.
