They have refused to disengage since mid-July and have started construction work on those disputed junctions. Apart from that they have been raising unacceptable points before India. To deal with the emerging situation, Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Saturday held a meeting with National Security Advisor Ajit Doval and the top military brass to discuss the situation at the border with China. Talks between India and China remain deadlocked. India has to move around three additional formations to reinforce the border. Singh held the review meeting with Doval, Rawat and the three service chiefs on the prevailing situation at the LAC in Eastern Ladakh where Chinese troops are still camping. "The meeting happened for almost one-and-a-half-hours in South Block," said a source. The de-escalation of troops at the LAC has stopped for now as the disengagement talks between India and China have hit a roadblock. China has refused to move back from its present military position north of the Pangong Tso and Depsang. The PL) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. <ul><li>The Indian army has revised its policy for the purchase of four wheelers from the Canteen Stores Department (CSD) which sets vehicle purchasing limit at ₹12 lakh for officers. </li><li><keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword>, attributed the decision to budgetary constraints and step to bring parity among Commissioned Officers, Junior Commissioned Officers (JCOs) and other ranks (ORs). </li><li>The new ceiling has also set the engine limit for officers at 2500 CC and for JCOs and other ranks at 1400 CC. </li></ul>Indian army Junior Commissioned officers and other rank jawans are set to gain from the new policy of the Indian army on the purchase of four wheelers from Canteen Stores Department (CSD). Earlier there was no limit on the purchase of four wheelers from the CSD canteens, but the new rules have set a limit due to which expenditure on cars more than ₹12 lakh, excluding GST is no more permissible for the officers. The new expenditure limit for Junior Commissioned Officers (JCO) and jawans of other ranks ₹6.5 lakh including GST. Speaking at a seminar of retiring officers, on June 27 the Army Chief General Bipin Rawat said that the policy changes are going to bring parity in the opportunities to use the CSD facility to buy four wheelers among officers and not just officers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">reported the Economic Times</a>. Explaining the reason for the policy changes, General Rawat said that the Parliament sanctions a fixed amount for CSD under miscellaneous heads for buying essential items to be provided to the army personnel including four wheelers, and high value car purchases by officers leaves less opportunities for JCOs and other ranks. The policy has also made changes in the frequency of the purchases. Officers can now buy two cars in eight years which was four years before the order was issued. “Earlier they could buy any top vehicle model they wanted. Now, they can’t. And the frequency of buying still remains the same for them, except for the gap between two vehicle purchases,” said an official. The official also said that the decision on placing a price ceiling was taken in view of the ‘larger picture’. The government provides 50% GST rebate on all CSD items once price negotiations are complete which provides the army personnel with cash saving benefits. “The chief had also said that if someone has the capability to buy a luxury car, then he can do it from the civil market,” another official said.

Army’s junior officers and jawans gain from new canteen store policy aimed to bring in ‘parity’

The army is reportedly finalizing the project and approached the Defence Ministry for approval. Army headquarters have already approved the plan. "The Indian Army has carried out successful test of the new integrated battle group concept which will be a battle formation with heavy firepower including armoured, infantry and all other war fighting capabilities. We are going to raise three of these formations by October this year," the Army said as per <a href="https://www.indiatoday.in/india/story/indian-army-to-raise-3-battle-formations-along-pakistan-border-by-october-1551896-2019-06-19">reports</a>. In a first, three integrated battle groups are going to be raised along the borders of Pakistan. The plan will further be extended to the <keyword id="152408" type="ORGANIZATION" weightage="20" keywordseo="McMahon-line">McMahon Line</keyword> as well. Swift mobilisation The integrated battle groups will aid swifter troop and equipment mobilization into the enemy territory. It could be done at a short notice -- even before the enemy gets ready to tackle the thrust. The IBG’s are a part of Army Chief General <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword>’s initiatives to reorganise and right-size the operational structure. Efforts are also underway for better synergy between the Army, Navy and the Air Force.

Indian Army is setting up ‘Integrated battle groups’ along the Pakistan border which will be self-sufficient to fight a war

New Delhi, India will have two to five theatre commands by 2022, Chief of Defence Staff <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> said on Monday. He pointed that in the southern part of the country, India will have a Peninsula command by integrating existing naval eastern and eastern Naval command centres and the Jammu and Kashmir would come under a single be command theatre. The peninsula command under the Navy that will deal with maritime security should come in earlier as directive for a study is expected to be out by March 31. It would spread from Sir Creek in Arabian Sea to Sunderbans in Bay of Bengal. The study should be completed within three to four months and by the end of next year the command under one naval commander should start functioning, <keyword id="4020982" type="PERSON" weightage="20" keywordseo="general-rawat">General Rawat</keyword> said. He also said that by end of the year a study for theaterisation or joint commands will be in place. By 2022 theatre commands should roll out. The number of theatre commands could vary from two to five, the CDS added. The Chief of Defence Staff is mandated to set up joint commands comprising the Army, Navy and Air Force -- in addition to two existing ones. There are 19 commands as of now and only two of these are tri-service commands. These are the Andaman and <keyword id="579051" type="COMPANY" weightage="20" keywordseo="Nicobar-Command">Nicobar Command</keyword> and the <keyword id="174799" type="COMPANY" weightage="20" keywordseo="Strategic-Forces-Command">Strategic Forces Command</keyword>, which is in charge of nuclear assets. General Rawat added that there is an option of having either one command for China or two separate commands; one East of Nepal and another West of Nepal. Similarly for Pakistan, a separate command for J&amp;K is on the cards, while a separate one for the international border South of Jammu. While the Army and the Air Force have seven commands each, the Navy has three commands. It's felt that reducing the commands and making them function under one umbrella with representation from all three forces -- depending on the region and threat assessment -- will make the military more effective. China and the US function under this model, and there have been suggestions that the Indian military follows a similar tri-service command system. According to some of the recommendations, the commands can be reduced from existing 19 to 9 with a tri-service mix. This will also include the strategic forces command, cyber command and Special Operations Command. The Air Force will be the lead agency for <keyword id="2741154" type="COMPANY" weightage="20" keywordseo="Air-Defence-Command">Air Defence Command</keyword> that has already been announced. General Rawat said that March 31 the study will be completed and the report should be ready by April 10. The implementation order for the air defence command is expected by year end, General Rawat said. He also said joint training, and uniformity in procurement procedures will be a key priority.

General Bipin Rawat and his wife, Madhulika Rawat, were en route to Defense Staff College in the town of Wellington in Tamil Nandu state with 12 other service personnel when the Indian Air Force helicopter crashed near Coonoor in Tamil Nadu. The IAF confirmed one person survived the crash, Capt. Varun Singh, and is being treated for injuries at the Military Hospital in Wellington. Two eyewitnesses to the crash told <a href="https://www.reuters.com/world/india/before-fatal-crash-indian-defence-chiefs-chopper-flew-low-though-fog-2021-12-09/">Reuters</a> that the helicopter seemed to be flying unusually low and under heavy fog before it crashed into the hillside. A construction worker who lives near the crash told Reuters that he sees military helicopters fly through the area often, but, on Wednesday, the aircraft seemed "louder and closer." The bodies of those who died were brought to New Dehli on Thursday, where the general will be laid to rest with full military honors, according to India's Defense Minister, Rajnath Singh. India's Prime Minister Narendra Modi said Rawat was an "outstanding soldier" and a "true patriot.""He greatly contributed to modernizing our armed forces and security apparatus," Modi said in a tweet. "His insights and perspectives on strategic matters were exceptional. His passing away has saddened me deeply."Rawat was appointed to serve as India's first chief of defense staff in 2019. He previously served as chief of army staff and had served in India's military for more than 40 years.

Eyewitnesses say helicopter carrying India's top general flew through heavy fog before deadly crash

"You will be found guilty for any action you take outside these channels and will also be liable for punishment," the General said. General Rawat first talked about the grievances issue on Friday, after a jawan, <keyword id="4058398" type="UNKNOWN" weightage="20" keywordseo="Lance-Naik-Yagya-Pratap-Singh">Lance Naik Yagya Pratap Singh</keyword>, posted a video on social media criticising the use of soldiers as 'sahayaks' or 'buddy'. 
 "I had written an application to the PM in which I said that soldiers, who act as sahayaks, should not be made to polish shoes of officers," said <keyword id="6361419" type="PERSON" weightage="20" keywordseo="Singh">Singh</keyword>, who's with the 42 Infantry <keyword id="50460" type="COMPANY" weightage="20" keywordseo="Brigade">Brigade</keyword> in <keyword id="45016" type="COMPANY" weightage="20" keywordseo="Dehradun">Dehradun</keyword>. He alleged harassment by superiors for writing to Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> about these problems. 
 Today, <keyword id="329590" type="COMPANY" weightage="20" keywordseo="The-Army">the Army</keyword> chief said the use of social media to highlight an issue could have deleterious effect on "brave soldiers guarding India's borders." 
 
The Army says officers get '<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">sahayak</a>s' for upkeep of their uniforms and weapons, as well as to act as their radio operators and "buddies" during combat operations. But parliamentary committees and other critics have slammed the 'sahayak' system as a vestige of the colonial era. They say officers blatantly misuse their 'sahayaks', getting them to do household work, walk the dogs and take kids to school. 
 The Army, on its part, has already asked the government to examine whether "non-combatants" should replace soldiers as 'sahayaks' in peace-time locations, while pressing for the system to continue in field and forward areas, said <keyword id="3970926" type="UNKNOWN" weightage="20" keywordseo="gen-rawat">Gen Rawat</keyword> late last week. 
 
But using social media to air grievances isn't ideal, Rawat said. It can be a "<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">two-sided" weapon</a> which can be used favourably but also has "a detrimental effect", he said. The Army already has an "excellent" grievances redressal system that will now be topped by his "suggestions-cum-grievances" boxes, said the new Army chief. 
 
The Army chief said anyone, irrespective of rank or service, can use this mechanism to write directly to him. Assuring full confidentiality, he said the name of the soldier concerned will be deleted before any action is taken.

<keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword> recently said that there is an alarming lack of lifeprotecting equipment available with Indian peacekeepers, informing India that the ability of troops to undertake operations has been impacted in South Sudan. 
 
As per the officials, India in October that its troops stationed there had "inadequate" life-protecting equipment such as bulletproof helmets and jackets. India has about 2,200 troops in South Sudan. 
 "The situation in South Sudan has been deteriorating. T he <keyword id="6355835" type="ORGANIZATION" weightage="20" keywordseo="UN">UN</keyword> Secretary-General recently went on record that the country is headed for mass genocide. Still, two months later, the situation with our troops remains the same," an official, who did not wish to be identified, told ET. 
 Neighbouring countries like Pakistan, Sri Lanka and <keyword id="6354759" type="COUNTRY" weightage="20" keywordseo="Bangladesh">Bangladesh</keyword> also have a better record. "This is undoubtedly making a serious dent to our reputation as a major contributor to UN peacekeeping operations," said an official. 
 
As a result, this has apparently affected the number of operations the deployed troops can undertake. 
 
Even before this, the UN had over the last nine months informed India repeatedly that the serviceability of Indian peacekeepers in South Sudan is barely 60% due to the shortages. This against other peacekeepers deployed in the same area that are much better equipped.China, which has recently increased its contributions to the UN, has an availability rate of 120%, according to the information shared. 
 The matter is still unresolved even after two months despite several rounds of consultations between the <keyword id="43909" type="ORGANIZATION" weightage="20" keywordseo="Defence-ministry">Defence Ministry</keyword> and Ministry of External Affairs, with officials saying the safety and reputation of Indian peacekeepers are at stake. 
 
"We must recognise that Indian forces are performing well operationally .There have been no complaints on that front," a South Block official, told ET. 
 India has been requested to provide adequate equipment to the blue berets at the earliest, in what would be one of the first challenges that General Bipin Rawat, who takes over as <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">Army</keyword> Chief on December 31, will have to face. The officer has an appreciation of the challenges faced in UN peacekeeping missions, having commanded troops as a Brigadier in Congo in 2008. The UN Mission in South Sudan is one of its largest peacekeeping missions with India as the main contributor. 
 The <keyword id="6354416" type="ORGANIZATION" weightage="100" keywordseo="Indian-Army">Indian Army</keyword> has also been facing shortages of life-saving bulletproof jackets and helmets at home as well, with orders placed for 50,000 jackets only in March this year -a seven year gap when the requirement was first raised in 2009. Even now the jackets ordered are against the full requirement of 1,86,138 that were needed by the Army till 2017.

The Information and Broadcasting ministry has ordered blocking of 20 channels on <a href="https://www.businessinsider.in/tech/news/youtube-tv-regains-access-to-espn-fx-and-more-disney-channels/articleshow/88384438.cms" data-type="tilCustomLink">YouTube</a> and two websites over spreading "anti-India" propaganda and fake news on the internet. "In a closely coordinated effort between intelligence agencies and the Information and Broadcasting ministry, the ministry has ordered the blocking of 20 channels on YouTube and two websites spreading anti-India propaganda and fake news on the internet," the ministry said in a statement on Monday. The channels and websites belong to a coordinated disinformation network operating from Pakistan and spreading fake news about various sensitive subjects related to India. The channels were used to post divisive content in a coordinated manner on topics like Kashmir, Indian Army, minority communities in India, Ram Mandir, General Bipin Rawat etc, it added. Two separate orders - one for 20 <keyword id="1667970" type="General" weightage="20" keywordseo="youtube-channels" source="Orion">YouTube channels</keyword> directing YouTube, and the other for two news websites, requesting the Department of Telecom to direct the internet service providers for blocking of the news channels and portals. The Ministry has acted to secure the information space in India, and utilised emergency powers under the Rule 16 of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. The modus operandi of the anti-India disinformation campaign involved the Naya Pakistan Group (NPG), operating from Pakistan, having a network of YouTube channels, and some other standalone YouTube channels not related to NPG. The channels had a combined subscriber base of over 35 lakh, and their videos had over 55 crore views. Some of the YouTube channels of the Naya Pakistan Group (NPG) were being operated by anchors of Pakistani news channels. "These YouTube channels had also posted content on issues such as the farmers' protest, protests related to the Citizenship (Amendment) Act, and tried to incite the minorities against the Government of India. It was also feared that these YouTube channels would be used to post content to undermine the democratic process of the upcoming elections in five states," the ministry said. The Ministry observed that most of the content pertains to subjects sensitive from the perspective of national security and are factually incorrect, and are being mainly posted from Pakistan as a coordinated disinformation network (as in the case of Naya Pakistan Group) against India and thus deemed it fit for action under the provisions to block content in case of emergency.
