Covaxin's phase three regulatory trial begins in Kolkata

"Farmers in the state have already lost benefits of Rs 8,200 crore... While farmers all over the country have received Rs 12,000 each, our farmers have been denied this legitimate right on account of insensitivity and confrontational stance of the state government," Dhankhar said in his letter to the chief minister. The government, on its part, said it has introduced several pro-farmer projects in the state. "I fail to understand why this (implementation) has not been done by the state government. The cruel joke and historic injustice on the farmers should make us realise that governance has to be for the benefit of the people at large," he wrote. Kolkata, Jan 28 (PTI) The TMC is mulling over the option of bringing a motion against West Bengal Governor Jagdeep Dhankhar during the upcoming Budget session in the Assembly, party sources said. According to the sources, a discussion on the possibility of bringing a censure motion against the governor is currently underway in the party. "We are planning to bring a censure motion against Governor Jagdeep Dhankhar. The way he has been insulting the Assembly and the speaker is unprecedented in the political history of Bengal. But we also need to check with constitutional experts on whether such a motion can be brought against the governor, its consequences," a senior TMC MLA privy to the development said. Dates of West Bengal Budget session are yet to be announced. TMC deputy chief whip Tapas Ray said nothing has been decided as yet, but the "governor's actions and his interference in state-related matters are unacceptable". "Never in Bengal's history, has the speaker been humiliated in such a way. The conduct of the governor deserved to be condemned," he told PTI. A censure motion, generally moved by the opposition, refers to an expression of strong disapproval or harsh criticism of government's policies or an individual minister by the legislature. The ruling party can also move it to criticise or condemn something. Reacting to the development, Leader of the Opposition Suvendu Adhikari said his party would oppose such a move by the TMC. "If the ruling party plans to bring such a motion against the governor, we would oppose it tooth and nail. It is the governor who is regularly humiliated by the state government," he said. The governor, who has crossed swords with the Mamata Banerjee government over several issues since assuming charge in the state, recently accused the chief minister and speaker of transgressing constitutional norms by not providing him the information he had sought on multiple matters. Amid the ongoing acrimony, the ruling TMC on Thursday said it is likely to bring a substantive motion against Dhankhar in Rajya Sabha during the upcoming Budget session of Parliament. A substantive motion is a self-contained, independent proposal submitted for the approval of the House and drafted in such a way as to be capable of expressing a decision of the House. (Eds: adds inputs, governor's quotes)Kolkata, Apr 23 () The face-off between the WestBengal government and Raj Bhavan escalated on Thursday, withChief Minister Mamata Banerjee accusing Governor JagdeepDhankhar of repeatedly interfering in the functioning of thestate administration, and the latter asserting a state cannotbe governed as a personal fiefdom.At daggers drawn for the last several months, the twowent for each others jugular with Banerjee shooting off aletter to Dhankhar in the backdrop of his recent criticism ofthe government over the way the state was tackling the COVID-19 pandemic.Banerjees allegation drew a sharp reaction fromDhankhar, who said, a state cannot be governed as a personalfiefdom and a constitutional functionary cannot be allowed toturn into a law unto oneself.In a strongly worded five-page letter to the governor,Banerjee said Dhankhar has forgotten that she is the "electedchief minister of a proud Indian state" whereas he is anominated governor."You have to judge for yourself, whether your directattacks on me, my ministers, officers, your tone, tenor andlanguage, which in mildest words of extreme moderation,deserve to be characterized as parliamentary, your holdingpress conferences against the state government of which youare a governor, your repeated and consistent interference inthe administration of my ministries make it clear as to whohas flagrantly transgressed constitutional dharma...," shewrote.Banerjee claimed the governor's conduct does notconform to even "basic norms of decency" betweenconstitutional functionaries.Dhankhar was quick to respond, tweeting, "Acommunication @MamataOfficial has been received. He claimed that despite repeated pleasfor interaction with the government on the issue, only thestates chief secretary had met him once.He had asked the state government to unlock thislogjam and bring down the state governments iron curtain inthe larger interest of the people.Dhankhar said after Banerjee complained about thepaucity of testing kits, he had contacted the union healthminister who told him that adequate number of kits wereavailable with the state government.The governor also wrote about the states publicdistribution system being in disarray during the COVID 19-induced lockdown and said it was resulting in peopleincrementally getting into agitational mode.In his Thursday's missive after receiving Banerjeesletter, the governor wrote both of them are constitutionalfunctionaries and their roles in relation to each other areclearly defined in the Constitution.The Constitution does not allow any constitutionalfunctionary to be law unto oneself and the state cannot berun like a fiefdom. It has to be governed with completeadherence to constitutional prescriptions, he said.Referring to the series of indignities andindiscretions heaped by the chief minister and her ministers,he said Banerjees constant refrain of the governor beingnominated is lamentable and can be ascribed only toelementary ignorance of the Constitution.Noting that going by the chief ministers response thegovernor should be in sleep mode, totally non-functional andconfined to Raj Bhavan, the governor said the the reading ofthe Constitution at your end or by your advisors is not sharedby me and goes against the essence, letter, and spirit of theConstitution."Let me indicate for the benefit of the people of WestBengal that for their welfare, I would ever be in persuasivemode. I would bend to an extreme degree to serve them. I willplead with you as CM and the Government to see the writing onthe wall, to follow the Constitution, but this mode of mineshould not be misunderstood as my weakness.I would rise spinally to serve the people of theState and vindicate my oath under all challenges, he said.The fresh confrontation between Raj Bhawan and thestate government set off a political storm in the state withBengal BJP leadership firmly standing behind the governor andthe TMC wondering whether the governor has taken over themantle of the opposition leader."Governor did the right thing by pointing out thelacunae and unconstitutional approach of the state government.The way the governor has been insulted by the ministers of theTMC government is unprecedented," state BJP president DilipGhosh said.State parliamentary affairs minister and senior TMCleader Partha Chatterjee said in his long political career hehas never ever come across "such a governor who has anapproach of bossing over the state government"."I have never such a governor whose all communicationsreflect a bossing approach. Lockdown sloppy, says Bengal Guv; Mamata asks him to shun politics

Kolkata, May 2 () To check misappropriation ofitems in the public distribution system, the West Bengalgovernment is planning to seek written undertakings fromration dealers stating they are receiving adequate quantitiesof good quality foodgrains for distribution amongbeneficiaries, officials said on Saturday.The initiative will start from Purulia district, wheresuch written undertakings will be sought from 1,000 rationdealers, they said.State Food and Supplies Minister Jyotipriyo Mullicksaid the initiative will be gradually expanded throughout thestate to ensure smooth functioning of the PDS."We have planned this initiative to ensure that thedealers are receiving good quality foodgrains and other itemsin adequate quantities. As of now, it will start from Puruliaand will be gradually expanded to Bankura and Birbhum and thento the entire state," Mullick told .The minister had recently held an emergency meetingwith Purulia district officials regarding immediateprocurement of paddy for keeping the stocks ready fordistribution."After the ration dealers have given writtenstatements, any excuse of not getting an adequate quantity ofgood quality foodgrains will not hold water. We will ensurethat people get ration as per their allotment," he said.The state government requires around five lakh tonnesof rice every month to serve the huge number of beneficiariesin the state around nine crores, department officials said.Since the lockdown was imposed, around six lakh peoplein the state are also being served five kg of rice per headevery month under the Pradhan Mantri Garib Kalyan Ann Yojana,they said.Chief Minister Mamata Banerjee has also announced freefoodgrains and ration to 7.5 crore people in the state tillSeptember.She said an additional two kg of rice is also beingdelivered to the residences of the students under theIntegrated Child Development Services (ICDS) and the middaymeal scheme.Several incidents of clashes outside PDS outletsacross the state were reported in April, with local residentsalleging improper distribution of ration materials.The state BJP has also alleged anomalies in the PDSand claimed that a section of the poor is not receivingfoodgrains and is starving.They have demanded a CBI inquiry into the matter andthe party's Alipurduars MP John Barla has also written toPrime Minister Narendra Modi over the issue.Governor Jagdeep Dhankhar had on Monday written to thechief minister, expressing concerns over the PDS in the state."The situation of PDS in the state has reachedalarming levels of concerns," he had said.
