The measure has been brought in as a step to promote the Make in India initiative which got a further boost from Prime Minister Narendra Modi’s Atmanirbhar Bharat (self reliant India). “Sellers, who had already uploaded their products before the introduction of this new feature on GeM, are being reminded regularly to update the Country of Origin, with a warning that their products shall be removed from GeM if they fail to update the same,” says the official release of the government. The feature on the government’s marketplace comes at a time when due to the Indo-China border clashes, there has been a call to dump Chinese products and people have been uninstalling Chinese apps as well. Through this filter, buyers can choose to buy only those products that meet the minimum 50% local content criteria. Launched in 2016, the government e-marketplace is an online platform for public procurement for government departments and has almost 4 lakh sellers. It also offers e-bidding, reverse e-auction and demand aggregation. India’s government e-marketplace now has a Make in India filter – sellers have to specify the ‘country of origin’ for products

Signaltron founder Himamshu Khasnis told PTI that the chip used in the Sahyadri LTE base stations has been developed by Signalchip. Earlier in 2010, Khasnis and his team founded a fabless semiconductor company Signalchip to make chips for 4G and 5G networks. "Signaltron has built the entire system indigenously using India's first chips for 4G and 5G networks developed by Signalchip. This is the first time an Indian system running on an Indian chip for complex communication technology has been inducted into the army. Using indigenous chips gives a high degree of control on the security of the system in its operation," Khasnis said. He said the Indian Army had posted a bid on GeM (Government e-Marketplace) for the supply of 4G LTE NIB (Network In a Box) solution last year. "Signaltron proposed the Sahyadri NIB solution and came out successful in stringent technical trials. Subsequently, Signaltron also won the competitive bid to supply the equipment. Weighing just 7 kgs, Sahyadri Network In a Box (NIB) systems provide high-quality secure wireless communication for audio, video and data applications," Khasnis said. He said the Sahyadri NIB is capable of working in both standalone and cellular modes and capable of seamless inter-operation with legacy analogue and IP telephony systems. The majority of the base stations deployed in India are not made in India. Even the few that are made in India do not have indigenous chips inside, which is the most strategic and important component of modern electronic devices and equipment. Signaltron has supplied 20 units to the army and the deployment of the base stations depends on their strategic requirement, Khasnis said. "We have supplied 20 units to the army. The Army takes its own call on when and where to deploy base station. Since they are light and mobile units, it gives them the flexibility to change the location as per their requirement," he added. At present, there is no fabrication facility in India for modern semiconductor chips. Signalchip has designed the chip indigenously and owns the entire technology that the chips deliver. In a model similar to leading semiconductor companies like Nvidia, Qualcomm, Mediatek etc, Signalchip also gets its chips fabricated through third-party wafer fabs. Khasnis said the Indian base station market is expected to be about USD 24 billion by 2029. "With the use of indigenous systems, there could be significant savings to forex and also boost GDP. There are sizeable market volumes available in India and worldwide. Modernisation targets of different sectors like defence, railways etc. are excellent opportunities for indigenous solutions," he said. Khasnis said that the CNPN (Captive Network-Private Network) 4G/5G market worldwide is expected to cross USD 30 billion by 2030, which will enable large possibilities for the local chip-based base stations, thereby providing economies of scale. India's e-commerce market set to skyrocket as the country's digital economy surges to USD 1 Trillion by 2030

Nearly 88 per cent of the investments made by Alternative Investment Funds (<keyword id="1006423" type="General" weightage="80" keywordseo="aifs" source="Orion">AIFs</keyword>) under the Startups <keyword id="3483659" type="General" weightage="80" keywordseo="ffs" source="Orion">FFS</keyword> (Fund for Funds) Scheme have gone to five states. <keyword id="6354780" type="General" weightage="20" keywordseo="karnataka" source="Orion">Karnataka</keyword> has topped the list of states with an investment of Rs 4,687 crore out of the total investment of Rs 14,077 crore spread across the country. The Fund of Funds for Startups (FFS) Scheme was approved and established in 2016 with a corpus of Rs 10,000 crore, with contribution spread over the 14th and 15th Finance Commission cycle based on progress of implementation, to provide a much-needed boost to the Indian startup ecosystem and enable access to domestic capital. As on December 31, 2022, under FFS, Rs 7,980 crore has been committed to 99 AIFs and Rs 3,400 crore has been disbursed to 72 AIFs which have in turn made investments of Rs 14,077 crore in 791 startups. The government data said that while Karnataka got an investment of Rs 4687 crore for 240 startups under the scheme, Maharashtra's 176 startups received an investment of Rs 3,426 crore and Delhi's 138 startups got Rs 2,254 crore. Similarly, in Haryana 60 startups received an investment of Rs 1,148 crore and in <keyword id="20154" type="General" weightage="50" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword>, 29 startups got an investment of Rs 826 crore. Under FFS, the Scheme does not directly invest in startups, instead it provides capital to SEBI-registered Alternative Investment Funds (AIFs), known as daughter funds, who in turn invest money in growing Indian startups through equity and equity-linked instruments. The <keyword id="104385" type="General" weightage="50" keywordseo="small-industries-development-bank-of-india" source="Orion">Small Industries Development Bank of India</keyword> (SIDBI) has been given the mandate of operating this Fund through selection of suitable daughter funds and overseeing the disbursal of committed capital. AIFs supported under FFS are required to invest at least two times of the amount committed under FFS in startups. The Government with an intent to build a strong ecosystem for nurturing innovation, startups and encouraging private investments in the startup ecosystem of the country launched Startup India initiative on January 16, 2016. The flagship Schemes including Fund of Funds for Startups (FFS), <keyword id="9949511" type="General" weightage="50" keywordseo="startup-india-seed-fund-scheme" source="Orion">Startup India Seed Fund Scheme</keyword> (SISFS) and Credit Guarantee Scheme for Startups (CGSS) support startups at various stages of their business cycle to enable startups to graduate to a level where they are able to raise investments from angel investors or venture capitalists or seek loans from commercial banks or financial institutions. Officials said that over 50 regulatory reforms have been undertaken by the Government since 2016 to enhance ease of doing business, ease of raising capital and reduce compliance burden for the startup ecosystem. Besides, to enable ease of procurement, Central Ministries and Departments have been directed to relax conditions of prior turnover and prior experience in public procurement for all DPIIT recognised startups subject to meeting quality and technical specifications. Further, Government e-Marketplace (GeM) Startup Runway has been developed which is a dedicated corner for startups to sell products and services directly to the Government. The Government also implements flagship annual exercises and programs including States' Startup Ranking, National Startup Awards and Innovation Week which play an important role in holistic development of the startup ecosystem. India tells Amazon, Flipkart, Paytm Mall and all others to show 'country of origin' next to the products

New Delhi, Apr 24 () Public procurement portal GeM has added about 146 medical products - like thermal scanners and disinfectants, and certain services on its platform to help the government fight COVID-19 pandemic, an official said on Friday.Government e-Marketplace (GeM) has set up a dedicated page on its platform, where it has created several categories for medical supplies such as COVID-19 sample collection kit, reusable vinyl/rubber gloves, disposable thermometers, cardiac monitors, ICU beds, and services like temporary hospital and isolation facilities for COVID-19 asymptomatic and mild symptoms patients."Initially, we created 95 categories on the platform and now it has increased to 200 (medical - 146 and auxiliary - 54)," GeM CEO Talleen Kumar said.Under the 146 medical category, over 10,400 sellers have been displayed over 30,000 different products on the website.The top categories which are in demand are - alcohol-based hand sanitiser, air pollution mask, ICU ventillator and surgical disposables. The order value for these products was Rs 190.5 crore since March 1.The portal has fixed shorter duration bids with shorter delivery period for specific categories.The dedicated page has also provided features to shorten the procurement cycle for related items.The Commerce Ministry launched Government e-Marketplace (GeM), an online platform for public procurement, in August 2016 with the objective of creating an open and transparent procurement platform for government.Currently, government departments, ministries, public sector units, state governments, and Central Armed Police Forces are allowed to carry out transactions through this portal.The portal provides a wide range of products from office stationery to vehicles. GeM adds 146 categories of medical products, 8 services to help govt fight COVID-19

New Delhi, Mar 5 () The Government e-Marketplace office is working on a series of steps, including integrating the GeM platform with the central public procurement portal (CPPP), to further improve buying and selling process for ministries, departments and other agencies, an official said on Thursday. GeM Chief Executive Officer Talleen Kumar said they are working to add over 100 new features in the existing portal to make it more dynamic, smart and transparent. "These new features will be part of the new GeM 4.0. The work will be implemented by September 2020," he told reporters here. He said that under the process, a unified procurement system will consolidate the entire government procurement into a single platform leading to economies of scale, better price discovery and sharing of best practices. "Integration will be done with major platforms like CPPP," he said adding that it will lead to greater participation of railways and defence ministries on the GeM platform. The other features include timely payments to sellers, demand aggregation, allowing buyers to place a single order for quantities to be delivered over a period with a defined schedule, advanced search engine, crowd sourcing of sellers, use of blockchain technology for bulk procurement of pharma, improving catalogue by adding parameters and price variance on the platform, and introduction of seller rating. "Besides, we will be adding features like incident management policy overhaul, buyer-seller collaboration, and dedicated corners for public sector units and large buyers," Kumar said. He also said buyer and sellers would be incentivised on portal in the form of non-monetary credits by completing key tasks like timely payments, and catalogue correction. The commerce ministry launched Government e-Marketplace (GeM), an online platform for public procurement, in August 2016 with the objective of creating an open and transparent procurement platform for the government, which runs in several lakh crore. Currently, government departments, ministries, public sector units, state governments, and Central Armed Police Forces are allowed to carry out transactions through this portal. According to GeM, 3,42,455 sellers and service providers have registered with the portal so far to sell 20,91,674 products and 23,058 services. The government has made it mandatory for all the departments and ministries to source goods and services from its e-marketplace. The portal provides a wide range of products from office stationery to vehicles. Automobiles, computers and office furniture are currently the top product categories. Services, including transportation, logistics, waste management, web casting and analytical, are listed on the portal. Public procurement worth Rs 23,000 crore has taken place through GeM during the April 2019-March 4, 2020 period. In 2018-19, it was Rs 17,000 crore. So far, Kumar said that 4,397 start-ups, 10,000 women sellers, 3,972 SC/ST entrepreneurs and 76,276 micro, small and medium enterprises (MSMEs) have registered with the platform. RR HRS

New Delhi, Dec 5 () The target of Rs 5 lakh crore business through government's e-marketplace GeM is achievable in less than five years given the huge amount of procurement done via the platform, Commerce and Industry Minister Piyush Goyal said on Thursday. 
GeM symbolizes a transparent and corruption free procurement system and it will unify all government procurement, across all ministries and departments of Union and state governments within a defined timeframe, Goyal said.
 He was addressing the inaugural session of the 3rd edition of the National Public Procurement Conclave here.
"The target of Rs 5 lakh crore business through the GeM platform is achievable in less than five years. GeM should take a high jump and be now open to common man, so that they benefit from lower cost of products and services that are available on GeM," he said.
Terming GeM unique in various ways as it does not operate on any algorithms to support/ promote any product or supplier and also does not solicit any business through advertisements, deep discounts, predatory pricing, he said it will help bring down corruption in public procurement in the country.
"GeM focusses on giving balanced and fair access to all suppliers in an agnostic manner in market place. Make in India should be given preference through GeM portal by giving preference to products and services of India," the minister said.
He also stressed to take the GeM portal to the next level wherein all contractors/ sub-contractors of government departments and PSUs should procure from GeM.
However, he cautioned that the quality of products and services must not be compromised, and stringent mechanisms like blacklisting be put in place against any poor quality product or services.
Minister of State for Commerce and Industry Som Prakash said with more than 63,000 MSMEs, over 3,600 startups and 8,000 plus women entrepreneurs, GeM provides a large, efficient and an inclusive ecosystem. 
He further stressed that GeM should ensure the quality of products and services as well as address payment issues.

New Delhi, Apr 28 () Public procurement worth Rs 159 crore of coronavirus-related medical products took place between March 23 and April 23 through the government's online marketplace GeM, an official said on Tuesday. Government e-Marketplace (GeM) has added about 146 medical products like thermal scanners and disinfectants and certain services on its dedicated page with a view to help the government fight the COVID-19 pandemic, GeM Chief Executive Officer Talleen Kumar said. He said GeM created a dedicated page on its platform last month, where it has created several categories for medical supplies and services like temporary hospital and isolation facilities or wards for COVID-19 asymptomatic and mild-symptoms patients, ICU facility or ward for the patients and basic facility for such patients. "Transactions post March 23 till April 23 in COVID-19 medical categories stood at Rs 159 crore through 10,000 orders," he added. The top categories that are in demand are alcohol-based hand sanitisers, air pollution mask, ICU ventilator and surgical disposables. The portal has fixed shorter duration bids with a shorter delivery period for specific categories. The dedicated page has also provided features to shorten the procurement cycle for related items. The commerce ministry launched GeM, an online platform for public procurement, in August 2016 with the objective of creating an open and transparent procurement platform for government, which runs in several lakh crores. Currently, government departments, ministries, public sector units, state governments, and Central Armed Police Forces are allowed to carry out transactions through this portal. The portal provides a wide range of products from office stationery to vehicles. Automobiles, computers and office furniture are currently the top product categories. Govt clocks Rs 159 cr in procurement of coronavirus-related medical items through GeM

New Delhi, Dec 18 () The government e-marketplace has signed two agreements with Bank of Maharashtra and UCO Bank to offer services like transfer of funds through GeM pool accounts and earnest money deposit (EMD) to the registered users on the portal.
The pact also include advising of performance bank guarantees (e-PBG).
The MoUs were signed on December 16, according to an official statement.
"Integration for payments and various banking services is one of the priorities for GeM towards the cherished goal of a paperless, contactless and cashless system. GeM has already signed MoUs with 19 Public Sector and Private Banks to enable these functionalities," the Commerce and Industry Ministry said in the statement.
It further said the GeM is also working with Banks, TReDs, and SIDBI to provide bill discounting and financing of working capital where the cost of capital is linked to the performance and rating of a seller on the marketplace. 
"This will help the sellers in general and the MSMEs in particular to access easy credit and do better business with the government. In addition, GeM is contemplating the creation of EMD pool account for making it easy for sellers to comply with the EMD requirements while responding to bids," the statement said.
GeM SPV is the national public procurement portal for ensuring efficient and transparent mechanisms for procurement of goods and services by central and state government organisations.
It is an initiative of the Centre which offers a one stop inclusive platform for facilitating online procurement. GeM provides tools for direct purchase, bidding and reverse auction for ensuring transparent and efficient procurement. RSN BAL

Govt procures coronavirus-related medical items worth Rs 159 cr through GeM

New Delhi, Feb 1 () Finance Minister Nirmala Sitharaman on Saturday said the government looks to increase the turnover of the commerce ministry's public procurement portal GeM to Rs 3 lakh crore.
 The ministry launched Government e-Marketplace (GeM), an online platform for public procurement, in August 2016 with the objective of creating an open and transparent procurement platform for government departments. 
 "GeM is moving ahead for creating a unified procurement system in the country for providing a single platform for procurement of goods, services and works. It also has a great opportunity for MSMEs. It is proposed to take its turnover to Rs three lakh crores," she said while presenting the Budget for 2020-21.
 She said that currently 3.24 lakh vendors are registered on this platform.
 Public procurement worth Rs 50,000 crore is expected to take place through GeM during 2019-20, up from Rs 33,366 crore in the previous year. 
 The minister also proposed to provide about Rs 27,300 crore for development and promotion of industry and commerce for 2020-21.
 At present, government departments, ministries, public sector units, state governments, and Central Armed Police Forces are allowed to carry out transactions through this portal.
According to GeM, 3,24,225 sellers and service providers have registered with the portal so far to sell 18,50,045 products and 20,470 services.
The government has made it mandatory for all the departments and ministries to source goods and services from its e-marketplace.
