In his keynote address, General Rawat said today India is "facing increased <keyword id="969118" type="PERSON" weightage="20" keywordseo="security-challenges">security challenges</keyword> and the best guarantor to peace and stability is to have dissuasive deterrence." For nations like India, General Rawat said, the security of land and borders remains a primary concern. "Therefore, there is a need to develop integrated structures to ensure modernization programs to be undertaken by our armed forces based on the correct assessment of the nature of threats and challenges. In addition, we are also partnering with like-minded nations to ensure peace and stability in our region." "Our approach to security needs to shift from a unilateral mode to multilateral mode, which mandates increasing training, engagements with partner nations so as to fructify joint response in the future," he added. The US, he said, recognizes Indo-Pacific as consequential for its future, adding that similarly, Japan, Australia, France, the UK, Indonesia, and Germany also find the region of strategic importance to them. However, China's rise as a military and economic power has made the region highly contestable. Based on the challenges India faces as a rising regional power, he said, "We require structured a long time planning for capacity building and development of our defense forces. In a quest to building a stronger India, we need a peaceful and stable security environment." "We need to maintain strategic autonomy and cooperative relations with extra-regional powers, regional linkages. We need to build bilateral, trilateral and multilateral mechanisms like Japan, Australia and India (JAI), India-Asean and similar existing mechanisms to have the right balance in our strategic autonomy." Technology, he said, will play an important role in any nation's quest for supremacy, be it in the military or any other sphere of activity. Therefore, investment in research and development will determine the future course of action for any enterprise, he said. However, he warned, "Quest to acquire proprietary rights on technology must not deny benefits of development to the global community at large. It must, in fact, create linkages between the haves and have nots. Humanity must not be guided by profiteering alone but must consider an equal opportunity for growth for all." In the military, he said, technology must become the means of deterrence and not a source of destruction. "Technology must benefit mankind and not be used for destroying existing systems." Experts explain India’s 'military options' against China

They have refused to disengage since mid-July and have started construction work on those disputed junctions. Apart from that they have been raising unacceptable points before India. To deal with the emerging situation, Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Saturday held a meeting with National Security Advisor Ajit Doval and the top military brass to discuss the situation at the border with China. Talks between India and China remain deadlocked. India has to move around three additional formations to reinforce the border. Singh held the review meeting with Doval, Rawat and the three service chiefs on the prevailing situation at the LAC in Eastern Ladakh where Chinese troops are still camping. "The meeting happened for almost one-and-a-half-hours in South Block," said a source. The de-escalation of troops at the LAC has stopped for now as the disengagement talks between India and China have hit a roadblock. China has refused to move back from its present military position north of the Pangong Tso and Depsang. The PL) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. China has also increased its troop deployment at Lipulekh, the place that became a trigger for strained relations between New Delhi and Kathmandu. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley. China has changed the status quo on the LAC at various places. India has objected to it and is taking up the matter with China at all levels. Both the countries are locked in a more than three-month-long standoff at multiple points, hitherto unprecedented, along the border. During the meeting, it was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km LAC. India has found that China has deployed troops, artillery and armour in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Military options on the table if India-China talks fail says Chief of Defence Staff General Bipin Rawat

New Delhi, India will have two to five theatre commands by 2022, Chief of Defence Staff <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> said on Monday. He pointed that in the southern part of the country, India will have a Peninsula command by integrating existing naval eastern and eastern Naval command centres and the Jammu and Kashmir would come under a single be command theatre. The peninsula command under the Navy that will deal with maritime security should come in earlier as directive for a study is expected to be out by March 31. It would spread from Sir Creek in Arabian Sea to Sunderbans in Bay of Bengal. The study should be completed within three to four months and by the end of next year the command under one naval commander should start functioning, <keyword id="4020982" type="PERSON" weightage="20" keywordseo="general-rawat">General Rawat</keyword> said. He also said that by end of the year a study for theaterisation or joint commands will be in place. By 2022 theatre commands should roll out. The number of theatre commands could vary from two to five, the CDS added. The Chief of Defence Staff is mandated to set up joint commands comprising the Army, Navy and Air Force -- in addition to two existing ones. There are 19 commands as of now and only two of these are tri-service commands. These are the Andaman and <keyword id="579051" type="COMPANY" weightage="20" keywordseo="Nicobar-Command">Nicobar Command</keyword> and the <keyword id="174799" type="COMPANY" weightage="20" keywordseo="Strategic-Forces-Command">Strategic Forces Command</keyword>, which is in charge of nuclear assets. General Rawat added that there is an option of having either one command for China or two separate commands; one East of Nepal and another West of Nepal. Similarly for Pakistan, a separate command for J&amp;K is on the cards, while a separate one for the international border South of Jammu. While the Army and the Air Force have seven commands each, the Navy has three commands. It's felt that reducing the commands and making them function under one umbrella with representation from all three forces -- depending on the region and threat assessment -- will make the military more effective. China and the US function under this model, and there have been suggestions that the Indian military follows a similar tri-service command system. According to some of the recommendations, the commands can be reduced from existing 19 to 9 with a tri-service mix. This will also include the strategic forces command, cyber command and Special Operations Command. The Air Force will be the lead agency for <keyword id="2741154" type="COMPANY" weightage="20" keywordseo="Air-Defence-Command">Air Defence Command</keyword> that has already been announced. General Rawat said that March 31 the study will be completed and the report should be ready by April 10. The implementation order for the air defence command is expected by year end, General Rawat said. He also said joint training, and uniformity in procurement procedures will be a key priority.

<ul><li>The Indian army has revised its policy for the purchase of four wheelers from the Canteen Stores Department (CSD) which sets vehicle purchasing limit at ₹12 lakh for officers. </li><li><keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword>, attributed the decision to budgetary constraints and step to bring parity among Commissioned Officers, Junior Commissioned Officers (JCOs) and other ranks (ORs). </li><li>The new ceiling has also set the engine limit for officers at 2500 CC and for JCOs and other ranks at 1400 CC. </li></ul>Indian army Junior Commissioned officers and other rank jawans are set to gain from the new policy of the Indian army on the purchase of four wheelers from Canteen Stores Department (CSD). Earlier there was no limit on the purchase of four wheelers from the CSD canteens, but the new rules have set a limit due to which expenditure on cars more than ₹12 lakh, excluding GST is no more permissible for the officers. The new expenditure limit for Junior Commissioned Officers (JCO) and jawans of other ranks ₹6.5 lakh including GST. Speaking at a seminar of retiring officers, on June 27 the Army Chief General Bipin Rawat said that the policy changes are going to bring parity in the opportunities to use the CSD facility to buy four wheelers among officers and not just officers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">reported the Economic Times</a>. Explaining the reason for the policy changes, General Rawat said that the Parliament sanctions a fixed amount for CSD under miscellaneous heads for buying essential items to be provided to the army personnel including four wheelers, and high value car purchases by officers leaves less opportunities for JCOs and other ranks. The policy has also made changes in the frequency of the purchases. Officers can now buy two cars in eight years which was four years before the order was issued. “Earlier they could buy any top vehicle model they wanted. Now, they can’t. And the frequency of buying still remains the same for them, except for the gap between two vehicle purchases,” said an official. The official also said that the decision on placing a price ceiling was taken in view of the ‘larger picture’. The government provides 50% GST rebate on all CSD items once price negotiations are complete which provides the army personnel with cash saving benefits. “The chief had also said that if someone has the capability to buy a luxury car, then he can do it from the civil market,” another official said.

The bodies of those who died were brought to New Dehli on Thursday, where the general will be laid to rest with full military honors, according to India's Defense Minister, Rajnath Singh. India's Prime Minister Narendra Modi said Rawat was an "outstanding soldier" and a "true patriot.""He greatly contributed to modernizing our armed forces and security apparatus," Modi said in a tweet. "His insights and perspectives on strategic matters were exceptional. His passing away has saddened me deeply."Rawat was appointed to serve as India's first chief of defense staff in 2019. Eyewitnesses say helicopter carrying India's top general flew through heavy fog before deadly crash

The Information and Broadcasting ministry has ordered blocking of 20 channels on <a href="https://www.businessinsider.in/tech/news/youtube-tv-regains-access-to-espn-fx-and-more-disney-channels/articleshow/88384438.cms" data-type="tilCustomLink">YouTube</a> and two websites over spreading "anti-India" propaganda and fake news on the internet. "In a closely coordinated effort between intelligence agencies and the Information and Broadcasting ministry, the ministry has ordered the blocking of 20 channels on YouTube and two websites spreading anti-India propaganda and fake news on the internet," the ministry said in a statement on Monday. The channels and websites belong to a coordinated disinformation network operating from Pakistan and spreading fake news about various sensitive subjects related to India. The channels were used to post divisive content in a coordinated manner on topics like Kashmir, Indian Army, minority communities in India, Ram Mandir, General Bipin Rawat etc, it added. Two separate orders - one for 20 <keyword id="1667970" type="General" weightage="20" keywordseo="youtube-channels" source="Orion">YouTube channels</keyword> directing YouTube, and the other for two news websites, requesting the Department of Telecom to direct the internet service providers for blocking of the news channels and portals. The Ministry has acted to secure the information space in India, and utilised emergency powers under the Rule 16 of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. The modus operandi of the anti-India disinformation campaign involved the Naya Pakistan Group (NPG), operating from Pakistan, having a network of YouTube channels, and some other standalone YouTube channels not related to NPG. The channels had a combined subscriber base of over 35 lakh, and their videos had over 55 crore views. Some of the YouTube channels of the Naya Pakistan Group (NPG) were being operated by anchors of Pakistani news channels. "These YouTube channels had also posted content on issues such as the farmers' protest, protests related to the Citizenship (Amendment) Act, and tried to incite the minorities against the Government of India. It was also feared that these YouTube channels would be used to post content to undermine the democratic process of the upcoming elections in five states," the ministry said. The Ministry observed that most of the content pertains to subjects sensitive from the perspective of national security and are factually incorrect, and are being mainly posted from Pakistan as a coordinated disinformation network (as in the case of Naya Pakistan Group) against India and thus deemed it fit for action under the provisions to block content in case of emergency.

Malware is ammunition, hackers and cybersecurity experts are the soldiers, and what they’re fighting over is data. While things may have cooled down between India and China on the ground, the cyber threat posed by the Dragon is still very much in play. “China is capable of launching cyber attacks on us that can disrupt a large amount of our systems,” General Bipin Rawat, India’s highest ranking armed forces official, told reporters on April 7. Harvard University’s National Cyber Power Index currently ranks China second in cyber power. The chaos was allegedly caused by a new coalition of Chinese hackers dubbed ‘Red Echo’ by Recorded Future, a cybersecurity firm based out of the US. The company believes that these Chinese state-sponsored hackers have at least one connection that is still open. And we have been able to create a cyber agency, which is our own agency within the armed forces… Each service also has its own cyber agency to ensure that even if we come under a cyber attack, the down time and the effect of the cyber attack does not last long,” Rawat explained. However, compared to China’s cyber capabilities, India still has a lot of catching up to do. More recently, since the Galwan Valley clash — which escalated into a long, drawn out stand-off between the two Asian giants along the Line of Actual Control (LAC) — the number of threats coming in from China has only increased.
